SUMMARY
A.
Description of Work: [FYI: All descriptions of work items for the existing pipeline, anchors,
and other components are based on the FWS as-built drawings dated December 1987.]
Specifically the work includes the following:
1.
Remove and dispose of +/- 227 feet of existing 24 diameter pipe of CMP pipe.
2.
Remove and dispose of existing concrete anchor blocks. Anchor blocks are +/- 4 cubic
feet with diameter 7x19 wire wrap with blocks spaced every 20 along the pipe.
3.
Replace existing pipe with 24 diameter HDPE pipe as shown on plans.
Excavate and stockpile material needed to remove +/- 76 of the 24 pipe removal. Pipe
is buried under +/-30 feet of material. See plans for typical detail.
4.
Remove and replace one existing sliding gate per drawings.
5.
Install one new sliding gate adjacent to gate described in Item 7 of this option per
drawings.
6.
Preparation of as-built drawings at project completion.

Project Location: Willow Beach National Fish Hatchery is located on the Arizona side of the
Colorado River near the Willow Beach Recreation Area approximately 20 miles downstream of
the Hoover Dam. The hatchery is remote, located at elevation above 657 ft. MSL. Contractor
site visit is highly recommended to determine project requirements before submitting offer.

ACCESS TO SITE

Use of Site: Limit use of Project site to work in areas indicated. Do not disturb portions of
Project site beyond areas in which the Work is indicated.

Driveways, Walkways and Entrances: Keep driveways and entrances serving premises
clear and available to Owner, Owner's employees, and emergency vehicles at all times.
Do not use these areas for parking or storage of materials.
2.
Site access is difficult and contractor will be required to carefully prepare the site items
to consider include the following existing pump house located on the river bank,
concrete raceway with fencing and shade structure located within the project and located
on the river bank, and existing piping and electrical within the project area.
UTILITIES
A.
Water for construction is available in limited quantities at the Hatchery for the Contractors
reasonable use on this project. Electric power is available in limited quantity and voltage at the
Hatchery for the Contractors reasonable use on this project. Contractor shall make all
arrangements for use of water and power needed for construction. Contractor shall provide
drinking water and sanitary facilities (toilets, hand wash basins) for its employees.

WORK HOURS
A.

On site work is limited to regular hatchery work hours, 7:00 a.m. to 4:30 p.m., Monday through
Friday except Federal holidays. Work outside these hours may be allowed subject to written
approval by the Hatchery Manager.
MEASUREMENT AND PAYMENT
A.
Items will not be measured for payment. Items with quantities other than lump sum or job will
paid based on quantities shown on bid schedule or as modified by the Contracting Officer.
Payment will be made at the unit prices offered and such prices shall include all costs of
performing the work including, but not limited to, materials, labor, supplies, equipment, taxes,
fees, profit and overhead.
PART 2 - PRODUCTS
2.1
General: Provide borrow soil materials when sufficient satisfactory soil materials are not
available from required excavations. It is intended that there is sufficient material on-site to
provide sufficient fill material from the excavation of the trench to complete the backfill
operation to match the pre-existing contours. Additional material is available on site and will be
made available to contractor as needed.
B.
Satisfactory Soils: Soil Classification Groups GW, GP, GM, SW, SP, and SM according to
ASTM D 2487, or a combination of these groups; free of rock or gravel larger than 3 inches in
any dimension, debris, waste, frozen materials, vegetation, and other deleterious matter.

PART 3 - EXECUTION
3.1
PREPARATION
A.
Before commencing construction activities, such as grading, excavation or filling in any part of
the site, Contractor shall implement Storm Water Pollution Plan including placement of
temporary structures to guide runoff away from the work area and to capture eroded material
before it reaches natural water courses. The measures shall be in accordance with reviewed and
approved storm water pollution prevention plans.

Furnish, install, maintain, and operate necessary control measures and other equipment
necessary to prevent erosion.
B.
Protect existing structures from damage caused by settlement, lateral movement, undermining,
washout, and other hazards created by earthwork operations.
3.2
EXCAVATION
A.
Perform excavation to the as needed limits to ensure safety and to remove the existing pipeline.
Slope or shore trench excavation in accordance with OSHA regulations for safety. Excavate to
sub-grade elevations regardless of the character of surface and subsurface conditions
encountered, including rock, soil materials, and obstructions. If excavated materials intended
for fill and backfill include unsatisfactory soil materials and rock, replace with satisfactory soil
materials.
B.
Stockpile borrow materials and satisfactory soil materials, in shaped, graded, and drained
stockpiles. Stockpile soil materials away from edge of excavations. Space is available with 0.25
miles of project area.

Uniformly moisten or aerate sub grade and each subsequent fill or backfill layer before

Compaction: Place backfill and fill materials in layers not more than 12 inches in loose depth
for material compacted by heavy compaction equipment, and not more than 4 inches in loose

STEEL REINFORCEMENT
A.
General: Comply with CRSI's "Manual of Standard Practice" for placing reinforcement.

Accurately position, support, and secure reinforcement against displacement. Locate and
support reinforcement with bar supports to maintain minimum concrete cover. Do not tack weld
crossing reinforcing bars.
C.
Set wire ties with ends directed into concrete, not toward exposed concrete surfaces.

Protect all concrete against injury until final acceptance by the Government.

Testing Agency: Contractor will engage, at its expense, a qualified independent testing and
inspecting agency to perform field tests and inspections and to prepare test reports. All testing

48 hours after completion of test.

Remove trash and debris from Government property and dispose of in a legal disposal site.

The contractor shall perform earthwork as indicated and required for construction of the

CONTRACTOR SUBMITTALS
The contractor shall submit laboratory test results, samples of materials proposed for the
project work and test laboratory qualifications in accordance with the requirements in
Project SOW General Project Requirements.

BACKFILL

Final Trim

After compacting the bedding, the contractor shall perform a final trim
using a stringline for establishing grade, such that the pipe when first laid
will be continually in contact with the bedding along the extreme bottom
of the pipe.

The pipe zone shall be backfilled with the indicated backfill material.

Pipe zone backfill materials shall be manually spread evenly around the pipe,
maintaining the same height on both sides of the pipe such that when compacted
the pipe zone backfill will provide uniform bearing and side support.

The contractor shall exercise care in order to prevent damage to the pipeline
coating, cathodic bonds, and the pipe itself during the installation and backfill
operations.
After the pipe zone backfill has been placed, backfilling of the trench zone may

at a point 18 inches below the finished surface grade, or if the trench is under

Field density in-place tests will be performed in accordance with ASTM D 1556 Standard Test Method for Density and Unit Weight of Soil in Place by the SandCone Method, ASTM D 2922 - Standard Test Methods for Density of Soil and SoilAggregate in Place by Nuclear Methods (Shallow Depth), or by such other means
acceptable to the COTR.
C. Remediation

the testing specifications and requirements of AWWA C906 for both pipe and fittings.

tested in accordance with the requirements of this Section and in the referenced
standards, as applicable.

The contractor shall perform said material tests in accordance with the requirements of
the Contract Documents. The COTR shall have the right to witness testing conducted by
the contractor, provided that the contractors schedule will not be delayed for the
convenience of the COTR.

In addition to those tests specifically required, the COTR may request additional samples
of any material for testing by the Government. The additional samples shall be furnished
as part of the project work.
PART 2 -- PRODUCTS
2.1
GENERAL
A.
Scope: The pipe shall be 24-inch OD nominal, meeting the specifications and
requirements of AWWA C 906.
B.
Materials: Pipe and fittings shall be made from prime virgin resins exhibiting a cell
classification of PE 345444C as defined in ASTM D 3350, with an established
hydrostatic-design basis of 1600 psi for water at 73 degrees F. The resin shall be listed by
the PPI (Plastic Pipe Institute) in its pipe-grade registry Technical Report (TR) 4, "Listing
of Plastic Pipe Compounds.
C. Pipe and Fittings: The pressure rating shall be 50 psi, DR 32.5. Laying lengths shall be
40-ft standard. Both pipe and fittings shall be listed as compliant with NSF Standard 61
and shall bear the "NSF-pw" logo or mark.
D. Joints: Pipe sections shall be joined by heat fusion or the use of manufactured electro-
fusion fittings.
E.
Marking: Pipe and fittings shall be marked as prescribed by AWWA C906. Pipe
markings shall include nominal size, OD base (ie: 12-inch ductile iron pipe sizing, DIPS),
dimension ratio, pressure class, AWWA C906, manufacturer's name, manufacturer's
production code including day, month, and year extruded, manufacturer's plant and
extrusion line, and NSF - pw logo.
PART 3 -- EXECUTION
3.1
GENERAL
A.
Laying, jointing, and testing for defects and for leakage shall be performed in the
presence of the COTR and shall be subject to approval before acceptance. All material
found to be defective will be rejected and the CONTRACTOR shall promptly remove
such materials from the Site.
B.
Pipe, fittings, and accessories shall be carefully inspected before and after installation and
those found defective will be rejected. Pipe and fittings shall be free from fins and burrs.
Before placing in position, clean pipe, fittings, and accessories, and maintain them in a
clean condition. Proper methods shall be used for lowering sections of pipe into trenches.
Under no circumstances shall pipe, fittings, or any other material be dropped or dumped
into trenches.

Pipe shall be stored, if possible, at the Site in unit packages provided by the
manufacturer. Caution should be exercised to avoid compression damage or deformation
to the pipe. Pipe shall be stored in such a way as to prevent sagging or bending, and it
shall be protected from exposure to direct sunlight by covering with an opaque material
that allows adequate air circulation above and around the pipe. Gaskets shall be stored in
a cool, dark place out of the direct rays of the sun, preferably in original cartons.
TRENCHING AND BACKFILL
Trench excavation and backfill shall conform to Section 02200 - Earthwork.
JOINING
A.
Prior to installation of any pipe, the manufacturer shall provide training in the
recommended butt fusion and saddle fusion procedures, testing procedures, and any other
installation methods required by the work. Training shall include the contractors
installation personnel, the Government representative, the COTRs representative, and
any other personnel chosen by the Government. The contractor shall record the names of
trained personnel.
B.
On every day that butt fusion joints are to be made, the first fusion of the day shall be a
test. The test fusion shall be allowed to cool completely, then fusion test straps shall be
cut out. Test strap length shall be 12-inches (min) or 30 times the wall thickness with the
fused area in the center and width shall be 1-inch (min) or 1.5 times the wall thickness.
The contractor shall bend the test strap until the ends of the strap touch. If the test strap
fails at the joint, the contractor shall perform a new test to be cooled completely and bent
as before. The contractor shall not commence installation of pipe until a test fusion has
passed the bent strap test.
3.5
INSTALLATION
A.
Trench shall be graded in straight lines, taking care to avoid formation of any dips or low
points. Pipe shall not be laid when the conditions of trench or weather are unsuitable. At
the end of each day's work, open ends of pipe shall be closed temporarily with wood
blocks or bulkheads.
B.
Pipe shall be cut by means of saws, power driven abrasive wheels, pipe cutters, or other
manufacturer recommended methods that will produce a clean, square cut.
blocking will not be permitted. The full length of each section of pipe and fittings shall
rest solidly on the soil, with recesses to accommodate joints and couplings. Anchors and
supports shall be provided where necessary and where indicated for fastening work into
place. Fittings shall be independently supported.
D. Short lengths of pipe shall be used in and out of each rigid joint or rigid structure. Piping
that does not allow sufficient space for proper installation of jointing shall be replaced.
E. Joints shall be installed according to manufacturer's recommendations. Trenches shall be
kept free of water until joints have been properly made. The maximum combined
deflection at any coupling shall be in accordance with the manufacturer's
recommendations.
3.6

FIELD TESTING
Field testing shall conform to the manufacturers requirements.
