Foreword
This Malaysian Standard was developed by the Working Group on Minimum Energy
Performance Standards (MEPS) For Lighting under the authority of the Industry Standards
Committee on Electrical and Electronics Equipments and Accessories.
MEPS for electrical appliances have been introduced to the Malaysian market since 2009.
Since then, development has been carried out by Suruhanjaya Tenaga to put MEPS
requirement in the Electricity Regulation 1994.
The amendment of Electricity Regulation 1994 enables the enforcement of MEPS and
labelling of specified electrical appliances (equipment).

Minimum energy performance standards (MEPS) for lamps


1 Scope
This Malaysian Standard specifies the minimum energy performance standards (MEPS)
requirements for lamps that can be connected to mains power. Such lamps that are normally
used in household general lighting purposes are included within the scope. This standard
does not specify safety requirements.
This standard applies to the following products:
a) T5 and T8 double capped fluorescent lamps;

b) self ballasted single capped lamps (compact fluorescent lamps - CFL) for general lighting
services;

c) single capped fluorescent lamps (non-integrated compact fluorescent lamps) and circular
fluorescent lamps for general lighting services;

e) filament tungsten incandescent lamps.

3 Terms and definitions


For the purposes of this standard, the following terms and definitions apply.
3.1

efficacy

Efficacy (lm/W) is the amount of light emitted measured in lumen (lm) by a lamp for each
watt (W) of power consumed.
3.2

minimum energy performance standards (MEPS)

The minimum level of energy efficiency which shall be met by each individual unit of the
lamps.

4 Energy efficiency performance criteria

The energy efficiency performance criteria will be the measured efficacy of the lamp in
lumen/watt which shall be determined in accordance with the relevant standards.

5 MEPS requirements

The minimum energy performance standards (MEPS) requirement shall be as follows:

a) T5 and T8 double capped fluorescent lamps;

the performance testing standard shall be in accordance with MS IEC 60081;

ii)

the endurance parameters tested shall not be less than 80 % of the initial lumen
output value after 2 000 h operation; and

ii)

the endurance parameters tested shall be not less than 80 % of the initial lumen

d) self ballasted Light Emitting Diode (LED) lamps for general lighting services; and
i)

the performance testing standards shall be in accordance with MS IEC 62612;

ii)

the LED chips / module shall comply with MS IEC 62717 or IES LM-80-08;

iii) the endurance parameters for the MS IEC 62612 test in i) shall be not less than 80 %
of the initial lumen output value and not more than 10 % of failures after minimum
1 000 h operation;
iv) for LED lamps with chips not in compliance with ii), shall be tested in for 6 000 h in full
compliance to MS 62612 with minimum 70 % of the initial lumen output value and not
more than 50 % of failures; and
v) the MEPs value for lamps of different terminals as shown in Table 4.
