Executive Summary

EXECUTIVE SUMMARY
BACKGROUND
Bharat Petroleum Corporation Limited (BPCL) is second largest PSU companies, with Fortune Global
500 rank of 287 (2008). BPCL is involved in the refining and retailing of petroleum products. BPCL's
growth post-nationalisation (in 1976) has been phenomenal. One of the single digit Indian
representatives in the Fortune 500 & Forbes 2000 listings, BPCL is often referred to as an MNC in
PSU garb. It is considered a pioneer in marketing initiatives, and employs Best in Class practices.
During recent past years the demand of LPG has increased many folds in western region especially in
Bhopal region. The demand of LPG Cylinders in and around Bhopal for the year 2007-08, 2008-09 and
2009-10 has been registered as 11.79 TMTPA, 15.65 TMTPA, and 17.96 TMTPA. From the year 200708 to 2008-09 the growth of demand has been registered as 32.8% and from year 2008-09 to 2009-10
the growth of demand has been registered as 15%. Taking the average growth in demand as 15%, it is
evident that demand of LPG Cylinders in year 2010-11 is expected to be about 20.65 TMTPA and in
year 2011-12 the demand is expected to be about 23.75 TMTPA. In order to meet the growing
demand of LPG in and around Bhopal region, M/s Bharat Petroleum Corporation Limited (BPCL)
proposes to install a proposed LPG Bottling Plant of 22 TMTPA capacity in the vacant land of 11 acres
within existing premises of POL Depot near Bakania in Bhopal district.
As per EIA Notification, published in Gazette of India, Extraordinary Part-II, Section-3, sub-section (ii) of
Ministry of Environment & Forest dated 14.09.2006 the proposed project falls in Activity 6(b), CategoryB of List of Projects or Activities Requiring Prior Environmental Clearance and Serial Number 19 of
the 19 Type Categories of Industries. As per the above notification, proposed project will have to
obtain environmental clearance from State Environmental Impact Assessment Authority (SEIAA) or
State Environmental Appraisal Committee (SEAC). In the absence of a duly constituted SEIAA or
SEAC, the Category-B project shall be treated as Category-A Project and the project will require prior
environmental clearance from MOEF.
In order to obtain environmental clearances from statutory agencies, BPCL engaged Project and
Development India Limited (PDIL), Sindri, Jharkhand, a reputed design & engineering consultancy
organization of Govt. Of India, for carrying out Environmental Impact Assessment (EIA) study for the
proposed LPG Bottling Plant vide Purchase Order No. 4502854662 dated 22.03.2010.
PDIL initiated the EIA study in the month of March 2010. The primary and secondary data generation
work was carried by deploying a team of experts and s
cientists at the proposed site.
STRUCTUE OF EIA REPORT
The EIA report has been prepared and reviewed as per Generic Structure of EIA/EMP/RA Report
required by the Ministry of Environment & Forest, Government of India as per the general condition
stipulated in the EIA notification. The salient features of the report have been projected by identifying
the environmental and ecological stressors. The Impact Assessments have been reviewed by making
compliance with the threshold limit of the environmental and ecological stressors and other norms
available through governmental or non-governmental agencies.

Executive Summary

PROJECT PROPOSAL
The project proposal is to set up a LPG Bottling Plant with a handling capacity of 22000 MTPA of LPG.
The LPG shall be stored in two above ground bullets of 100 MT capacity each. The bottling capacity of
the plant shall be 5000 cylinder per day in two shifts with a future augmentation program to handle
90,000 MTPA of LPG.
PROJECT LOCATION
The proposed project is located at longitude 77o1539.31 East and latitude 23o1545 North at an
altitude of 520-metres. The railway siding area of POL Depot is located in northern direction of the oil
depot. Only two industrial units have been identified around proposed LPG Bottling Plant within the
study area. One industrial unit is the oil depot of M/s Reliance Petrochemicals, which is located at a
distance of about 1.2-Km in northern direction. Another industrial unit is the LPG Bottling Plant of M/s
Indian Oil Corporation Limited which is located in north-eastern direction at a distance of about 1.0-Km.
A railway line which connects Bhopal to Indore passes adjacent to the boundary of POL Depot. The
area located in southern direction of proposed LPG bottling plant is agricultural land. State Highway
No-18 which connects site of proposed bottling plant to Bhopal City is located in western direction. NH12 which connects Bhopal to Indore is located in north-eastern direction at a distance of about 9-kms.
Besides above the project site is surrounded by agricultural lands.
OBJECTIVE OF THE STUDY
The objective of the EIA study is to identify and evaluate the potential impacts (beneficial and adverse),
from the proposed bottling plant and preparation of impact statement in accordance with existing
guidelines of MoEF. The EIA report will present the existing environmental setting vis--vis contribution
of pollutants and other factors from the proposed installation. The report would provide information on
the environmental implications, which could be used for environmental safeguards. EIA study report
shall be used a supporting document for getting environmental clearances from statutory agencies.
SCOPE OF THE STUDY
The scope of this EIA study includes detail characterization of pre-project status of environment in an
area of 10 Km radius with the following important tasks:

To assess the existing status of air, noise, water, land, biological and socio-economic
components of the existing environment.

To identify and quantify significant impacts of various operations on environmental components


during construction & operation phases with respect to pre-project status.

To evaluate proposed pollution control measures.

To prepare Environmental Impact statement outlining additional control technologies to be


adopted for mitigation of adverse impacts.
PROJECT DESCRIPTION
The proposed bottling plant has a designed capacity to bottle maximum 22,000 MTPA of LPG.

The fire fighting facilities shall be provided as per OISD-144. The fire fighting facilities shall cover the
LPG Storage area, Cylinder Filling Shed, LPG Pump House, Tank Truck Loading Gantry, Tank Truck
loading/ unloading gantry, Pump house, office. Main fire fighting facilities shall be as under:

Executive Summary

PROCESS DESCRIPTION
The main plant facilities shall comprise receipt of LPG in road tankers, storage of LPG in two above
ground bullets of 100 MT capacity each, bottling of LPG in cylinders and despatch of filled cylinders at
different designated locations.
LPG shall be made available through road tankers from BPCLs locations at Vijaypur, Mumbai, Hazira
etc. LPG would be unloaded in two A/G bullets of 100 MT capacity each through differential pressure
method. LPG would be filled in the cylinders of different sizes through electronic carousal.of 12/18
stations. The filled cylinders after leak testing would be despatched for onward supply through
distribution net-work by trucks.
DESCRIPTION OF ENVIRONMENT & IDENTIFICATION OF ANTICIPATED IMPACT

Description of pre-project status and the impact on the existing environment after construction and
operation of the proposed project have been discussed with respect to the following components of the
environment with reference to pre-project environmental status. The status of important components of
the environment and its impact on them has been summarized below:
Land Environment

The proposed LPG facility shall be installed in the vacant land of 11 acres available adjacent to the
existing POL Depot premises. As the proposed site is within the industrial complex and has already
been declared by State Government as area for storage and handling of hazardous substances,, hence
there is no change in existing land use pattern. There is no solid and hazardous waste generation
during project activities and consequently any adverse impact on land is not envisaged. Thus, there will
be no change in the soil characteristics, land use pattern and landscape due to the construction &
operation of the facilities.
Climate & Meteorology

The meteorological data with respect to wind speed, wind direction, relative humidity and rainfall has
been collected during the study period and no deviation has been recorded with the secondary
collected related to meteorology and micro-climatic conditions. The proposed project is a non-polluting
developmental project and no adverse impact on the climate has been envisaged.
Air Environment

The baseline ambient air quality status and expected air quality status for the proposed project are
characterized using the following sources of data.

Ambient air quality data from selected six sampling locations within 10 Km. radius of study area.

Meteorological data collected for project site during study.


Existing Air Quality

To evaluate the baseline ambient air quality, a short term survey was conducted at six locations around
the proposed site including residential & rural area for a period of six weeks. During the survey period
the concentration of air pollutants namely SPM, RPM, SO2, NOx, CO, Methane & Non-methane in
ambient were measured. From the survey result it is concluded that the measured values of the air
pollutants, as stated above, are well within the limits specified under NATIONAL AMBIENT AIR
QUALITY STANDARD for rural and residential areas.

Due to the proposed project activities, the source of pollution may be categorized in two phases:

Executive Summary

During construction phase, the concentration of dust, SO2 and NOx may increase only for 8-12 hours in
day time. The existing status of the air environment is quite capable of assimilating the rise in dust,
SO2, NOx within the threshold limit. In addition to that conservative method of dust suppression by
sprinkling water shall be practiced. As regards annual average concentration, the pollutants shall
remain well below the annual average. Hence, the construction phase would not produce any stress on
the existing ambient air quality.
During operation phase, there is practically no source for continuous emission of air pollutants from the
proposed facilities. Sources of intermittent discharge of pollutants are insignificant and are limited to the
following:

D G set operated during failure of grid power supply.

LPG discharge from the vapour extraction system for cylinder filling area.

LPG discharge from safety valves in case of over pressure.


It is therefore, concluded that there is no point or non point sources of continuous emission of air
pollutants as stated above. The emission of above system shall be controlled as per standard fail-safe
practices adopted by BPCL.
Noise Environment

Noise monitoring programme was conducted at six locations within the study area representing rural
and residential areas. The noise monitoring survey reveals that the noise levels varies from 38 dB(A) to
52 dB(A) during night and day time respectively primarily due to movement of vehicles on the roads
near the site and surroundings. A little increase in the noise level during construction and operation has
been envisaged and duration during construction phase shall be 8 to 12 hours with maximum
incremental noise level equivalent to 10 dB(A) which will correspond to 3 to 4 dB(A) on day and night
levels. The incremental increase in the noise level during operation phase shall be 16 hours. Hence
impact on the air due to noise shall be practically insignificant during construction and operation phase.
Water Environment

The hydro environment of the present ecosystem consists of surface water (Lotic & Lentic) and ground
water. Rainfall equivalent to 1146.7mm on average regulates the hydro environmental balance of this
area. Most of the lotic and lentic system of water are ephemeral in nature. The study conducted to
assess the water quality reveals no abnormality with respect to its physico-chemical character. The
water consumption per day is 3.5 m3 out of which the expected wastewater generation shall be around
1.75 m3/day. For treatment of sanitary wastewater a sewage treatment plant consisting of septic tank
and soak pit have been considered. The septic tank and soak pit shall be designed in such a way to
restrict vertical percolation of the wastewater to protect the existing quality of ground water in the
surrounding area. The water requirement shall be met from the test borewell.
A rainwater harvesting program has been considered to harvest rain water in a pond with impermeable
plastic lining of capacity 30m x 15m x 4m in addition to ground water charging system.
The project will not discharge any effluent and shall harvest much more water than its annual
consumption. Hence, the water environment will receive a positive impact and catalyze the green
economy of the area.
Biological Environment

The proposed project is a green field for bottling and distribution of LPG in the nearby area for domestic
consumption and will be installed in the vacant land available within the existing POL plant premises.
There are no point and non point of emission or discharge of pollutants sources hence no adverse

impact on the biological environment is envisaged due to the proposed project activities and operation.
More over a considerable area of the plant will be covered by green belt; the same will provide food
and habitat to birds and smaller mammalian species. It will also nullify or stabilise the impact of
pollutants which may be generated. Thus, significant positive impact on fauna is foreseen.
Socio-Economic Environment

The proposed project activity is limited to storage & bottling of LPG in cylinders. The proposed LPG
Bottling Plant is a new one and there will be a scope for generation of direct/indirect employment.
During the construction phase, local people may be employed temporarily for construction works. Thus,
there would be a significant positive impact on the socio - economic environment for the proposed
project is foreseen. Moreover, the proposed project, during its operational phase would be able to
bridge the gap between the demand and supply of LPG for domestic use in surrounding areas which
would help in the development of quality of living.
ENVIRONMENTAL MONITORING PROGRAMME
A monitoring schedule, prepared in consultation with Madhya Pradesh State Pollution Control Board,
shall be maintained for the following environmental monitoring, and the test reports will be forwarded
regularly to the State and Central Pollution Control Boards:
Ambient air quality: Adequate number of sampling stations, as deemed fit by Madhya Pradesh State
Pollution Control Board shall be established for monitoring of ambient SPM, RPM, SO2, NOx & CO,
Methane & Non-methane Hydrocarbon. The measurements will be performed regularly with the
frequency of twice per week to evaluate 24-hourly concentration & 8 hourly concentrations (only for
CO).
Fugitive Emissions: Evaluation of hydrocarbons (Methane & Non-methane) in work zone area shall be
carried out weekly.
Wastewater Streams: Monitoring of wastewater streams shall cover all the parameters specified by
Madhya Pradesh State Pollution Control Board, with special emphasis on pH, Suspended solids,
Dissolve Oxygen, Oil and Grease etc. Methods prescribed in Standard Methods for Examination of
Water and Wastewater prepared and published jointly by American Public Health Association (APHA:
21st edition, 2005), American Water Works Association (AWWA) and Water Pollution Control
Federation (WPCF) and the manual on Water & Wastewater Analysis published by NEERI, Nagpur are
recommended.
Ground water quality: At least four ground water samples shall be collected and characterized for all
parameters specified under IS: 10500 once every post and pre-monsoon season and accordingly
action shall be taken as per the note provided for consultation.
Noise level: Noise generated by different sources and noise level within work zone & near boundary
walls shall be measured once in three months.
ADDITIONAL STUDIES
No additional study is required other than generic one. The project does not involve a massive
manpower. Hence, a little change is only expected in the existing socio-economic pattern. However, a
few beneficial impacts due to the project activities have been estimated.
The proposed LPG Bottling Plant shall be established in the 11 acres of vacant land available with
existing POL Depot. The entire area of 35 acres has been declared by State Government as prohibited

area for storage and handling of petroleum products as per Government of India Confidential Act 1923
Section 2(9) & 3. Hence the project does not involve any RR policy violation.
The Risk Analysis Report has been complemented as a part of this report separately.
PROJECT BENEFITS
The benefits of the proposed LPG Bottling Plant may be summarized as under:

Establishment of proposed LPG bottling plant near Bhopal will bridge the gap between demand
and supply of the area around Bhopal.
The proposed bottling plant will save the forest and increase the carbon reserve of the country with
additional advantage of high CO2 emission by using alternative source of fuel for cooking and other
purposes.

Improvement in Physical Infrastructure

No major physical infrastructural change or improvement has been envisaged due to establishment of
the proposed project. Due to implementation of water harvesting program about minimum 400 m3 of
water shall become available even in the dry period which will have some improvement in the microclimatic condition around the factory area. Further, the ground water charging system through water
harvesting program will improve the water storage capacity of aquifer around the project vicinity. The
green light program will improve the aesthetic value of the area in the vicinity of the proposed project
and free movement of the local people in night hours. The proposed project will further accelerate the
green economy of the area.
Improvement in Social Infrastructure

Due to establishment of proposed project, the transport system will improve in Bairagarh/ Bakania
area. This will bring improvement in social infrastructure.
ENVIRONMENTAL MANAGEMENT PLAN
Construction Phase

During construction phase, all precautionary measures would be made for dust suppression, soil
erosion and noise reduction. The effect due to construction will of temporary nature and will have no
permanent effect on the environment.
Operation Phase

Environmental impacts associated with operation phase include minor leakage of hydrocarbons during
transfer of LPG. Leakage may also occur from relief valves provided on the storage tanks in the event
of rise in temperature or pressure. To check the release of hydrocarbon cooling by water spraying has
been provided in the system which operates automatically and maintains the temperature of the
storage system and valve. Hence if there is any release that will be insignificant and shall remain within
the threshold limit.
Air Emissions

There is practically no source of air pollution in the proposed facilities. All the storage tanks are leak
proof and products are handled through closed pipes and adopting proven technological art and
options. The sources of atmospheric emissions are limited to the DG Set (1 no.) which shall be
operated in case of power cut. Even when the DG set is operated, emissions of SO2 and NOx shall be
within the threshold limit. The stack height of the DG set shall be as per prescribed standard (more
than 6.2-mtrs).

Executive Summary

Wastewater

No waste water shall be generated from the proposed LPG Bottling Plant. A little quantity of spillage
from the fire hydrant system and wastewater from mock fire drills may be expected. That shall be
collected in a sump through surface drains. Waste water from the sump shall be utilized quantitatively
for irrigation of green belt, lawns, gardens, etc. Sanitary waste water from canteen, wash rooms and
toilets (3.0 m3/ day- maximum) shall be disposed off in Soak Pits of adequate capacity.

Rain water from all the building and clean area shall be harvested and systematically routed to ground
water recharging systems.

The net surplus available water due to rain water harvesting in the pond equivalent to 400 m3 shall
enhance the aesthetic view of the area and ecological & environmental condition. The pond in due
course may be used for aqua-culture also and the positive impact in the environment and socioeconomic condition shall be accelerated.

Solid Waste Management

A little solid waste generation during construction of the proposed project can not be ruled out. The little
solid wastes generated during the construction phase will be utilized for land filling/levelling in the low
lying areas within the Plant premises.

Executive Summary

Afforestation Program

About 5 acres of land is available in north direction adjacent to proposed bottling plant wherein different
varieties of plants have been planted. More and more plants shall be planted in the available vacant
spaces. Further, lawns and gardens with ornamental trees shall be planted in vacant land within the
plant / storage area.
Preventive Maintenance / Planned Inspection

Preventive Maintenance and planned inspection of the facilities will be done in accordance with OISD
and as per schedule. Record keeping for jobs done would be maintained. The intermittent inspection
and maintenance schedule would be prepared as per directive and procedures laid down by OISD.
In addition to above management plan, the project will emphasize the following programs to catalyze
the green economy of the nation:
Green Light Program

It involves installation of energy efficient lighting system which reduces indirectly generation of oxides
of Carbon, Nitrogen and Sulphur. However, there shall not be any comprise with required illumination
at working places.
Golden Carot Program

This program involves super efficient refrigeration cooling system and installation without the use of
CFC. (No CFC)
Energy Star Program

Use of energy efficient electrical appliances including computer etc.


BPCL shall pay proper attention to improve the working environment by adopting the principle of
Ergonomics in the following line of action:
In order to maximise the working and skill capability of the work-men, the Environmental Management
Plan considers the strategy and goal of Ergnomics. The application of ergonomics will reduce the
Muscular Skeletal Disorder (MSD). Attempts shall be made to make the Working Environment

to fit the Workmen instead of forcing a workman to adopt the Working Environment.
Compliance of Terms of Reference
The bottling of LPG is listed at Sr. 6(b) of EIA Notification 2006. As per the notification, the proposed
project is required to obtain environmental clearance of State Expert Appraisal Committee. Accordingly
M/s BPCL presented their case with Madhya Pradesh State Expert Appraisal Committee (MPSEAC).
The case was listed as Case No. 554/2010 for consideration. After presentation by BPCL, MPSEAC in
its 58th meeting held on 02.06.2010, has approved 12 points of TOR. The compliance of TOR is
presented below.

Mode of transport of LPG from refinery to


bottling plant is road tanker and LPG filled
cylinders are transported through trucks to
LPG dealers. Due to explosive nature of LPG,
transport of bulk LPG from refinery to bottling
plant as well as filled cylinders from bottling
plant to dealers poses risk. Hence, extreme is
to be taken so that the LPG tankers as well
as trucks carrying LPG cylinders are not
involved in any accident like collision, overturning which may pose danger in the form of
gas leak. The tankers should be rigid enough
and should be constructed as a pressure
vessel. The weld seams should be 100%
radiographed and should be provided with
two safety valves at the top. The health of
tankers should be checked by nondestructive testing after a lapse of 3 to 5
years. The vehicle should carry appropriate
emergency equipment. This will normally
include a tool kit, emergency lighting and first

Bulk LPG tank-lorry should have labelling as
to the nature of substance being carried i.e.,
flammable and explosive as well as the
information panel which give information on
the hazards of the chemical and action to be
taken on emergency such as HAZCHEM
code number, UN number etc.
The driver of the road tankers should have
adequate training as to what to do during
emergency. He should carry a TREMCARD
which will include what actions are to be
taken during emergency on the road. The
drivers of the truck carrying LPG cylinders
should also be trained to meet any
emergency on the road and should carrying a
TREMCARD which will indicate the actions to
be taken in case of emergency. However, the
specification of bulk LPG carrier and the
associated safety features shall be as per
OISD-157.
BPCL has envisaged for storage of about
1400 empty cylinders and storage of about
2000 filled cylinders. Presently these
storages are sufficient to cater the
requirement. In case any emergency arises,
BPCL shall take help of their other nearby
LPG bottling plants at Indore & Jabalpur for
providing empty cylinders and for storage of
filled cylinders. The bottling plants of Indore
and Jabalpur are located within 300-kms
distance of Bakania bottling plant.
Risk Analysis Report prepared.
On-site emergency plan has been discussed
in Chapter-5 (DMP) of RA Report.
An Off-site emergency plan shall be prepared
and finalized by BPCL in consultation with
local industries and administration.
Monitoring of Methane and Non-methan
hydrocarbon in ambient air as well as in work
zone area of bottling plant has been
discussed in Chapter-6 (Environmental
Monitoring Program).

The existing POL Depot of BPCL is in good


compliance with the norms and guideline
provided by the State as well as Central Pollution
Board. Adequate mitigations measures have
been suggested in EMP to meet the required
compliance.
Source of water is ground water. Ground Water
requirement (3.5 KLPD) shall be met by bore well
to be dug within proposed bottling plant premises.
Since the requirement of ground water is
insignificant, no permission is required for
drawing ground water. The requirement is too low
to impart any adverse impact on the ground water
reserves of the site and surroundings of proposed
LPG bottling plant. Further, a ground water
survey indicate that the ground water yield of the
site & surroundings range from 500 to 800
gallons/hour. This yield appears to be above
average yield and the impact due to drawl of 3.5
KLPD shall be practically nil.

As per standard practice followed by BPCL.


Normally, mock drill is conducted once in a
month.
No hazardous waste (oil-sludge etc) shall be
generated from operation of proposed LPG
bottling Plant. The details of solid waste
management plan have been presented in
Section 9.5 of Chapter-9 (Environment
Management Plan).
BPCL shall provide peizometric hole in LPG
plant area to periodically monitoring of quality
of Ground water.
In order to assess the present status of ground
water in and around Bakania bottling plant, BPCL
appointed M/s New Patal Manthan of Bhopal, an
agency expert in the field of assessing status of
ground water. As per the study conducted by M/s
New Patal Manthan, Bhopal, it has been
evaluated that water bearing zones in and around
bottling plant may be tapped at the depth of 53
Mtrs to 59 Mtrs, 82 Mtrs to 88 Mtrs, 153 Mtrs to
159 Mtrs, 188 Mtrs to 184 Mtrs and 212 Mtrs to
218 Mtrs etc.
Expected yield of 800-1000 gallons per hour from
a tube well of dia 8 and depth equivalent to 218
metres.
