INTRODUCTION

Various fire protection system provided in NAME OF PLANT need a crew of


trained staff to effectively use these systems on occurrence of actual fire. For
manning and training of fire fighting crew, a network of fire station and posts
are required. It has been planned to set up a new Central Fire Station and use
other existing fire posts/stations for this purpose. The Central fire station will
be located near LOCATION.
02.00

INTENT OF SPECIFICATION

02.01

The intent of this specification is to apprise the bidder of his involvement /


commitment for this package to enable him to submit a detailed comprehensive
offer as specified in this document. The bidder shall base his offer on the
information contained in this specification.

02.04

The bidder shall satisfy himself before submission of the offer, the nature and
location of work place, kind of equipment, facilities, service, etc. needed during
performance of work, general and local conditions as well as all other matters
which can, in any way, affect the supply covered in this specification.

02.05

The successful bidder shall be responsible for all supplies covered in this
specification and execute the contract within agreed time schedule.
The bidder shall endeavor to use maximum indigenous equipment / facilities
which may be available in India / be manufactured in India by Indian associates
based on manufacturing drawings to be supplied by the bidder / his subsuppliers.

02.06

All equipment and supplies shall be suitable for the tropical climatic conditions
prevailing at LOCATION.
The Technical Specification (TS) shall be read along with the following
documents:

General Technical Specification (GTS)
The above documents are to be taken as mutually supplementary and

complementary to one another. However in case of any conflict, the documents


shall prevail over one another in the following descending order of authority.

INSTRUCTIONS TO TENDERERS

03.01

This specification shall be read in conjunction with Standard Bidding


Document (SBD), General Technical Specification (GTS).

03.02

Deviations from this specification shall be acceptable if such deviations do not


affect the basic operational requirements. However, these shall be
unequivocallyspelt out in the offer.

03.03

The tenderer shall submit the time bar chart indicating the starting and
completion dates of activities under the following heads :

Procurement of equipment
Testing, inspection and despatch
Receipt at site
Trial run and commissioning

04.00

SCOPE OF WORK AND SERVICES

04.01

The scope of work covers, on turnkey basis, design & engineering, supply,
construction, commissioning, and handing over of Central Fire Station in
PLANT. Major work comprises the following :
a/

Development of layout for Central Fire Station. An indicative layout


DRAWING NO. is enclosed with the TS as a guidance to tenderers.

b/

Complete civil engineering work for proposed unit within its battery
limit including design, supply of all materials and construction. Details
of requirements are elaborated in Chapter no. 07.01.

c/

Telecommunication system detailed in Chapter no 07.06. The scope


comprises supply, laying, testing, commissioning of Plant telephone

cables & accessories..and handing over the system in ready to switch on

hydrants, portable fire extinguishers and passive fire protection
systems.

Roads and drains Approach roads shall be taken from the plant main
road. This road shall be of flexible pavement type having 7 m carriage
width with 2 m berm on either side. Further, a peripheral road shall also
be provided all around the complex. The peripheral road shall be of
flexible pavement type having 4 m carriage width with 1 m berm on
either side. Drains of adequate section shall be provided on both sides
of all roads under the scope of the contractor.

Complete water system comprising make-up water, drinking water and


fire hydrant system as described in Chapter 07.04.

Supply of two years operation and maintenance spares (Tender shall


submit an exhaustive list for the same).

Supply of special tools, tackles for construction, erection operation,


repair & maintenance of the plant & equipment.

All necessary connections for hook up with Purchasers system at


battery limits including taking shutdown.

In addition to above scope of work and services to be rendered by the Tenderer


shall include but not limited to the following activities.

Design & engineering, handling at site, preparation of erection/


construction drawings, fabrication and erection as per approved drawings,
site testing, painting, commissioning and fulfillment of guarantee of all
units.

Miscellaneous materials and services shall include but not limited to the

Paving/ hard-standing as per requirement

Earthing strips of all panels, & other fire fighting equipments


supplied by the tenderer shall be connected to the nearest earthing
ring available at site.

Digging of under ground trenches, laying of cables, laying of


protection slab/bricks over the cable routes, back filling of trench
and levelling of earth if required.

e/

GI pipes/ conduits and other accessories wherever required for


laying of cables.

f/

Other erection materials like cable supporting structures,


channels, brackets, clamps and other hardware materials, as
required, for laying of cables.

g/

Valve chambers for isolation valves.

h/

Civil works pertaining to underground buried pipelines such as


excavation, laying, backfilling, compacting, construction of valve
chambers, manholes, laying of encasing pipes below roads shall
also be in the scope of the Bidder as a part of pipe laying. In case
group of pipes are crossing road, RCC culverts to be provided
below the roads and the same are included in the scope of the

DESCRIPTION OF UNITS
Central Fire Station
The Central fire station shall be a double storeyed building for housing of
various fire appliances and fire fighting staff. Superstructure of the building
shall be RCC columns with brick wall. Height of all rooms shall be not less
than 3.5 m above finished floor level whereas height of appliance bay shall be
6.0 m. Overall area of the Fire station shall be provided with boundary wall/
fence with enough space for drill and physical exercise for the staff. There shall
be an under-ground static water tank( capacity-200 m3 ) within the area. There
shall be rooms for fire officer, crew, control panels, battery, store and refilling
of portable extinguishers. Telephone connection in Fire Officers room and
Control room, shall be provided. Exhaust fans shall be provided in control
room, battery room and appliance bay. In the appliance bay 2 nos. of Fire
tenders have been considered (supply of fire tenders is not in the scope of this
package). A drill tower (as per IS 5888 1970 ; Type B) shall be erected
within the area for practice drill of firemen as well as drying of hoses. Height
of the tower shall not be less than 18 m.

An indicative conceptual layout of Central Fire central station included in the


TS ( Drg. No. ...) However, the layout and disposition of rooms may
vary during the detailed engineering. The brief description of units of facilities
under Central Fire Station is given below.
The brief description of other units / facilities in Central Fire Station is given
below.

Watch Room / Computer Room


The rooms shall be designed to accommodate at least 3 persons. There
shall be space for fire alarm panel, computers, wireless systems,
battery, charger, public address systems and repeater panels. It should
be made sound proof. Air condition system shall be provided for Watch
Room / Computer room.

ii.

Emergency Operation Centre


It shall have sufficient space to accommodate 6/8 persons with a
conference table and work counters for 4 individuals.

iii.

Vehicle Parking Bay


A minimum of three drive-through bays with length = 12000 mm,
width = 5500 mm and clear ceiling height = 6000 mm.

iv.

Training Room Facilities


Training
room
shall
be
provided
for
conducting
training/worshop/seminar on fire fighting issues and techniques. This
space may be also used for fire prevention briefings. The training room
shall be suitable to accommodate 50 persons. Fire prevention incharge room/ Shift in-charge room shall be planned adjacent to training
room and space for desk, chair, guest chairs, shelf, and book case etc
shall be provided.

lockers and hard wood benches. One locker per person assigned to the
central fire station for personal items.1800 mm clearance in front of
locker areas for circulation and benches. 600 mm x 600 mm single tier
metal louvered lockers with shelves, clothes, hooks, integral
combination lock / handle and numbers.

Station In-charge Office


It shall have space for desk, chair, guest chairs, shelf, book case etc. Air
condition system shall be provided for station incharge room.

Shift In-charge Office


It shall have space for desk, chair, guest chairs, shelf, book case etc. Air
condition system shall be provided for Shift incharge room.

viii.

Fire Extinguisher Maintenance / Repair and Storage Room


This room shall have storage area for fire extinguishers awaiting repair
or pick up. This area should include a workbench, safety cage, scales,
tool kit, spare parts bin and dry chemical extinguisher recharge kit. This
room shall have rolling shutter and vehicle approach to the rolling
shutter to be provided.

Hose and Equipment Storage room


Hose and equipment storage room shall have racks of roll- up hose
storage.

Self Contained Breathing Apparatus (SCBA) Maintenance and Repair


room
This store room shall have capacity of storage of 20 sets of SCBA,
regulator and compressed air cylinder of water capacity 6 lit. The store
room shall have following equipment and facilities.

Protective Clothing Lockers room


It shall have storage space for protective clothing lockers. Open wire

TECHNICAL SPECIFICATION

07.01

Civil Works

07.01.01

Civil works for Central Fire station, approach roads, drainage and sewerage as
required, trenches, pits and all other miscellaneous civil engineering works,
including demolition, relocation and diversion [if necessary] of the existing
foundations, pits, trenches, drains, underground and overhead services, roads,
tracks, buried cables, etc., for the proposed unit are under the scope of bidder.
The proposed Central fire Station package shall be constructed in an area
indicated in the general layout drawing enclosed with the TS. The bidder is
advised to visit the site and acquaint himself with the site condition and collect
all relevant data for preparation of his offer. No extra claim whatsoever, on
account of site conditions/non-availability of data shall be entertained after
acceptance of tender. The site shall be handed over to the successful bidder
after site leveling. Notwithstanding this, the Bidder shall do site grading up to
(+/-) 0.5m. Apart from this, any earthwork required for roads along with cast
house ramp and drainage shall also be in the Bidders scope.

Geo Technical specification to be followed for the area and the design
parameters regarding bearing capacity of soil and pile capacity as indicated in
technical specification shall remain firm and be adhered to.

him, to ascertain the depth & thickness of different strata, at specific locations,
for their purpose of assessment of foundation (open &/or pile) depth only. The
outcome of such pilot boring, if conducted by the successful bidder, shall
neither have any implication on the maximum limit of Bearing Capacities of
different strata, Pile Capacity &/or any other stipulation, specified in this
document, nor have any commercial implication, whatsoever.
07.01.03

The major civil works involved for installation of the Central fire Station
pertain to the following areas:
Central fire station complex: This consists of a 2-storied Civil building of
approx size 45 m x15 m consisting of Vehicles Bay and other utility rooms.
Central Vehicle Bay shall be of minimum 6 m height and all other office rooms
shall be minimum 3.5 m height. In addition to Fire Station other facilities like
Washing ramp for vehicles, Drill tower, hose washing area, Station parade area
etc shall be planned nearby in the same complex.

cement plaster for inside faces of masonry walls in CM1:6, 20mm
thick for outer faces in CM 1:6 in 2 coats and 10mm thick for all
concrete surfaces) and ceiling (minimum 6mm thick in CM1:4)
All necessary waterproofing, heat resisting, fireproofing and anticorrosive treatment to building structures and foundations.

battery limits of this specification

Generally reinforcement steel shall be procured from approved
manufacturer as indicated in preferred makes list. In case of non
availability; the same can be procured from authorized sellers with
prior approval from the Purchaser . Cement (OPC/PSC) shall be of 53
grade from approved manufacturers as indicated in preferred makes
list.

It shall include all works required for completeness of the project. All materials
and workmanship shall conform to relevant Bureau of Indian Standard norms
and specifications.

Loading, design of structures, permissible stresses and other design


criteria shall generally be in accordance with the latest edition of
relevant I.S. Codes and practices, viz., IS 456; IS 875; IS 1893; IS
2974; IS 3370; IS 1786; IS 432; etc.
All buildings and supporting structures including connections and
foundations shall be designed to withstand the most adverse
combination of loads
Rigidity of the building structures in both directions and stability of
structures for worst combination of loadings shall be ensured. Other
precautions like waterproofing, dust proofing, protection from heat,
sound and corrosion etc. shall also be considered.

terrace level.

Concrete and reinforced concrete structures including superstructures


and underground construction shall be designed and constructed in
accordance with I.S. Codes. However, concrete of following minimum
grades shall be used:

The mix-design shall be adopted for proper strength, workability and
service requirement.

Earth pressure for all under ground structures shall be calculated using
co-efficient of earth pressure at rest, co-efficient of active or passive

SBC shall be as per approved Geo Technical report. For designing of

In design of various structures, seismic forces of the proposed area shall
be considered in design as required.

All floor finishes shall be as per B.I.S./ specification and shall meet the
functional requirements and as indicated in the annexure attached to
architectural part..
The wall finishes shall be as per B.I.S./ specification and as indicated in
the annexure attached to architectural part. Triangular polyester fibres
shall be used in plaster to avoid shrinkage cracks as per manufacturer
specification.
The roof finishes shall be as per B.I.S./ specification. Water proofing
for roof and underground structures shall be of membrane type
cementatious material of approved reputed manufacturer like
SIKA,FOSRAC/ Hunsmann/ Latiorate.

Necessary false ceiling shall have to be provided as per technological

requirements and specified elsewhere in this specification.


All concrete roofs exposed to weather shall be provided with latest water
proofing treatment of membrane type cementacious water proof system of
approved manufacturers like CICO, SIKA, FOSRAC. Drainage of rainwater
from roof shall be ensured by CI rainwater down comers and proper slope.
Drainage of rainwater from roof shall be ensured by rainwater down comers

All doors and windows shall be provided as per technological requirements.
Adequate natural lighting and ventilation shall be planned and provided for

The roadways shall be so laid as to facilitate movement of materials,
equipment, products, etc. as well as operators and executives.
Necessary paved areas shall be provided around plant and auxiliary units
for car- parking.
All approach roads to buildings along with side drains shall be under the
scope of package contractor. Width of roads shall be 7 m or 4 m as per
requirement with 2 m berm on both sides irrespective of width. Roads
shall be of bituminous ( WMM type) confirming to MORT&H
specifications.

Drainage and sewerage

All rain water drainage, sanitary, faecal sewerage and plumbing system
for all buildings and open areas shall be provided, as required. Garland
drains around buildings shall be of brick work and roadside side drains
shall be of RCC.
All service pipelines, water supply, plumbing and other utility pipelines
and electrical wiring within the ancillary and auxiliary buildings of RC/
Masonry construction, shall be concealed within the masonry, concrete
work etc.
All auxiliary and ancillary buildings housing toilets/ drinking water

The tenderer shall divert, any unforeseen underground facilities, pipelines that
need to be diverted during civil construction in consultation with the client.

The tenderer shall indicate the non-binding quantities of major civil


engineering works like excavation, Piling, PCC, RCC, reinforcing steel,
inserts, shuttering, brickwork, roadwork, pipelines, etc. under his scope of
work as indicated under ANNEXURE -I. The Contractor shall not make
any additional claim for any reason whatsoever for completeness of the job.

The tenderer shall indicate the estimated number of civil engineering drawings.

The successful tenderer shall submit all basic engineering, schematic and
subsequently detailed civil engineering drawings along with relevant load data
and design calculations for clients approval as indicated under Annexure-II

General instructions

1)

Local conditions
The tenderer, before submitting his tender, shall visit the site and ascertain the
local conditions, labour rules, availability of construction materials, traffic
restrictions, all obstructions in the area and also ascertain all site conditions
including the sub-soil conditions and shall allow for any extras likely to be
incurred due to all such conditions in his quoted prices. After the award of work
no additional claims shall be entertained on these accounts under any
circumstances, whatsoever, from the tenderer.

2)

Setting out and leveling


The tenderer shall set out and level the work and shall be responsible for the
accuracy of the same. He is to provide all instruments and proper qualified staff
with labour for getting his work checked by Engineer, if so desired by the
Engineer. Such checking, if any, shall not, however, relieve the Tenderer in any
way, of his responsibility for correct setting out.

Statutory Requirements
All the applicable statutory rules pertaining to Indian Factories act, Factory
rules of state government, Fire safety rules of LPA, Water Act of Pollution
Control Boards, explosives Act etc. and stipulations of other relevant statutory
authorities shall be taken into consideration at the time of design.
Provisions of safety, health and welfare according to factories act shall be
complied with design stage. These shall include provision of fire escape, locker
room for workmen, pantry, toilets rest room etc.
Adequate number of fire escapes shall be provided in a building. Fireproof
doors, number of staircases, fire separation walls, lath plastering on structural
steel member (in fire prone areas) shall be made according to the
recommendation of LPA. For fire safety requirements of buildings IS:1641 and
IS: 1642 shall be followed in addition to LPA requirements. All masonry
firewalls shall be minimum 345 mm thick and RCC firewall shall be minimum
200 mm thick.

under scope as per IS 2190. In each premises at least 2 numbers of different

installed along the column/walls near entry/exits and at height of
approximately 1200 mm from the finished floor level. Wherever extinguishers
are required to be installed on the steel columns of the building, the welding of

07.03.05

Sealing of Cable Openings


Cable fire stops/barriers shall be provided in following cases :
a)

Entry/Exit area of cable/cable trays in various compartments of


cable gallery/basement/tunnels having different fire loads

b)

Under control panel/any other panel where cables are entering


or going out.

c)

In floor openings

These barriers shall provide for effective compartmentation with a fire


rating not less than compartment itself. The sealing system should be
smoke and gas tight, mechanically sound besides being an efficient fire
stop. It shall be possible to take out cables and provide new cables from
Fire Stops/barriers at site.
Components of Fire Stops/Sealing system
a)

Encasing panels and supporting frames The supporting frames


shall be non-combustible, water resistant, rot/vermin resistant,
constructed from rigid asbestos free material with adequate
mechanical strength. It will cover the openings on both sides in
the case of wall and floor openings and on one side in case of
openings under control panels.

b)

Penetration seals Inside encasing panels in-fill material of


specified thickness shall be provided. In-fill material shall be
coating with intumescent mix designed to give suitable fire
rating. In-fill material shall not allow passage of smoke/hot
gases under intense fire conditions thus providing full integrity
for the rated period.

filling line from the Purchasers network from TOP to underground static

The scope of work of the Tenderers shall include the following activities.
Design, engineering, procurement of material, manufacture /fabrication,
assembly, shop testing, shop painting, packing, supply / sequential delivery
FOR site, unloading, unpacking, storage at site, preparation & submission of
all drawings for civil, mechanical, structural, piping, electrics, instrumentation

testing, site painting, commissioning & fulfillment of guarantee of all plant &
equipment, sub systems & integrated system of water supply facilities. It shall
cover make-up water system, drinking water system and water based fire

the plants existing underground drinking water network. The tapping

Tenderer shall take necessary tapping from the existing line at Battery
limit (one no for each building complex) and extend the same from
battery limit with an isolation valve in a valve pit to their proposed
systems for the complex. The Tenderer shall indicate the drinking water
quantity requirement, pipe size, end connection, MOC of pipeline, etc.
for the Building Complex separately including details of man power
(including dormitory for trainees in main fire station building) and
other facilities for which the system is proposed for each building
complex.
b/

Fire-fighting water
Fire water will be made availably to the successful Tenderer at only one
point for the building complex at a pressure of approx.
kg/cm2 from the plant existing underground fire water network. The
tapping point is approximately m away from the complex
area boundary. The centre line of the pipeline (MS) shall be approx. 1.3
m below the area ground level.
Tenderer shall take necessary tapping from the existing line at Battery
limit (one no for each building complex) and extend the same from
battery limit with an isolation valve in a valve pit to their proposed
water based fire hydrant systems for each Building complex. The
Tenderer shall indicate the pipe size, end connection, MOC of pipeline,
etc. for each Building Complex separately.

requirement shall be finalised during detailed engineering duly
corroborated by back-up calculation to be submitted by the Bidder and
approved by the Purchaser / Consultant.

The pipe work shall be designed, manufactured, assembled and tested


as per the latest standards, codes and recommendations of the Bureau of

Drinking Water System

The drinking water shall be made available at one point for each
building at battery limit/source as specified. The Tenderer shall extend
the pipeline from battery limit with an isolation valve in a valve pit
upto various drinking water consumers.

Fire hydrant system


To cater to the needs of water based fire-fighting system, pressurized fire water
piping network shall be planned with provision of yard hydrants and internal
hydrants at regular intervals.
Fire fighting water will be drawn from the TOP (tapping point) through properly
sized MS pipeline and will be extended suitably upto the Complex. Yard
hydrants and Internal hydrants shall be provided throughout complex as per
guidelines of TAC. Internal hydrant/ Landing valves shall be provided at every
floor / landing of each building.

also be provided inside the building premises. Hose reel shall be as per IS : 884
and length of hose reel shall be of 30 m.

Approval of Statutory Authorities
The successful tenderer shall obtain necessary approval of statutory authority as
per rules of State Government and Central Electricity Authority for the work
under his scope, before energizing/charging the equipment. However, purchaser
shall extend all assistance in this regard, like submission of application, relevant
documents and payment of statutory fees etc.

07.05.05

Installation / Erection
For installation work at site, the contractor shall be fully responsible for arranging
the required tools and tackles, welding sets, pipe bending machine, cable
crimping tools, gauges, ladders, temporary water and power connections.
On completion of the installation but before energisation of the system, all
installation shall be physically checked and properly tested. These checks and
tests shall be conducted by the contractor under the supervision of
Purchaser/consultant . The contractor shall furnish the final status and test results.
Any defect observed during such check and tests shall be rectified by the
contractor free of cost within contract completion period.

07.05.06

Test And Test Reports


All the equipment, devices, materials and cables being supplied shall be of typetested type. Type test reports shall be furnished for all equipment. Routine tests
and acceptance tests accordance to relevant standards shall be carried out on all
equipment.

Telecommunication System

CENTRAL FIRE STATION (C.F.S)


Cable network inside the C.F.S shall be designed by the bidder for 20 lines
keeping 100% spare capacity cable pairs and shall terminate all cables in DBs
(Distribution Box) located at the respective floors. From these DBs the package
bidder shall bring the cables to a cabinet/ DB near the Main Distribution Frame
(M.D.F) of Telephone Exchange located and terminate the said
cable on the subscriber side of the M.D.F & commission the telephone lines.

However, the telephone handsets shall be supplied by the client / other package

All cables shall be fully tested in accordance with the relevant clauses of
applicable standards.

stipulated in the relevant standard. Type tests shall be carried out as per the
relevant standards in the presence of Purchasers representative for those items
stipulated in the Technical Specification/data sheet and agreed with the

Routine tests as per relevant standards shall be carried out on all cables in the
presence of Purchasers representatives at manufacturers works. In all the
cases, test certificates shall be submitted. No cables or other materials shall be
dispatched unless the test certificates are accepted by the Purchaser.

All cables shall have copper conductor. Each conductor shall consist of 0.63

INTELLIGENT FIRE DETECTION AND ALARM (FDA) SYSTEM

07.07.01

Scope of Work
The scope of work includes complete design, engineering, supply, storage at
site,
erection,
installation,
testing,
and
commissioning
of
MICROPROCESSOR BASED INTELLIGENT ADDRESSABLE TYPE
FIRE DETECTION AND ALARM SYSTEM (FDAS) in the Central Fire
Station.
The scope of package supplier shall broadly cover the following and also shall
include such of those items and accessories not mentioned here but required for
satisfactory operation of the system.
Break glass type manual call points with chain & hammer (with or without
hand set) / Pull down type manual call point. Manual call points will also be
provided at every 50 m interval in the bays, rooms & Jn. House. Minimum
one number of manual call point shall be provided for each entrance / exit.
Central control panel. The CPU of the panel shall co-ordinate function of
various loops. Failure of CPU shall not stop detection of fire by various
loops and annunciation in display unit and communicating to Graphics
station and remote LAN workstation. The software of the panel shall be
upgradeable through easy software downloads required from time to time.

FDA system shall establish communication with the proposed TCP/IP based
plant wide gigabit network. Plant wide gigabit network will be based on 9/125
m single mode fiber. Necessary Lx 1000 Fiber Optic (F.O) modules shall be
provided in the switch of FDA system by the shop package Tenderer to achieve
the same. Single mode Fiber Optic cable laying from plant FDA system switch
to edge switch of the plant wide network shall be in the scope of the shop
package Tenderer.
The Tenderer of this package will provide all softcopies of database and
programming software for integration with the Central Graphics station.
These details shall be worked out in detailed engineering stage by the Tenderer.

The Control rooms shall be maintained at 232 C and 555 % RH.


The room housing intelligent panels, if any, shall also be suitably air conditioned
to meet the electrical requirements.
The Temperature of the areas being exhaust ventilated shall not exceed 3 deg cen
above the ambient at any part of the year.
The Ventilation systems shall be designed based on a minimum of 20 air changes
or the heat load of the premises whichever is higher for exhaust / dry ventilation
system whereas higher of 15 air changes / hr or heat load shall be considered for
air washer system. Should there be any change in the scope as well as the number
of ACVS facilities based on the requirement due to the above reasons during
detailing, the same shall be included by the tenderer without any price
implication.
The Noise level within the air conditioned premises shall be restricted to 65 dB
(A) level. The tenderer shall clearly specify basis of design in their document.

Equipment and System Description
AIR CONDITIONING FACILITIES
Split A/Cs shall be provided for the Station in-charge room, central control - cum
watch room and Telephone exchange room. However, if the required air
conditioning load equals or exceeds 5 TR, water cooled package A/C shall be
provided. Split A/Cs shall also be provided to offices, fire officers room & any
other rooms as desired by the client. The systems shall be complete in all respect
including electrics, insulation of refrigerant line, DOL starter and other necessary
accessories to complete the system.
In case of water cooled package air conditioning system, the systems shall have
condenser cooling centrifugal pumps (back pull out type) with 100% standby,

VENTILATION FACILITIES
Any electrical room requiring temperature condition to be maintained shall be
provided with suitable pressurised ventilation system keeping the temperature
condition in mind which is to be maintained inside the room.
The Exhaust fans of suitable capacities with louver shutter, bird screen, rain
cowl, etc shall be provided in Stores, Toilets, pump houses, etc.
Fire dampers, if applicable shall be provided and be interlocked with the drives
of ACVS so that the systems could be tripped in case of fire.

ERECTION, TESTING AND COMMISSIONING

1. The erection of all plant and equipment shall be carried out according to the latest
engineering practices and according to the drawings, specifications, Instructions etc.
duly approved by the Purchaser. The contractor shall carryout the work in the presence
of and /or as per the instructions of site engineer /supervisory personnel deputed by the
Purchaser. Highly skilled workmen shall carry out the erection.
2. The Tenderer shall supply all required manpower, tools and related equipment, all
hoisting equipment, all necessary scaffoldings, all necessary transporting equipment,
consumables. Construction and erection materials, petrol, diesel oil, Kerosene,
solvents, sealing compound, tapes, brazing and soldering materials, welding and
brazing gases, erection bolts, nuts and packing sheets/compounds, temporary supports,
wooden blocks, spacers, templates, jute and cotton wastes, sand/emery paper etc. as
required for the satisfactory completion of work.
3. The Tenderer shall make his own arrangement for handling the equipment and
pipelines at the stores and transporting it to the site for installation.
4. After erection, all equipment having moving part, subject to pressures or voltages shall
be given trial operation. The trial operation shall consist of 24 hours of continuous
operation. All modifications and rectifications required during the trial operation or
required for proper operation shall be done at his own cost by the Tenderer as accepted
by the Purchaser.

5. Provision of special tools and tackles and necessary man power for construction,
erection, operation and repair/maintenance of the plant and equipment.
6. Adequate segmentation and interconnections shall be provided in the distribution
networks to afford maximum flexibility of operation and maintenance.
7. On completion of the work, the Tenderer shall remove and dispose off all rubbish and
other unsightly materials caused by his working to a distance of five kilometer from
the proposed plant area or as directed by the Purchaser and thereby leaving the
premises in good, clean, safe and operable condition.
8. All equipment shall be subject to stage inspection by the successful Tenderers own
inspecting authority. However, Purchasers Inspector may visit the works from time to
time who shall have free access to all the places of the manufacturing premises where
any part/parts are under manufacturing.
9. The successful Tenderers inspecting authority shall keep a close surveillance in
respect of the job for the design, dimensions, tolerances, surface finish etc.
10. Before giving call for final inspection, all documents shall be furnished to the
Purchaser. The record of manufacturing details, inspection and tests carried out by the
successful Tenderer shall be made available to the final Inspecting Authority.
However, approval and final inspection at the manufacturing works shall not relieve
the successful Tenderer of responsibility of replacing at his cost any defective
part/material which may be detected by the purchaser during erection and
commissioning or guarantee period.
11. Inspection of the item will be carried out in line with the approved QAP of the
Purchase Order.
12. All materials required for fabrication, construction, testing and inspection shall be
supplied by the Tenderer. No material shall be free issue to the Tenderer.
13. The test shall be conducted at shop for various sub-assemblies/assemblies of
equipment as per common industrial practices, unless otherwise specified. Extent of
testing shall be finalized during formulation of detailed QAP.

All structures, for which shallow foundation, as per section 02.A of this
Document, is inadequate, shall be founded on Pile.
Bored Cast-in-situ RCC pile passing through top slag deposit &/or virgin soil
deposit and terminated within underlying weathered rock layer with a socket
length not less than 3D, ( where D is the diameter of the pile ) shall be
considered. The stipulated design capacities (derived from rock socket) of
different dia piles are clearly specified herein for the entire project & are
independent of thickness of overlying Slag &/or Soil deposit.
To get generalized & tentative idea of sub-surface stratification as a whole, the
soil report available with Purchaser may be studied. However, for any
particular location, if the successful bidder feels any insufficiency of data in the
soil report, they may like to conduct geotechnical investigation, (at no extra
time & cost to the Purchaser) to ascertain the top level of weathered rock layer
for their internal assessment of Pile length only.

The Uplift capacity of single pile (with 3D rock socket), at this site, shall be
considered as 25 % of their respective Compressive capacity plus buoyant
weight of pile. However, the same has to be confirmed by the successful
bidder, by field load test on Trial pile before taking up the working piles.

Pneumatic jack (single jack) having a minimum lifting capacity of 20 T shall

Portable ground water-cum-foam monitor with steel frame and spike for easily
getting fitted on ground shall be supplied. Equipment shall be easily folded and
can be put in fire vehicle stove. Monitor shall have water nozzle with a
provision to change over water-cum-foam nozzle. The monitor shall meet the

There will be a provision to change water jet nozzle with foam water spray
with foam water spray nozzle to act as foam-water monitor.

3.0

FIRE HOSE RAMP (QUANTITY 10 NOS.)


To protect hoses, pipes and cables from pedestrian and rolling traffic, hose
ramp shall be used. Hose ramp shall also have flexibility for various other uses
of fire services and other industrial applications. Hose ramp shall be made out
of reinforced fabric. Inter connector shall be supplied to connect two numbers
of hose ramp. Hose ramp shall be able to withstand vehicle load per Wheel
20,000. Size of the hose ramp shall be such that it can accommodate dumper /
wheel width and series of cable / pipe / hose below the hose ramp with
adequate height clearance.
Tenderer shall indicate the size of quoted hose ramp with clear available width
and height. Hose ramp shall be of folded type and must be supplied along with

4.0

HYDRAULIC SPREADER (2 NOS.)


Hydraulic spreader shall be used in multiple rescue operation by fire brigade
department. Equipment shall have in-built pump. It will be used for the rescue
of stranded victims or endangered objects by means of its spreading,
straightening, stretching, crushing, cutting, pressing and lifting functions.
Equipment shall be compact in design, light weight, easy in operation,
requiring minimum clearance and having excellent performance capability. It
shall have 1 T spreading capacity and 4 T ram capacity. It shall conform to
relevant standard. Tenderer shall furnish the detail with standard to which it
conforms.

5.0

VHF COMMUNICATION SYSTEM


V.H.F. Communication system with the required number of Trans-receiver sets
shall be provided. Each trans-receiver set shall be complete with transmitter,
receiver, suitable antenna units, masts for antenna (as required),cables,
connectors, power supply equipment, earthing of system, mounting accessories
and all other erection accessories as required for the completeness of the system.
The frequency allocation for operating V.H.F system shall be obtained by the
tenderer, a separate frequency preferably 149.75MHz from the Wireless Planning
Commission, ministry of communication. The purchaser shall provide the
necessary help to the tenderer, if so needed for obtaining the same, without
financial implication to the Purchaser.
Two (2) way wireless communication system with minimum five (5) static unit
& twelve (12) mobile units which can be used in the inflammable gaseous
atmosphere. The tenderer shall work out the Bill of Quantities on the basis of the
no. of base station & mobile stations.
In addition to the above hand held trans-receiver sets shall be provided with
DTMF dial pad to interface with telephone exchange of the Steel plant.
Telephone interface equipment shall also be provided.

5.1

Details of VHF System

5.1.1

Design Basis

i.

The equipment shall use synthesized frequency control. The frequency


channel shall be easily programmed and provide extremely stable
frequency operation. It shall be possible to program the sets up to 12
channels by use of PROM & E-PROM.

ii. The Tran receiver sets shall operate on simplex / semi-duplex mode.
iii. All controls on the sets shall be positioned in a manner so as to be
conveniently operated.
iv. Protection against misuse and reverse battery polarity to be provided.
v. The equipment shall be light in weight and designed for low power
consumption.
vi.

The equipment shall be weather proof rugged in construction and


designed for continuous and reliable operation under adverse
environmental and operating conditions of a power plant complex.

vii.

The mobile stations to be used in the Cranes / Moving machines/


Vehicles shall be able to take the shocks and vibrations of these
machineries.

viii.

The equipment shall require minimum of maintenance and be easy to


maintain.

ix. The Tran receiver sets shall be designed for having high carrier stability
with adequate suppression of spurious emission and a low distortion.
x.

The units such as transmitter, receiver, power supply unit shall be


mounted on separate PCB for ease of maintenance and serviceability.

5.1.5

Battery Charger
Portable single phase battery charger shall be suitable for charging at least 6
nos. 12 Volts Ni-Cd batteries at a time.
The unit shall comprise a transformer provided with mains voltage tapings, full
wave bridge silicon rectifiers and controlling choke. The charger shall be
provided with mains isolator switch, rotary switch for selecting different
charging modes, flush mounted charging current DC ammeter, supply ON/OFF
indication lamp and protective fuses.
The entire assembly shall be housed in a sturdy sheet steel box having proper
ventilation arrangement, terminals with insulated knurled screwed knobs for
connecting to batteries and provided with mains and battery leads and pair of
battery charging clips with marked polarity.

5.1.6

Training of Purchasers Personnel.


The tenderer shall arrange for training of purchasers personnel for operation &
maintenance of the VHF system. It is under the tenderers scope. The tenderer
shall give the detailed training program mutually agreed as per requirement well
in advance prior to commencement of training.

5.2

Installation Of Equipment, Testing & Commissioning.


The Tenderer shall be fully responsible for the satisfactory erection, installation,
testing & commissioning, start-up & performance test of the V.H.F equipment
and its associated cable network.
The Tenderer shall furnish with his tender the particulars of the license held by
him / the sub vendor he proposes to engage for carrying out the installation work
against this specification.
The Tenderer shall furnish to the purchaser / consultant, the names and
particulars of the certificate of competence of the supervisors and workmen to be
engaged for carrying the installation work against this specification.

All erection, testing & commissioning work shall be carried out in accordance
with the requirement specified in this tender document, the standard
recommended practice and best workmanship. All electrical work shall also
comply with standard norms and practices adopted by the purchaser and
representative state / Central Govt. authorities.
For complete erection, testing & commissioning, the Tenderer shall bring all
insulation aids / materials, consumables, tools, test equipment, qualified &
experienced personnel, in order to carry out the job successfully. A list of the
same shall be furnished to the purchaser for review.
All technical personnel assigned to the site by the Tenderer must be fully
conversant with the system hardware & software.
On completion of erection & installation of all equipment, & before start up,
each item of the system shall be jointly inspected by the purchaser and the
Tenderer for correctness and completeness of the installation and accessibility to
start up leading to commissioning tests.
The list of commissioning tests to be performed shall be mutually agreed upon
and included in the Tenderers Quality Assurance Plan (QAP).
The commissioning spares for all items / equipment shall be included along with
the commissioning services. The consumables required during the
commissioning of the system shall be included as part of the commissioning
spares. Requisite factory & site test reports shall be supplied by the Tenderer.
The Tenderers scope for testing and commissioning shall also include provision
of all necessary measuring instruments / test equipment.

6.0

EXPLOSIMETER (4 NOS.)
Explosimeter, shall be supplied along with the full set of accessories.
Explosimeter shall be capable of detecting the combustible gas / vapour as well
as toxic gases and shall indicate the concentration of these gases / vapours
present in the air. Explosimeter shall give automatically audio-visual alarm in
case the concentration of vapour / gas reaches the preset danger level in the
atmosphere/air. Power supply to the explosimeter shall be provided by a set of
dry cell batteries. Range of sensing shall be 0 to 100% LEL (Lower Explosive

Limit). The explosimeter shall be portable type, intrinsically safe with built-in
filter to avoid entry of dust into the instrument. Explosimeter shall have an inbuilt micro-air pump which provides a continuous, steady sample flow to
ensure accurate measurement. The equipment shall have accuracy of +5% of
full scale reading and a response time of within 3 seconds (90% of final
reading). Explosimeter shall also have a non conductive probe with 1 metre
long sampling hose, carrying case with shoulder strap and two filter elements,
explosimeter shall detect the gas concentration through catalytic combustion
sensor. Explosimeter shall have approval certificate from DGMS, Dhanbad and
DIFR, India.

Fire Entry Suit


Hood Hood of the suit shall be designed for use with air mask. Hood
shall have inner drape flame seals, underarm adjustment straps, built-in shell
for structural support, hard cap with ratchet headgear, speedy clip for hard cap
support, hardened aluminium window frame with 2 tempered glass lenses plus
2 gold plated lenses for thermal protection.
Coat with Gloves - Coat shall have double storm fly front, flame seal with
drawstring at coat bottom.
Pant - Pant shall have high waist, 2 inch wide adjustable suspenders,
adjustable straps on leg bottoms.
Boots Boots shall be designed to fit over work shoes, Boots shall have
rear entry with overlap snap closure and adjustable take up straps, insulated
wire reinforced sole of flame resistant resprene fibre glass riveted to boot
cover. All the straps and bindings are of Zetex Plus fabric or equivalent.
Mitt - Mitt shall be heavy weight construction made with Zetex Plux fabric or
equivalent.

Fire proximity suit complete with are accessories and a carry bags / box shall
be supplied. Proximity suit is an insulated suit with Aluminised Zetex fabric

9.0

Breathing Apparatus (10 Nos.)


Self contained automatic positive pressure breathing apparatus (30 minutes
duration) complete in all respect shall be supplied. Breathing apparatus shall
conform to IS:10245 (Part-II) and shall also meet the requirements of
international standards viz. EN137 : 1986/BS 7004 : 1988. Complete
equipment shall have approval of DGMS (Director General of Mines Safety),
Dhanbad and shall also have the approval of CCE (Chief Controller of
Explosives), Nagpur for high pressure cylinder and valves. 1 (one) no. spare
cylinder shall also be supplied in addition to breathing apparatus normal
cylinder.
Breathing apparatus shall be fitted with full vision face masks, demand valve,
warning whistle, steel alloy cylinder mounted on cushioned padded back plate,
pressure reducing valves, pressure gauge, supply hoses, harness etc. The air
required for breathing shall be contained at high pressure in cylinder mounted
vertically on frame which shall be designed to assume the shape of the users
back. Valve shall be fitted at the lower end of the cylinder. The compressed air
shall then be decompressed by means of a pressure reducer, which in turn shall
supply air to the regulator, connected to the lower part of the mask to supply air
as required by the user. An audible warning whistle shall sound an alarm, when
the cylinder pressure drops to a danger level (8 to 10 minutes before the
remaining air is left).

10.0

Resuscitator (1 No.)
Resuscitator having manual as well as automatic operation shall be supplied
along with oxygen therapy unit both packed in a carrying case. The
resuscitator shall be intermittent positive pressure type for artificial respiration
with human non return, non-rebreathing valve. Bag type resuscitator shall be
supplied along with a first aid chart displaying its operation.

Shall be able to provide resuscitation and oxygen therapy


simultaneously.

Oxygen therapy facility with pre set quick action 2 lpm and 4 lpm
connections, face mask and supply hose. It shall serve two adults
simultaneously.

Portable fire pump shall have a discharge rate of 275 lpm to 1100 lpm at 2.0 to
4 Kg / cm2 pressure with a suction lift of 3 mtr and fitted on a tubular steel
frame with anti-vibration coil / pads. Pumps suction shall be fitted with 75
mm mall round threads and remake blank cap. Round threads shall conform to
table 3 of IS:902-1974. Delivery valve shall be of screw down type and fitted
with 63 mm female instantaneous coupling and blank cap. Delivery valve shall
conform to IS : 4928-1968. Complete unit shall be light weight construction.

specifically mentioned or not in this TS.
