Background
The food, agricultural and forestry sectors are a top
priority for ASEAN, considering their economic, social
and environmental importance as well as their
contributions to food security, poverty alleviation, rural
development, trade facilitation and ASEAN Community
building
ASEAN cooperation in food, agriculture and forestry
aims to increase the competitiveness of the regions agrifood and forestry products by ensuring the production of
high quality, safe and healthy products

Background
ASEAN INTEGRATED FRAMEWORK ON FOOD SECURITY (AIFS)

Promotes the strengthening of food security and the


development of sustainable food production.
Through:
Improvements
in
agricultural
infrastructure,
minimizing post-harvest losses
reducing transaction costs and maximizing agricultural
resources,
Promoting agricultural innovation through research and
development, increasing agricultural productivity and
accelerating transfer and adoption of new technologies.

Background
Sustainable Forest Management (SFM) initiatives must
take a multi-dimensional perspective, taking into
account economic, social and environmental factors.
Efforts to ensure that goods and services derived from
forests meet current needs must secure their continued
contribution to long-term development.
Promoting sustainable management of forests in the
ASEAN region must prioritize the eradication of illegal
logging and its associated trade, capacity building,
technology transfer, enhancing public awareness and
strengthening law enforcement and governance

Background
Southeast Asia is one of the worlds most
vulnerable regions to climate change. The
impacts of global warming are affecting all
sectors.

Background
The region has adopted the ASEAN Multi- Sectoral
Framework on Climate Change (AFCC) to mitigate
climate change and strengthen the resilience of
communities and ecosystems.

Background
The AFCC addresses food security issue through
sustainable, efficient and effective use of land, forest,
water and aquatic resources by minimizing the risks and
impacts of climate change.

The AFCC tackles climate change as a cross-sectoral


issue; cooperation among sectors in adaptation and
mitigation efforts is indispensable.

The ASEAN Framework Agreement on


Services (AFAS)

The services sector is a major and expanding


component of the Gross Domestic Product (GDP) of
ASEAN Member States (AMS), presently accounting
for 40 to 60 per cent of GDP.

ASEANs export of commercial services expanding


steadily, from US$80 billion in 2003 to US$253 billion
in 2011. Likewise, ASEANs import of commercial
services expanded from US$ 104 billion in 2003 to US$
262 billion in 2011

The ASEAN Qualifications Reference Framework


(AQRF)

The ASEAN Qualifications Reference Framework


is a mechanism to compare qualifications of one
country with those of another country within
ASEAN Region using a reference set forth under
AQRF

The ASEAN Qualifications Reference Framework


(AQRF)
It shall require each country in ASEAN to establish
national standards and levels of outcomes of education and
training skills and competencies;
Promote quality of education by ensuring standards are
met by education and training providers or authorities who
issue qualifications and facilitate comparison among levels
and contents of qualifications; and

Promote access to learning and transfers to higher levels of


education and training by clarifying the entry points to
qualifications

The Objectives of MRA


To facilitate mobility of engineering services
professionals
To exchange information in order to promote
adoption of best practices on standards and
qualifications.

Recognition, Qualifications and Eligibility


Qualifications to become an ASEAN Chartered Professional
Engineer (ACPE)
Completed an accredited engineering degree recognised by the
professional engineering accreditation body whether in the
Country of Origin or Host Country or assessed and recognised
as having the equivalent of such a degree;

Recognition, Qualifications and Eligibility

Possess a current and valid professional registration or


licensing certificate to practice engineering in the Country
of Origin issued either by the Professional Regulatory
Authority (PRA) of the ASEAN Member Countries and in
accordance with its policy on registration/ licensing/
certification of the practice of engineering or the
Monitoring Committee;
Acquired practical and diversified experience of not less
than seven (7) years after graduation, at least two (2)
years of which shall be in responsible charge of significant
engineering work

Compliance with Continuing Professional Development (CPD)


policy of the Country of Origin at a satisfactory level;
obtained certification from the Professional Regulatory
Authority (PRA) of the Country of Origin with no record of
serious violation on technical, professional or ethical standards,
local and international, for the practice of engineering is eligible
to apply to the ASEAN Chartered Professional Engineer
coordinating Committee (ACPECC) to be registered as an
ASEAN Chartered Professional Engineer (ACPE) under the
ASEAN Chartered Professional Engineers Register (ACPER)

Role of Agricultural Engineers

Agricultural Engineering (now Agricultural & Bio-systems


Engineering) is a profession requiring the application of the
fundamental and known principles of engineering to the
peculiar condition and requirements of agriculture and
forestry as an industry and as a field of science.

Role of Agricultural Engineers

Plans, designs, prepares and prescribes technical


specifications and manage the construction, operation and
maintenance of :
irrigation and soils conservation systems and facilities
agricultural buildings and structures;
agricultural, fishery and forest product machinery and
equipment;
renewable energy and farm electrification;
agricultural waste management facilities;

Role of Agricultural Engineers

Test, evaluate and inspect agricultural, fishery and forest


product machinery and other related agricultural
engineering facilities and equipment for safe and efficient
operation and maintenance; and

Conduct feasibility study, research, training and


extension, consultancy and marketing services on
agricultural engineering projects.
