A formal model of the scientific communication process is presented
using the IDEFO notation. The model provides a roadmap for policy
discussions and further research. In comparison to earlier models it
is more detailed and hierarchical, and includes more modelling
constructs. It includes the whole communication value chain, from
initial research to the assimilation of research results to everyday
practice. Although the model treats both informal and formal
communication, as well as the publishing of data, its focus is on
modelling the publishing and indexing of traditional peer-reviewed
journal articles, and finding and retrieving them. New developments
enabled by the Internet, such as open access journals and e-print

Abstract (English): When deciding where to publish their research results, faculty take
into consideration factors such as the prestige and readership of
journals. The weight a journal article will carry is particularly a
concern for pre-tenured faculty members. Previous research has
indicated that some faculty members may have some concerns
about publishing in Open Access journals because of a perceived
lack of rigor and reputation of Open Access titles. In this study, the
academic rank of authors publishing in Open Access and
commercial scholarly journals was compared. Most authors in both
Open Access and for-fee journals were full professors. There was
no indication that pre-tenured faculty avoided Open Access titles. In
fact, there was a slight but significant trend for pre-tenured faculty

Surveys were carried out to learn more about authors and open
access publishing. Awareness of open access journals among
those who had not published in them was quite high; awareness of
'self-archiving' was less. For open access journal authors the most
important reason for publishing in that way was the principle of free
access; their main concerns were grants and impact. Authors who
had not published in an open access journal attributed that to
unfamiliarity with such journals. Forty per cent of authors have
self-archived their traditional journal articles and almost twice as

A study carried out for the UK Joint Information Systems Committee
Abstract:
examined models for the provision of access to material in
institutional and subject-based archives and in open access
journals. Their relative merits were considered, addressing not only
technical concerns but also how e-print provision (by authors) can
be achieved -- an essential factor for an effective e-print delivery
service (for users). A 'harvesting' model is recommended, where the
metadata of articles deposited in distributed archives are harvested,
stored and enhanced by a national service. This model has major
advantages over the alternatives of a national centralized service or
a completely decentralized one. Options for the implementation of a
service based on the harvesting model are presented. [ABSTRACT

Abstract (English): With considerable attention now being paid within scholarly
communications to publication models that increase access to
research, the launch of the open access journal Open Medicine
demonstrates the contribution that open access, in all of its various
economic models, can make to scholarly traditions of editorial
independence, intellectual integrity, and academic freedom. This
paper details the history of Open Medicine, which was born of an
editorial-interference incident in the field of medical publishing, and
offers a case study of the current political economy of academic
publishing. This new journal demonstrates how open access, in
combination with open source publishing and management
software, enables new journals to more readily protect the academic
freedom of researchers and scholars. As we argue, this method of
publishing provides a venue for the emergence of new approaches,
ideas, and independence from sources of competing interests in

Abstract (French): En s'inspirant de la communication savante qui porte aujourd'hui
une attention particulire aux modles de communication facilitant
l'accs la recherche, la revue libre accs Open Medicine
dmontre la contribution que le libre accs, sous toutes ses
variantes conomiques, peut faire aux traditions savantes
privilgiant l'indpendance de la rdaction, l'intgrit intellectuelle
et la libert acadmique. Cet article recense l'histoire d'Open
Medicine, n d'un incident comportant une tentative de contrler la
rdaction, et offre une tude de cas sur l'conomie politique
actuelle de l'dition acadmique. Cette nouvelle revue dmontre
comment le libre accs, de pair avec l'dition code source libre et
un logiciel de gestion, permet aux nouvelles revues de mieux
protger la libert acadmique des chercheurs et des savants.
Nous soutenons que cette mthode d'dition offre un contexte qui
favorise de nouvelles approches et ides et une indpendance
accrue par rapport tout intrt concurrentiel en dition savante.

Scholarly communication through Open Access (OA) journals has
become a global phenomenon. This article reports on a study that
measures the value of OA journals based on citation counts (ISI's
Journal Impact Factor). It compares three highly ranked commercial
electronic journals to five OA electronic journals. The non-OA
journals are MIS Quarterly, Journal of American Medication
Informatics Association, and Annual Review of Information Science
and Technology; the five OA journals are Ariadne, D-Lib Magazine,
First Monday, Information Research, and Information Technology
and Disabilities. The criteria are established by ten major
databases: Thompson's ISI, American Psychological Association's
PsycInfo, Latin American and Canadian Health Science's LILCS,
National Medical Library's MEDLINE, Scientific Electronic Library's
SciELO, The IOWA Guide, CSA's LISA, EBSCO's LISTA, H.W.
Wilson's Library Literature and Information Science, and R.R.
Bowker's Ulrich International Periodical Directory. These basic
criteria are categorized under 11 broad issues: availability, authority
and review policy, scope and coverage, exhaustiveness of articles,
page format, availability of hyperlinks, currency, updating policy,
search facility, and other miscellaneous issues. Ten years' growth of
Library and Information Science (LIS) OA journals has been
measured by counting articles manually. During the last ten years
the highest number of articles was published by First Monday,
followed by D-Lib Magazine and Ariadne; the average number of
articles per issue reported in Ariadne ranks first. [ABSTRACT FROM

research institute has become a BioMed Cenral member, with the
25,000 teachers and researchers now funded to publish in BioMed
Central's 100+ open access journals. "Open access enables the
most effective distribution of research results and can have a
significant impact on the Finnish innovation system," said Kristiina
Hormia-Poutanen, Head of the National Electronic Library Services.
BioMed Central members already include the National Health
Service in England, all United Kingdom universities and all
institutions in Ohio, U.S.

The current model of scholarly communications fails to meet the
information needs of researchers world-wide. New technology (in
particular the coming of the internet) allows us to revise or to
reinvent scholarly communication. This talk discusses the new
models that are taking advantage of the new technology and
describes a possible future for scholarly communications. In
particular, I focus on the development of institutional repositories
and open access journals and the way their interaction could result
in a future where the world's research is available to all.

Many scientific publications are careless, useless or false, and
inhibit scholarly communication and scientific progress. This is
caused by the failure of traditional journal publishing and peer
review to provide efficient scientific exchange and quality assurance
in today's highly diverse world of science. The most promising way
to improve matters is a two-stage (or multi-stage) publication
processes with interactive peer review and public discussion in new
and traditional scientific journals. A concept for such interactive
scientific journals is outlined, and its applicability is demonstrated
by the open access journal Atmospheric Chemistry and Physics.

The traditional forms of scientific publishing and peer review do not
live up to the demands of efficient communication and quality
assurance in today's highly diverse and rapidly evolving world of
science. They need to be complemented by interactive and
transparent forms of review, publication, and discussion that are
open to the scientific community and to the public. The advantages
of open access, public peer review and interactive discussion can
be efficiently and flexibly combined with the strengths of traditional
publishing and peer review. Since 2001 the benefits and viability of
this approach are clearly demonstrated by the highly successful
interactive open access journal Atmospheric Chemistry and Physics
(ACP, www.atmoschem- phys.net) and a growing number of sister
journals launched by the publisher Copernicus
(www.copernicus.org) and the European Geosciences Union (EGU,
www.egu.eu). These journals are practicing a two-stage process of
publication and peer review combined with interactive public
discussion, which effectively resolves the dilemma between rapid
scientific exchange and thorough quality assurance. The same or
similar concepts have recently also been adopted in other
disciplines, including the life sciences and economics. Note,
however, that alternative approaches where interactive commenting
and public discussion are not fully integrated with formal peer
review by designated referees tend to be less successful. The
principles, key aspects and achievements of interactive open access
publishing (top quality and impact, efficient self-regulation and low
rejection rates, little waste and low cost) are outlined and

Abstract (English): This article presents the results obtained from a metadata study of
61 open access information science journals. The analysis shows
that 34% do not use metadata and only 20% have specific metadata

Abstract (Spanish): Se presentan los resultados obtenidos en un estudio sobre
metadatos realizado sobre 61 revistas digitales de acceso libre del
mbito de la documentacin. El anlisis muestra que un 59% de

informacin, y que slo un 13% incluyen metadatos especficos

The 10th report (2003) of the Science and Technology Committee of
the House of Commons of the UK parliament contains a number of
positive elements in connection with the political support to
expanding access to scientific information. As the report states, due
to the serious constraints on library budgets, libraries are cancelling
their journal subscriptions. As a consequence, publishers suffer
revenue loss, while library users' unrestricted access to information
is jeopardised too. It is a common interest to keep the costs at an
affordable level, based on an agreement acceptable for all players
of the scientific information market. Free of charge access leads to a
more effective use of scientific literature and enhances the return on
public money invested in research. Similar conclusions can be
found in the Action Plan of the World Summit on the Information
Society that draws the attention to the initiatives facilitating access
to scientific literature by affordable subscription prices, or by open
access journals and books, as well as open access archives.
Electronic-only publishing, differentiated price models as well as
open access initiatives are strongly recommended by WSIS.

Investigates the trend of open access journals publishing in the
Abstract:
field of library and information science in terms of language,
top-level-domain, country and time. Using authoritative print as well
as online directories, the study identifies 124 e-journals in the field
of LIS that are accessible freely, either partially or fully, on the Web.
Of these, 12 titles have ceased their publication and remaining 112
titles are presently accessible freely on the Web. Analysis of the
112 e-journals shows that English is the most widely used language
of LIS scholarly publishing. Most of these OA journals are
originating either from academic or organizational domain and
developed countries like USA and UK are publishing most of the OA
journals. Concludes that there is a need for taking initiatives to
publish qualitative open access journals from the less-developed

This study examines aspects of scholarly journal publishing in the
Abstract:
Nordic countries. On average half of Nordic journals publish online.
In most Nordic countries, commercial publishers predominate;
however, in Finland the majority are society publishers. The number
of open access journals is low, in line with international figures.
There is concern to maintain local languages in journal publishing.
A majority of the journals publishing in local languages are within
social science, humanities, and arts; the STM sector publishes in
English. English-language publications are favoured in research
assessments, international recognition, and impact, while the
visibility of local-language scholarly journals in international
databases is low. The Nordbib program supports Nordic scholarly

MINES for Libraries is a web-based survey methodology that is
proving to be a valid and reliable method for assessing networked
electronic resources usage. The methodology has collected usage
data on the libraries' electronic resources, including electronic
journals, electronic books, databases, the online catalog, and
services such as interlibrary loan. It can also integrate data on
non-subscription resources such as digital collections, open access
journals, pre-print and post-print servers, and institutional
repositories. This web survey method is more successful in libraries
that have implemented a network assessment infrastructure. To
illustrate its utility, an overview of the methodology, a discussion of

Researchers do research in order to make an impact so that their
findings will have maximal effect on the present and future course
of learned inquiry. The measure of that impact is the degree to
which their work is seen, read, used, built-upon, cited, and applied
by their fellow-researchers. It is palpable evidence of this research
impact that also brings researchers their material rewards: salary,
promotion, tenure, research grants, prestige, prizes. Note very
especially that no rewards are sought or received by researchers
from toll-revenues for access to their research output. It accordingly
follows that all access reduction that occurs because of access tolls
translates directly into impact reduction for researchers. From this it
follows that to maximize the potential impact of their work,
researchers must maximize its potential access. This can be, and is
being done, by two complementary means: By publishing it in open
access journals (when those exist in their research area) (BOAI
Strategy 2) or by self-archiving in open-access eprint archives
(BOAI Strategy 1) the work that they publish in toll-access
peer-reviewed journals. The maximization of research impact is in
the interest not only of researchers and research progress, but of
their institutions and their research grant funders, hence also of
tax-paying citizens. In the Gutenberg age, open access to the
peer-reviewed research corpus was not a possibility, because of the
unavoidable true costs of on-paper publication. In the on-line age,
all costs other than that of implementing peer review (at most $500
per paper) are no longer necessary. (Toll-access revenues per
published paper from the few institutions that can afford access to
the journal in which it appeared average $2000.) While there is still
a market, toll-based journals can and will continue to exist, but they
must co-exist with open-access to the entire research corpus,
provided by author/institution self-archiving of all peer-reviewed
research output. A little reflection will confirm that there is only one
way to resolve the PostGutenberg conflict of interest between what
is best for toll-revenue streams and what is best for research
providers, now that open access has been demonstrated to be not
only possible, but feasible, virtually overnight, through
self-archiving. Hence, as of now, researchers have only themselves
to blame, historically, for any further impact-loss because of
