MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement entered into by and between:
The Municipal Government of Solana, Cagayan represented by HON.
MEYNARD Z. CARAG, Municipal Mayor and herein referred to as the FIRST
PARTY;
-andThe 17th Infantry Battalion, 51D PA, Camp Melchor F. Dela Cruz, Upi,
Gamu, Isabela represented by LT. COL. ALVIN V. FLORES, Commanding
Officer and herein referred to as the SECOND PARTY:
-WITNESSETHWHEREAS, the 17th Infantry Battalion, 51D Philippine Army in partnership
with the Municipal Government of Solana, Cagayan has planned to conduct a
3-day live-in Youth Leadership Summit (YLS) 2012 at Camp Melchor F. Dela
Cruz, Upi, Gamu, Isabela on June 1-3, 2012;
WHEREAS, the Youth Leadership Summit (YLS) will be participated by the
members and officers of the Sangguniang Kabataan Federation of the
Municipality of Solana which has been designed to develop and enhance
their capabilities in carrying out effectively their roles in nation building;
WHEREAS, after the first Youth Leadership Summit (YLS) of June 1 3,
2012, the FIRST PARTY and the SECOND PARTY agrees to conduct the
Youth Leadership Summit (YLS) on a regular/yearly basis thereafter;
WHEREAS, for and in consideration of the above premises, the parties
hereby agree to execute and fulfil the following terms and conditions/
responsibilities:
Section 1: Responsibilities and Obligations of the Parties
a. The Municipal Government of Solana, Cagayan shall:
1. Provide the funding requirement to defray the cost of training
materials/ supplies and meals and snacks of the participants,
resource persons, facilitators and training secretariat.
2. Assign/ designate an LGU coordinating staff who will coordinate and
facilitate matters relevant to the needs and problems of the
participants.
3. Ensure the attendance and active participation of the Sangguniang
Kabataan participants for the whole duration of the activity.
4. Cause the payment for the mess expenditures incurred (meals,
snacks, and other items) after the completion of the activity to the
concerned party charged to manage and administer the conduct of
the training activity.
b. 17th Infantry Battalion, 5th Infantry Division shall:
1. Provide the following for the whole duration of the activity:
a. Venue of the training;
b. Preparation of the session hall; and

c. Lodging rooms with beddings, comfort rooms and bathrooms.

2. In-charge in organizing the training secretariat, facilitators, resource
persons and to manage and administer the conduct of the training
activity.
3. Ensure the security and safety of the participants for the whole
duration of the activity.
4. Provide vehicles to transport the participants to and from the
training site
Section 2: Option to Terminate
If
any
of
the
partner
is
unable
to
perform
their
obligations/responsibilities under this Agreement, it is hereby agreed that
termination of the contract maybe initiated by any of the two parties.
Section 3: Retroactivity
a. Any/All activity/endeavor as stipulated in the Whereas Clauses and
Section 1 of this agreement that has commenced prior to the
signing by the parties to this agreement, particularly the Youth
Leadership Summit (YLS) 2012 at Camp Melchor F. Dela Cruz, Upi,
Gamu, Isabela on June 1-3, 2012, shall be considered as having
been undertaken by both parties with the same intents and
purposes as this agreement is construed.
Section 4: Effectivity
a. This Agreement takes effect upon signing by the parties and shall
remain in the force and effect until the completion of the program
proposed or terminated early as stipulated in Section 2.
IN WITNESS WHEREOF, the parties herein, sign this Agreement at
Tuguegarao City, Cagayan, this ______________, 2012.
