Introduction:
Project Mission:
The Kalma Chowk has remained one of the citys worst choked bottlenecks. A large
number of people who are going to Garden Town or Main Boulevard are puzzled when suddenly
they have to switch between lanes in order to avoid an unwanted climb to the flyovers. Traffic
accidents are a natural consequence
Sources in the government departments working on the project reveal the plan to build these
underpasses was shelved when the Muslim Town flyover construction started last year. They
were simply deemed unnecessary as the government believed the flyover would take the traffic
load off the road.
Sources add that the government also considered the possibility of placing an Automatic Driver
Controlled Crossing at the juncture. The purpose was to facilitate the BRTS vehicles, but later on
the government realised it would not be feasible due to the typical behaviour of Pakistani
commuters. It would be impossible to close and open it every time a rapid bus arrives and what
would happen if the electronic door developed a fault?

Nawaz Sharif (Chief Minister) disclosed that a petrol pump of his relative which came in the way
of Kalma Chowk Flyover project was also demolished. He said that if we have to make progress,
we would have to move forward by following the principles of honesty, sincerity and
hardworking.

Feasibility:
The flyover will be a kilometre long and start and end 500 metres either side of Kalma
Chowk on Ferozepur Road. The proposed underpass will run from Gulberg Main Boulevard to
Garden Town Main Boulevard. The latter will also be widened to take advantage of the new
underpass.
Kalma Chowk has been widened twice before, but is now regularly choked with traffic. At
peak hours wardens usually switch off the traffic signals and direct traffic manually. Still, the
queues of vehicles at the chowk often stretch back to the previous signal.
Chief Minister Shahbaz Sharif had asked officials a while ago to make a plan to resolve
traffic issues at the chowk. At a meeting chaired by Lahore Commissioner Nadeem Hassan Asif,
it was decided to start work on the flyover. Ferozepur Road was previously under the city district
governments control, but was recently handed over to the Lahore Development Authority.

Work on the flyover will start at once, said Israr Saeed, director of the Traffic
Engineering and Planning Agency. Saeed estimated that the road widening project would cost
Rs. 275 Million. It will include building benches, an overhead pedestrian bridge and new
plantations. The feasibility report for this project will also be conducted by Nespak. It will take
about four months to complete, he added.

Project Director Sabir Khan, however, said he was only committed to the August 14 deadline
for the project when the project was scheduled to be inaugurated by the chief minister.
Pressed on the July 25 completion date mentioned by the chief minister while talking to the
media, he said while the structure had been completed, finishing touches remained to be
applied. This, he said, included surfacing of the pavement, lane markings, installation of
reflectors and placement of flower pots etc. By August 14, we will have finished not only these
things but also completed the other section.
He said 50 per cent of the deck slabs were already in place on the second section.

Project Requirements:
The project was to construct two flyovers, each 575 me-ters long with structural
requirement of Concrete with compressive strength of 4000 Psi and one hour retention.
Alongside this, one percent expansion for prestressing cable ducts was required.

Another requirement was to bond the bearing pads with concrete, with minimum bonding
strength of 3 N/mm. and compressive strength of 34 n/mm at 45C.
The client was facing supply and quality issues from other supplier in initial testing stage of the
project.

Sika Solution:

Sika Sales team ap-proached the Sub-Contractor Habib Construction Ser-vices, and
provided a complete concrete bridge solution that fulfilled structural requirements, time
demand as well as continuous supply assurance.
Sika Products proposed by the Sika Sales Team include Plastiment PR 250*, a Concrete
Plasticizer used for all types of concrete, with compliance to ASTM C-4904 and EN 9342:2001.
Intraplast Z, to provide one percent expansion to cable grouting mortar within prestressed cable ducts.
Sikadur 31 CF Slow, to achieve the adhesion of more than 4 n/mm and compressive
strength 45 n/mm.
Sika Solution was highly appreciated by the project team, as it complied fully with the
project demand leading to a record construction of 575 meters two flyovers in 135 days.
The successful completion of project led to the award of another concrete bridge project
from Contractor with same requirements to Sika Team

Faults and Issues:


The rushed designing of the Kalma Chowk flyover has led to technical faults in the
drawings of pilings which has ultimately resulted in waste of material and time and
increased costs.
The National Engineering and Services Pakistan (NESPAK) was in charge of designing
the flyover. Although, the chief engineer of the Communications and Works (C&W)
Department claims that the design had been completed before work started, other
officials of the department say otherwise. Officials said the consultants did not have
enough time to design the project properly as they were under pressure from the chief
minister to start the work immediately.
At the groundbreaking ceremony, the C&W Department secretary announced the
cost of the project as Rs2.3 billion. Now that cost has increased to Rs2.62 billion.
A C&W Department official, speaking on the condition of anonymity, told The
Express Tribune that from the start there were mistakes in the designs.
The total number of bridge piers on both the flyovers is 22 with 104 bridge piles
(each pier has 4 to 5 piles). The officials said that when they received the design
of a pier they started work and as the work was about to finish, NESPAK handed
them another drawing of the same pier.
He said this was a mismanagement of manpower, resources and time. It had also,
he added, increased the cost of the project. He said they had no option but to obey
orders.
He said that time was precious and the mistakes were being made as Sharif
wanted the flyover completed by August 14. The departments, he added, had no
other choice but to kowtow to Sharifs orders.
C&W Department chief engineer Munawar Bashir told The Tribune that changes
in the drawings were not a big issue and such changes happened all the time in
projects. He said at times dimensions need to be altered due to technical reasons.
Bashir denied that any money had been wasted due to the changes in the
drawings.
Sabir Khan, project director of the flyover, said the design had been prepared as
the first study was done in 1992. Since then the design had been revised keeping
the traffic congestion in mind, he said.
Khan said the approval from the Planning and Development Department for the
project was for Rs2.62 billion, which included the transfer of different utilities
worth Rs700 million.
He said the figure had been reduced to Rs400 million after negotiating with the
departments.
He said the actual cost would be as the secretary had announced.

Muhammad Asif, an immigration and foreign education consultant, is quite


depressed. He plans to go to some distant destination where he can meditate,
cutting off from the busy and irritating urban life he has been leading for years
now. His office was based in Lahores uptown Century Tower, at the foot of
Kalma Chowk, which is where the trouble began. Asif has had to close shop.

Environmental hazards are also linked with the project. On dry and sunny days,
there is dust all around and during rains, there are fears of water seeping into
ground and harming the foundations of adjoining plazas, buildings and other
structures. Dust particles hung in air may also cause chest congestion, flu,
respiratory diseases and other ailments among those inhaling it.

The provincial government has begun to test the patience of motorists, commuters
and pedestrians, already hit by the worst traffic chaos due to the dug up roads in
the citys most busy areas. The Kalma Chowk crossing had been closed for traffic
due to construction of an underpass. The City Traffic Police have directed the
motorists to use alternate routs to reach their destinations.

The closure of Kalma Chowk one of the busiest crossings in the city will
increase vehicular burden on adjoining roads, resulting in frequent traffic jams.
The government has given two months to complete the underpass.

the Kalma Chowk flyover and the Muslim Town flyover stand on "single pillars"
on the principle of "perfect engineering balance" without any support of
cementing material between the long concrete blocks/slabs and pillars. It is yet to
be seen whether they can stand in the face of any shock or jolt in the case of an
earthquake or shockwaves by some major traffic accident on the flyover or the
roads beneath.

Former chief engineer of the Traffic Engineering and Planning Agency (TEPA),
Abid Imtiaz, told Daily Times single-pillar flyovers may collapse by a shock from
an earthquake or an accident if they lack engineering balance between the earthdeep pillars and concrete blocks.

Torrential rain that hit the city caused massive accumulation of water around the
Kalma Chowk Flyover, as the mega structure lacks a drainage network, an
essential prerequisite for all development projects.
The flyover completed in 135 days and considered a milestone in the history of
Pakistan had its pillars surrounded with water after a major rain in the city.
Commuters who had earlier praised its rapid construction and quality of work
were taken aback by the water around and under the flyover. Apparently, Kalma
Chowk Flyover does not have a drain line to release rainwater.
Businessman Ghazi Allaudin, stationed at the intersection, told Pakistan Today:
Haste makes waste. Although the project was completed quickly, some
prerequisites such as the drainage system were compromised, he added.
Water continued to accumulate around Kalma Chowk Flyover and other part of
the city during the rain. Water flowing over the split-bridge also added to the
inundation. Because of a slope towards the flyover, rainwater from Barkat Market
Y-Junction and Gulberg Centre Point gathered below the newly-built bridge. At
some points, water inundated the residential and business units around the
flyover. The situation worsened as water kept standing in the area for many hours
and Water and Sanitation Authority (WASA) could not clear it up.
The Kalma Chowk Flyover has emerged as another critical point in terms of
water stagnation, a senior official in WASA said. He said it was beyond
understanding why a drainage line was not laid down in the construction of the
flyover.

Kalma Chowk Pending Work Troubles Commuters


Staff Point Of View:
LAHORE: The commuters who use Ferozepur Road have been facing problems at Kalma
Chowk Flyover due to unavailability of catseyes, narrow sideways, non-shifting of power pylon
and delay in the flyover project's finishing work.

Although the flyover was opened for traffic on August 14, it remained unsuccessful in
coping with the problem of traffic jams, the reason being the construction work still
going on at the flyover. Work on broadening of the road on both sides of the bridge,
shifting of power pylon, wiring and some other finishing work is yet to be completed.

Most vehicles coming on the road from Model Town side and destined to take left from
the Kalma Chowk, often end up climbing the flyover since the turning had been left
extremely narrow, which further remains crowded with standing rikshaws.
Although lighting facilities have been made available on the flyover and signboards have
been installed for easy navigation, those using the flyover for the first time after
completion tend to get confused, taking wrong routes and eventually, creating a traffic
mess. Barriers on both sides of the bridge also cause problems for traffic, as there are no
catseyes or lighting that could communicate to the vehicles that work was still in process
beyond the barriers. Also, there is no proper wiring and hanging electric cables are yet to
be covered and tied with the bridge walls.
"Authorities should install catseyes on the sideways to show presence of barriers to avoid
any untoward incident," a car driver, Arslan Khan, said while talking to Daily Times.
He narrated his personal experience of almost hitting one of the barriers while travelling
on the flyover with his family. "Thankfully, I was able to stop the car at a two-feet
distance from the barrier. God saved our life," he said, adding that there were absolutely
no road signs or any type of signboards to guide the traffic. "There should be a signboard
that tells construction work is still under process so that the drivers could remain
cautious," he said, adding, "Such negligence could cause fatal accidents and also, it is in
violation with the traffic rules."
Some other commuters also demanded the authorities and the contractor to complete the
project at the earliest and shift the pylon from the middle of the road. They also
demanded the traffic police to shift the rikshaw parking space to another location so that
the travellers could easily make out the routes.
The CM had inaugurated the Kalma Chowk Flyover on August 14, the promised day of
the opening of the bridge for traffic. Speaking at the inauguration, the CM congratulated
engineers for finishing the "landmark" bridge in a "record" 135 days. He said if all
government departments were as dedicated and hardworking as the team that built the
bridge, Pakistan would soon overcome its economic problems. He announced that
workers involved in the project would be given bonuses totalling Rs 1.5 million, while he
presented shirts and ties to the communication and works secretary, project manager,
chief engineer, National Logistics Cell heads and the director general of the Parks and
Horticulture Authority as gifts. The commuters have demanded authorities to complete
the work in a practical manner and remove all barriers or fix lights on them to prevent
accidents during night hours.

Summary:
Nespak undertook the detailed design tender documentation and constructions
supervision of the fast track project in a record time of 135 days.
This 2.2 billion project entailed the construction of two 572m long flyover carriafeways
(three lanes each) at Kalma Chowk Lahore, having 10m space between them for bus
rapid tansit System (Metro Bus System)
The project was started in march/2011 and ended in august/2011 and the client was C&W
Department.
