5.6.1.1

MOBILISATION PLAN

SERVICE OBJECTIVES

To produce and implement a Mobilisation Plan that details transition from the existing service and
implementation of the New Service over the period from the Contract Commencement Date to the Service
Commencement date.

5.6.1.2

SERVICE STANDARDS

The SP shall provide for a smooth implementation of the service.

The method for achieving this should be clearly set out in a Mobilisation Plan, including an agreed set of
activities and timetable for all significant mobilisation events.

The SP shall ensure that as a minimum the following events are included in the Mobilisation Plan:-

(a) Human Resource and TUPE arrangements

(b) Vehicles

(c) Consultation and integration

(d) Health and Safety

(e) Technical and management

(f) Training

(g) Asset management and their requirements


(i) Facility management

(h) Plant & Materials


(j) Property Planning

(k) Regulations; licences, permits and codes of practices

5.6.1.3

MONITORING
The SP shall explain how they will monitor and record compliance with the Service Standards and Performance
Criteria set out within this specification.

5.6.1.4

PERFORMANCE CRITERIA

To provide the mobilisation plan three months before implementation.

To implement the mobilization plan with seamless transition.

5.6.2.1

CONTINGENCY PLAN

SERVICE OBJECTIVES

To produce and implement a Business Continuity Plan that makes arrangements for the continuation of the
Service, or any part thereof, in the event of any emergency.

5.6.2.2

SERVICE STANDARDS

The SP shall agree with the Councils a Contingency Plan that details how each aspect of the Service will be
operated in the event of an emergency.

An Emergency Plan shall be prepared and kept updated for each Service. The plan is to be updated, as a
minimum, on an annual basis and submitted to the Councils one month before the anniversary of the contract
commencement.

The Emergency Plan will contain, as a minimum, the procedures to deal with accidents, fires, pollution,
breakdowns, snow or other similar situations. It shall define the management duties, off duty call-out rosters,
and have regard to all authorisations (including any requirements for the controlled shut-down of services).

The SP will set out in the Emergency Plan the frequency for reporting such incidents to the Councils and

identify the emergencies or incidents that will lead to the Councils being notified forthwith and in any event no
later than 15 minutes following the incident occurring.

The Contractor should notify the Councils forthwith and, in any event, no later than 15 minutes after the
implementation of the contingency plan.

Subject to the provisions of the Contract, the Contractor shall be liable for all additional costs incurred by the
Councils while these contingency arrangements are in place.

5.6.2.3

MONITORING
The SP shall explain how they will monitor and record compliance with the Service Standards and Performance
Criteria set out within this specification.

5.6.2.4

PERFORMANCE CRITERIA

The finalised Contingency Plan will be presented to the Councils for approval, at least 2 months prior to the
Service Commencement Date. The plan is to be updated, as a minimum, on an annual basis and submitted to
the Councils one month before the anniversary of the Service Commencement Date.

Notify the Councils no later than 15 minutes from the need to implement any part of the Contingency plan.

5.6.3.1

EXPIRY ARRANGEMENTS

SERVICE OBJECTIVES

To produce and implement an Expiry Plan to be implemented on expiry or early termination of the Contract.

5.6.3.2

SERVICE STANDARDS

The SP shall agree with the Councils an Expiry Plan, which shall clearly provide for a smooth hand-back of the
service on early termination or expiry of the Contract Period.

This shall set out an agreed set of activities and timetable between the SP and Council for all significant events
leading up to the hand-back of the Service to the Councils.

In particular this shall cover as a minimum; land interests, assets, contracts, permit surrender, ongoing
liabilities, information and personnel and all other issues pertinent to the Contract.

The SP shall provide the Councils with access to all relevant operating systems for a period of one year after
termination of contract.

The Expiry Plan as a minimum shall be updated on an annual basis.

MONITORING

Criteria set out within this specification.

5.6.3.4

PERFORMANCE CRITERIA

The production of an exit action plan at least 6 months prior to the Contract expiry date.

The plan is to be updated, as a minimum, on an annual basis and submitted to the Councils one month before
the anniversary of the Service Commencement Date to take into account any changes in service delivery.
