A formal model of the scientific communication process is presented
using the IDEFO notation. The model provides a roadmap for policy
discussions and further research. In comparison to earlier models it
is more detailed and hierarchical, and includes more modelling
constructs. It includes the whole communication value chain, from
initial research to the assimilation of research results to everyday
practice. Although the model treats both informal and formal
communication, as well as the publishing of data, its focus is on
modelling the publishing and indexing of traditional peer-reviewed
journal articles, and finding and retrieving them. New developments
enabled by the Internet, such as open access journals and e-print

SAMPLING technique
A sample of 1,483 publications, representative of the scholarly
production of LIS faculty, was searched in Web of Science (WoS),
Google, and Google Scholar. The median number of citations found
through WoS was zero for all types of publications except book
chapters; the median for Google Scholar ranged from 1 for
print/subscription journal articles to 3 for books and book chapters.
For Google the median number of citations ranged from 9 for
conference papers to 41 for books. A sample of the web citations
was examined and classified as representing intellectual or
non-intellectual impact. Almost 92% of the citations identified
through Google Scholar represented intellectual impact
primarily citations from journal articles. Bibliographic services
(non-intellectual impact) were the largest single contributor of
citations identified through Google. Open access journal articles
attracted more web citations but the citations to print/subscription
journal articles more often represented intellectual impact. In spite
of problems with Google Scholar, it has the potential to provide
useful data for research evaluation, especially in a field where rapid
and fine-grained analysis is desirable. [ABSTRACT FROM

The High Energy Physics community over the last 15 years has
achieved so-called full green Open Access through the wide
dissemination of preprints via arXiv, a central subject repository
managed by Cornell University. However, green Open Access does
not alleviate the economic difficulties of libraries as they are still
expected to offer access to versions of record of the peer-reviewed
literature. For this reason the particle physics community is now
addressing the issue of gold Open Access by converting a set of
the existing core journals to Open Access. A Working Party has
been established to bring together funding agencies, laboratories
and libraries into a single consortium, called SCOAP<sup>3</sup>
(Sponsoring Consortium for Open Access Publishing in Particle
Physics). This consortium will engage with publishers to build a
sustainable model for Open Access publishing. In this model,
subscription fees from multiple institutions are replaced by contracts
with publishers of Open Access journals, where the
SCOAP<sup>3</sup> consortium is a single financial partner.

Abstract (English): When deciding where to publish their research results, faculty take
into consideration factors such as the prestige and readership of
journals. The weight a journal article will carry is particularly a
concern for pre-tenured faculty members. Previous research has
indicated that some faculty members may have some concerns
about publishing in Open Access journals because of a perceived
lack of rigor and reputation of Open Access titles. In this study, the
academic rank of authors publishing in Open Access and
commercial scholarly journals was compared. Most authors in both
Open Access and for-fee journals were full professors. There was
no indication that pre-tenured faculty avoided Open Access titles. In
fact, there was a slight but significant trend for pre-tenured faculty

Estudios anteriores han indicado que algunos miembros del


profesorado pueden tener ciertas preocupaciones acerca de
publicar en revistas de acceso abierto o libre debido a una falta
percibida de rigor y reputacin de dichos ttulos. En este estudio, se
compar el perfil acadmico de los autores que publican en revistas
de acceso abierto y en revistas acadmicas comerciales. La mayora
de los autores de revistas tanto de acceso abierto como comerciales
eran profesores de tiempo completo. No haba ninguna indicacin
de que los miembros del profesorado que an no haban logrado
su nombramiento permanente evitaran ttulos de acceso abierto; de
hecho, en ellos se observ una tendencia leve pero significativa de

Surveys were carried out to learn more about authors and open
access publishing. Awareness of open access journals among
those who had not published in them was quite high; awareness of
'self-archiving' was less. For open access journal authors the most
important reason for publishing in that way was the principle of free
access; their main concerns were grants and impact. Authors who
had not published in an open access journal attributed that to
unfamiliarity with such journals. Forty per cent of authors have
self-archived their traditional journal articles and almost twice as
many say they would do so if required to. [ABSTRACT FROM

The article focuses on open access publishing and the

opportunities provided by it for librarians. The expansion of the
Internet, the change in the pattern of communication among
scholars, rise in the cost of serial subscription and the extraordinary
rise in scientific research are the forces which are enabling the
growth of open access publishing and free and unrestricted access
to research materials on the Internet. The movement of open access
publishing gained national attention when the National Institute of
Health started its campaign. The campaign was to get the research
findings, which are funded by the government, made public within 6
months of their publication in a journal. Another category for open
access publication is open access journal. However, some journals
not provide the enhancements for free. The University of Calgary
library also promotes open access journals and has one open
access journal which is published by the University of Calgary
Press. Apart from institutions, librarians are also supporting open
access in all respects in the scientific community. Open access
helps librarians with an alternative solution to the problems of
scientific publishing and make them able to oppose the price
increase by publishers.

Contemporary scholarly discourse follows many alternative routes in
addition to the three-century old tradition of publication in
peer-reviewed journals. The field of High-Energy Physics (HEP) has
explored alternative communication strategies for decades, initially
via the mass mailing of paper copies of preliminary manuscripts,
then via the inception of the first online repositories and digital
libraries. This field is uniquely placed to answer recurrent questions

raised by the current trends in scholarly communication: is there an


advantage for scientists to make their work available through
repositories, often in preliminary form? Is there an advantage to
publishing in Open Access journals? Do scientists still read journals
or do they use digital repositories? The analysis of citation data
demonstrates that free and immediate online dissemination of
preprints creates an immense citation advantage in HEP, whereas
publication in Open Access journals presents no discernible
advantage. In addition, the analysis of clickstreams in the leading
digital library of the field shows that HEP scientists seldom read

ASSOCIATION of American Medical Colleges

The article presents information about two studies conducted for


accessing the impact of open access publishing on academic
societies. Carried out from July 2003 through December 2004, these
studies looked at the characteristics of journals published by
academic societies affiliated with the Association of American
Medical Colleges, the Association of Learned and Professional
Society Publishers, and High Wire Press as well as titles listed in
the Directory of Open Access Journals <http://www.doaj.org>. The
Council of Academic Societies (CAS) Journal Study collected
bibliographic, pricing, editorial policy, and other data from each
journal and its sponsoring CAS member, leading to a descriptive
summary analysis of the status of journal publishing by these
societies. Of the 98 CAS members, 51 sponsor or publish at least 1
journal and, altogether, these societies publish just over 100 titles.
The second study surveyed about 1,400 "open access" and "open
archive" scholarly journals as well as the CAS journals and
combined these findings with qualitative case study interviews with
more than twenty small, medium, and large scholarly journal
publishers.

The article discusses the challenge of providing better access to the

gray literature that provides an essential complement to
peer-reviewed findings. As of September 2003, BioMed Central
(BMC) had 322 institutional members from 33 countries. An
additional approach began in October 2003 with the launch of PLoS
Biology by the Public Library of Science (PLoS), followed by PLoS
Medicine in 2004. BMC has begun the work of motivating tenuredriven scholars to publish in open access journals. The Public
Access to Science Act is another sign of changes ahead. It seeks
an exemption from copyright protection for the results of federally
funded scientific research. Although scholars in all disciplines
would benefit from barrier-free access to the latest research, this
benefit is especially true in the arena of medical publishing. Efforts
such as the Research Libraries' Scholarly Publishing and Academic
Resources Coalition, which is broad-based effort to increase
competition in the scholarly publishing market, face resistance from
publishing companies. In addition to for-profit publishers, scholarly
societies are currently hesitant to endorse open access publishing.
Despite the challenges ahead, open access will inevitably become
the norm for scholarly communication. As open access publishing
becomes more prominent, it is likely to be well integrated into the
bibliographic infrastructure already in place for locating
peer-reviewed literature.

welcome open access pattern whether by submitting to or
publishing open access journals. A large proportion of the
enduring, prestigious open access journals are published by
scientifically proficient and developing nations, emphasizing their
successful commitment to maintain the undertaken role. The results
of the citation analysis highlight national inequalities regarding
citation distributions among countries contributing to the journals
within the system and within individual disciplines in the system.
Well-performing countries mainly consist of advanced ones;
however, some less-developed nations are found to perform well in

A study carried out for the UK Joint Information Systems Committee
Abstract:
examined models for the provision of access to material in
institutional and subject-based archives and in open access
journals. Their relative merits were considered, addressing not only
technical concerns but also how e-print provision (by authors) can
be achieved -- an essential factor for an effective e-print delivery
service (for users). A 'harvesting' model is recommended, where the
metadata of articles deposited in distributed archives are harvested,
stored and enhanced by a national service. This model has major
advantages over the alternatives of a national centralized service or
a completely decentralized one. Options for the implementation of a

Abstract (English): With considerable attention now being paid within scholarly
communications to publication models that increase access to
research, the launch of the open access journal Open Medicine
demonstrates the contribution that open access, in all of its various
economic models, can make to scholarly traditions of editorial
independence, intellectual integrity, and academic freedom. This
paper details the history of Open Medicine, which was born of an
editorial-interference incident in the field of medical publishing, and
offers a case study of the current political economy of academic
publishing. This new journal demonstrates how open access, in
combination with open source publishing and management
software, enables new journals to more readily protect the academic
freedom of researchers and scholars. As we argue, this method of
publishing provides a venue for the emergence of new approaches,
ideas, and independence from sources of competing interests in

Scholarly communication through Open Access (OA) journals has
become a global phenomenon. This article reports on a study that
measures the value of OA journals based on citation counts (ISI's
Journal Impact Factor). It compares three highly ranked commercial
electronic journals to five OA electronic journals. The non-OA
journals are MIS Quarterly, Journal of American Medication
Informatics Association, and Annual Review of Information Science
and Technology; the five OA journals are Ariadne, D-Lib Magazine,
First Monday, Information Research, and Information Technology
and Disabilities. The criteria are established by ten major
databases: Thompson's ISI, American Psychological Association's
PsycInfo, Latin American and Canadian Health Science's LILCS,
National Medical Library's MEDLINE, Scientific Electronic Library's
SciELO, The IOWA Guide, CSA's LISA, EBSCO's LISTA, H.W.
Wilson's Library Literature and Information Science, and R.R.
Bowker's Ulrich International Periodical Directory. These basic
criteria are categorized under 11 broad issues: availability, authority
and review policy, scope and coverage, exhaustiveness of articles,
page format, availability of hyperlinks, currency, updating policy,
search facility, and other miscellaneous issues. Ten years' growth of
Library and Information Science (LIS) OA journals has been
measured by counting articles manually. During the last ten years
the highest number of articles was published by First Monday,
followed by D-Lib Magazine and Ariadne; the average number of

Open Access movement has been proven to be capable to enhance
the recognition of scientific outputs by improving their visibility.
However, it is not clear how different entities benefit from the Open
Access advantage; because, the recognition process is dominated
by some psychological or realistic biases, resulting in an unequal
distribution of citations between different entities. The biases may
be exacerbated in Open Access world, e.g. due to the scientists
uncertainty about the quality of Open Access materials, or
quantitatively or qualitatively unequal presence of countries.
Consequently, although, Open Access is able to achieve their
potential citations, it is not unlikely that it increases the inequalities,
depriving the already have-nots. Trying to illuminate how countries
are benefiting from Open Access advantage, this study compares
citation performances of the worlds countries in two journal sets,
i.e. Open Access and non Open Access journals. The results of the
analyses conducted at subject field level show that overall
recognition gap between developed and less-developed blocks is
widened by publishing in Open Access journals. The verification of
individual countries performances confirms the finding by revealing
that open-access-advantaged nations are mainly consisted of
developed ones. However, some open-access-advantaged
instances are from the less-developed block, which may promisingly

suggest early heralds of Open Access potentialities to achieve the

The article presents an interview with Heather Joseph, executive


director of the Scholarly Publishing and Academic Resources
Coalition (SPARC). The SPARC is an international alliance of more
than 300 academic and research libraries. The SPARC's primary
objective is to unleash the potential of the Internet to enhance
scholarly communication. This work has included convening
conferences on alternative models in scholarly communication such
as institutional repositories, creating tool-kits for libraries and
nonprofit journal publishers, and partnering with scholars and
institutions to launch open access journals and other alternative
avenues for scholarship. According to Joseph, in the past, the
SPARC has created campaigns aimed at both enhancing
awareness of issues affecting the scholarly community, as well as
encouraging and supporting community participation in the
scholarly communication process. One of the things that Joseph
has long admired about the SPARC is that, through it's incubation
strategy, it does more than just pay lip service to the importance of
increasing competition through the creation of alternative ventures.

The current model of scholarly communications fails to meet the
information needs of researchers world-wide. New technology (in
particular the coming of the internet) allows us to revise or to
reinvent scholarly communication. This talk discusses the new
models that are taking advantage of the new technology and
describes a possible future for scholarly communications. In
particular, I focus on the development of institutional repositories
and open access journals and the way their interaction could result
in a future where the world's research is available to all.

Many scientific publications are careless, useless or false, and
inhibit scholarly communication and scientific progress. This is
caused by the failure of traditional journal publishing and peer
review to provide efficient scientific exchange and quality assurance
in today's highly diverse world of science. The most promising way
to improve matters is a two-stage (or multi-stage) publication
processes with interactive peer review and public discussion in new
and traditional scientific journals. A concept for such interactive
scientific journals is outlined, and its applicability is demonstrated
by the open access journal Atmospheric Chemistry and Physics.

The traditional ways of scientific publishing and peer review do not
live up to the needs of efficient communication and quality
assurance in today's highly diverse and rapidly developing world of
science. Therefore, new opportunities for enhanced scientific quality
assurance are among the most important advantages and
perspectives of open access to scientific publications. Open access
gives referees more information to work with; it enables interactive
and transparent forms of review and discussion open to all
interested members of the scientific community and the public; and
it facilitates the development and implementation of new metrics for
the impact and quality of scientific publications. The effects and
advantages of open access can be efficiently and flexibly combined
with the strengths of traditional scientific publishing and peer
review. Among the successful initiatives pursuing this approach are
the interactive open access journal Atmospheric Chemistry and
Physics (ACP, www.atmos-chem-phys.net) and a growing number
of sister journals published by the European Geosciences Union
(EGU, www.egu.eu). They are practicing a two-stage publication
process with public peer review and interactive discussion, which
has been designed to resolve the dilemma between rapid scientific

The traditional forms of scientific publishing and peer review do not
live up to the demands of efficient communication and quality
assurance in today's highly diverse and rapidly evolving world of
science. They need to be complemented by interactive and
transparent forms of review, publication, and discussion that are
open to the scientific community and to the public. The advantages
of open access, public peer review and interactive discussion can
be efficiently and flexibly combined with the strengths of traditional
publishing and peer review. Since 2001 the benefits and viability of
this approach are clearly demonstrated by the highly successful
interactive open access journal Atmospheric Chemistry and Physics
(ACP, www.atmoschem- phys.net) and a growing number of sister
journals launched by the publisher Copernicus
(www.copernicus.org) and the European Geosciences Union (EGU,
www.egu.eu). These journals are practicing a two-stage process of
publication and peer review combined with interactive public
discussion, which effectively resolves the dilemma between rapid
scientific exchange and thorough quality assurance. The same or
similar concepts have recently also been adopted in other
disciplines, including the life sciences and economics. Note,
however, that alternative approaches where interactive commenting
and public discussion are not fully integrated with formal peer
review by designated referees tend to be less successful. The
principles, key aspects and achievements of interactive open access
publishing (top quality and impact, efficient self-regulation and low
rejection rates, little waste and low cost) are outlined and

no pueden hacer frente a la demanda de una comunicacin rpida

Wienschaft mit ihrer sehr schnellen Weiterentwicklung nicht mehr.
Zustzlich dazu sind jedoch interaktive und transparente Formen
der Rezension, der Publikation und der Diskuion erforderlich, die
dem wienschaftlichen Umfeld und der ffentlichkeit zugnglich
sind. Die Vorteile des Open Acce, des Public Peer Review und der
interaktiven Diskuion laen sich effizient und flexibel mit den

The article presents a discussion on open access publishing in
Abstract:
Europe. The summer of 2005 proved a hot one in Europe, at least
for those engaged in the funding and publication of scientific
research. In May 2005, following the success of their initial
experiments in open access publishing, Oxford University Press
launched Oxford Open, which offers an optional author-pays model
to authors of accepted papers in a range of journal titles.
Technology offers new possibilities to communicate the results of
research through developments in electronic publishing such as
open access journals and electronic-print repositories. A number of
factors influence authors' choices in where they publish the outputs
of their research. One very important factor is the attitude of the
agencies funding that research. Until now these agencies have not,
on the whole, specified how and where the researchers they fund
should publish their results. Nor have they, as a rule, funded author
publishing charges. Efforts must be made to promote open access
publishing.

electronically as possible, when push comes to shove, there has to


be a way to downsize gracefully. Proponents of open access
journals themselves admit that it costs about $3,750 to publish and
mount an article on the Internet. There is populist appeal in the
notion of making all research information openly available at no
charge to the reader. There are potential situations for publishers,
resulting from the decision of universities to establish digital homes
for their materials created by their community: (1) There is little or
no overlap in content between publishers and institutional
repositories, (2) We hold different versions of the same content, (3)
We compete for content and (4) We have complementary content
and services. Some people look to a future where the institutional
repository becomes the official place of publication and replaces the
publisher.

Objectives To determine how often reprints of scientific publications
are shared online, whether journal readership level is a predictor,
how the amount of file sharing changes with the age of the article,
and to what degree open access publications are shared on
non-journal websites. Design The internet was searched using an
application programming interface to Google, a popular and freely
available search engine. Main outcome measures The proportion of
reprints of journal articles published between 1994 and 2004 from
within 13 subscription based and four open access journals that
could be located online at non-journal websites. Results The
probability that an article could be found online at a non-journal
website correlated with the journal impact factor and the time since
initial publication. Papers from higher impact journals and more

recent articles were more likely to be located. On average, for the


high impact journal articles published in 2003, over a third could be

Decentralised sharing of scientific reprints through the internet
creates a degree of de facto open access that, though highly
incomplete in its coverage, is none the less biased towards

The 10th report (2003) of the Science and Technology Committee of
the House of Commons of the UK parliament contains a number of
positive elements in connection with the political support to
expanding access to scientific information. As the report states, due
to the serious constraints on library budgets, libraries are cancelling
their journal subscriptions. As a consequence, publishers suffer
revenue loss, while library users' unrestricted access to information
is jeopardised too. It is a common interest to keep the costs at an
affordable level, based on an agreement acceptable for all players
of the scientific information market. Free of charge access leads to a
more effective use of scientific literature and enhances the return on
public money invested in research. Similar conclusions can be
found in the Action Plan of the World Summit on the Information
Society that draws the attention to the initiatives facilitating access
to scientific literature by affordable subscription prices, or by open
access journals and books, as well as open access archives.
Electronic-only publishing, differentiated price models as well as
open access initiatives are strongly recommended by WSIS.

Introduction. Publishing research findings in open access journals
Abstract:
is a means of enhancing visibility and consequently increasing the
impact of publications. This study provides an overview of open
access publishing in premier research institutes of India. Method.
The publication output of each institution from 2003 to 2007 was
ascertained through Scopus and the name of source journals along
with the number of publications recorded. All 4232 journal titles
were searched in the Directory of Open Access Journals and then
using the Google search engine to find out which journals are
openly accessible. Analysis. The data are tabulated and analysed in
a systematic way to reveal findings in accordance with desired
objectives. Results. The 17,516 research articles are contributed by
the five institutions and appear in 4232 journals. The Indian Institute
of Science publishes 8.26% of its research output in open access
journals, All India Institute of Medical Sciences 19.37%, Baba
Atomic Research Centre 4.84%, Indian Institute of Technology,
Delhi 3.04% and Indian Institute of Technology, Kharagpur 3.26%.
Conclusions. The study reveals that a small portion of research
publications of Indian research institutes is published in open
access journals, the majority in journals of Indian origin. The
medical institutions are contributing more of their publications to
open access journals compared to other institutions. [ABSTRACT

This paper presents the experience with open access (OA)

publishing by researchers in an academic research institution (The
University of the West Indies (UWI) St. Augustine Campus) in a
developing country Trinidad and Tobago. It describes the two
parallel but complimentary paths for authors to enable open
access, i.e. of publishing in open access journals and/or
self-archiving. The benefits to researchers of free access to
information, increased research impact and possible solution to the
serials crisis are highlighted. It suggests that advocates of OA
should consider all possible difficulties that researchers may have
with OA, so that these could be ameliorated. To this end, it
considers the UWI researchers' knowledge of OA, their access to
the scholarly literature, open access archives/repositories at the
UWI and related issues of research and library funding, Information
and Communication Technologies (ICT), and infrastructure/Internet

connectivity. It concludes that there are indeed obvious and


well-documented benefits for developing country researchers.
There are though some disincentives that make it difficult for
researchers in developing countries to fully participate in the OA
movement. Apart from author-side or page charges, the limited
number of open access journals in many fields of study and
inadequate and unreliable ICT infrastructure and Internet
connectivity often limit access and publication in OA journals. Thus,
because of technical, financial, human and infrastructural
limitations, OA via self-archiving is sometimes difficult for developing
country researchers. It concludes that much more should be done
to ensure full participation in the open access knowledge
community by developing country researchers, including direct
technical assistance in implementing institutional repositories (IRs)
and more financial assistance and support from international
agencies to build the necessary human resource capabilities.

Investigates the trend of open access journals publishing in the

top-level-domain, country and time. Using authoritative print as well
as online directories, the study identifies 124 e-journals in the field
of LIS that are accessible freely, either partially or fully, on the Web.
Of these, 12 titles have ceased their publication and remaining 112
titles are presently accessible freely on the Web. Analysis of the
112 e-journals shows that English is the most widely used language
of LIS scholarly publishing. Most of these OA journals are
originating either from academic or organizational domain and
developed countries like USA and UK are publishing most of the OA
journals. Concludes that there is a need for taking initiatives to
publish qualitative open access journals from the less-developed

When members of an email discussion group for Spanish medical
translators decided to start a journal for their community, they could
not foresee the huge, immediate success the publication was to
achieve. All issues of the quarterly journal Panace@ ate published
online with open access from the day of publication. There ate no
submittal fees for authors, subscription lees for members of the
parent organization, of access fees for users. Here we report how
the journal got started and what sustains it. Although questions of
long-term sustainability remain unresolved, the system used to start
Panace@ may be worth considering for other small organizations
with limited access to institutional or private sources of funding.

Objective To explore authors' attitudes towards open access
publishing and author charges, their perceptions of journals that
charge authors, and whether they would be willing to submit to
these journals. Design Semistructured telephone interviews.
Participants 28 randomly selected international authors who
submitted to the BMJ in 2003. Results Authors were more aware of
the concepts of open access publishing and author pays models
than previously reported. Almost all authors supported the concept
of open access, but few had submitted to an open access journal,
other than the BMJ. Reasons for not submitting included lack of
awareness of which journals publish with open access, and journal
quality taking a higher priority in decision making than the
availability of open access. Authors disliked the idea of author
charges without institutional support and were concerned about
implications for authors from developing countries and those
without research funding. However, many said they would probably
continue to submit to journals they perceived as being of high
quality even if they charged authors. Conclusions Authors consider
perceived journal quality as more important than open access when
deciding where to submit papers. New journals with open access
may need to do more to reassure authors of the quality of their

In the five years since the launch of the Budapest Open Access
Initiative in February 2002, one of the most striking developments in
the scholarly communications landscape has been the increasing

This study examines aspects of scholarly journal publishing in the
Abstract:
Nordic countries. On average half of Nordic journals publish online.
In most Nordic countries, commercial publishers predominate;
however, in Finland the majority are society publishers. The number
of open access journals is low, in line with international figures.
There is concern to maintain local languages in journal publishing.
A majority of the journals publishing in local languages are within
social science, humanities, and arts; the STM sector publishes in
English. English-language publications are favoured in research
assessments, international recognition, and impact, while the
visibility of local-language scholarly journals in international
databases is low. The Nordbib program supports Nordic scholarly

MINES for Libraries is a web-based survey methodology that is
proving to be a valid and reliable method for assessing networked
electronic resources usage. The methodology has collected usage
data on the libraries' electronic resources, including electronic
journals, electronic books, databases, the online catalog, and
services such as interlibrary loan. It can also integrate data on
non-subscription resources such as digital collections, open access
journals, pre-print and post-print servers, and institutional
repositories. This web survey method is more successful in libraries
that have implemented a network assessment infrastructure. To
illustrate its utility, an overview of the methodology, a discussion of

A study published today in PLoS Biology provides robust evidence
that open-access articles are more immediately recognized and
cited than non-OA articles. This editorial provides some additional
follow up data from the most recent analysis of the same cohort in
April 2006, 17 to 21 months after publication. These data suggest
that the citation gap between open access and non-open access
papers continues to widen. I conclude with the observation that the
"open access advantage" has at least three components: (1) a
citation count advantage (as a metric for knowledge uptake within
the scientific community), (2) an end user uptake advantage, and
(3) a cross-discipline fertilization advantage. More research is
needed, and JMIR is inviting research on all aspects of open
access. As the advantages for publishing open access from a
researchers' point of view become increasingly clear, questions
around the sustainability of open access journals remain. This
journal is a living example that "lean publishing" models can create
successful open access journals. Open source tools which have
been developed by the Public Knowledge Project at the University
of British Columbia with contributions from the Epublishing & Open
Access group at the Centre for Global eHealth Innovation in Toronto
are an alternative to hosting journals on commercial open access

This article presents the Open Access publishing experience of

country, Trinidad and Tobago, namely at the University of the West
Indies (UWI) St. Augustine Campus. It considers UWI researchers'

and well-documented benefits for developing country researchers,

visibility of published Open Access articles, there are some


disincentives that militate against developing country researchers
fully contributing to the global body of knowledge via Open Access.
It finds that Open Access Journals are beneficial for scholars who
consume information but are of little benefit for developing country
scholars wanting to publish in these journals because of the high
cost of page charges. Inadequate and unreliable ICT infrastructure
and Internet connectivity also often limit access to information. It
concludes that because of technical, financial, human and
infrastructural limitations, Open Access via the Green Road of
self-archiving is also often not an option for developing country
researchers. These researchers are therefore unable to reap the
real benefits, of making their research Open Access, that of
increased impact and visibility. This study is to develop and
evaluate methods and instruments for assessing the usability of
digital libraries. It discusses the dimensions of usability, what
methods have been applied in evaluating usability of digital
libraries, their applicability, and criteria. It is found in the study that
there exists an interlocking relationship among effectiveness,
efficiency, and satisfaction. It provides operational criteria for
effectiveness, efficiency, satisfaction, and learnability. It discovers
users' criteria on ease of use, organization of information,
terminology and labeling, visual attractiveness, and mistake
recovery. Common causes of user lostness were found. Click cost

Researchers do research in order to make an impact so that their
findings will have maximal effect on the present and future course
of learned inquiry. The measure of that impact is the degree to
which their work is seen, read, used, built-upon, cited, and applied
by their fellow-researchers. It is palpable evidence of this research
impact that also brings researchers their material rewards: salary,
promotion, tenure, research grants, prestige, prizes. Note very
especially that no rewards are sought or received by researchers
from toll-revenues for access to their research output. It accordingly
follows that all access reduction that occurs because of access tolls
translates directly into impact reduction for researchers. From this it
follows that to maximize the potential impact of their work,
researchers must maximize its potential access. This can be, and is
being done, by two complementary means: By publishing it in open
access journals (when those exist in their research area) (BOAI
Strategy 2) or by self-archiving in open-access eprint archives
(BOAI Strategy 1) the work that they publish in toll-access
peer-reviewed journals. The maximization of research impact is in
the interest not only of researchers and research progress, but of
their institutions and their research grant funders, hence also of
tax-paying citizens. In the Gutenberg age, open access to the
peer-reviewed research corpus was not a possibility, because of the
unavoidable true costs of on-paper publication. In the on-line age,
all costs other than that of implementing peer review (at most $500
per paper) are no longer necessary. (Toll-access revenues per
published paper from the few institutions that can afford access to
the journal in which it appeared average $2000.) While there is still
a market, toll-based journals can and will continue to exist, but they
must co-exist with open-access to the entire research corpus,
provided by author/institution self-archiving of all peer-reviewed
research output. A little reflection will confirm that there is only one
way to resolve the PostGutenberg conflict of interest between what
is best for toll-revenue streams and what is best for research
providers, now that open access has been demonstrated to be not
only possible, but feasible, virtually overnight, through
self-archiving. Hence, as of now, researchers have only themselves
to blame, historically, for any further impact-loss because of
