Uranium Mining Oversight Committee

Terms of Reference
Objective
The Uranium Mining Oversight Committee (UMOC) is established to oversee the
implementation, operations and rehabilitation of the uranium mining industry in Queensland.

Role
The role of UMOC is to coordinate the activity of government departments to ensure that the
Queensland Government has the information and expertise to support the recommencement
of the uranium mining industry in Queensland. Where necessary, UMOC will engage outside
expertise.
Initial actions

Implement the Queensland Governments best practice framework for mining


uranium as per the Governments Action Plan for the recommencement of
uranium mining in Queensland.

Ongoing actions

Oversee the uranium industry in Queensland, with due regards to foreshadowing


potential development activity.
Establish and support a Uranium Mining Stakeholder Committee at a time when
there is certainty about the development of a uranium mine. The purpose of a
stakeholder committee will be to provide engagement between local community
members and stakeholders to provide a mechanism to build an understanding of
the uranium industry.
Provide advice to the Coordinator-General during the environmental assessment
process where required.
Develop the appropriate communication and education materials on the uranium
industry and the associated regulatory framework.

Membership
UMOC is chaired by the Executive Director, Land and Mines Policy of the Department of
Natural Resources and Mines (DNRM), the state agency responsible for administering
uranium tenures under the Mineral Resources Act 1989.
Other Committee members include Queensland Government representatives from:

Department of Environment and Heritage Protection


Queensland Health
Department of Transport and Main Roads
Department of State Development, Infrastructure and Planning
Department of Aboriginal and Torres Strait Islander and Multicultural Affairs
and
other state government departments as required.

UMOC may invite independent attendance by an authoritative specialist advisor with


significant practical experience of uranium mining when required. This can include the
Australian Governments Supervising Scientist Division.
If members are unable to attend, an appropriate proxy should be nominated in advance of
the meeting.
Others may be invited to attend the meetings at the request of the Chairperson on behalf of
the Committee to provide advice and assistance where necessary.

Secretariat
Secretariat to UMOC will be DNRM. The Secretariat will:

prepare agenda papers and issue notices for meetings, ensuring all necessary
documents requiring discussion or comment are provided to members
ensure that all relevant agenda items have the necessary supporting
documentation requiring discussion or comment during the meeting
distribute agenda papers two business days prior to meeting and
take notes of proceedings and prepare minutes of meeting.

Meeting frequency and duration


Immediately following the implementation of the uranium mining best practice framework, the
UMOC will meet quarterly.
UMOC may meet more frequently if the Chairperson determines it is necessary.

Amendments
These terms of reference shall be reviewed annually from the date of approval. They may be
altered to meet the current needs of all UMOC members, by unanimous agreement amongst
the committee members.
If UMOC has fulfilled its purpose and/or is no longer required, the committee may decide to
cease operation. This decision should be noted in the Committee minutes for completeness.
