Introductions -- overfilled room, w/more folks on the phone. Legislators present:


Reps. Doherty, VanOrman, Greenlick, Dembrow; Sens Dingfelder, Bonamici;
Cochairs Rep. Tomei, & Sen. Rosenbaum

February Session Bills –

1. HB 3623 - Human Trafficking Hotline: Rep. Barton


James, Rep. Barton: Preliminary hearing scheduled for House HS
Committee on Thursday Jan 14
2. HB 3631 -Prohibits insurer from treating injuries sustained from sexual violence
as preexisting condition for coverage, underwriting or rating purposes. - Rep.
VanOrman
Rep. Suzanne VanOrman: Preliminary hearing scheduled for House HS
Committee on Jan 14; Sybil Hebb and Christine Herrman planning to
testify; may be pushback from insurers.
3. HB 3625 - Maternal Mental Health Month: Rep. Tomei
Rep. Tomei: Similar to 2009 HJR 15, but changes month to MAY and
establishes it every year; Preliminary hearing scheduled for House HS
Committee on Jan 14
4. SB 1032 - BPA Ban in Children’s Products: Sen. Dingfelder
Sen. Dingfelder, Andrea Salinas: Will be Senate committee bill, narrow
bill applying only to children’s products where PA can get ingested, like
sippy cups, baby bottles and formula cans.
5. Employment Related Day Care
Rep. Kotek/SEIU: Funding issue not single bill. Top priority for Rep.
Kotek; Low income families scheduled to lose child care subsidy w/o
additional funding, loss of child care subsidy will mean many, mostly single
parents, will be unable to work.
6. Oregon Breast and Cervical Cancer Program – Screening and Treatment
Sen. Rosenbaum: No bill for Feb\; W ill hold informational hearing in Feb.
to discuss recent loss in funds equaling additional cuts to screening slots
for low income women.

Rep. Greenlick: right to health care in OR constitution

Maura Roche: LC 160 relating to foster care youth aging out of health services,
18-21 yr old usually healthy population, so primarily affects mental health and
reproductive services

Sybil Hebb – DV murder suicide issues. Looking at a statewide fatality review


process. Some steps taken now, but legislation for 2011

Sen. Dingfelder: Radon bill. Radon is 2nd leading cause of lung cancer, 1st among
nonsmokers;

2011 Session -

1. Paid Family Leave Update


Workgroup continuing to meet to garner support for 2010; Good news,
received grant for $40,000 for family friendly workplace policies; $20,000
going to advocacy efforts of Family forward Oregon
2. Birth Anomaly Registry Update
Workgroup met with governor staff re efforts for 2010; also DHS has
applied for federal grant to begin program
3. Domestic Violence/Sexual Assault privacy issue
4. Domestic Violence Workplace Policy Issue
5. Others?

Other -
1. Meeting schedule during February?
• No formal “agenda” because timeline too short for selection process;
• Will meet Fridays at noon, room to be determined, following issues of
interest

• Will try to keep website updated during Feb and also add www.owhwa.org
to letterhead.

already generating additional interest
