REPRESENTATION AGAINST THE DECISION OF DEPARTMENTAL SELECTION/

PROMOTION COMMITTEE NO.1 HELD 28-06-2013 UNDER THE CHAIRMANSHIP
OF DCO TOBA TEK SINGH.
Respectfully submitted with due honour that I have been performing my
duties in the capacity of ministerial staff in the school wing of Education
Department Toba Tek Singh since 09.07.1986. Presently I am working as Senior
Clerk in the office of the District Education officer (SE) Toba Tek Singh w.e.f
01.01.2005 to date. As per seniority List of Senior Clerks approved and notified
by the E.D.O (Edu) Toba Tek Singh, vide no 1307/MS dated 14-03-2007 wherein
my name appears at serial no15 of the said seniority list.
The Senior Clerks as per notified Seniority list from Sr.No.1 to 14 have
availed there in service promotion as Head Clerk/Assistant against the resultant
vacancies on the basis of their service record of the respective category.
It is brought to your kind notice that a post of Head Clerk/Assistant was
caused vacant due to retirement of

Khan

after

completion/superannuation age of 60 years on 12-04-2013 vide retirement

notification issued by the E.D.O. EDU TTS vide NO 6198/B&A-1 dated 10-052012(Copy Attached). As per seniority list my promotion as Assistant / Head
Clerk was due on the date of retirement of the above named official. My
Promotion was to be caused from the date of retirement of the official on the
basis of seniority cum fitness and eligibility as per standing rules on the subject.
The District Education Officer (SE) Toba Tek Singh submitted my
promotion case along with character roll/synopsis and other required certificates
to the E.D.O(Edu) Toba Tek Singh for consideration against the existing vacancy
of Head Clerk/Assistant vacated by Mr.Munir Ahmad Khan O/O Dy.D.E.O.
(M)Gojra (Promotee).The case of my promotion was placed before the district
promotion committee No.1 in its meeting dated 28-06-2013.According to the
working paper I was declared suitable/eligible candidate for promotion as
Assistant/Head clerk.
The respective committee deferred my name for promotion to the rank
of Assistant / Head Clerk with the

In view of the above I may submit my representation against the decision dated
28-06-2013 taken in the District Promotion committee No.1.on the following
grounds:1. That total No. of posts of Assistant / Head Clerk in the school wing of
education department in Toba Tek Singh District is Twenty (20).
2. That Five (5) posts of Assistant / Head Clerk were filled through direct
Recruitment against 25% quota and remaining 15 posts of Assistant /
Head Clerk were to be filled through promotion amongst the Senior
Clerks as per seniority list of the District.
3. That after devolution/creation of District Government no post of
Assistant / Head Clerk was created /sanctioned through SNE by the
Government in District Toba Tek Singh.
4. That thereafter, all the posts Assistant / Head Clerk were filled in
through promotion amongst the Senior Clerks as per seniority list
approved and circulated by the authority. 25% quota of direct
recruitment against the twenty (20) sanctioned posts of Head
Clerk/Assistant was principally observed by the department keeping
in view in standing rules and instruction issued by the Government
from time to time.
5. That the promotion of the senior clerks against the vacant vacancies
of Assistant / Head Clerk is to be filled through promotion on the
basis of seniority instead of direct recruitment of 25 % quota.
6. That Mr.Munir Ahmad who has been retired from service was also a
promotee as he was promoted as assistant from the post of senior
clerk on the basis of seniority list. The present post caused vacant due
to retirement of Mr.Munir Ahmad is to be filled through promotion
instead of direct recruitment because above named official was a
promote one and has been retired. It is injustice to fill the post from
the direct recruitment instead of promoting me against the vacant
post of Head Clerk/Assistant vacated by Mr.Munir Ahmed Khan.
7. That 25% quota against the single existing vacancy of Head
Clerk/Assistant is unrealistic observation/ reason due to which my
right being an eligible candidate as per seniority list has been
eliminated.
8. That it is crystal clear that 25% quota of direct recruitment against the
total sanctioned strength posts of Assistant / Head Clerk in the
District has already been observed, utilization of quota against
present vacant vacancy through direct recruitment does not cover the
Promotion rules and regulation of ministerial staff/Senior Clerk.

In view of the above it is prayed that my promotion case may very

kindly be reconsidered and the decision of the District Promotion Committee
No.1 dated 28-06-2013 may be vacated and I being the senior most Senior
Clerk may be promoted against the vacancy caused vacant by Mr.Munir
Ahmad Khan who was a promotee. From the above it is crystal clear that the
vacant post is to be filled through promotion instead of direct recruitment.
