Capacity building training on development of union, Upazilla and district level Contingency Plan
Islamic Relief (IR), Bangladesh is implementing a project named Enhancing Climate Change
Adaptation & Disaster Resilience (ECCADR) in five Upazilla, namely Koyra, Shymnagar, Galachipa,
Rangabali and Sullah under Khulna, Satkhira, Patuakhali, and Sunamganj districts respectively. The
project will cover 90 wards under 10 unions in five Upazilla of four districts. The project will cover
90,026 participants in 27,106 households directly. The overall objective of the project is to
increase the resilience of government systems and communities towards climatic variability and
change in five targeted districts in Bangladesh. The project will contribute directly in achieving the
targets of the Millennium Development Goal (MDG) (Goal 1 and 7) in the face of increased natural
disasters and climate change. It will contribute to Bangladeshs National Plan for Disaster
Management (NPDM) 2010-2015 and also to the National Water Management Plan (NWMP).
As per SOD, laid by Government of Bangladesh (GOB), all the Unions and Upazilla in Bangladesh
are supposed to develop their respective emergency contingency planning in accordance with
DDM guidelines. The project will encourage and support UDMCs to develop and revise it on
regular interval as per SOD. Hence, a consultant will support to facilitate workshops with targeted
participants from UDMCs at intervention area to develop a contingency plan. In capacity building
workshops the consultant will develop a draft contingency plan. This process will also help
promote participation of trained CBOs representatives in various local level committees which are
formed as part of contingency plans.

Gather existing plan/policies/guideline developed by government or other organizations


Arrange a total of 3 (three) workshops, each 2 days long (10 hours) in the working areas of
UDMC (i.e. 1 union in Galachipa, 1 in Symnagar and 1 in Sulla Sadar) and develop draft
contingency plan for those unions.
Facilitate UKAM Project staffs so that they can conduct workshops in the remaining unions.

Duration

The duration of this assignment is 12 (twelve) working days. (6 days for workshop and 6 days for
developing the draft contingency plan.

Qualification

Professional experience for minimum 10 years


Experience in developing plan related with DRR & CCA
Experience of training facilitation at the field level for INGO staff and government officials
Previous experience in developing contingency plans for local government is highly valued
Background and knowledge on DRR & CCA issues

Honorarium and
mode of
payment

The consultant should quote prices for conducting training / workshop, developing
contingency plan / module modification, travel and reporting.
Upon completion of training / workshop, submission of draft contingency plan and bills,
associated amount will be paid to consultant.
