BOILER & PRESSURE VESSEL INSPECTOR SUPERVISOR
DESCRIPTION OF WORK
This is technical supervisory work implementing all phases of the Boiler & Pressure Vessel
Inspection Program, which administers the Uniform Boiler and Pressure Vessel Act of North
Carolina (NC General Statutes Chapter 95, Article 7A) and its Administrative Rules (NCAC Title
13, Chapter 13) through supervising the activities of Boiler & Pressure Vessel Inspectors in a
specified geographic area of the State. Employees directly supervise and audit the work of
inspectors through regular written reports and assisting them in field inspections, as needed,
including management of workload. They serve as technical advisors and administrative
coordinators in the activities pertaining to inspection services, including employee development
and training, hiring, performance assessment and disciplinary action. In addition, employees
provide and interpret information concerning application and enforcement of ASME code
requirements, the standards of the National Board of Boiler and Pressure Vessels and the rules
and regulations of the North Carolina Board of Boiler Rules responding to technical questions
encountered by field personnel. Work is performed under the general administrative supervision
of the Assistant Director. Work may include other duties as assigned by management.
EXAMPLES OF DUTIES PERFORMED
Provides training of inspectors on technical, safety and quality administrative matters. Manages
the activities of inspectors including delegation of independent control and decision-making
authority. Ensures inspectors are assigned necessary equipment to perform their duties. Audits
inspectors assigned to shop activities at manufacturers facilities, as required by codes. Monitors
all inspector activities and evaluates quality of performance. Ensures that regulated boiler and
pressure vessels are inspected before operation and at designated frequency thereafter including
certificate inspections, special inspections such as compliance inspections, accident inspections,
owner/user surveys and other investigations as deemed necessary. Interfaces with the public
and other interested parties on all issues pertaining to boilers and pressure vessels. Assists the
Program Director and Assistant Director in operating within the annual budget, in receiving
requests for revision to the Administrative Code and drafting proposed revisions, and assimilating
and maintaining records pertaining to inspections.
RECRUITMENT STANDARDS
Knowledges, Skills, and Abilities
Considerable knowledge of the installation, operation and maintenance of boilers and pressure
vessels. Considerable knowledge of ASME Code Standards, National Board of Boiler and
Pressure Vessel standards and the rules and regulations of the N. C. Board of Boiler Rules which
pertain to the manufacture, installation, operation and repair of boilers and pressure vessels.
Ability to read and understand plans and specifications relating to the construction of boilers.
Ability to plan, supervise and coordinate the work of Boiler and Pressure Vessel Inspectors in
day-to-day regulatory-safety inspection work. Ability to interpret and apply code and compliance
standards relating to boilers and pressure vessels in manufactured equipment, fabricated
equipment, out-of-state manufactured equipment and installation or applications of such
equipment. Ability to prepare clear and concise reports on findings, interpretations and
recommendations resulting from assignments. Ability to effect and maintain good working

inspectors and representatives, and owner/operators of boilers and pressure vessels. Ability to
interpret and understand applicable safety codes and regulations relating to new or modified
installations. Ability to communicate effectively in written and oral form. Ability to train and
supervise other workers.
Minimum Training and Experience Requirements
Graduation from high school and four years of experience in construction, installation, operation,
or maintenance of boilers and pressure vessels, including two years of inspection and regulatory
experience in enforcing the requirements of the ASME Code application to boilers and pressure
vessels; or an equivalent combination of training and experience. Degrees must be received
from appropriately accredited institutions.
Necessary Special Requirements
Successful completion of the National Board of Boiler and Pressure Vessels examination for
competency. Must possess and maintain a valid North Carolina driver's license.
