Constitution of Pakistani Students Association (PSA), Jena

Preamble:
Friedrich-Schiller University and Fachhochschule Jena holds a significant body of Pakistani
students whose number is tending to grow each year. Coming from an entirely different society, these
students face tremendous difficulties in settlement and adjustment to new society. These students need an
organization that can lend them a helping hand and provide them an occasional family atmosphere to satiate
their needs for belonging and association. The proposed association seeks to address these needs and
additionally will hold functions that will familiarize the general student body at FSU Jena with the rich and
varied cultural themes in the Pakistani society.

Article I: Name
The name of the organization shall be Pakistani Students Association Jena, Germany officially abbreviated
as PSA.

Article II: Aims & Objectives


i)

Promote and represent Pakistani Culture and History in Jena.

ii)

Organize various programs for the contemporary position; and to represent true views of Pakistan
in the international community.

iii)

The PSA aims to exhibit Pakistan and its people in true spirit through social events and forums.

iv)

Provide helping hands to the Pakistani Students for admission, arrival and to start their academic
life in Germany.

v)

Provide a learning environment for the students through group studies and open discussions.

vi)

The PSA aims to provide a platform where Pakistani and non-Pakistani individuals can learn from
each other, in a friendly atmosphere.

vii)

Encourage extracurricular activities among the member of the PSA.

viii)

Coordinate with International Centre for performing programs on Pakistani culture.

ix)

Assistance of students for jobs and other economic activities would be a moral duty of the PSA.

x)

PSA will remain a non-political student association.

Article III: Membership


Section 1: Eligibility for Membership
Any person having following qualifications shall be eligible for membership of the PSA, Jena who;
i)

Is a Pakistani student/or Researcher in any academic institute in Jena.

ii)

Agrees to abide by the constitution and bye-laws of the PSA and supports its aims and objectives.

iii)

Agrees to pay the prescribed semester fee.

Section 2: Categories of Membership:


2.1. Regular Member:
All the Pakistani Students who are registered with PSA will be considered as Regular Members.
2.2. Senior member:
Any Pakistani Person/ Ex-Student in Jena, who agrees with the code of conduct of the PSA and wishes to
join it, will be declared as Senior Member. Any Regular Member will be considered as Senior Member if
he/ she take five semesters more than regular study tenure.
Section 3: Right and Privileges of Members:
3.1. Regular Member:
i)

Possess the right of participation in all PSA meetings.


Can attend all PSA functions.

ii)
iii)

Will be allowed to cast vote for PSA Cabinet conditioned that he/ she has attended at
least three PSA meetings in the year and paid prescribed semester fee.

3.2. Senior member:


i)

Possess the right of participation in all PSA meetings.

ii)

Can attend all PSA functions.

iii)

Can help and guide the Cabinet in various decisions and jobs when asked.

Section 4: Cancellation of Membership:


Membership can be cancelled if
i.

The conduct of a member is damaging the interest of the PSA Jena the membership will be
cancelled by the General Body with two third majorities of its total regular members.

ii.

The member is not paying the prescribed semester fee for last two semesters.

iii.

PSA will not interfere in personal fights/grudges and any punishment awarded by PSA does not
have any legal standing and its entirely up to the punished person to accept it. If he is not willing
to accept supremacy of PSA ethically, then he will be expelled from PSA.

iv.

PSA has zero tolerance towards any physical fighting (for whatsoever reason) and any such thing

will be reported to police immediately. PSA will make sure all members abide by the law of the
land and PSA will not force any member to give up his right (given to him by federal republic of
Germany) on any condition.
v.

If a person has completed his Educational degree and going back to Pakistan or to some other city
of Germany, he will be no more a part of PSA Jena but, if a person is going to another university
for a semester and willing to come back, then it depends on his wish either he want to remain a part
of PSA or not.

Section 5: Resignation from Membership:


Any member at his/her own can terminate his membership by handing over resignation in writing to the
General Secretary of the PSA, Jena. Cabinet has right to accept or reject the resignation provided all the
liabilities have been cleared.
Section 6: Procedure for Restoration of Membership:

In case of conduct being detrimental to the interest of the PSA, Jena, the Cabinet has power to
restore membership on the following bases:

Member admits his/ her fault.


Member submits written apology and assurance to be careful and loyal to PSA in
future.

Membership may be restored after payment of all the pending dues, with the approval of cabinet.

Article IV: Organizational Structure of the PSA, Jena


The PSA, Jena shall consist of General Body and Cabinet members.
Section 1: General Body:
The General Body of the PSA, Jena shall be composed of all Regular and Senior Members.
Section 2: Functions of General Body Members
i)

General Body Members are required to share new ideas with the Cabinet for the betterment of PSA.

ii)

General Body Member should cooperate with the cabinet if some duties assigned.

iii)

General Body Members should promote and increase friendly and cordial relations among
Pakistani, German and other students in Jena.

iv)

A member must inform the General Secretary of his/her intention to remain enrolled in the PSA.

v)

Any General Body Member may object to the decision of the Secretary, and forward (in written)

an appeal to the President. The decision of the President in the matter under discussion shall be
final and discerning.
vi)

Member can request the president for reconsideration of any particular decision in writing whereas
president will make the final decision.

vii)
All members are required to abide by the constitution of PSA-Jena.
Section 3: Cabinet.
The Cabinet of the organization shall be composed of the following office bearers and members:

Section 4: Functions of Cabinet Members


Section 4.1: President:
i)

The President shall be the constitutional Head of the PSA, Jena.

ii)

The president shall honor that the constitution is duly carried out in all respects.

iii)

The President shall be the primary contact person and responsible for all affairs (including reregistering) of the PSA with the Student Organization Office of the FSU-Jena.

iv)

President is responsible for chairing the meeting.

v)

It is the authority of the President to look over the functioning of the PSA.

vi)

Represent the student body when occasion demands.

Section 4.2: Vice President:


i)
ii)

Responsible to assist the president in his/ her duties when delegated by the president, and will
replace the president in absence.
Cooperate with the president and advise in the preparation of the agenda for all meetings.

iii)

Serve as an ex-officio member of all committees.

iv)

He will manage the educational programs and cultural events of the PSA.

v)

He will assist the extracurricular activities like games, sports and speech competitions etc.

vi)

He can take an initiative to make an annual magazine for the PSA, Jena.

Section 4.3: General Secretary:


i)

The General Secretary shall be responsible for all the secretarial requirement of the association,
and shall act in consultation with the President and be responsible to the cabinet.

ii)

General Secretary will approve new membership.

iii)

He/she in consultation with the President shall prepare the agenda and call meeting of the General
Body and cabinet, prepare and put up the minutes of the last meeting in the subsequent meeting for
confirmation and maintain proper record of the same.

iv)

He/she shall be responsible for execution of all the resolutions and directives of the cabinet and
General Body.

v)

He/she shall conduct all correspondence, and start of the programs on behalf of the PSA, Jena with
the consultation of the President and Cabinet.

vi)

He/she shall verify all bills, vouchers, etc.

Section 4.4: Finance Secretary


i)

The Finance Secretary is responsible for all the financial matters of the PSA which shall include
handling of finances, the record keeping of expenditures, maintenance of the bank account and
balancing the account, regularly reviewing the financial position with Cabinet.

ii)

He/she shall receive and collect all donations, at the annual meeting of the PSA.

iii)

He/she shall get the accounts examined by the General Secretary and President quarterly and put
up the quarterly report of the Accounts and statements of fee and other such dues payable by the
members and shall suggest the means of increasing, the sources of PSA, Jena.

iv)

He can issue a notice for defaulters and send an appeal for the cancelation of their membership.

v)

Finance Secretary will assure that the moneys, income and assets of PSA, Jena shall be used solely
for promotion of the objectives the PSA, Jena.

Section 4.5: Communication and Information Secretary


i)

He/she will inform all members about the coming events, manage the group.

ii)

He will be free and independent to take decisions for the best of his position but after consent with
Cabinet.

iii)

He will make a chart for coming year combining all major national, cultural and religious
ceremonies.

iv)

Informing members of all upcoming events and assessing the feedback from completed events.

v)

Publicizing events, maintaining the web page, and updating events on the web page regularly.

vi)

Publicizing the PSA on campus and taking note of any activities on-campus or off-campus relating
to Pakistan or pertaining to the interests of the members of PSA

Section 4.6: Female Coordinator

She is responsible to communicate with all females about event, important announcement of PSA
Jena.

She is responsible to facilitate females problems related to the accommodation and


university.
She is responsible to increase the cooperation with the families in Jena.
She can take the initiative to increase the participation of females in events.

Article IV: Meetings

President of the PSA shall have the authority to convene a General Body/ Cabinet meeting. Any
cabinet member or general member can ask him to do any meeting in emergency.
A notice of the General Body/ Cabinet meeting shall be delivered to the General Body/ Cabinet of
PSA, at least one week prior to the date of the meeting on PSA communication media.
Cabinet meetings will be held once in a month or as when deemed necessary by the President or
any of the cabinet members.
PSA shall hold, at least, one General Body meeting in the first four weeks of every semester.
Three members of the cabinet will form the quorum whereas one third of the members of General
Body would require forming the body.
A requisitioned meeting shall stand dissolved, if within half an hour of the appointed time, no
quorum is formed
General Secretary will start the meeting and will be responsible to maintain the decorum of the
meeting.
During a General Body meeting, the President shall brief the members about the activities of the
PSA and / or its financial expenses.
It is the responsibility of all members to keep the atmosphere friendly and cooperative.
It is compulsory for a member to inform on PSA communication network with reason if he/she
cant attend a meeting.

Article VI: Elections


i)

The Election of office bearers and Cabinet Members will be held every year in December.

ii)

An Election Committee consisting of three members, excluding the cabinet members shall be
selected at the General Body meeting to arrange and conduct elections of the office bearers and
members of the cabinet.

iii)

The members of the Election Committee will not be entitled to seek elections for any post in the
cabinet.

iv)

The elections will be held by secret ballot and each member will have one vote.

v)

The office bearers and members of the cabinet shall be elected in the General Body meeting held
at a special date with such notice being put up on the PSA-Jena group

vi)

The notice giving the date, time and place of election would be sent to all the members via PSAJena communication media to their email addresses at least two weeks before the date of election.

vii)

Nominations for all seats shall be submitted on the PSA communication media at least three days
before the election date.

viii)

A person can nominate himself for just one cabinet position in an election.

ix)

A Person can remain on any of the cabinet position for a maximum duration of two years.

x)

For the post of president the person needs to have served PSA for at least one year at any cabinet
position.

xi)

If there is no nomination against any particular seat, President holds the authority to appoint a
suitable person.

xii)

If a person cannot come at the election date but want to cast his vote, he/she have to tell the name
of the person who will cast his/her vote to the general secretary via PSA-Jena communication
media.

xiii)

Elections will be held just ones in a year and the elected cabinet will be allowed to complete its
duration of one year.

Article VII: Amendments in constitution


i) Amendment in the constitution shall be made in a meeting of the General Body called for
this purpose.
ii) Any member wishing to suggest an amendment in the constitution may do so by writing
to the Cabinet members.
iii) After approval of the Cabinet, the President can amend the constitution with 2/3rd majority
of the General Body.
iv) This constitution can only be amended once in a year by 2/3rd majority of the PSA member

We, the students from Pakistan attending Friedrich-Schiller University and other Educational
Institutes in Jena, Germany, hereby establish an organization to be known as
Pakistani Students Association. Here in after referred to as PSA, and have agreed to
and adopted this constitution.
