As explained in Defendants previous motion for leave to extend the page limit, this case
presents several constitutional questions that the parties are addressing, in part, under a
multi-part framework adopted by the Fifth Circuit in Natl Rifle Assn (NRA) v. ATF,
700 F.3d 185, 194 (5th Cir. 2012). Defendants respectfully submit that the Courts
analysis of these issues will be aided, and the interests of justice served, by a full
treatment of these issues.
