Higher standards: The right direction for students

What does it mean to be a high

school graduate? In Wisconsin, through
Agenda 2017, it is our goal for every student to graduate with the knowledge and
skills needed for college and career. That
means graduates are ready for on-the-job
training, an apprenticeship, or coursework at a college or university. To earn a
high school diploma means a graduate is
ready to be successful at the next steps of
life.
Starting with the end result graduates who are college and career ready
we tackled the job of increasing the rigor
of Wisconsins 1998 Model Academic
Standards. We brought together leaders
from business, commerce, workforce, and
higher education to tell us what they
expected from our graduates. As a result,
Wisconsins new standards for mathematics, English language arts, and literacy
are higher than our old standards and
are more focused, providing guidelines
for what students should know and be
able to do at every grade level.
The concept of having common
expectations for public education is the
right direction for our students. For chil-

dren with parents in the military, it brings

consistency when families are transferred
to another base or across the country. In
communities that experience lots of mobility, its a blessing. Why would learning to
add, compute the area of a rectangle, or
write a persuasive essay be different or at
different grade levels in Fond du Lac or
Hudson, Wisconsin or Kentucky? For colleges and universities, it means more students earning college credits right away
rather than needing remedial coursework. And with common standards, businesses know what to expect from any
Wisconsin high school graduate.
Just to be clear, standards delineate
what schools and teachers teach, not
how they teach it. State standards provide guidance for state assessments that
impact school and district accountability.
Wisconsins locally elected schools
boards are responsible for adopting academic standards to fit local needs.
Additionally curriculum, textbook selection, lesson plans those are still the
purview of local communities and educators.
The vast majority of Wisconsin public
schools have embraced the higher standards. A survey last spring of certified
teachers found that 45 percent of respon-

dents began working right away on
Wisconsins standards for mathematics,
English language arts, and literacy.
Another 36 percent have been moving
toward the new standards since they
were adopted in 2010. Teachers say they
are ready to teach the higher standards,
and they believe their colleagues are
ready too. Overall, they agree that the
standards are good for Wisconsin students.

JoAnn Lens, an educator from

Milwaukee, said new standards are making her kids dive further into their thinking, ask more questions, and want to
learn more. Terry Kaldhusdal, a sixthgrade teacher in the Kettle Moraine
School District, says the new standards
have changed the way he teaches, a
change that has had a profound impact
on his students learning. It has changed
their motivation, their conversations, and
their understanding. Faculty from public
and private colleges and universities
throughout the state support Wisconsins
higher standards to reverse a trend of too
many incoming students needing remedial education in mathematics. Wisconsins
higher standards strike the right balance.
They are already far higher than our
previous state standards, but not beyond
what one can expect from a majority of
students.
From teachers and parents to business
and education leaders, the desire for
higher expectations for our students is
strong. We want our graduates to be college and career ready. The state-adopted
standards for mathematics, English language arts, and literacy are a foundation
for success for all students.

Home sales increase for third straight month

The following information was provided by
the Greater Milwaukee Association of Realtors
Home sales were up for the third straight
month in November, increasing 1.8% in the
Metropolitan Milwaukee marketplace. 1,126
homes sold in November compared to 1,106
during the same time-frame in 2013.
For the year, the market has seen 15,895
total sales, compared to 16,457 in 2013, a
3.4% decrease.
Sales for the first eight months of 2014
were off about 10% from 2013, but the last 3
months have really closed the gap.
That has occurred in light of a very different sales climate. 2013 was still a relic of the
recessionary market, filled with distressed properties; whereas 2014 has evolved into a more
traditional one with first-time buyers; move-up

buyers with children looking for a larger home;

and empty-nesters moving into a new home or
condo.
Sales in Milwaukee County dropped
sharply in November in relation to the other
metropolitan counties, but that is believed to be
an anomaly and not the start of a long-term
trend.
Listings Increase
For the ninth month this year, listings
increased in November by 5.6%. The 1,458
new listings pushed total year-to-date listings in
the market to 26,658, 3.8% ahead of 2013.
That is a notable statistic, because it shows
sellers are confident about the price their house
will fetch going into the slowest part of the year
for home sales.
Inventory

The seasonally adjusted inventory level for

November was 7.1 months, a drop from
Octobers 7.9 month level. The seasonally
adjusted level was 6.8 months in November
2013.
Subtracting the 1,045 listings with an
active offer from current listings presents a more
realistic picture with an inventory level of 5.0
months, lower than Octobers 5.5 month level.
A year ago, the same calculation showed
Novembers inventory level at 4.9 months.
REALTORS Bullish on Market
The rebound in sales during the last three
months (September November) has boosted
broker and agent enthusiasm about the upcoming New Year. The quality of buyers is a major
reason for their enduring confidence.
Additionally, inventory, though tight, is decent,

buyer interest remains high, and sellers can

expect realistic prices (with some move-in ready
properties seeing multiple offers), all combine
for a solid market.
At this point, the GMAR is projecting sales
for the year will fall in the vicinity of 16,995
units, about 3.6% behind 2013. The last three
months of activity have pulled the years projection up from -10% earlier in the year.

Natural Resources Board approves revisions to invasive species rule

The Natural Resources Board voted to
approve revisions to the state's invasive
species rule at their December 10 meeting
in Madison. Known as NR40, revisions
include the listing of additional species
and delisting of currently regulated
species under the state's Invasive Species
Identification, Classification and Control
rule of the Wisconsin Admin Code.
"This proposal results from several
years of work with stakeholders to develop
an approach based on sound science and

common sense that meets the department's

charge from the legislature to address
invasive species," says Dreux Watermolen,
social science services section chief.
One revision includes changing the
status of the Emerald Ash Borer from prohibited to restricted. Currently, the beetle
responsible for the destruction of tens of
thousands of ash trees in Wisconsin is classified as a prohibited species. Under the
rule, prohibited species are those not
widespread in the state and whose spread

can be prevented or limited to certain

areas using eradication methods. Since
the first discovery of EAB in Wisconsin in
2008, and its listing as a prohibited
species in 2009, it has spread to 19 counties prompting a proposal to change the
EAB regulatory status to restricted.
Restricted species are those already
found in the state and may be more widespread. Eradication is improbable but the
spread can still be managed. Measures to
manage the spread of EAB will still be

used such as Department of Agriculture,

Trade and Consumer Protection quarantines and DNR firewood transportation
restrictions. Under the new revisions to NR
40, possession is legal and control is not
required for restricted species.
