Minsk Ceasefire Agreed Statements/Declarations Text

1. An immediate and comprehensive cease-fire in some areas of Donetsk
and Lugansk regions of Ukraine and its strict implementation [to start] at 00
h. 00 min. (Kyiv time) [on] February 15, 2015.
2. The withdrawal of all heavy weapons by both parties at equal distances in
order to create a security zone [with a] minimum width of at least 50 km
from each other for artillery systems [of a] caliber of 100 mm or more, [as
well as] a security zone [with a] width of 70 km and a width for the MLRS
140 km for the MLRS "Tornado-S," "Urana" "Smerch" and tactical missile
systems "Tochka" ("Tochka U"):
- [Distances apply] for the Ukrainian troops from the actual line of
contact;
- [Distances apply] for the armed forces of individual regions of
Donetsk and Lugansk regions of Ukraine from the contact line in
accordance with the Minsk memorandum of September 19, 2014.
Withdrawal of the heavy weapons [referred to] above shall begin no later
than the second day after the cease-fire and end within 14 days.
The OSCE, with the support of the Tripartite Liaison Group, will contribute
to this process.
3. Ensure effective monitoring and verification of the ceasefire and the
withdrawal of heavy weapons [by the OSCE] [starting on] the first day of
the withdrawal, with the use of all necessary means, including satellites,
drones, radar systems and so forth.
4. On the first day after the withdrawal [is completed], a dialogue will begin
on the modalities of local elections in accordance with Ukrainian law and
the Law of Ukraine "On temporary order of local government in some
regions of [the] Donetsk and Lugansk regions," as well as the future
operation of these areas on the basis of [that] Act.
5. Provide pardons and amnesties by the enactment of a law [in Ukraine]

prohibiting the prosecution and punishment of persons in connection with


the events that took place in some areas of the Donetsk and Lugansk regions
of Ukraine.
6. Ensure that the release and exchange of hostages and illegally detained
persons based on the principle of "all for all". This process must be
completed no later than the fifth day after the [process under this agreement
begins].
7. Provide secure access, delivery, storage and distribution of humanitarian
assistance to the needy on the basis of an international mechanism.
8. [Determine] the modalities for the full restoration of socio-economic
relations, including social transfers, such as pensions and other payments
(receipts and income, timely payment of all utility bills, renewal of taxation
within the legal framework of Ukraine).
To this end, Ukraine [retains] control [over] its banking system in conflictaffected areas, and [there] will probably [need to] be an international
mechanism to facilitate such transfers.
9. Restore full control over the state border of Ukraine by the government
throughout the conflict zone, which should begin on the first day after local
elections and be completed after a comprehensive political settlement (local
elections in some regions of Donetsk and Lugansk regions [will take place]
on the basis of the Law of Ukraine and constitutional reform) [by] the end of
2015, [and] subject to paragraph 11 [of this agreement] - in consultation and
agreement with the representatives of [the] individual regions of Donetsk
and Luganskin the framework of the Tripartite Liaison Group.
10. The withdrawal of all foreign armed forces, military equipment, as well
as mercenaries from the territory of Ukraine under the supervision of the
OSCE [as well as] [d]isarmament of all illegal groups.
11. [There will be] constitutional reform in Ukraine [which will enter] into
force by the end of 2015, and a new constitution, [which is] intended as a
key element of decentralization (taking into account the characteristics of
individual regions of Donetsk and Lugansk regions, agreed with
representatives of these areas), as well as the adoption of a permanent law on
the special status individual regions of Donetsk and Lugansk regions in

accordance with the measures specified in Note [1] , until the end of 2015.

12. On the basis of the Law of Ukraine "On temporary order of local
government in some regions of Donetsk and Lugansk regions, questions
regarding local elections, will be discussed and agreed with the individual
regions of Donetsk and Lugansk regions in the framework of the Tripartite
Liaison Group. Elections will be held in compliance with the relevant
standards of the OSCE in monitoring by the OSCE Office for Democratic
Institutions and Human Rights.
13. To intensify the activities of the Tripartite Liaison Group, including
through the establishment of working groups to implement the relevant
aspects of the Minsk Agreement. They will reflect the composition of the
Tripartite Liaison Group.
Note [to Paragraph 11]:
Such measures, in accordance with the Law "On special order of local
government in some areas of the Donetsk and Lugansk regions," include the
following:
- Exemption from punishment, harassment and discrimination of
individuals associated with the events that took place in some areas of
Donetsk and Lugansk regions;
- The right to self-determination of language;
- Participation of local governments in the appointment of heads of
prosecutors and courts in some regions of Donetsk and Lugansk
regions;
- The possibility for the central executive authorities to conclude with
the relevant local authorities an agreement on economic, social and
cultural development of individual regions of Donetsk and Lugansk
regions;
- The State shall support socio-economic development of individual
regions of Donetsk and Lugansk regions;
- Assistance from the central government cross-border cooperation in
selected areas of the Donetsk and Lugansk regions and the regions of
the Russian Federation;
- The creation of a peoples militia units to address local councils in

order to maintain public order in some regions of Donetsk and


Lugansk regions;
- The powers of local council deputies and officers elected in early
elections, appointed by the Verkhovna Rada of Ukraine on this law,
can not be terminated.
