Minutes of the Meeting
Last November 18, 2014, the UP Cebu Student Council 2014-2015 had its 30 th meeting at the
Student Council office. The meeting was called to order at 6:11 PM with 14 members present and 3
members absent. The meeting was presided by Student Council Chairperson Dyan Gumanao.

CALL TO ORDER
The meeting was called to order at 6:11 PM. Quorum was established.

Representative Gattoc made a motion to approve the abovementioned agenda, with the
additions to the 5th Agenda, and was duly seconded by Representative Tidalgo.
B. ORDER OF BUSINESS
1. BUSINESS ARISING
a. APPROVAL OF MINUTES
Secretary General Solon made and signed a Memorandum of Agreement addressed
to the body that all the minutes of the meetings should be posted on or before December 19,
2014. Chairperson Gumanao said that since the minutes would be given after the semester,
approval of the minutes shall be done online, with the members of the body writing or
commenting their corrections.
b. COOKOUT MATTERS
i.

FINANCIAL MATTERS
Representative Matarlo duly gave the report on the present financial matters of the
council.
The council borrowed PhP 15, 000.00 from CommUP to add to the PhP 25, 000.00
from OLX and PhP 7, 621.00 Cash on hand to pay Ms. Olesa Arellano. CommUP was
paid in full from the sales from the Bulalo, worth PhP 12, 000.00, and from the Gift
Certificates, worth PhP 5, 000.00. Debts to be paid were to Representative Nicole
Marie Carreon and Ms. Abbey, with a total debt of PhP 9, 250.00. Receivables from
the Gift Certificates were PhP 18, 220.00, from the Solicitations were PhP 4, 500.00,
from Arts & Culture were PhP 25, 000.00, and from Globe, PhP 10, 000.00.
Receivables amounted to PhP 58, 220.00, excluding the ticket sales, shirt sales, and
Natasha shirts, if they were sold.
Money from the solicitations should be given before the end of the semester.

ii.

UP COOKOUT SHIRTS
Representative Libres inquired on the shirts status. Chairperson Gumanao
explained that the supplier was having issues with the reprinting of the black shirts
since the supplier had spent a lot of money on the deep-pressed ones. However,

supplier had agreed with Chairperson Gumanao that he would reprint the black shirts
and that the shirts should be given before the end of the semester.
Chaiperson Gumanao told the body that the information mentioned above would
be the reason given to the students. The council does not want to give chipepay
shirts to the students who had paid for them.
iii.

TICKET SALES AND GCs


Vice Chairperson Degamo each called the organizations who had not settled
yet their payments regarding the ticket sales. Tickets which were not sold would still be
paid by the organizations.
With regard to the GCS, Chairperson Gumanao said that the prices of the
GCs were lowered since some of the companies were having Christmas promos.
Furthermore, she said that people could get the certificates first and pay later, but only
before the end of the semester.

2. ISD ASSESSMENT
UNISO Chairperson Salada first acknowledged the efforts of Representatives Carreon and
Quinto. Then he reported that the publicity of the event, for the White Shirt Day and for the ISD
itself, was good, since there were a number of students who wore white. On the Photo Op,
UNISO Chairperson Salada said that the preparations for the booth were okay, with the
constant communication of the people. However, the response time of the laptop and internet
connection used was not as fast and the suggestion box was late. Surveys were also given to
the students and the box containing the surveys was at the Guard House.
The problems were that the students were very busy with their classes and it was only
during noon time that the number of students who took a photo increased. Representative
Balane raised a complaint/comment from one of the students. He said that a student asked
why the design of the photo booth was not white like color of the shirts the students wore.
Representative Balane duly explained that the color of the booth was not important but the
statement/student issue written on the board was. Furthermore, students had asked why the
design of the person on the photo booth was clearly male. The body had not discussed the
ramifications on the gender, and had only discussed the design of the booth itself.
Representative Carreon commented that the design of the booth was the color of the
Philippines flag and that students were asking what International Students Day was and where
were the International students. Chairperson Gumanao explained that the statement was not
released on time. The statement would have cleared the matter regarding the celebration of
ISD.
3. PI CAMPAIGN
Chairperson Gumanao manifested that the launching of the #DitoDAPat Campaign was
not emphasized. Other organizations had committed to the event thus the publicity should start
within the week. Other information or updates on the PI Campaign was lain on the table until
Councilor Trocio arrived.

While waiting, members of the body discussed the dates for the enrollment for the next
semester. Furthermore, the date for the assessment of the semester was discussed. Since not
all were sure about their schedules for the upcoming weeks, Vice Chairperson Degamo
suggested that there be no final date for the assessment and sem planning but must have
December 18, 2014 as the last day for the meeting. The VolCorps committees should also
present their plans for the upcoming semester and for the council to collate the events.
4. OSR COMMUNICATION
UP Cebu was invited to host the 38 th General Assembly of Student Councils. Chairperson
Gumanao duly explained the purpose and aim of the GASC. Representative Gattoc said that
this would be a good opportunity for UP Cebu. Furthermore, this could serve as publicity for the
university, especially since it just became autonomous.
Factors regarding the accommodations and transportation were discussed, especially
since Sinulog was on coming. Vice-Chairperson Degamo suggested having 2-3 weeks to find
and to canvass the prices, transportation, and location of the accommodations. Moreover, if the
body failed to find such an accommodation, the council should reconsider its decision to host
the GASC. Chairperson Gumanao replied that if the body was willing to host the event, then
the body should/could find ways and means to make the event possible and successful. She
then reiterated her question, whether the body was willing to host the 38 th GASC. Members of
the body agreed to accept the invitation and to host the 38 th GASC.

The body agreed that on the next council meeting, the members should report on any
possible accommodations for the GASC and the final number of the attendees should be
counted for the registration and for the food. Communication with the OSR should be constant
for the council to make the necessary preparations successful.

Representative Gattoc duly reported what was discussed in the meeting and they are

Internet Fee
Representative Gattoc reported that the resolution of the people in the
meeting was to have PhP 20.00 as payment for every hour of Internet usage after
the consumption of the 20 free hours of use. New fees or excess fees were also
discussed; an example would be the Sak-sak Fee or payment of PhP 20.00 for
every hour of using an outlet inside the library. Prof. Almocera was reported to be

shocked with the fees since there was no mention of them on the first page of the
letter/report and no explanation was given by the Library Staff.

Journal Subscriptions
The most number of journal subscriptions were the Management Cluster;
the most expensive were from the Computer Science Program and students were
not using them; and the most active users of the journals were students from the
Psychology Program.

Library Updates
The library would be on the first floor of the building and there would also
be a learning commons and in the library proper would be the Macs. There was
also a port for laptops on the tables but with sak-sak fee. Other members asked
as to why there was a sak-sak fee when there was already an energy fee.
Councilor Trocio commented that this was a redundant fee. The tentative date that
the UP Cebu Library would open is March 2015. Moreover, submission of thesis
papers would be collected in PDF format for the 4 th years since the library did not
like the ones which were hard bound. The old thesis papers would be disposed of
after being scanned and digitized. The books which could still be used would not
be thrown away.
There was the Text a Librarian service/option for the students, wherein
the students could just text one of the librarians and inquire about a particular
book.
Chairperson Gumanao said that the internet fee, sak-sak fee, etc., would
be raised during the next DAC meeting. Councilor Trocio manifested that the
possible reason for the fees would be to regulate the students who would watch
movies or just charge their gadgets, for example, and for the students to be
reminded that these facilities should be used for educational purposes.

b. VAWC
Representative Balane announced that the International Day for the Elimination of
Violence against Women would be on November 25, 2014. Campaign of the United
Nations was Orange Your Neighborhood Day (?), with the color orange as the color for the
event/s. The goal was to spread the campaign, which would last from November 25, 2014
to December 10, 2014. The aforementioned timeline was called the 16 Days of Activism.
There was a moratorium that a class should adapt the said campaign and it was
suggested that the class of Prof. Bucoy should be tapped or the NSTP class. Councilor
Trocio said that there would be meeting with GAD the following day regarding the activities
and plans. Representative Balane said that he was to have meetings with the Dean and
Miss Balahadia (?) regarding the event.
Chairperson Gumanao suggested that the launching for One Billion Rising (OBR)
should also be added to the activities. Furthermore, she said that Prof. Bucoy was willing

to tap her classes for the event, and it was reported that Prof. Bucoy agreed to have her
classes adapt the event.

c. BMI
Councilor Dingding reported that there was a scheduled Basic Masses Integration on
November 21 to 23, 2014 in Aloquinsan, Cebu. Councilor Dingding duly explained the
schedule of activities on the BMI as well as the needed materials.
Chairperson Gumanao said that it was a target of the council to have a BMI at least
once per semester. Councilor Santos suggested that those members of the council who
had not participated before should be the ones to attend.
It was raised that the BMI should be scheduled after classes, which had December 14,
15, and 16, 2014 as possible dates, and after finals week. One of the council members
suggested that the sem planning be done during the BMI and that the VolCorps should be
invited as well. Members who had already made other commitments raised their concerns
and explained why they could not attend and participate.
In the end, council members agreed to hold the sem planning together with the BMI.
The members who could not attend reasoned that they had other scheduled commitments
during the set date. Furthermore, other members, specifically the student under the
Psychology program, said they would try since they would still have classes and exams
during the same week.
d. IDs
Representative Libres reported that students were inquiring about the date of release
of their IDs. Chairperson Gumanao said that a letter was written regarding the matter and
for FDS [students], they were going to be given certificates proving that they were/are
students of UP Cebu. The reason for the delay of the release was that the machine for the
IDs was broken and it would cost PhP 8, 000.00 and it would take at least 3 to 6 months.
However, it was reported that the admin would try to have the machine fixed by the next
semester and IDs would be released at that time only. Students with no IDs would be
advised to acquire the certification or show their Form 5/ Invoice when making transactions
requiring an ID.
e. MAGUINDANAO MASSACRE
On November 23, 2014 would be the commemoration for the Maguindanao Massacre.
Chairperson Gumanao said that the UP Diliman College of Mass Communication gave an
invitation to the council to join them on their campaign and release a statement. Statement
for the campaign is in care of Chairperson Gumanao, UNISO Chairperson Salada,

Representative Balane, Representative Matarlo, and Representative Gattoc. Deadline is


on Friday, November 21, 2014. Points of the statements were raised and are as follows:
(a) justice; (b) never forget the Maguindanao Massacre; (c) stop killing journalists; (d) stop
extrajudicial killings; (e) etc.
There would also be a Candle Lighting event on November 23, 2014 at 5:30 to 6:00
PM at the Oble Square. Publicity was in care of Representative Gattoc.

II.

ADJOURNMENT OF THE MEETING


The 30th official council meeting was adjourned at 8:59 PM. Motion to adjourn was
approved by Representative Libres and duly seconded by Representative Balane.
