WORK SESSION SUMMARY MINUTES


Hiram City Hall Training Room
The Work Session for February 24, 2015 of the City of Hiram was called to order at
6:00pm by Mayor Doris A. Devey in the Hiram City Hall Training Room.
Meeting attendees: Mayor Doris Devey, Mayor Pro Tem Kathy Bookout, Councilperson Derrick
Battle, Councilperson Kathy Carter, Councilperson Teresa Philyaw, Councilperson Pep Rollins,
Robbie Rokovitz, Kelly Hundley, Chief VandeZande, Jason James, Cynthia Geyer, Gary Davis, Helene
Fitzgerald, Frank Moran, Doug Munnell, Butch Watson, Chris White, Eddie (Croy Eng.), Corky
Welch, Carmen Rollins, Buddy & Janice Harrelson, Anita Eberly, Keith Graham, Earlene Graham

Gary Davis gave the Invocation and led the Pledge of Allegiance.
Mayor Devey removed item 1. from the Agenda. Mr. Gary Davis will be at the March 31st Work
Session to present the Back to School Backpack Program for 2015 School Year.
Butch Watson, Doug Munnell discussed the Downtown Hiram Sewer Project. Issues discussed
were Infrastructure development, layout of project, pricing for each phase of the project,
eliminating or expanding parts of the project, advantages or disadvantages these options would
be for residents and businesses, impact on residents.
Corky Welch, Stevenson & Palmer, presented a conceptual drawing for the City Hall parking
area.
Mr. Palmer presented an illustration for the Ben Hill Strickland Memorial Park playground,
Area 1. Mr. Palmer will proceed with getting quotes for the Playground project to present to the
Council at the March 31 Work Session.
Mr. Hundley presented the definitions and requirements for Special Use Permits for the
purpose of approving locations for future Retail Package Stores. This amendment process will
begin with the approval of a moratorium on Retail Package Store applications. Draft Zoning
Ordinance amendment to be presented to Council at the next Work Session.
Mr. Hundley discussed an amendment to the Sign Ordinance in response to businesses that
have applied to the Council for consideration of additional signs. Additional input is required
from the Council and Staff to proceed.
Chief VandeZande presented the quote from Croft & Associates for the Evidence Storage
Facility design.
Mrs. Geyer presented the GMA City of Ethics recertification requirements. A Resolution will be
presented for adoption at the March Regular Session.
Chief VandeZande presented the current and on-going requirements for our police officers and
the expanding roles of these officers in Hiram. Chief requested that the Council consider
approving hiring the two unfilled Police Officer positions for the purpose of Traffic
enforcement and Investigations.
Mr. Rokovitz discussed the estimated cost for fencing the Hiram Dog Park.
Registration for the 2015 GMA Annual Convention is due to Cynthia by Friday, 2/27/2015.
Proposal for the 2015 Camp Hornet Summer Camp was provided in preparation for discussion
at the March Work Session.
