In view of the above I may submit my representation against the decision dated
28-06-2013 taken in the District Promotion committee No.1.on the following
grounds:1. That total No. of posts of Assistant / Head Clerk in the school wing of
education department in Toba Tek Singh District is Twenty (20).
2. That Five (5) posts of Assistant / Head Clerk were filled through direct
Recruitment against 25% quota and remaining 15 posts of Assistant /
Head Clerk were to be filled through promotion amongst the Senior
Clerks as per seniority list of the District.
3. That after devolution/creation of District Government no post of
Assistant / Head Clerk was created /sanctioned through SNE by the
Government in District Toba Tek Singh.
4. That thereafter, all the posts Assistant / Head Clerk were filled in
through promotion amongst the Senior Clerks as per seniority list
approved and circulated by the authority. 25% quota of direct
recruitment against the twenty (20) sanctioned posts of Head
Clerk/Assistant was principally observed by the department keeping
in view in standing rules and instruction issued by the Government
from time to time.
5. That the promotion of the senior clerks against the vacant vacancies
of Assistant / Head Clerk is to be filled through promotion on the
basis of seniority instead of direct recruitment of 25 % quota.
6. That Mr.Munir Ahmad who has been retired from service was also a
promotee as he was promoted as assistant from the post of senior
clerk on the basis of seniority list. The present post caused vacant due
to retirement of Mr.Munir Ahmad is to be filled through promotion
instead of direct recruitment because above named official was a
promote one and has been retired. It is injustice to fill the post from
the direct recruitment instead of promoting me against the vacant
post of Head Clerk/Assistant vacated by Mr.Munir Ahmed Khan.
7. That 25% quota against the single existing vacancy of Head
Clerk/Assistant is unrealistic observation/ reason due to which my
right being an eligible candidate as per seniority list has been
eliminated.
8. That it is crystal clear that 25% quota of direct recruitment against the
total sanctioned strength posts of Assistant / Head Clerk in the
District has already been observed, utilization of quota against
present vacant vacancy through direct recruitment does not cover the
Promotion rules and regulation of ministerial staff/Senior Clerk.
