1. Increase coverage of HIV preventive services to a greater
number of MSM

2. Increase uptake of HIV Testing and strengthen Treatment
Adherence by normalising HIV-related issues

3. Ensuring that a harmonized HIV response goes beyond the
health sector, hence MUST be Multi-Agency/Sectoral in the
provision of programmes
