PROVISION OF LAW TO THE BUILDING FACILITIES IN SHARP

MANUFACTURING CORPORATION (M) SDN. BHD.


All words have their common or dictionary meaning unless otherwise defined in any associated
document such as legislation or codes of practice. In this document the terms shall and should
are used. Shall is used in places where there is a technical requirement to achieve the desired
result. It is used to alert the reader to the need for that element to be included. Should is used as a
way of indicating a preference. It does not indicate a mandatory requirement as other alternatives
could achieve an equivalent result.
Based on our survey in Sharp Manufacturing Corporation (M) Sdn. Bhd., they are implement
and adapt with the provision of law to the building facilities which has been designated by the
authorities.
i.

Air conditioner:

A research conducted by the Ministry of Human Resources Malaysia found that most of the air
in commercial and industrial buildings in the country is "sick" and dangerous to health
(BERNAMA 2005). "Pain" in this definition refers to sick building syndrome (SBS). Most
notably in industrial ventilation systems are not in good condition and has been contaminated
with toxic as carbon dioxide and dust. Iloozer et al. (2001) said SBS is a term used to denote a
combination such as chemicals, construction materials and components of smoke which causes
the air quality within a building to be unhealthy. Morris and Dennison (1995) said, according to
reports some research and found out the air conditioning system in a building to be a major
contributor to SBS.
Problems faced by the residents of the building on indoor air quality is divided into two, namely
the discomfort and disease Rooley (1997). Early signs of SBS, which will be felt by the occupant
is noticed too hot, or too cold, too dry, lack of freshness, and fatigue. SBS extension of this, the
occupant will get more serious effects such as eye tired or tense, unusual tiredness, fatigue or
drowsiness, headaches, and tension (Mittchell 1999).
To overcome this problem SBS in the building as described above, Rooley (1997) suggested that
the focus should be conducted on aspects duct cleaning air conditioning systems, control
pollution of the selection of building materials, carpets, and other. Grigg and Jordan (1993) adds,

indoor air quality monitoring should be undertaken to ensure that the oxygen content in building
adequate and excessive carbon dioxide will be eliminated.
SHARP Manufacturing Corporation (M) Sdn Bhd, has follow the law of air quality in
building that be appointed by Minister of Safety and Healthy in Occupational Safety and Health
Act 1994 ( Act 514 ) based on Indoor Air Quality Industry Code of Practice 2010. This is to
ensure that company will provide the good air quality for employees.
ii.

Fire- fighting system

Employers had ensure all places of work comply with the requirements of the Malaysians Fire
Service in matters pertaining to fire safety. Such matters will include the number, type and
placement of firefighting devices, alarms and evacuation systems and facilities. Effective
procedures and methods of control are required to minimize the risk or effect of fire and ensure
the safety of all persons in the vicinity. In workplaces in which there are processes or materials
which in the event of a fire are liable to burn with extreme rapidity, emit poisonous fumes or
cause explosions, specific control precautions could be required. Precautions could include the
display of safety warning signs, for example those prohibiting smoking or the introduction of
naked flames or any other source of ignition into those parts of the place of work. The employer
should ensure that employees are suitably trained in the use and operation of portable or other
firefighting equipment provided at the place of work. All firefighting equipment, apparatus and
warning signs should be regularly checked and maintained. Fire and emergency egress exits
should be kept clear, be easily identified and always capable of being opened from within.
Emergency procedures should be prominently displayed and practiced at least annually. Such
procedures should be regularly reviewed and upgraded or modified as necessary.
According to Fire Services Act 1988 (ACT 341), all buildings must have fire- fighting
system and ensure that system can operate and function smoothly. There is a few standard
operation system that SHARP Manufacturing (M) Sdn. Bhd. must follow. Definition of standard
operation are what is employed must take attentions and steps that should mentions to prevent
the fire on buildings. Three types of standard operation is year operations, monthly operations,
week operations, and hour operations.

Occupational safety and health of employees

According to Lewis (2000), building maintenance management is responsible for overseeing the
safety and health of the operation and maintenance of facilities under its control. According to
Reese (2004), maintenance of buildings is a key component for safety and health. Now, various
regulations, acts and practices of local or international standards related to safety and health was
created by the government and private sectors.

Based on SHARP Manufacturing (M) Sdn. Bhd., safety and health issues often become social
issues, where society has sparked interest in this issue. This means safety and health protection
for the employees and visitors from any threat of accident and illness while in the building.
Low job quality and inadequate maintenance of a building can be a contributing factor to
accidents, injuries or death. The importance of maintenance is not only to prolong life or
something system equipment but it is also able to prevent any accidents or disease from
occurring.

Hence, SHARP Manufacturing (M) Sdn. Bhd. Had make sure that the maintenance of buildings
should be viewed as a whole, namely building security in the exterior and interior of the
building, especially the hidden parts such as electrical wiring, air conditioning, and structure.
Building maintenance weakness will worsen when a malfunction is no small initially but then
becomes worse when there is a malfunction small at first but then becomes larger so that at a
stage where it can be life threatening building occupants. Therefore, they always make sure that
their building maintenance management are following the rules and standards related to safety
and health in the building Occupational Safety and Health Act 1994 (Act 514).

Besides following the Occupational Safety and Health Act 1994 (ACT 514), SHARP
Manufacturing (M) Sdn. Bhd. Need to follow the standard, rules, and instruction from their
insurance company, that is Mitsui Sumitomo Insurance. The specifications and evaluation level
is higher than the other local provision law to the building facilities. Annually, the insurance
company will do an evaluation at SHARP Manufacturing (M) Sdn. Bhd. Based on the evaluation
result, if their grade level are not satisfy and not reach the minimum grade, they have to pay a

higher premium. Meanwhile, if the evaluation grade is satisfy and higher than minimum grade
level, they just need to pay a lower premium amount.
