Evaluation Proposal for Far West Laboratory

Introduction
Far West Laboratory (FWL) has designed a training programing entitled
Determining Instructional Purposes (DIP). The intended function of the program is to
aid in the training of planning effective school programs. Before moving forward with
the DIP training production, FWL requested an evaluation of the program. Otto Pilot
Evaluations (OPE) completed the following Evaluation to fulfill their request.
Description of Program Being Evaluated
The training program developed by Far West Laboratorys is for school systems
and graduate school programs to aid in the development of school program programs.
The training package consists of a Coordinators Handbook and three training units:
Setting Goals, Analyzing Problems, and Deriving Objectives. Each unit has 4 to 6
modules that provide training on a set number of instructional objectives. A module
contains reading material about the objectives and individual and small group activities
to practice skills. In many of the activities, the learners participate in planning teams to
show how they would apply the learned skills covered in the module to a hypothetical
school district.
The DIP can be purchased as an entire program or single units can be
purchased depending on client need. The coordinators Handbook covers all units. The
coordinator is not a trainer sent from FWL but is a member of the clients own group.
The chosen coordinator will follow the coordinators handbook and will be responsible for
organizing and monitoring activities. The DIP training units are $8.95 for a single unit or
$24.95 for the complete set. The coordinators handbook is $4.50.
Evaluation Method
FWLs overall goal with this evaluation is to determine if the DIP training program
would be a profitable and successful business venture for their company. Additionally,
FWL would like current information regarding similar training programs in general to aid
in product marketing. Finally, FWL is interested in learning if school administrators
would use the DIP program as a training method.
Using the Goal-Based method the following objectives will be used to meet the
goal:
Objective 1: Perform Market Analysis
To determine if the DIP program would be a wise investment for FWL a market
analysis will be performed. This analysis will address the following of FWLs concerns:
1. Is there a market for the DIP program? If so, is there major competition?
2. Will the DIP program met a need that a current competition is not, that could
potentially extend the longevity of the program.
3. What is the competitions pricing structure, as compared to DIPs. What is their
current profit/loss ratio?
4. What do consumers reviews say about the competitions products?

Field Test
A two-part field test will be conducted starting with a curriculum and product fair held
in Orlando, Florida on November 6, 2014. OPE reps will maintain a booth at the fair
looking for participates to complete a 2-minute quantitative questionnaire on their
current training programs. Participants who complete the 2-minute survey will be asked
for an e-mail address for a possible compensated training study. The second part of the
study will involve sending fifty random email invitations to the survey takers offering
$200.00 for attendance in a half-day unit training. Participation will be limited to the first
20 people who respond and RSVP. Following training a qualitative data survey will be
given asking for anonymous opinions of the training program. Five of the participants
will be asked to complete a qualitative survey and will be provided with a complete DIP
Training package for their effort.
Objective 2: Random Nation Wide Sample Interviews
OPE will select 50 school administrators and/or graduate school program
personal from all over the country to complete a short interview. The sample will be
chosen at random using a database of subscribers to an educational testing catalog.
The interview will be conducted over phone or e-mail. The topics of the interview will
include the subjects current budget for training, topics that they are looking for in a
training program, and what do they like best and least about their current program.
Those who choose to participate will be sent a $10.00 incentive.

Project Personnel
Dr. James Flynn-Lead Evaluator and Owner of Otto Pilot Evaluations
Dr. Flynn holds a Bachelor of Arts from Northwood University, a Masters of Ed.
from Boise State University and a Ph.D. from the University of Southern California.
After teaching for 15 years, Dr. Flynn led 10 successful evaluation projects, wrote two
bestselling novels, and won an Oscar for his screenplay Evaluations and the White
Courtesy Phone. He will oversee all aspects of the evaluation and present the findings
to the client.
Ted Striker-Data Analyst
After serving in the U.S. Air Force, Mr. Striker worked as an airline pilot for
TransAmerica Airlines as a statistician. He has worked for Otto Pilot Evaluations for
four years. He has worked on two NASA space moon missions and has volunteered as
an African missionary. He will be responsible for organizing and processing all data.
Elaine Dickinson-Market Analysis
Ms. Dickerson holds a dual Masters from South Africa University in Business and
Psychology. She will oversee the organization of the Orlando Conference and conduct
the training. She will also assist in calling school districts and organizing data.
Roger Murdoch-Graduate Intern, Survey and Sample
Mr. Murdoch is currently a college student and head of the basketball team. He
will be responsible with communicating with school districts, organizing all materials,
and act as coordinator for training during the field test.
