Description of Works
1.1 The following method statement describes the working procedure for blockwall erection
for the Construction of Public Rental Housing Development at Lei Yue Mun Phase 3.
1.2 The scope of works includes the procedures for erecting blockwall as shown on the
construction drawings or any other proposed by main contractor which will be submitted
sepatately for approval
1.3 This text gives a general guideline for the execution of the works.
1.4 Detail of the procedures contained herein may be reviewed periodically and modified
based on the actual site conditions.
1.5 The principal methods described in the following sections will be subject to review during
actual execution of the works and may be amended by the contractor if so required. Any
major revisions to this method statement should be submitted to the Architect for approval
prior to implementation.

2. Specific Materials
2.1 The following materials are involved and listed as follows:
(a) Concrete blocks (Brand name)
(b) Blockwall accessories including expanded metal lathing, brick mesh, corner bead
(Brand name)
(c) 6mm round bar with 350mm long wall tie (Supplier)
(d) Cement sand mortar (Brand name)
(e) Concrete lintels (Supplier))
(f) Non-absorbent Polyethylene Joint Filler, Backer Rod and Sealant (Brand name)
(g) Blockwall stabilizing steel post and fixing accessories if any (Supplier)
(h) Restraint Bracket if any (Supplier)
2.2 According to the contract specification, materials forming the part of permanent structure
should be submitted and approved prior to the application.

3.1 The blockwall works should comply with the Project Quality Control Plan.
3.2 The blockwall works should follow the construction drawings.
3.3 All materials used shall be in accordance with the project specification or otherwise approved.

5 Construction of Methodology
5.1 Logistic Management
5.1.1 Concrete blocks, lintels and fixing accessories, c/s mortar will be transported by
material hoist to designated floor for storage before the erection works.
5.1.2 All materials should be stored in a tidy manner.
5.2 Preparation and General Works
5.2.1 Metal scaffolding working platform or scissor platform should be provided if working at
height (over 2m from ground or floor). The working platform should be erected with proper
guardrails and toe board. If scissor platform is adopted as working platform, critical part
inspection (CPI) should be conducted. Meanwhile operational training and certificate should
be provided to the concerned workers before using scissor platform.
5.2.2 Implement proper housekeeping practice by allowing sufficient storage area, good
ventilation, proper temporary lighting and access to the working area. The working area
should be maintained clean and tidy after each stage of works.
5.2.3 All plants and equipments should be checked in line with the current statutory
requirements. Also, all plants should be inspected by Gammon Plant Dept (CPI) at 6-month
interval.
5.2.4 All nearby drainage outlets should be plugged up before the laying of blockwall and all
plugs should be removed after the completion of works. The mortar dropping on the floor
should be cleared on daily basis.

5.2.5 The working area should be fenced off before the commencement of works and
maintain the fencing until blockwall erection works was completed.
5.2.6 All electrical equipments should be inspected and labelled before use. All electrical
handheld tools should be from 110V.
5.3

Sequence of Works for Blockwall Erection


5.3.1

Follow Section 5.2 to prepare the working area and fulfil the safety standard as
required.

5.3.2

Provide set-out for blockwall in accordance with the construction drawings. Erect
the door sub-frame with fixing lug if any.

5.3.3

Transport sufficient concrete blocks and accessories to the designated area by


trolley.

5.3.4

Drill holes for installing the wall tie at the interface between block and concrete
wall. Install 6mm round mild steel rod in 350mm long with 2 coat of bitumenbased coating. The embedment length into concrete should be at least 100mm
and the interval of wall tie should be 320mm c/c vertically.

5.3.5

Install all concealed conduits and junction boxes at the designated location based
on approved combined services drawings (CSD) prior to the blockwall erection.
Method statement for E&M installation will be submitted separately for approval.

5.3.6

(if any) Install pre-fabricated blockwall stabilizing post in the spacing not more
than 3m for block wall over 3m in height. The details of steel posts should follow
the details shown in the construction drawings or other approved by Architect.

5.3.7

Provide plumb with string to control the verticality and straightness during the
blockwall erection.

5.3.8

Prior to laying of 1 st row concrete blocks, lay approximate 10mm thick hand-mixed
cement sand mortar in the proportion of 1:3 as bedding on sound concrete floor.
The cement mortar should be laid within the set-out lines of block wall.

5.3.9

The block wall should be erected at least three course in accordance with the
floor height so that the cement sand mortar could acquire sufficient strength. The
height of block wall should not be more than 1.5m high in each course. Concrete
blocks should be erected layer by layer, bottom up in alternative joint segment.

5.3.10

Lay the block on a full bed of mortar with the joints filled soild to a consistent
thickness of 10mm. Rake out joint to a depth of 10mm to provide keying for
subsequent plastering / rendering.

5.3.11

Provide sufficient lapping of brick mesh.

5.3.12

Install concrete lintel at the openings wherever they are required. The size of lintel
will depended on the width of block wall and width of opening with at least 150mm
bearing on each side. For the case where 150mm bearing width could not be
provided, steel angle cleat with anchor bolts fixing to concrete should be provided
as support (details refers to construction drawings or other approved by Architect).

5.3.13

Clean the squeezed out cement sand mortar at the joints upon the completion of
each stage of works.

5.3.14

Clear the debris at the top of block wall and form the gap to install approved joint
filler and sealant. Install the restraint brackets based on approved details if
required.

5.3.15

Fix the metal lathing on the block wall surface where at the concealed conduits
location and interface between concrete and block wall. Fix corner bead at the
blockwall corner if required.

6 Method for Repair and Remedial

7 Safety Management
7.1 Identified Temporary Work and Its limitations
7.1.1 Safe working load for vertical transportation of material using material hoist will be
indicated and implemented. Warning indicator will be installed to control the
overloading of material hoist.
7.1.2 Safe working load for the use of working platform including the metal scaffolding
and scissor platform will be indicated and implemented.
7.2 Interface between Site Work / Major Plant & Equipment
7.2.1 All plant and equipments should be examined before use and operated by
competent person.
7.2.2 Ensure valid certificates of lifting appliance (LA) & lifting gear (LG) in use.
7.3 Interface with Public and/or Other Stakeholders Operation and/or Fatal Zone
7.3.1 Install the movable barrier to fence off the working spot to separate the interfacing
works at the designated area.
7.3.2 Moving Machine should be fenced off.

7.7 Safety Consideration for Workers When Installing/Dismantling Safety Device
(a) Provide proper access to workplace.
(b) Provide proper working platform to workers. If proper working platform cannot be
provided, workers should wear safety harness and fix to secure anchorage point on
independent life line.
(c) Communicate with workers from other trades if interface of works happen.

Environmental Management
9.1 Specific Affected Environmental Issue
Refer to the Environmental Management Plan for the project environmental management
measures. Specific attention should be drawn to the following issues.

9.2 Corresponding Preventive Measures
Noise Control
General construction works will be carried out during normal working hours (8:00am to
7:00pm) from Monday to Saturday, except Public Holidays. However, should the progress
demand for the works to be undertaken after normal working hours or on public holidays, a
Construction Noise Permit (CNP) shall be obtained as necessary.
Dust Control
Dust control/suppression will be in the form of moisten the area for minor concrete breaking
works. Debris material shall be cleaned and removed off site on daily basis.
Tarpaulin cover shall be provided to the temporary storage of the excavated material before
dumping off site.

Construction refuse will be collected on a regular basis as illustrated in the Waste


Management Plan.
For the disposal of construction and demolition waste off site, the agreed trip tickets system
shall be strictly followed. Construction wastes will be properly sorted before leaving the
construction site.
Water Pollution
De-silting tank will be deployed in the construction site for waste water treatment prior to
discharge to public. No direct discharge of wastewater into storm drains is allowed.
Adequate treatment of wastewater and surface run-off is required prior to discharge in
accordance with the approved discharge license.
Spent oil
Any spent oil will be placed temporarily in the designed storage point on-site. The oil will be
removed form site by registered chemical waste collector.

Emergency Preparedness
