Package 2 - South Approach Bridge and Road

2.2.1 Project Manager

The Project manager is responsible for the establishment of the Project Health and Safety
Program. This program shall be drawn in accordance with our safety policies and to let
Construction Engineer of JV Site Management Committee, such as Sub-structure Engineer,
Superstructure Engineer, Pavement/Material Engineer and Safety Officer to execute site
safety practice.
Accident prevention procedures shall be included in all site activities to follow the tight
safety planning. The Project Manager, in the duty, shall coordinate with the work progress,
project health and safety program with assistance by Safety Officer.
The Project Manager also shall take responsibility for the construction of SMCC's Scope.
Construction method and procedures shall be included in all site activities to follow the
tight Safety Policy.
Project Manager shall take actions as follows:
a) To direct the activities of the Safety Team as the Project manager

To encourage the health and safety program

To measure accident prevention plan by coordination among site works.

d) Site Safety Patrol.

To make program and execution of safety training for workers

f)

To delegate and to authorize the Safety Officer for execution of safety program

g)

To preserve the safety motivation in the project site by taking part of safety activities

h)

Quick and accurate action for accident and emergency matter and prevention Measure
for recurrence

2.2.2 Safety Officer

The Safety Officer is delegated powers for the safety matter and authorized by the Project
Manager. He shall be responsible for the Site Safety and Health Program of SMCC and VEC
Joint Operation.
The Safety Officer shall take leadership for both of two
divisions.

And he shall report to the Project manager and shall execute site health and safety program
of each step and any levels of the works in the Project.
As the person in charge of the health and safety program, he shall conduct and consult for
any site safety matters. His practice should be met to the Safety Policy of the Project
Manager and should be guide senior managers in the organization, such as Road Work
Manager, Sub-structure Manager, Super-structure Manager in the SMCC's Organization and
Deputy Project Manager, Structure Manager and Road and Paving Manager in the VEC's
organization.
And also Safety Officer shall make guidance to any supervisory staffs in compliance with the
health and safety program.
Safety Officer should have good enough experience to execute and to complete the safety
activity throughout the period of the Project.
The specific responsibilities of Safety Officer are as follows.
a) Coordination of the site safety activities to represent the Project Manager
to carry out the Employer's health and safety requirements.
b) To preserve and to improve site safety condition and to report to the Project
Manager about activities of the health and safety program.
c)

As the person of execution for Health and Safety Policy of SMCC and
VEC Joint Operation.
Safety Officer has to proceed safety measure especially to
reveal potentiality of hazardous.

d) Safety Officer shall propose the safety and health program in accordance with the
Safety
Policy and shall lead the project to fulfill the objective with setting up both of short-term
targets and long-term targets
e) To Draw out the Safety Report periodically and occasionally. The safety report
shall be delivered to concerning and shall be made filling by his responsibility.
f) To arrange safety patrol and safety inspection, Safety Officer shall report the

results to the Project Manager and management staff of construction for

improvement.
g) To organize periodical safety meeting
h) To execute safety induction and safety training for site workers timely.
i) To set up safety manner such as first aid kid, appointment of
emergency hospital, formation for rescue, emergency liaison system,
etc..
j) To establish the Fire Control System, and to practice fire
prevention organization and fire training.
k) Investigation, research and report for accident incident and any other
affaire related to safety.
1) To take countermeasure against accidents to consider either particular reason

on the works or lack of worker's skill.

m) Assistance for sub-contractor's health and safety program of each site work .
n) Entrance inspection and permission for site works
p) Publicity for development of health and safety knowledge

2.2.3 Deputy Project Manager

Deputy Project Manager lead JV's Safety Management System to cooperate with
Project Manager and he shall manage whole VEC' s organization. He has to
communicate with Safety Officer of SVJV and Site Manager and Safety Leader ~f-yEC.

Deputy Project Manager shall manage whole VEC's safety organization. He has to contact
closely and well communicate with Safety Officer. He give safety instruction to Bridge
Work Manager and Road Work Manager of VEC and receive reports from them.

2.2.4 Superstructure Manager (SMCC)

Super structure Manger take care whole works for the superstructure works in the scope of
SMCC. He was delegated and authorized the power to manage all construction process of
superstructure including health and safety matter.
Superstructure Manager should manage the construction process and activities of
superstructure in consideration of health and safety factors.
The practices are:
a) To establish construction method and procedure after due consideration of health and
safety manner.
b) To establish health and safety program for the works to follow the Project Safety Policy

c) Monitoring and improvement of work method and work procedures to satisfy regulations
of health and safety and safety program.
d) Induction and training for site staff including sub-contractor and workers to fulfill work
procedure.
e) To execute site patrol to confirm the work to be carried out to follow the safety procedure.
He should give instruction daily to improve the work for health and
safety.
f) To report site situation including health and safety matter to the Project Manager

g) To attend safety events that are held by Safety Officer.

2.2.S Substructure Manager (SMCC)

Substructure Manager take care whole works for the substructure works including bored
pile works in the scope of SMCC.
He was delegated and authorized the power, to manage all construction process of

substructure including health and safety matter.

Substructure Manager should manage the construction process and activities of
substructure in consideration of health and safety factors.
The practices are same as the Superstructure Engineer

2.2.6 Road Work Manager(SMCC)

Road Work Manager take care whole works for Road earthworks , rainwater drainage
works, road paving works and related road facilities works in the scope of SMCC. He
was delegated and authorized the power to manage all construction process of above
mentions works including health and safety matter.

Road Work Manager should manage the construction process and activities of
above mentioned works in consideration of health and safety factors.
The practices are same as the Superstructure Engineer

2.2.7 Site Manager(VEC)

Site Manager shall assist Deputy Project Manager for site work of VEC's scope. He takes
responsibility for site work and shall give instruction to the Bridge Manager and Road
Work Manager of VEC.

2.2.8 Bridge Work Manager(VEC)

Structure Manager take care whole bridge works in the scope of VEC.
He receive instructions for bridge works and report to Deputy Project Manager.
The practices are same as the Superstructure Engineer
2.2.9 Road Work Manager(VEC)
Road and Paving Manager take care whole bridge works in the scope of VEC. He receive
instructions for road earthwork, drainage work, road facilities work , asphalt paving works
and miscellaneous works related road work. And he report to Deputy Project Manager.
The practices are same as the Superstructure Engineer
2.2.10 Site Engineer
The Site Engineers are directly supervise of site activities in this Project. They are responsible
for the performance of each step of site works, site activities in accordance with safety program.
The Site Engineers should give guidance and advise to sub-contractor's site leader

in accordance with work method and work procedure.

The practice of Site Engineer are as follows.
a) To follow construction method and procedure and to give daily work programs including
health and safety instructions.
b) To follow health and safety program for the daily works in the program of daily works
c) Monitoring and improvement of performances to meet for work method and work
procedure of health and safety and safety program.
d) Induction and training for site workers to fulfill site health and safety manner and work
procedure.
e) To execute daily site patrol to confirm the work to be carried out to follow the daily work
program. He should give instruction in the daily work program daily to improve the work
for health and safety.
f) To report site situation including health and safety matter to his senior, such as

Superstructure Manager, Substructure Manager of SMCC and Bridge Work Manager and
Road Work Manager of VEC.

g) To attend site safety patrol that are held by Safety Officer.

2.2.11 Sub-contractors
a) Management of sub-contractor shall fully understand the Project Health and Safety
Plan and the Health and Safety Policy.
b) Site leader of sub-contractor has to understand construction method and procedure and

has to lead workers for proper safety manner

c) Site leader should take part in daily schedule meeting and take action for daily

work program

work procedure of health and safety and safety program.
