Minutes of the meeting of the 2nd General Assembly
Held on December 19, 2008
1. The meeting was held with Madam Speaker in Chair.
2. Mehreen Anwar Raja recited the verses of the holy Quran 3. The Speaker sought the approval of the first meeting of the General Assembly. The motion was carried. 4. The Speaker invited the Advisor on Interior to present his briefing on the Gender Reforms. The Advisor gave a detailed briefing about the existing police structure in terms of Gender issues and the reforms being brought in this regard. 5. The Advisor informed that efforts were being made for the uplift of women police stations and in this regard: a. The salary of women police officers has being raised and brought at par with the Punjab Police b. Arranging of transport for women police officials 6. It was followed by a briefing on the WPC’s Working Council’s visit to the Women Police Station. The briefing was conducted by Dr. Doniya Aziz MNA. 7. The Speaker reminded the General Assembly that instead of pointing on the follies of the past, the Members should focus their energies on positive and constructive sides so as to bring about a positive change. She also reminded the Members to come up with their own recommendations. This was followed by a comprehensive question. 8. Mr. Tariq Khosa, DG National Police Bureau assured on behalf of the Ministry of Interiors that the recommendations from the parliamentarians would be given due importance and weight. 9. Justice Fakhrunnisa Khokhar MNA pointed towards the lacunas in the laws to which Madam Speaker reminded the House that it was for the legislators to amend those. 10. Mahreen Anwar Raja, Minster of State for Parliamentary Affairs called for reviewing the existing training patterns for the Police officials and redefine it on gender-sensitive lines. 11. Begum Shahnaz Wazir Ali presented her following recommendations: a. The venue of the women Police Stations should be well notified and easily accessible. b. The development funds provided to the MNAs should have provision for their spending on police stations as well. c. There should be an easy access, in form of a hotline, for all those NGOs working on women and crime to quickly reach the responsible officials. d. There should be counseling in all the colleges and universities to join women police force. e. The recruitment quota for women in Police should be filled. 12. Kashmala Tariq MNA pointed to the incident of a rape case in the vicinity of Police Station by the police officials. She also referred to the indecent acts of Police personnel while tackling the women protestors during the lawyers’ movement. 13. Begum Naseem Chaudhary implored on dedicated funds even at the district levels for women development. 14. Dr. Atiya Inayatullah presented the following recommendations: a. Gender-crime centres should be established b. Gender sensitive training should be introduced for all police officials c. Involve the community d. In all the proposed Citizen-Police Liaison Committee (CPLC) at the district levels should have women representation 15. The Meeting also passed a unanimous resolution for peace in the region.
