CONSTITUTION AND BY-LAWS OF THE

PANGASINAN PUBLIC LIBRARIANS ASSOCIATION, INC.

WE, the librarians and employees of the Public libraries of


Pangasinan in order to promote our chosen profession and general
welfare of our fellowmen, do hereby bind ourselves and establish an
Association and promulgate this Constitution.

ARTICLE I – Name, Domicile and Zeal

Section I. The name of the Association shall be PANGASINAN


PUBLIC LIBRARIANS ASSOCIATION, Inc.(PPLAI).

Section II. The Official Headquarters shall be at the Provincial


Library in Lingayen, Pangasinan.

Section III. The Official Zeal shall be an Open Book with a Torch
signifying knowledge and information. The color of the Zeal shall be
Green and Gold.

ARTICLE II – OBJECTIVES

The Main objectives of the Association are:

1. To promote common and effective library service


throughout the province.
2. To uphold the dignity and honor of the Library
profession.
3. To work for the professional advancement and
material welfare of the members.
4. To seek the support of Government Officials and
the General Public in the establishment and
maintenance of more public libraries in the
province which can provide opportunity for the
members of the community to educate themselves
effectively for the enrichment of their personal
lives.

ARTICLE III—MEMBERSHIP

Section I. The members of the PANGASINAN PUBLIC


LIBRARIANS ASSOCIATION Inc.shall consist of :

A. Regular Members – All persons possessing any


college degree, with units in Library Science or
Information Science or working in the Public
Library. They can elect and be elected into office
and be entitled to PPLAI Publications.
B. Honorary Members— Are individuals elected to
this honor by the members. They may be retired
officers and members of the Association.

ARTICLE IV—OFFICERS, BOARD OF


DIRECTORS, AND TERM OF OFFICE

Section I. The Officers of the PANGASINAN


PUBLIC LIBRARIANS ASSOCIATION, INC. shall consist
of : President, Vice-President, Secretary, Treasurer, Sub-
Treasurer, 2 Auditors, 2 Business Managers, and 2 Press
Relations Officers (PRO).
Section II. The Association shall also have Board of
Directors whose membership should not be more than six,
one from each Congressional District, to be elected by the
members of the Association.
Section III. The Officers and Board of Directors shall
hold office for two (2) years. Election shall be on the third
week of December.

ARTICLE V – DUTIES

Section I. Duties of the President.


Duties of the President shall be as follows:
1. Preside over all meetings of the
Association:
2. Execute all resolutions, rules and
regulations and the provisions of this
Constitution.
3. Enter his/her vote in case of a tie in the
meeting of the Board and the Association
when voting are held.
4. Sign contracts and authorize payments to
be made by the Treasurer or of all money
obligations of the Association which must
have the prior approval of all Officers and
Board of Directors.
5. Render a written report to the Body of the
activities and accomplishments of the
Association from time to time.
6. Perform such other functions as the
Officers and Board of Directors may
promulgate for the benefit of the
Association.
Section II. Duties of the Vice-President.
The duties of the President devolve upon the
Vice-President in case of absence, illness,
incapacity, resignation or death of the
President.
