600/1000 VOLTS CROSS LINKED POLYETHELENE
(XLPE) INSULATED CABLES
1.

Standard Specification
The cables shall conform and comply with the latest editions of the appropriate
IEC standards (IEC 60502-1, IEC 60811 & IEC 60228 and any other relevant
IEC standards) or any other equivalent international standard with all its latest
addendum and amendments and shall be subject to the approval of FEWA.

2.

Site Conditions
The cables shall be suitable for continuous duty under specified system
conditions, in the hot, humid and salty climate prevailing in the area. The
maximum values of humidity and temperature experienced in this country are
100% and 500 C. respectively.

3.

Scope and Nature of Work


The specification provides for the design, manufacture, test at manufacturer's
works in the presence of two FEWA inspectors, suitable packing, transportation
and off loading at site of works or FEWA stores in satisfactory conditions and
proper stacking as directed by FEWA.

4.

Construction
3 1/2 & 4 Core Cables
These cables shall be cross-linked polyethylene insulated, steel wire armoured
and PVC served. The conductor shall be made from stranded Aluminium or
Copper as asked for in the Bill of Quantities and shall be in accordance with
IECor International equivalent Standard. Drawing(s) showing the cross
sectional area of the cable(s) shall be submitted along with the offer.

5.

Neutral
The neutral of the 3 1/2 core cables shall have half the size of the phase
conductors while that of 4 core cables shall have the same size as the phase
conductors.

6.

Shape of Cores
For 3 1/2 cores cables the 3 cores shall be sector shaped and the 1/2 core
shall be sector/round shaped.
For the 4 cores, all shall be round shaped.

Single Core Cables


These cables are 630 sq.mm XLPE insulated, unarmoured and PVC served
having stranded copper conductor.

Two Core Cables


These cables are 16 sq.mm & 25 sq.mm XLPE insulated, steel wire armoured
and PVC served having stranded copper or aluminium conductor.

10.

Insulation
The insulation shall be cross-linked polyethylene. The physical properties of
the insulation shall conform to the requirements of IEC 60502 & 60811. The
nominal thickness of insulation shall be as per the following table and shall be
guaranteed by the manufacturer to withstand the specified system voltages.

Inner Sheath
The inner sheath shall consist of an extruded layer of PVC type ST-2 and shall
conform to IEC 60502-1.

12.

Armouring
The armouring of the cables shall consist of round galvanized steel wires
conforming to IEC 60502-1 and the mass of zinc coating shall not be less than
275 g/m2.

13.

Outer Sheath
The outer sheath shall comprise of an extruded PVC sheath applied over the
armour. The outer PVC sheath shall be fire and termite resistant and shall
conform to type ST-2 of standard IEC 60502-1.

14.

Identification
The following identification marks shall be permanently embossed on both sides (if possible)
of the outer sheath of the cable (diagonally opposite side) in the same sequence by
digit size not less than 6 mm.

Length of cable on one meter intervals shall be embossed on outer sheath .
with digit size not less than 6 mm .Marking on the outer sheath shall indicate
cumulative length of the cable, wound on the drum such marking starting with
000 on the inner end and accumulative length on top layer of the drum.
15.

Colour Coding
All cores shall be colour coded. in Red, Yellow, Blue for phases and Black for
neutral.

16.

Packing
The cables shall be wound on a suitable non-returnable strong drum to prevent
damage during storage and transport. On the side of the drum, necessary
description, such as Order No., type, voltage, size, material of conductor, gross
and net weight of the cable, length, direction of rolling and drum number etc.
shall be clearly marked. Completed cable shall be sealed at both ends to avoid any
ingress of moisture, foreign bodies etc. No drum shall contain more than one
length of cable. The diameter of bore for the cable drum for inserting the shaft,
shall not be less than 80 mm.

17.

Current Rating and Temperature Rise


The cable shall be capable of withstanding the maximum conductor
temperature of 900 C in continuous operation and a temperature of 1300 C for a
limited period. Under fault conditions the cable shall be rated to withstand a
final temperature of 2500 C.
Guaranteed current carrying capacity at 350 C soil temperatures shall be
mentioned in the appropriate column of the schedule of guaranteed particulars.
Thermal resistance of filling sand shall be considered 20 m/w.

18.

Test Certificate
Certified copies of the type test certificates shall be supplied along with the
offer. Type test certificates more than seven years old are not acceptable. If
type test certificates which are acceptable to FEWA, are not enclosed with the
offer. Authority reserves its rights to ask the Tenderer to conduct all or any of
the type tests in presence of FEWA representatives at no extra cost to FEWA
The type tests shall be carried out as per relevant clauses of IEC 60502-1.
Routine Test
Routine tests shall be carried out on all lengths of ordered cable at
manufacturers works as per IEC 60502-1 during the time of manufacture and
reports of these tests shall be forwarded to FEWA

19.

Witnessing test at Manufacturer's Works


The following tests (routine and special as mentioned in IEC 60502-1) will be
carried out in presence of FEWA representatives at the Manufacturer's works.

Resistance measurement of cores and armour.

2) High voltage test: 3.5KV AC or 8.4KV DC for 5 minutes or spark voltage test.

Hot set test for XLPE insulation.
Test for tensile strength and galvanization for steel wire armour.

The supplier shall make provision in his offer to bear all costs that are incurred in
carrying out these tests to the satisfaction of FEWA. However, costs towards
travel, accommodation etc. of FEWA representatives shall not be included in
the quoted price.
20.

Cable Drum Length


The nominal length of cable drum shall be according to the following table. A
variation of 5% of the cable drum length may be acceptable.

11KV CROSS LINKED POLYETHELENE (XLPE) INSULATED CABLES
1.

Standard Specification
The cables shall conform and comply with the latest editions of the appropriate IEC
standards (IEC 60502, IEC 60811 & IEC 60228 and other relevant IEC standards) or
any other equivalent international standards with all its latest addendum and
amendments and shall be subject to the approval of the FEWA.

2.

Site conditions and fault level


The cables shall be suitable for continuous duty under specified system condition
and under short time fault conditions of system fault level of 500 MVA in the hot
humid and salty climate prevailing in the area. The maximum values of humidity
and temperature experienced in this country are 100% and 50 deg. C respectively.

3.

Scope and nature of work


The specification provides for the design, manufacture, test at manufacturer's works in
the presence of FEWA representatives, suitable packing, transportation and off
loading at site of works or FEWA stores in satisfactory conditions and proper
stacking as directed by FEWA.

4.

Construction
The cable shall be either of three core or single core construction made up of highly
compacted stranded conductor of high grade aluminium or copper wires, XLPE
insulated, suitable for use in system with nominal system voltage of 11kv, highest
system voltage of 12 kV. The materials of conductor and number of cores depends on
the bill of quantities of individual tender documents.

5.

Conductor Screening
Conductor screening shall be non-metallic and shall consist of a layer of extruded
semi-conducting compound, which shall be firmly bonded to the inner surface of the
insulation. The contact of the semi-conducting shields with the cable insulation must be
perfect without void creation at the inner surfaces. The interfaces must be
smooth in a regular geometric shape and the semi conducting compound must have
homogeneous structure particularly at the interfaces. The semi conducting screen
must be mechanically stable under load cycling of the power.
However provision of additional semi-conducting tape in between semi-conducting
compound and the conductor would be preferred.

6.

Insulation
Electrical grade cross linked polyethylene (XLPE) shall be extruded in simultaneous
extrusion of conductor screening layer and insulation screening layer and shall be
suitably cured.
The nominal thickness of the XLPE insulation shall be 3.4 mm and shall be
guaranteed by the manufacturer to withstand the specified system voltages.

7.

Insulation screening
The insulation screening shall consist of a layer of extruded semi-conducting
compound provided over the insulation simultaneously with the extrusion of the
insulation or in combination with semi-conducting tape with suitable overlap over the
extruded semi-conducting layer extruded simultaneously with extrusion of insulation.
Phase identification shall be provided on the screen in colour code, red, yellow and
blue.
Conductor screen, insulation and insulation screen shall be valcanized by triple
extrusion method.

8.

Metallic Screening
The metallic layer shall be applied over the individual cores.
The standard constructions of the metallic layer must be as per following:

For single core unarmoured cables, there will be a layer of copper wires
applied helically.

b)

For single core and three core armoured cables, there will be a layer of copper
tape applied with an overlap and in contact with each other.

c)

For both single core and three core cables, the total cross sectional areas of
copper metallic screen shall not be less than 25 mm2 for cable sizes upto and
including 300 mm2 and the cable sizes beyond 300 mm2 of cross sectional
area the metallic screen shall not be less than 35 mm2.

Assembly
The three insulated cores shall be laid up with necessary non-hygroscopic fillers and
bound with non-valcanisable tape to form a compact circular assembly.

10.

Inner Sheath
Sheath shall be of extruded PVC complying with IEC 60502.

11.

Armour
Three core cables must be armoured with a layer of galvanized steel wires and the
mass of coating shall not be less than 275g/m2 and single core cables are to be
armoured with a layer of aluminium wires according to IEC 60502. Unarmoured
cables may also be used according to the requirement in the BOQ of the tender
documents.

12.

Outer sheath
The outer sheath shall be of fire and termite resistant of extruded PVC material over
the armour. PVC material shall conform to IEC 60502-2 or to any other equivalent
standard.

13.

Identification
The following identification marks shall be permanently embossed on on both sides
(if possible) of the outer sheath of the cable (diagonally opposite side) in the same
sequence by digit size not less than 6 mm. at suitable intervals. 11000 volts mm.sq.

14.

Packing
The cable shall be wound on a suitable non-returnable strong drum to prevent
damage during storage and transport. On the side of the drum necessary
description such as order No., type, voltage, size, material of conductor, gross and net
weight of the cable length, direction of rolling and drum number etc. shall be clearly
marked. Completed cable shall be sealed at both ends to avoid any ingress of
moisture, foreign bodies etc. No drum shall contain more than one length of cable.
The diameter of bore for the cable drum for inserting the shaft, shall not be less than
120 mm. The cable drums must be closed with wooden planks to prevent cable
damage during storage and transportation.

15.

Current Rating and Temperature Rise


The cable shall be capable of withstanding the maximum conductor temperature of 90
deg.C in continuous operation and a temperature of 130 deg. C for a limited
period. Under fault conditions the cable shall be rated to withstand a final
temperature of 250 deg. C.
Guaranteed current carrying capacity at 35 deg.C soil temperature and thermal
resistivity of filling sand shall be considered 2.0 cm/w and shall be mentioned in the
appropriate column of the schedule of guaranteed particulars.

16.

Test Certificates
Certified copies of the following type test certificates shall be supplied along with the
offer. If acceptable type test certificates not older than seven years are not enclosed
along with the offer, Authority reserves its right to ask the tenderer to conduct all or
any of the following type tests in presence of FEWA representatives at no extra cost
to FEWA.

All non-electrical type tests shall be carried out as per relevant clause of IEC
60502 and IEC 60811.

Routine Test
Routine Tests shall be carried out as per IEC 60502 at manufacturer's works on all
lengths of ordered cable during manufacture and the certified copies of these routine
test certificate shall be forwarded to FEWA.

Witnessing test at manufacturer's works


The following tests (routine and sample as mentioned in IEC 60502) will be carried
out in presence of at least two FEWA inspectors at the manufacturer's works.
a)

Electrical resistance measurement of conductor and metallic screen.

b)

Partial discharge test : magnitude of discharge at 11kV should not exceed


5 PC.

c)

High voltage test : 23kV AC between conductors and screen for 5 minutes.

d)

Conductor examination.

e)

Check of dimensions.

f)

Voltage test for 4 hours : 25kV AC between conductor and screen for 4
hours.

g)

Hot set test for XLPE insulation.

h)

Test on armour wires

The supplier shall make provision in his offer to bear all costs that are incurred in

+ 5% of the cable drum length may be acceptable.

SPECIFICATION FOR ALUMINIUM ALLOY STRANDED CONDUCTORS
(Revised in March 2010)
1.

Standard Specification:
The conductor shall be constructed and tested to conform and comply with the latest
editions of British Standards BSEN 50182 & 50183.

2.

Site Conditions:
The conductor shall be suitable for continuous operation at temperature of 80 deg.
C. (30 Deg. C. temperature rise for conductor above ambient temperature) without
deterioration in the hot, humid and salt laden dusty climate prevailing in the area.
The maximum values of humidity and temperature experienced in this country are
100% and 50 deg. C. respectively.

3.

Scope and Nature of work:


The specification provides for the design, manufacture, test at manufacturer's works in
presence of FEWA representatives, suitable packing, transporting, offloading at site
of works or FEWA stores in satisfactory condition and proper stacking as
directed by FEWA.

4.

Construction & Material:


The conductor shall be constructed of heat-treated aluminium-magnesium-silicon
alloy wires and having the mechanical and electrical properties specified in BSEN
50182.

5.

Standard Values for All Aluminium Alloy wires:


Resistivity:
The standard value of resistivity of all aluminium alloy wire, which shall be used for
calculation only is to be taken as per BSEN 50183.
Density:
At a temperature of 20 deg.C., the density of aluminium alloy wire is to be taken as
2.7 gm/cm3.
Coefficient of linear expansion:
The coefficient of linear expansion of aluminium alloy wire is to be taken as 23x10 to
the power minus six per celsius degree.
Constant mass temperature coefficient:
At a temperature of 20 deg.C, the constant mass temp. coeff. of resistance of
aluminium alloy wire measured between two potential points rigidly fixed to the wire, is
taken as 0.00360 per Celsius degree.
Modulus of Elasticity:
The modulus of elasticity of aluminium alloy wire is to be taken as 68,000 N/sq.mm.

For more accurate calculations, measured values may be used for density, coefficient of linear expansion, constant mass temperature coefficient and modulus of
elasticity.
6.

Stranding:
The Aluminium alloy wires used in the construction of stranded conductor shall,
before stranding, satisfy all the relevant requirements of the specification. The lay
ratio of the different layers shall be within the limits given in the BSEN standards. In all
construction, the successive layers shall have opposite direction of lay, the
outermost layer being right handed. The wires in each layer shall be evenly and
closely stranded. In aluminium alloy stranded conductors having multiple layers of
wires, the lay ratio of any layer shall not be greater than the lay ratio of the layer
immediately beneath it. The completed conductor shall be free from dirt, grit,
excessive amounts of drawing oil and other foreign deposits.

7.

Joints in Wires:
There shall be no joints in any wires of a stranded conductor containing seven wires,
except those made in the base rod or wire before final drawing. In stranded
conductors containing more than seven wires, joints in individual wires are permitted in
any layer except the outermost layer, but no two such joints shall be less than 15m
apart in the complete stranded conductor. Such joints shall be made by
resistance butt-welding and shall subsequent to welding, be annealed over a
distance of 200mm on each side of the joint.

8.

Conductor sizes:
The nominal aluminium area of the conductor shall be as specified in the Bill of
Quantities and may be either 100 sq.mm, 150 sq.mm, 175 sq.mm, 300 sq.mm or 400
sq.mm by which they will be identified.

9.

Area of conductor:
The sectional area of aluminium alloy stranded conductor is the sum of the cross
sectional areas of individual wires. The sectional area of aluminium alloy conductor
shall be higher than nominal aluminium area of conductor and for 400 sq.mm
conductor, it should not be less than 479 sq.mm, for 300 sq.mm conductor, it should
not be less than 362.1 sq.mm, for 175 sq.mm conductor, it should not be less than
211 sq. mm, for 150 sq.mm conductor, it should not be less than 180.7 and for 100
sq.mm it should not be less than 118.9 sq.mm.

10.

Conductor d.c. resistance at 20 deg.C.:


For 100 sq.mm conductor, the d.c. resistance at 20 deg.C. shall not exceed 0.2767
ohm/km.
For 150 sq.mm conductor, the d.c. resistance at 20 deg.C. shall not exceed 0.183
ohm/km.
For 175 sq.mm conductor, the d.c. resistance at 20 deg.C. shall not exceed 0.1568
ohm/km.
For 300 sq.mm conductor, the d.c. resistance at 20 deg. C shall not exceed 0.0917
ohm/km.
For 400 sq.mm conductor, the d.c. resistance at 200 C shall not exceed 0.06930
ohm/km.

11.

Ultimate breaking load:


For 100 sq.mm conductor the ultimate breaking load shall be not less than 35.0 KN.
For 150 sq.mm conductor the ultimate breaking load shall be not less than 53.3 KN.
For 175 sq.mm conductor the ultimate breaking load shall be not less than 62.24 KN.
For 300 sq.mm conductor the ultimate breaking load shall be not less than 106.82 KN.
For 400 sq.mm conductor the ultimate breaking load shall be not less than 141.3 KN.

Packing:
The conductor shall be packed in non returnable drums (steel drums for 400 sq.mm
conductors) and the length of conductor shall be 2000 metres for 100, 150,175 and 300

+ or - 5%. The conductor shall be shipped on drums and lapped with protective
covering across the whole width of the drum, band wooden battens nailed to the
flange. All drums with conductor shall have a layer of waterproof wax paper or
plastic sheet, which must be safe against chemical reactions, around the barrel
under the conductor and another over the conductor.
The following informations shall be clearly marked in indelible paint on both flanges of

with relevant BSS and IEC recommendation. Certified copies of the type and special

Standard Specification:
The conductor shall be constructed and tested to conform and comply with the latest
editions of British Standard (B.S) 6360, equivalent IEC standards or any other
equivalent international standard which shall be subject to the approval of FEWA.

2.

Site Conditions:
The maximum values of humidity and temperature experienced in this country are
100% and 50 deg. C. respectively.

3.

Scope and Nature of work:


The specification provides for the design, manufacture, test at manufacturer's works in
presence of FEWA representatives, suitable packing, transporting, offloading at site of
works or FEWA stores in satisfactory condition and proper stacking as directed by
FEWA.

4.

Construction & Material:


The earth conductor shall be constructed of soft drawn high conductivity stranded
bare copper conductor having the mechanical and electrical properties specified in BS
6360 or equivalent. The area of cross section of earth conductor shall be 70 sq.mm.

5.

Resistance
The maximum value of resistance of 70 sq.mm earth conductor shall be 0.271 ohms per
KM at 200 C.

The conductor shall be subjected to all type, special and routine tests in accordance
with relevant BSS and IEC recommendation. Certified copies of the type and special
test reports shall be supplied along with the offer. Routine tests shall be carried out in
presence of FEWA representatives at the manufacturer's works. The supplier shall
make provision in his offer to bear all the costs that are incurred in carrying out these
tests to the satisfaction of FEWA. However, costs towards travel, accommodation etc. of
FEWA representatives shall not be included in the quoted price.
