Nursing Service Administration Manual
defined Staffing as the process of
determining and assigning the right
personnel to the right job. It involves
manpower planning to have the right
person in the right place.

Staffing is the process of balancing the
quantity of staff available with the
quantity and mix of staff needed by the
organization.

known as R.A 5901. This law specifies
that personnel working in agencies
with a population of 1 million and in
hospital with a hundred bed capacity
and over are entitled to work forty
hours per week. On the other hand,
nursing personnel who worked in
agencies with a population of less than
1 million will have to render a Forty
Eight working hours a week, therefore
only getting one day off a week.
The latest is the granting of three day
special
privilege
to
government
employees by the Civil Service
Commission as per Memorandum
Circular No. 6, Series of 1996, which
may be spent for birthdays, weddings,
anniversaries, funerals, relocation,
enrollment,
graduation
leave,
hospitalization and accident leaves.

Distribution of shifts
In the Philippines, the distribution
usually is 45% for the morning shift,
37% for the afternoon shift and 18%
for the night shift.
