Single-phase step voltage regulators


General
Eaton's Cooper Power Systems VR-32 singlephase step voltage regulators are tap-changing
autotransformers. They regulate distribution line
voltages from 10% raise (boost) to 10% lower
(buck) in thirty-two steps of approximately 5/8%
each. Voltage ratings are available from 2400 volts
(60 kV BIL) to 34,500 volts (200 kV BIL) for 60 Hz
and 50 Hz systems.
Internal potential winding taps and an external
ratio correction transformer are provided on all
ratings so that each regulator may be applied to
more than one system voltage.
Smaller kVA sizes are supplied with support lugs
for pole mounting and with substation or platform
tie down provisions. Larger sizes are provided with
substation bases with pad-mounting provisions.
Voltage is maintained within desired limits by
controls that feature superior accuracy, reliability,
and serviceability. Continuity of service is assured
by rugged, service-proven tap-changers and coreand-coil assemblies functioning with the control.
Eaton's Cooper Power Systems voltage regulators
are available with a full complement of standard
features for routine applications, as well as a full
line of optional accessories for unique applications.
In addition, the regulator offers desirable features
that enhance operation and service.

Standard features

IEC 61850

A sealed-tank construction allows the use of 65 C rise insulation


system in 55 C rise rated designs to provide an additional 12%
capacity above the nameplate rating without loss of normal
insulation life. Additional load capacity is stated on the nameplate,
this ADD-AMP feature is available as long as the tap-changers
maximum current rating is not exceeded.

The unit construction cover suspends the internal assembly


consisting of the core-and-coil assembly, tap-changer, and the
reactor for ease of inspection and maintenance.
All Eaton's Cooper Power Systems voltage regulators are
manufactured and tested to the IEEE Std C57.15-2009 standard.

All VR-32 voltage regulators are equipped with a bypass arrester


connected across the series winding between the source (S) and
load (L) bushings. This bypass arrester limits the voltage developed
across the series winding during lightning strikes, switching surges
and line faults. A MOV type series surge arrester of 3 kV offers
series winding protection on all regulators except those rated 22 kV
and above, which have a 6 kV MOV-type series surge arrester.

External series arrester

A shunt arrester is a recommended accessory on the VR-32 voltage


regulator for protection of the shunt winding. The shunt arrester is
a direct connected arrester mounted on the tank and is connected
between the load bushing and ground. For additional protection, a
shunt arrester may also be installed between the source bushing
and ground. It is recommended that arresters be applied to all nongrounded bushings. Shunt arrester application data is listed in Table 1.

With sealed-tank construction, the external oxygen supply is


eliminated from the tank environment. With the use of a 65 C rise
insulation system and designs with a nameplate rating of 55 C,
an additional 12% capacity is available from Eaton's Cooper Power
Systems 32-step regulator without any loss of insulation life.

The load tap-changer product offering consists of three Quik-Drive


tap-changers, the most advanced tap-changers in the industry.
Each device is sized for a specific range of current and voltage
applications and share many similarities in their construction. The
primary benefits of Quik-Drive tap-changers are: direct motor drive
for simplicity and reliability; high-speed tap selection for quicker
serviceability; and proven mechanical life (one million operations).
Common Quik-Drive tap-changer features include: neutral light
switch; position indicator drive; safety switches; and logic switches
(back-off switches). Quik-Drive load tap-changers meet IEEE and
IEC standards for mechanical, electrical and thermal performance.

Core and coil assembly


Ease of service is provided by the design of the core-and-coil,
tap-changer, and reactor assembly. The entire assembly is cover
suspended for ease of removal from the tank for inspection or
maintenance.
The coil assembly features an aluminum strip in the series winding
that achieves the optimum in ampere turn balance for exceptional
strength under through-fault conditions.
Grain-oriented steel is used in the core, with a low reluctance lap
joint. The rugged core clamp assembly secures the coil effectively
and positions the core for the optimum in quiet operation and low
core loss.

Position indicator and ADD-AMP capability


Exclusive to Eaton's Cooper Power Systems, the uniquely designed
position indicator offers corrosion resistant materials, an oversized
viewing area and a reset solenoid that is replaceable using a single
thumbscrew. It is mounted on a junction box on the cover of the
regulator, and is directly connected to the tap-changer by a flexible
drive shaft passing through the junction box and terminal board via a
sealing gland.
The indicator face is graduated in steps, numbered 1 through 16 on
each side of zero. Zero designates neutral. Drag hands indicate the
maximum and minimum positions attained during raise and lower
operations. The drag hands are reset around the position indicator hand
by operating the drag hand reset switch on the control front panel.

The ADD-AMP feature of VR-32 regulators allows increased current


capacity by reducing the regulation range. This is accomplished by
either setting limit switches in the position indicator (HARD-ADDAMP feature) or enabling the SOFT-ADD-AMP feature to prevent
the tap-changer from traveling beyond a set position in either raise
or lower directions. The limit switches have scales graduated in
percent regulation, and are adjustable to specific values of 5, 6-1/4,
7-1/2, 8-3/4, and 10% regulation to alter the regulation range. The
CL-7 control also allows for an Adaptive ADD-AMP feature which will
automatically change the SOFT ADD-AMP setting based upon the
current readings of the control.
The five possible load current ratings associated with the reduced
regulation ranges are summarized in Tables 4 and 5. At each setting,
a detent stop provides positive adjustment. Settings other than
those with stops are not recommended. The raise and lower limits
need not be the same value except for locations where reverse
power flow is possible.

General
Eaton's Cooper Power Systems single-phase
pad-mounted voltage regulators add a dimension
to underground system planning. They provide
system planners freedom to improve the
safety, reliability, and power quality in existing
and new underground distribution systems.
The pad-mounted voltage regulator provides all
the functionality of traditional round-tank polemounted and substation voltage regulators, with
the convenience of pad-mounting.
The pad-mounted voltage regulator provides steptype voltage regulation in thirty-two (32) steps
of approximately 5/8% each for a maximum of
10% regulation when used singly or in wyeconnected banks. Voltage ratings are available
from 2500 volts (60 kV BIL) to 34,500 volts (150
kV BIL) for 60 Hz and 50 Hz systems.
Control of the voltage regulator is microprocessorbased, with a digital metering package of Class
1 accuracy. Instantaneous metering, time/datestamped demand metering, and profile recording
are provided. Features include voltage limiting
capability, voltage reduction capability, reverse
power flow operation, and tap position tracking.

The pad-mounted voltage regulator provides


state-of-the-art voltage regulation while reducing
installation costs and preserving a more
aesthetically pleasing environment.
Pad-mounted voltage regulators, in conjunction
with pad-mounted transformers and switchgear,
can be used to create a modular pad-mounted
substation. This substation can be placed in areas
that require a low profile installation. It can exist
inconspicuously and quite possibly utilize shared
rights-of-way.

The control box is mounted on the door of the operational side of


the cabinet for easy access. As the operator uses the control, the
position indicator is in clear view.
The junction box has a removable side door which permits access to
the terminal block for the connections from the tank to the control
cable. The control is connected from the control box to the junction
box with a quick-disconnect control cable, which enables easy
removal. The current transformer is automatically shorted when the
cable is removed.

Position indicator and ADD-AMP feature


Exclusive to Cooper Power Systems, the uniquely designed
position indicator offers corrosion resistant materials, an oversized
viewing area and a reset solenoid that is replaceable using a single
thumbscrew. It is mounted on a junction box on the frontplate of the
regulator and is directly connected to the tap changer by a flexible
drive shaft passing through the junction box and terminal board via a
sealing gland.
The indicator face is graduated in steps, numbered 1 through 16
on each side of neutral. Drag hands indicate the maximum and
minimum positions attained during raise and lower operations. The
drag hands are reset around the position indicator hand by operating
the drag hand reset switch on the control front panel.
The ADD-AMP feature of the pad-mounted voltage regulator allows
increased current capacity by reducing the regulation range. The
CL-7 control also allows for an Adaptive ADD-AMP feature which
will automatically change the Soft ADD-AMP setting based upon the
current readings of the control.
This is accomplished by either setting limit switches in the position
indicator (HARD-ADD-AMP feature) or enabling the SOFT-ADDAMP feature to prevent the tap-changer from traveling beyond a set
position in either raise or lower directions. The limit switches have
scales graduated in percent regulation, and are adjustable to specific
values of 5, 6-1/4, 7-1/2, 8-3/4, and 10%.

The five possible load current ratings associated with the reduced
regulation ranges are summarized in Tables 5 and 6. At each setting,
a detent stop provides positive adjustment. Settings other than
those with stops are not recommended. The raise and lower limits
need not be the same value, except for locations where reverse
power flow is possible.

Bypass switch module (Optional)


As with round tank regulators, bypassing a pad-mounted voltage
regulator is an option in system operation. Installing or removing the
pad-mounted voltage regulator from the circuit is accomplished with
a stand-alone bypass switch module.
This switch module fits inside the secure regulator cabinet during
normal operation. When the regulator needs to be removed, the
bypass module provides hotstickoperable sectionalizing switches
to disconnect the regulator from the system without causing
interruption to the downstream load.

Construction
Core and coil assembly
The coil assembly features aluminum strip in the series winding
that achieves the optimum in ampere turn balance for exceptional
strength under through-fault conditions.
Grain-oriented steel is used in the core, with a low reluctance lap
joint. The rugged core clamp assembly secures the coil effectively
and positions the core for the optimum in quiet operation and low
core losses.

Quik-Drive tap-changers
The load tap-changer product offering consists of three Quik-Drive
tap-changers, the most advanced tap-changers in the industry.
Each device is sized for a specific range of current and voltage
applications and share many similarities in their construction.
The primary benefits of Quik-Drive tap-changers are: direct motor
drive for simplicity and reliability; high-speed tap selection for quicker
serviceability; and proven mechanical life (one million operations).
Common Quik-Drive tap-changer features include: neutral light
switch; position indicator drive; safety switches; and logic switches
(back-off switches). Quik-Drive load tap-changers meet IEEE and
IEC standards for mechanical, electrical and thermal performance.

3-in-1 single-phase pad-mounted voltage


regulators
New to the regulator product group is the 3-in-1 pad-mounted
voltage regulator. Three single-phase regulators are contained within
a single tank, each utilizing a single multi-phase CL-7 control. The
3-in-1 unit provides an option to the installation of three single-phase
pad-mounted regulators and advantages including the following:
1. SizeThe unit is as large or larger than many three-phase transformers, however only a single unit is required rather than three
individual units. When factoring in cabinet clearance and overall
size, the 3-in-1 pad-mounted regulator takes up less than onethird the space.
2. Oil VolumeThe 3-in-1 pad-mounted regulator contains less than
two-thirds the oil of three single-phase pad-mounted regulators.
Control box mounting is also available on the frontplate or on
the cabinet door. A bypass module is not available for the 3-in-1
pad-mounted regulator. Please contact an Eaton's Cooper Power

General
The CL-7 is the latest voltage regulator control by Eaton's Cooper
Power Systems. The CL-7 control maintains the easy to use interface of
previous CL controls. Advance features enable easy integration into a
smart grid enabled network because the CL-7 voltage regulator control
is designed with communications and smart grid features in mind. The
versatile CL-7 comes as standard equipment on Eatons Cooper Power
Systems voltage regulators, but easily integrates to operate nearly any
voltage regulator in service today.

Familiar Features
The CL-7 control employs the same easy to use features of previous CL
controls from Eaton's Cooper Power Systems. It utilizes most of the
same function codes and all of the same easy-to-use interface features.
Field technicians familiar with earlier Eaton's Cooper Power Systems
regulator control models will already know how to use the CL-7 control.
This translates to lower training costs.

Common Platform
Eaton's Cooper Power Systems common control platform means shared
components and a familiar look and feel between controls. This will
reduce inventory of components and lead to a distribution system that
is easier to maintain. Whenever possible, items like communications
cards and I/O modules are shared between controls.

Focus on Smart Grid


The CL-7 control is designed to integrate easily into smart-grind
communications networks. Communications features are available
to simplify installation include integrated communications modules,
multiple protocol availability, communications battery backup, dc power
supply and auxiliary ac power supply. The controls are shipped with
the resident communications protocols of DNP and IEC 60870-5 and
additional protocols are available upon request.

Multi-Phase Control
The CL-7 voltage regulator control multi-phase option is unique in the
industry. It provides the first of its kind multi-phase voltage regulation:
two or three regulators can be operated with the use of a single control.
This provides a single point of contact for communications, true multiphase metering and fewer controls to program and maintain. In addition,
when power is lost from one regulator in a bank, the power from an
adjacent regulator can be used to run the motor.

Advanced Software
ProView NXG interface software simplifies the programming of
the entire line of common platform controls by Eatons Cooper Power
Systems. This reduces the need for multiple software packages to
interface with multiple controls. Control parameters can be programmed
with a personal computer in the office using ProView NXG software.
Programming files can then be loaded onto the control using a USB
cable connection or through the front panel USB data port.

Leader/Follower Feature

Control Security

The CL-7 voltage regulator control can be operated as a member


of an assigned operating group of up to three connected
voltage regulators. When single-phase regulator controls are
used, the Leader/Follower operation is dependent on a physical
communications connection using the LoopShare Communications
protocol between all members of the operating group. Enhanced
Leader/Follower modes enable two types of group coordination.
Leader/Follower modes include:

The CL-7 voltage regulator control has multiple programmable


security codes to limit control programming and viewing function
access to authorized personnel. The CL-7 control is capable of
supporting strong passwords containing letters (upper and lower
case), numbers and symbols. The front panel Human-Machine
Interface (HMI) includes a user-selected security code to access
the settings. Plus, the ProView NXG interface software has its own
security levels for multiple-user access.

Metering
The CL-7 control comes equipped with a full complement of
metering capabilities, which include instantaneous, demand, demand
peak, and energy metering. The control is capable of the following
metering values and more:

Lead-Phase A connected regulators remain on the same tap


position as the lead regulator;
Voltage Averaging The average load voltage is determined and
used as the basis for regulation.
Max Deviation Regulators operate independently within a set
number of steps.

The CL-7 control with the optional multi-phase module is capable


of operating up to three voltage regulators with the use of a single
control. The voltage regulators can be set to operate independently
or to utilize one of the Leader/Follower operating modes detailed
above. A single control utilized in this configuration has several
advantages over three individual controls:

DCM calculates the life used for each arcing surface contact on
Eaton's Cooper Power Systems Quik-Drive tap-changers. The control
uses metering values such as current, voltage, power factor, and
tap position along with detailed data on the internal design of the
voltage regulator to calculate the interrupting current and recovery
voltage. This information is compared with actual test data for the
appropriate Quik-Drive tap-changer to estimate contact wear. DCM
works exclusively on voltage regulators equipped with Quik-Drive
tap-changer.

The CL-7 voltage regulator control has two available battery backup
options. A battery backup allows the control to remained powered
during an outage and to maintain communication links.

Sequence of Events (SOE) Recorder


The SOE recorder is capable of capturing discrete events such as
raise and lower operations, tap at neutral, mechanism failures and
many other options. The SOE places an accurate time stamp and
analog information on the events and stores them in non-volatile
memory so they wont be lost in the event that the control loses
power. The SOE recorder is capable of maintaining up to 1000
events and can record up to 46 different event types.

Data Profiler

Option 1 An onboard 13 A/hour, 24 Vdc battery located in an


auxiliary box attached to the main control box. A battery charger
module is included with the regulator control.
Option 2 Power the control with a 48 to 125 Vdc substation
battery. For this option, auxiliary contacts are provided to connect
the power source.

Auxiliary Power Options


The CL-7 control is able to provide auxiliary power for
communications and other equipment. A 13.5 Vdc (25 W continuous,
30 W peak) option is available to meet the dc power requirements
of most currently available communications equipment. If ac power
is needed, a 120 Vac, 25 VA maximum load can be supplied using
the PT winding of the regulator. If more power is required, optional
auxiliary windings are can be added to provide 120 or 240 Vac (6
amp maximum) power.

A fully configurable data profiler is available which allows the user


to collect information by sampling data at selectable intervals. These
time-stamped values can then be viewed to determine weekly load
profiles, daily harmonic disturbances, or hourly voltage fluctuations.
The number of days of information the data profiler can provide
depends upon configuration parameters. A Trend Time displays the
days, hours and minutes of data that will be collected before the
oldest data is overwritten.

Contact Input/Output (I/O) Module Option


The CL-7 control is designed with three General Purpose Input
contacts. The optional I/O module is available to provide additional
input and output contacts. The Contact I/O Module option (Figure
1) permits connection of contact-type input devices (switches,
relays) and discrete indicating devices (relays, LEDs, lamps) to the
CL-7 control to effect local discrete input/output. The I/O module
accessory is used for supplementing normal local controls and
status indicators for Contact I/O functions.
The initial Contact I/O Module option contains four factory-set inputs
and four outputs for Contact I/O functions. Each CL-7 control can
accommodate two Contact I/O modules. Additional modules require
user programming via the software.

Communications
The CL-7 voltage regulator control is designed with communications
in mind. It is equipped with two communication-board accessory
expansion slots offering versatile support for communication
connections. Five distinct communication options are available,
providing two-way, real time digital communications with a
remote terminal unit (RTU), wireless, telephone modem, Ethernet
network, or other communication devices. Any combination of two
communication boards can be installed. The following options are
available:

10/100 Base-T/TX Ethernet communication card with RJ-45
