I. PRELIMINARIES
The meeting started at 10:30 AM with the singing of the National Anthem, opening prayer and singing
of the MIMAROPA Hymn led by Mr. Nepo Jerome G. Benter of the secretariat.
Vice Chair and DBM MIMAROPA Director Renato M. De Vera presided and called the meeting to order.
Mr. Bernardino Atienza, Jr., SCMDA Secretary, acknowledged the participants and declared a quorum.
II. MEETING PROPER
1. Secretariats Report
1.1 Approval of the Proposed Agenda and Minutes of the Previous Meeting
Mr. Atienza proposed for the inclusion of NICA IV as regular member of the Committee in the
agenda. The committee approved the proposed agenda including the amendment. The
members agreed to send their comments to the secretariat on the highlights of the minutes of
the previous meeting within five working days after the conduct of the meeting. After which, the
minutes would be deemed approved.
1.2 Business Arising from the Minutes of the Previous Meeting
Assessment of Regional Poverty Reduction Action Team
Ms. Marian Cunanan and Ms. Gladys Barile pointed to DILG that the Provincial Planning and
Development Offices are not being consulted or invited in the reviews of Local Poverty
Reduction Action Plans (LPRAPs). They both appealed to DILG to involve all PPDCs in the
GPBP to assist in monitoring the programs and projects being implemented in their respective
provinces. Mr. Alvaro Fabon of DILG MIMAROPA replied that PPDCs are not members of the
Local Poverty Reduction Action Team (LPRAT) thats why they are not being invited. However,
he pledged to raise their appeal to their office.
MIMAROPA Communicators Network (ComNet)
Dir. Cristina V. Castillo of PIA MIMAROPA reported that the MIMAROPA Communicators
Network (ComNet) was created as special committee under SCMDA. She stressed that it was

agreed to be endorsed to RDC including the request for additional funds. A work and financial
plan was already prepared. In that connection, Ms. Lanie Ronquillo, the secretary of the
MIMAROPA ComNet said that an endorsement from the Committee to RDC will expedite the
process. The Committee unanimously approved the creation of communication and advocacy
body as special committee under RDC.

2. New Business
1. F.Y. 2015 Regional Line Agencies Budget Consultation
The guidelines for the preparation of the FY 2015 agencys budget proposal was shown
through an Audio-Video Presentation (AVP) by the secretariat.
DBM:
Dir. De Vera elaborated the gist of Budget Priorities Framework as stipulated in the National
Budget Memorandum No. 119. He stressed that the budget priority framework is anchored on
the nations pursuit of rapid and inclusive growth such that no one would be left behind. He
added that under the Grassroots Participatory Budgeting (GPB), all municipalities and cities are
included (no more 609 Focus Municipalities for Poverty Reduction). However, when the Focus
Geographical Areas (areas with extreme poverty) scheme was introduced, there was none in
MIMAROPA included.
DILG:
Mr. Alvaro Fabon Presented the proposed budget for FY 2015 of DILG MIMAROPA. Some
comments were raised by the members.
PSR Rodne Galicia suggested to include the activities for capacitating Civil Society
Organizations (CSOs). In that regard, Dir. De Vera informed the body that DBM has completed
the guidelines on partnership with CSO and other stakeholders in the preparation of budget
proposal.
Ms. Ana A. Dagalan of HLURB IV pointed-out that LGUs have limited budget for CLUP and
ZONING plan preparation. Relatedly, Mr. Frank Paduga, PPDC of Palawan, informed the body
of a letter from the Office of VP Binay requesting Provincial Governments to provide financial
assistance to LGUs in support for the CLUP preparation or updating. Ms. Dagalan stressed
that LGUs are seeking for the issuance of a guideline/directive from national government to
allocate fund from 20% of LDF for the preparation of CLUPs, including the integration of DRRCCA concerns. Preparation of CLUPs is very costly and takes about seven months. She also
informed that CLUPs now have 9-year validity period which used to be five (5) years.

DOLE:
Dir. Teodoro T. Delson presented the budget proposal for FY 2015 of DOLE MIMAROPA. He
reported that the Labor Law compliance system is already being implemented.
Dir. De Vera inquired on the availability of regional data on unemployment rate with
disaggregation per province as basis of outcome indicators. He further pointed-out that the
programs they implement should have an impact on reducing poverty incidence in the region
as spelled-out on outcome-based performance informed budget, e.g., increase in number of
employment or decrease in number of unemployment per province.
OIC-RD Lopez stressed the need to promote local employment including employment of Senior
High School graduates. She added that career advocacy program for high school students
must be more facilitative.
Mr. Atienza looked for end of plan targets of DOLE MIMAROPA based on results matrix. In
response, ARD Bernie Toriano said that their targets are indicated in their actual plan
document.
PNP:
Police Regional Office (PRO) MIMAROPA Comptroller Police Senior Superintendent (PSSupt)
John Bulalacao presented their proposed budget for FY 2015.
PSSupt Bulalacao added that they are doing an extensive police recruitment process to
improve the police to population ratio. Currently, one of the problems encountered is that some
applicants prefer to apply in Metro Manila rather than in the regional office in Calapan City due
to expensive transportation costs especially for those coming from other provinces. He also
stressed that PNP to public ratio is dependent on peace and order situation of the locality.
Likewise, they are improving police visibility in order to mitigate crimes and arrest of criminals.
PSR Galicia asked if it is possible to provide rescue trucks with complete search and rescue
amenities in all provinces. PCSupt Mabilin replied that they have already requested that with
the inclusion of solar-powered equipment to more effectively address the needs during disaster
occurrences.
PSR Galicia suggested including environmental awareness lectures especially on new
issuances pertaining to environmental protection in the training programs of the PNP to ensure
utmost observance of environmental laws. In response, PSSUPT Bulalacao said that PNP
personnel already undergo trainings in partnership with DENR.
Ms. Marian Cunanan appealed to further strengthen PNP assistance in maintaining peace and
order in the provinces especially on countering drug abuse. PCSupt Mabilin replied that there is
a separate inventory of assistance being rendered to the constituents but he assured that PNP
will be on-guard 24/7 to attain a drug-free MIMAROPA region.
On the inquiry of Dir. Jose De Guzman of NICA IV if PNP have fund for social integration of
rebel returnees, PCSupt Mabilin replied they have none.
OIC-RD Cecil Lopez lauded PRO MIMAROPAs vision for it actually fits the regions vision as
destination of choice.

NAPOLCOM:
Mr. Ruben R. Paor of National Police Commission (NAPOLCOM) briefly presented their
proposed budget for FY 2015.
Dir. De Vera suggested to increase the proposed amount of PhP 26,000.00 for it may only
cover paper works.
PSR Galicia cited the comment which was raised earlier in the presentation of PNP regarding
the PNP personnel recruitment process particularly the conduct of qualifying examinations. He
suggested conducting it by island to lessen its cost for the applicants and consequently entice
more. OIC-RD Lopez remarked that the RDC already passed a resolution pertaining to that.
OCD:
Mr. Marc Victore presented OCD MIMAROPAs proposed budget for FY 2015. He also
reported that Provincial DRRM Summit will be conducted in all MIMAROPA provinces.
EnP. Joey Benter commented that he noticed only three (3) proposed storm surge evacuation
centers in the region and suggested to add more. He further suggested to conduct storm surge
exercises and identify which province/s shall be prioritized in emergency training. Mr. Victore
noted his suggestions and mentioned that there are no proposed priority areas yet.
Ms. Cunanan commented that preparation of contingency plans by LGUs should be
coordinated with HLURB.
OCD also noted the suggestion of Mr. Paduga to increase the fund for Kalamidad at Sakuna,
Labanan, Sariling Galing ang Kaligtasan (KALASAG) award to encourage higher participation
among LGUs.
Mr. Atienza recommended to utilize GIS Maps in the DRRM plans. He also cited information on
the possibility of creating Plantilla position for DRRM officer. Dir. De Vera said that such would
need joint memorandum circular by DBM-OCD and DILG.
Mr. Atienza also recommended including indicators for monitoring Yolanda Recovery and
Rehabilitation Plan implementation.
RDC:
Ms. Amalia Tuppil presented the proposed budget of the RDC. She took the opportunity of
thanking the RDC members for their continuing support to the RDC undertakings especially the
LGUs for their regular contributions.
The body unanimously approved the endorsement to the RDC the proposed FY 2015 budget of
DBM, DILG, DOLE, PNP, NAPOLCOM, OCD and RDC MIMAROPA with a total amount of PhP
850,143.237M including inputs provided by the members.

2. Membership of National Intelligence Coordinating Agency (NICA) IV to SCMDA


NICA IV, through its Regional Director, Jose De Guzman, expressed intent to be a regular
member of the SCMDA. Dir. De Guzman informed the committee that among the mandates of
NICA, as stipulated in EO 608 or the Security Clearance System is the need to conduct
security information advocacies and trainings of all government agencies to counter all forms of
threat to national security.
Atty. Marie Fe Garcia opined that NICA should present EO 608 first for the members to decide
on NICAs membership to the committee. OIC-RD Lopez responded that EO 608 will not be the
only basis for NICAs membership. She further said that there may be other opportunities
where NICA can be of help. PCSupt Mabilin agreed with her. Hence, OIC-RD Lopez suggested
that NICA through Dir. De Guzman to present the said EO in the next SCMDA meeting. The
committee approved NICAs membership to SCMDA.

3. Submission of RLA Programs and Projects to the RDC


PSR Rodne Galicia suggested to establish an inventory of RLA programs and projects with
approved funds for 2014 in the region to allow all RDC members, including the Civil Society
Organizations (CSOs) to access the said inventory and aid them in progress monitoring. Dir.
Delson moved for a resolution requiring the RLAs to submit to the RDC their respective
programs, projects and activities with approved budget for 2014 and to be posted in the NEDA
website. The motion was unanimously approved.

Adjournment
