Shelters, rape crisis centers and other domestic and sexual violence service providers are facing
decreased funding levels due to a struggling economic climate, while simultaneously facing increased
demand for services. Many programs are forced to turn away victims who are desperate and have nowhere
to go. CDC data reveals that almost 1 in 5 women will be the victim of rape or attempted rape in her
lifetime. Attention to campus and military sexual assault as well as high profile cases has meant more
victims have come forward needing recovery services. According to a 2014 survey by the National Alliance
to End Sexual Violence, more than 1/3 (39%) of the nation's 1,300 rape crisis centers have a waiting list for
critical services while over 40% have faced a reduction in staffing over the past year. Moreover, over 1/4 of
rape crisis centers had to decrease the number of prevention education services due to insufficient funding
while almost 20% of programs could not provide services within one month of a request. The National
Domestic Violence Counts census found that in just one day during September 2014, while more than
67,500 victims of domestic violence received services, almost 11,000 requests for services went unmet due
to lack of funding and resources. Of those unmet requests, 56% were for safe housing. Also, in 2014,
domestic violence programs laid off nearly 1,400 staff positions, in addition to 1,700 staff positions laid off in
2013. Almost 75% of these laid off positions were direct service staff, including counselors, advocates and
children's advocates. Given reduced funding and staff, local programs had to reduce or completely
eliminate over 1,800 services, including emergency shelter, legal advocacy, and counseling.
The federal government funds critical programs at the U.S. Departments of Justice (DOJ) and Health and
Human Services (HHS) that reach into every community across the nation to provide safety, access to
services and justice for victims of domestic violence, dating violence, sexual assault and stalking.
STOP (VAWA, DOJ) allows states and communities to develop coordinated community responses
to these four crimes, which improves the criminal justice and wider community response.
The Sexual Assault Services Program (VAWA, DOJ) is the federal governments only funding
source dedicated to sexual assault services and funds rape crisis centers in every state.
The Family Violence Prevention and Services Act (FVPSA, HHS) is the federal governments only
dedicated funding stream for domestic violence shelters and outreach programs.
The Victims of Crime Act (VOCA, DOJ) is a non-taxpayer fund that supports over 4,000 victim
services agencies across the nation to help victims dealing with the immediate aftermath of a
crime.
The Rape Prevention and Education Program (RPE, HHS) supports rape prevention and education
programs for communities and schools.
These state formula grant programs are the essential foundation of our nations response to violence, and
their successes are tangible. They require sustained and increased funding to meet the potential and
promise of the recently renewed VAWA and other federal laws.
VAWA and related discretionary programs complement the state formula grants by propelling innovation
and providing targeted responses to domestic violence, sexual assault, dating violence and stalking. Each
program detailed in the attached chart works together with the others to provide a comprehensive response
to victims of violence. These include lifesaving legal services; funding for services in rural and remote
areas; transitional housing and housing vouchers for victims rebuilding their lives after violence and abuse;
law enforcement improvements such as Sexual Assault Response Teams, initiatives to address the rape kit
backlog, and homicide reduction initiatives; services to underserved victims including disabled and elderly
victims; programs aimed at children, youth, and college students; projects addressing courts and visitation;
programs to respond to the epidemic of sexual assault and domestic violence on tribal lands; and projects
2
addressing violence in the workplace; a national domestic violence hotline; prevention programs and public
health responses to violence and abuse. Additionally, the Department of Educations Office of Civil Rights
(OCR) should receive additional funding to continue its work to bring about lasting change on campuses
and in K-12, including holding schools accountable and making sure that student survivors receive
counseling and other vital accommodations. These programs must receive sustained and increased
funding to ensure that our communities can build on our years of progress and meet the needs of ALL
victims.
We call on you to support increased funding for these vital programs. If you have any questions, please feel
to contact Monica McLaughlin, National Network to End Domestic Violence at mmclaughlin@nnedv.org or
Terri Poore, National Alliance to End Sexual Violence at terri@endsexualviolence.org.
Thank you for your continued leadership in keeping victims safe and healthy.

PLEASE NOTE: This chart will continue to be updated throughout the FY 2016 Appropriations process.
Updates can be found at www.nnedv.org/funding.
* Rescissions and sequestration: In FY13, most discretionary programs, including those at OVW, were subjected to Sequestration cuts between 5-7%. The final bills
included the following rescissions from OVW from unobligated or deobligated funds: FY13 and FY14, $12 million; FY15, $16 million.
In FYs12-15, and in the Presidents FY16 Budget, $4 million has been set aside in GTEAP for a homicide reduction initiative.
VAWA 2013 consolidated youth and prevention programs into two programs. Appropriators funded these programs as one consolidated program for the past
several years. The individual programs are called the CHOOSE program and the SMART program.
VOCA: The Presidents FYs 14, 15 and 16 Budgets proposed setting aside $25 million dollars from the amount of money released from the VOCA fund for the Vision
21 initiative, $20 million for tribal victim services and $10 million to address trafficking. In the final FY14 and FY15 bills, Congress appropriated $12.5 million
for the Vision 21 initiative from its general CJS funds and not as a set-aside of VOCA funds. We support $35 million for Vision 21 through CJS funds. Tribal funding: We
support establishing a VOCA Tribal funding stream at 10% of VOCA funds.
FVPSA, the National Domestic Violence Hotline, and DELT A are authorized through the Family Violence Prevention and Services Act (FVPSA).
**This funding increase would maintain and increase capacity of the National Domestic Violence Hotline, fund a tribal domestic violence hotline, and other hotlinerelated projects.
PHHSBG is authorized through the Public Health Services Act and includes a mandatory set-aside for providing services to rape victims and for rape prevention.
The sex-offense set-aside was not cut by sequestration in 2013.
This program is for a comprehensive new initiative aimed at closing identified gaps in the fight against violence against women. This initiative will target $15 million
to improve law enforcement and prosecutorial response to sexual assault by bringing intensive resources to 11 jurisdictions and $6 million to implement a domestic
violence firearms lethality initiative in approximately 7 jurisdictions. The initiative will include a focus on using evidence-based interventions, where available, and
documenting and evaluating results with the goal of identifying successful models that can be replicated across the nation. The Presidents 2016 Budget proposes
$21,000,000 for this program.
^ This new key initiative, part of the tenant-based rental assistance in Public and Indian Housing, would allow DV, SA, Dating, and stalking victims to acquire an
emergency transfer from their current housing, when they are no longer safe, into new housing without having to become homeless or go to shelter. This will meet a
crucial need of survivors, prevent homelessness and increase safety. The vouchers will help fulfill the emergency transfer policies mandated by VAWA 2013.
