PLANT DESIGN CRITERIA

2.1

General

2.1.1

CCGT power plant

This Specification calls for the design, supply and installation of HRSGs,
STGs, associated mechanical, electrical and instrumentation and control
equipment and all necessary supporting services which shall be required to
convert the OCGT power plant to a CCGT power plant. The design shall be
modern, well proven, safe and economically attractive both in capital cost and
running cost and offering a high availability with low forced outage rate. The
CCGT power plant shall be fully automated and require minimum operator
intervention for normal operation.
Contractor C shall comply with the
Specification unless compliance would for any reason put at risk safety, reliability
and economy due to deviation from standard practice of Contractor C. However,
the intent of the Specification shall always be complied with.
Any deviations from the Specification shall be clearly identified in
Schedule FF, which shall be completed and returned as part of the Tender.
All equipment supplied under this Contract shall be designed and
selected to ensure high reliability and availability of the complete plant with low
forced outage rates and minimal maintenance over the lifetime of the power
station, which shall be defined as 40 years.
An appropriate level of redundancy shall be included in each new
system; the Works shall be designed so that no single auxiliary plant failure shall
result in the total loss of the unit generating capability. In this context, it is
required that with agreed exceptions, all unit auxiliaries will be provided with at
least one installed spare (N+1). For the station auxiliaries, no single equipment
failure shall result in any loss of station generating capability.
Prototype plant will not be acceptable, and plant that is offered with
limited operating experience must be fully supported by manufacturers
warranties and indemnities.

2.1.2

Desalination and water treatment plants

This Specification calls for the design, supply and installation of a multi
stage flash desalination plant, chlorination plant, demineralized water plant,
associated seawater/water, supply pumps, dosing pumps, distillate storage,
potable water storage and demineralizing water storage tanks, associated
mechanical, electrical and instrumentation and control equipment and all
necessary supporting services. The design shall be modern, well proven, safe,
and economically attractive both in capital cost and running cost and offering a
high availability with low forced outage rate. All water treatment plants shall be
fully automated and require minimum operator intervention for normal operation.

2.2

Unit rating

2.2.1

CCGT power plant

The OCGT power plant has a nominal rating of 1890 MW, based on 15
GE 7FA gas turbines rated at 126 MW per unit, at the site ambient condition
given in Schedule AA.
The conversion to a CCGT power plant based on five (5) blocks, each
block comprising of 3 GTG + 1 STG, shall result in a CCGT net power output of
approximately 3190 MW with an expected rating for each of the STGs of
approximately 260 MW.
The guarantee and warranty for the steam turbine generators and
associated equipment shall be the responsibility of Contractor C without
exception and in the event that any other requirements of this Specification are
in conflict with Contractor Cs ability to meet the performance requirements
contained in Schedule CC1, such exceptions shall be identified.

2.2.2

Desalination and water treatment plants

The desalination plant shall consist of three (3) 50 per cent identical
MSF desalination units, as detailed in Section 6.5.3.

The demineralization plant shall consist of three (3) 70 per cent


identical streams, as detailed in Section 6.5.6.
The details for the chlorination plant are in Section 6.4.
The guarantee and warranty for the desalination plant, water treatment
plant and associated equipment shall be the responsibility of Contractor C
without exception and in the event that any other requirements of this
Specification are in conflict with Contractor Cs ability to meet the performance
requirements contained in Schedule CC1, such exceptions shall be identified.

2.3

Site layout

Contractor C shall be responsible for the development of the site layout


bearing in mind the existing operating OCGT power plant installation to ensure
minimal loss of operating capacity during the conversion from the OCGT power
plant to a CCGT power plant and that maintenance access is fully available to any
part of the plant.
The site layout, including plant, buildings, roads, gates, laydown areas
etc shall take into consideration the requirement for heavy vehicles and cranes
required for installation and future maintenance of the plant to gain access to
carry out the necessary work.
The site layout shall be based on
drawing 62674/PBP/000006, and shall be subject to approval of the
Engineer/Owner (SEC).

2.4

Plant operating philosophy

2.4.1

CCGT power plant

The Plant shall be designed for base load and three shifting operation.
The intended operating regime for the immediate future will be base load,
operating 8000 to 8150 hours per annum equating to a typical annual availability
of 91 to 93 per cent. In addition, the plant shall also be capable of operating on
a two shift operating regime, based on one start per day.
Monitoring and operation of the entire plant shall be performed from
the DCS in the Central Control Room. This will include all start-up/shut down
and other plant manoeuvres of the gas turbines, HRSGs, steam turbine units,
water treatment systems and all other balance of plant equipment. Each HRSG
and steam turbine unit shall have the capability to be monitored and controlled
from the CCR via the DCS. The plant shall be automated to reduce the manual
intervention required by operation staff. Each block shall be designed for startup and shutdown from a single pushbutton command. Each HRSG and steam
turbine shall be designed for unmanned operation with operation and monitoring
being carried out from the CCR.
