The Moorestown Township


Council passed the 2015 proposed
budget on first reading in a fourto-one vote on Monday, April 13.
Residents will see a 2 percent tax
rate increase if the proposed
budget passes.
The total multipurpose tax is
$0.412 cents per $100 of assessed
property value, which is a total
increase of eight-tenths of a cent.
That represents a $36 annual increase for the average assessed
home of $446,500.
The 2 percent increase is made
up of a 1 percent increase for the
library budget, which is a state requirement, and a 1 percent increase of the municipal budget.
The current fund for the budget is $23.8 million, with the water
and sewer utilities fund budget at
$9.2 million. According to
Moorestown chief financial officer Tom Merchel, the municipal

At the last Moorestown Council meeting in March, an ordinance on abandoned properties


and open space encroachment
was set aside to be split into two
separate ordinances. Those ordinances were reintroduced at the
April 13 Moorestown Council
meeting.
Council passed both ordinances on first reading unanimously at last weeks meeting.
The second reading of these ordinances will be at the April 27
council meeting at 7:30 p.m in
Town Hall.
The ordinance on abandoned
and vacant properties includes
amendments to definitions, regulations for vacant properties and
abandoned properties, and viola-

tions.
The ordinance defines a vacant
home as any building used or to
be used as a residence which is
not legally occupied or all lawful construction operations or
residential occupancy has ceased,
and which is in such condition
that it cannot legally be reoccupied without repair or rehabilitation.
An abandoned home is one that
has not been legally occupied for
six months and includes: a need
of rehabilitation that hasnt
taken place for six months; construction that was discontinued
for six months; at least one tax
payment that is unpaid or delinquent; or the property has been
deemed a nuisance.
According to the ordinance, the
property owner is given 30 days
after the building became vacant,

30 days after they assume ownership of the vacant property or 10


days after a receipt of notice from
Moorestown to file a registration
with the township clerk.
The registration includes information for a person designated by
the owners as the one to receive
notices of code violations and
legal notices for the property, as
well as information for the designated person to maintain the
property. One or both of these
people can be the property owner.
They will be responsible for securing the property and posting
signs informing people the property is vacant. Fines for violations are between $100 and $1,000.
The initial registration fee for
each building will be $500, with a
$1,500 renewal fee, a $3,000 fee for

a second renewal, and a $5,000 fee
for each renewal after that.
The registration shall remain
valid for one year, and the owner
shall be required to renew the
registration annually as long as
the building remains a vacant
property.
A public officer will be appointed to oversee abandoned properties, and will create and maintain

a list of them.
Once a property is established
as abandoned, the public officer
will send a notice to the owner on
record to inform them their property has been declared abandoned, or post notice on the property if the owner is unknown.
If the designated person fails to
maintain and keep up a vacant
and abandoned property, a notice
shall be sent out, requiring the
person or entity to correct the violation within 30 days of receipt.

Budget not close to cap

increase is due to a $203,000 increase in budget appropriations
and a $233,000 decrease in revenues.
This decrease was due to the
township using less surplus and
collecting fewer delinquent taxes
this year. The township is using
$2.03 million in surplus this year,
which is $85,000 less than last
year, leaving $5 million remaining in surplus. According to
Merchel, last year, the township
made up for delinquent taxes not
collected the previous year. That
means there was less money to
collect this year.
No staff or services were cut
from the budget.
Councilmember Stacy Jordan

said she felt it was a very responsible budget, and Councilmember


Greg Newcomer was happy the
budget didnt cut any jobs or services.
They, along with Manny Delgado and Phil Garwood, approved
the budget, and Mayor Victoria
Napolitano voted no.
Napolitano chose not to elaborate on why she chose to vote
no, however when questioned
by citizen Robert Gorman, she
did say she didnt propose cutting
anything from the budget.
The public hearing for the
budget is scheduled for May 18 at
7:30 p.m. in the Town Hall. A copy
of the budget will be available on
the
township
website
at
www.moorestown.nj.us.
Other budgetary items passed
were an ordinance on first reading to exceed the municipal budget appropriation limits and establish cap bank, and a budget reso-

lution establishing a tax levy of


the Moorestown Open Space,
Recreation and Farmland and
Historic Preservation Trust Fund
Program.
According to township manager Scott Carew, the ordinance is
only to establish cap bank, and
the township isnt even close to
exceeding the 2 percent cap.
This is not the part to exceed
the municipal budget, this is the
part to establish a cap bank. The
township is nowhere close to coming to that.
This just necessary for council to do, Carew said.
Council unanimously passed
the budget resolution establishing a tax levy of the Moorestown
Open Space, Recreation and
Farmland and Historic Preservation Trust Fund Program, which
establishes the open space tax
levy at $0.01 per $100 of assessed
property valuation for 2014.

MFS student wins prize for books

Moorestown resident and
Friends School senior Adam
Mohsen-Breen decided to do
something about a problem he
saw. He believes the Muslim community has been getting a lot of
negative press as of late. Unfortunately, because of this, bullying
in the Muslim community isnt
unheard of.
So Mohsen-Breen wrote childrens books to educate the youth
about the Muslim community
and how bullying because of
their religion affects them negatively.
Because of
these books,
Mohsen-Breen was awarded a
certificate of accomplishment for
the Princeton Prize in Race Relations, a national awards program
that recognizes students whose efforts have had a significant positive impact on race relations in
their communities.
Mohsen-Breens entry to the
program highlighted three childrens books he authored about
Islam to challenge Muslim stereotypes and discourage bullying:
Grandfathers Promise, Laila
and Gabe and Tareks Lesson.

Each book addresses a different


type of bullying against Muslims
and stresses community responsibility.
As a Muslim, and the son of a
Cuban father and an Egyptian
mother, Mohsen-Breen saw a
need for picture books that would
make children think critically
about religion and race.
It was important to me to
raise awareness for this issue, especially with our media coverage
almost always associating Islam
exclusively with violent fanatics,
ignoring the basic nonviolent
tenets of the religion, MohsenBreen said.
Mohsen-Breen grew up loving
to write and used it to express
himself. Along with his own experiences of racism, as well as his
familys and children in focus
groups who also experienced bullying, he decided to put all of
those stories into books about the
Muslim community.
I think what inspired me to
write the books was seeing how
members of my family and community have been targets of bullying, solely because they were
Muslim, Mohsen-Breen said.
Another thing that motivated me
to write them was the almost ex-

bout 10 years ago, we started a


contest of sorts that helped us
give back to the community of
Haddonfield.
In the contest, we ask residents of
Haddonfield which, at the time, was
one of the only towns where we had a
newspaper to submit short essays
telling the community why a local nonprofit group deserved to receive a donation. We gathered all the nominating
essays, published them and held a community-wide vote to see who was most
deserving.
After we tallied the votes, we donated $500 to the organization that won,
and we also gave $100 to the person
who wrote that particular essay. For
us, this contest which we called The
Ray of Hope was a way for us to give
back to the community in an extremely impactful way.

often do as much for the community as
the larger, more well-known non-profits do, but they just dont receive the
same attention, or financial backing.
Were not saying that the March of
Dimes, Red Cross or other non-profits
dont support worthy causes or are not
deserving of donations; were just saying the $500 we were donating had
more of an impact on the local town
organizations, since they operate with
a much smaller budget.
Last year, as we celebrated our com-

panys 10th anniversary, with now 10


newspapers that we publish, we expanded on this idea by creating The
Ray of Hope Fund a part of the Community Foundation of South Jersey
to make similar micro-donations to
community organizations that have a
significant impact in the neighborhoods they serve.

donations over the last year, and are
still collecting them online at

Police make arrests for shoplifting, possession

Helzberg Diamonds on Nixon Drive when
the victim removed the ring, placing it on

On April 8, a 38-year-old man of Cinnaminson was arrested and charged with


shoplifting. He took two pairs of shorts and
a mens polo shirt, total value $138, from
Boscovs Department Store in the

Moorestown Mall. He was released on a


summons.
On April 10, a 25-year-old female of
Williamstown was arrested and charged
with shoplifting. She placed two boxes of
beauty creams in her coat pocket valued at
$36.98 from Marshalls Department Store.
She posted $35 on a warrant and was released.
On April 12, as the result of a motor vehicle accident, a 19-year-old individual of
Palmyra was arrested and charged with
possession of marijuana under 50 grams
and possession of drug paraphernalia, a
grinder. The individual was released on a
summons.

thing I want to get across with
these books is that teachers, families and communities can make a
big difference in these types of
situations. Students with a strong
community affiliation softens the
effects of bullying and makes
them more able to cope with that
kind of drama, Mohsen-Breen

was ecstatic. He didnt think he
would get any recognition for his
books and wasnt going to continue with publishing books. However, winning the prize inspired
him and gave him more motivation to continue.
I was incredibly honored to
receive the Princeton Prize. That
really gave me a lot of motivation
to continue doing this work and
make my books available to a
larger community. It gave me a lot
of motivation and inspiration,
Mohsen-Breen said.
Mohsen-Breen and his family
were invited to a reception in
honor of the award winners on
Wednesday, April 15 on Princeton
Universitys campus, which coincidentally was also MohsenBreens birthday.
It was great! It was a nice way
to celebrate my birthday with my
family, and my grandparents
were able to come, too, MohsenBreen said.

There were other prizewinners


who attended the reception along
with Mohsen-Breen, and each received an award and shared a bit
about their projects. MohsenBreen felt a little nervous because
of all the incredible people who
were there. However, he ultimately was happy to share more about
his books and make more people
aware of the issues that Muslims
can often face.
Mohsen-Breen will be attend-

ing Harvard University this fall.


Although he is unsure of what he
wants to do, he is thinking of concentrating in Middle Eastern
studies, though definitely wanting to continue writing.
For now, Mohsen-Breens book

looking to get it available at the
iBooks store. He will have print
copies later in the month and in
the middle of May.

Dept. of Parks & Recreation
The Department of Parks &
Recreation is pleased to have the
support of many organizations in
Moorestown. An instrumental
relationship is the one between
the department and the Recreation Advisory Committee. This
independent,
advisory
body
works closely with the director of
Parks & Recreation to ensure a
wide variety of activities are offered to residents of Moorestown.
The RAC serves in advisory capacity to both the department and
Moorestown Town Council. The
members of this committee come
from many different backgrounds
and offer insightful and important perspectives on recreation.
The RAC is filled by community members whose mission it is to
provide the Moorestown Community with outstanding services.
The most unique element of this
committee is the Teen Member
seats. This year, the department
is pleased to announce an increase in student participation.
The Department of Parks &
Recreation is looking for high
school students entering 10th and
11th grades in fall 2015 to participate in this committee. Teen
Member seats in the past had
been limited to two positions, but
this year, the RAC is seeking applicants to fill four seats.
The Recreation Advisory Committee Teen Member positions
are open to all Moorestown High
School rising sophomores and rising juniors. The sophomore position is held for two academic
years, from September-June, and
the junior position is help for one
academic year. The committee
does not meet in July and August.
As a Teen Member it is important
to have a variety of perspectives
and a variety of backgrounds to
work with the RAC. Recreation is
no longer simply defined as
sports or outdoor activity.
Recreation encompasses a variety
of activities and events that allow
community members to come together and participate as a community. The RAC is essential to
the development of recreation

programs and the input of the


teens on this committee helps to
shape programming.
This spring, the department
asks all interested rising sophomores and juniors who are interested in applying to respond to
this Call To Serve. As with any
township committee, residents interested in applying for a committee are to complete the Call To
Serve application listed on the

website.

On May 8, CTS will celebrate
its 25th anniversary. To commemorate this great milestone and all

Shining Star Gala at the Skybox
Event Center in Philadelphia.
The gala promises to be exciting, fun and will reflect CTSs
mantra of confidence, competence and hope.
There will be fabulous food,
great music, surprise celebrity

guests, VIP events such as a wine


tasting and fantastic auction
items including a fully stocked
bar, golf trips, Philly dining experiences, jewelry, box seats to
major sports occasions and more.
