Material Assistance
Seeds and Planting materials
Through the Crop Production Division, BPI has distributed a total of 311.94 kilos free
either for planting to support the backyard gardening and/or for further multiplication to
various BPI Centers. For Gulayan ng Masa Project, BPI Central Office has distributed
2,259.719 kgs to its beneficiaries.
Table 15 and 16 shows that a total of 14,264 pcs of sexually and 2,266 asexually
propagated fruit trees, were distributed free to the different clientele of the agency.

Guimaras NMRDC had distributed a total amount of 250 biocon cultures/fruitfly


baits/test insects were provided free in ME trays and one (1) maturity indeces in mango was
packaged.
Crop Research Division had provided a total amount of 18,436 assorted vegetables,
seedlings/cuttings to clients free of charge.
A total of 105 pcs of assorted sexually propagated plant materials and 664 pieces
asexually propagated planting materials were given free by the Davao NCRDC. Likewise, it

has also given free corn seeds of 228 kgs. Eleven kilograms of okra, pole sitao (10.10 kgs),
bush sitao (10 kgs), ampalaya (1.6 kgs) were given free. On the other hand, 1,493 plantlets
were given free.
IEC materials
The Baguio NCRDC through its Farmers Information and Technology Services
(FITS) produces various information, education and communication (IEC) materials for
distribution to clients. A total of 470 various IEC materials were distributed to 378 clienteles.
The Crop Protection Division has produced and printed 50 copies each of IEC
materials on rodents, locust, tungro and bacterial leaf blight and 8 tarpaulins with different
information on pests of economic importance, e.g. rodents, locust, tungro etc.
The Agricultural Crop Research Division had given free 208 brochures/informative
materials on malunggay production using seeds and cuttings, technology on processing of
malunggay foliage as reference guides for small scale/commercial production and livelihood
projects during attendance to exhibits and the like.
Davao DNCRDC had distributed 340 IEC materials to Centers guests and other
clientele.
Technical Assistance
Technical Advisories
Technical advisory services were made by the Crop Production Division during 7 field
visits conducted, 580 advises to walk-in visitors and 1,328 phone-in inquirers.
Baguio NCRDC had also provided 1,523 technical advises and a total of 1,410 walkin clients were provided with various technical information and advises by the technical staff.
Majority of these are farmers and entrepreneurs who come to Baguio NCRDC to avail plant
materials and seek technical advises on production-related problems.
Resarch Division had provided technical advises to 2,022 persons through phone
calls and walk- in inquiries regarding production technology of horticultural crops,
vermiculture and composting, tissue culture, mushroom production and other related
activities.
The Laboratory Services had accommodated 804 phoned-in and walked-in inquiries
on physico-chemical, microbiological, pesticide residue and pesticide formulation analysis,
food processing, trainings and seminars being offered by the Division, etc. were entertained
at the Division and at its satelitte laboratories.

Los Banos NCRDC had provided assistance to 12 training/seminar conducted by
different agencies/institutions concerning malunggay production; vegetable gardening;
vermicomposting and high value crop production; s eed production and storage; climate change;
nursery management; seed production of cucurbits; low-cost bamboo greenhouse and seed
processing and Storage; and organic vegetable production.

Its staff had provided information on v egetable gardening in phone-in radio interviews
conducted by John Enriquez in Maunlad na Magsasaka of DZAS and DZMM in Bago Yan Ah!.
Besides the conduct of on-station trainings, the technical staff of Baguio NCRDC was
also requested as resource persons on 15 occasions of various trainings/seminars
conducted by other agencies or upon request by various institutions.
The BPI through the Crop Protection Division has provided technical assistance to 11
trainings mostly on Traning of Trainors on Rice Self-Sufficiency Program (RSSP) in different
parts of the country.
Guimaras NMRDC had accommodated 3 radio/telephone/T.V. interviews
Some staff of the Crop Research Division acted as resource speakers in six (6)
trainings in the areas of Training of Trainers on mango, Urban Vegetable Gardening,
Malunggay Culture and Processing, Urban Gardening and Organic Farming, Herbal
Production (Medicinal and Culinary Arts) and Benefits of Medicinal Plants and Herbs which
were attended by 95, 65, 178, 40, 25 and 25 participants, respectively.
BPI experts on food processing and pesticide residue analysis were invited to act as
resource persons in 18 training/seminars conducted by private groups and some prestigious
organizations from the Region I, VI and the National Capital Region (NCR). Topics include
1) New Technologies on Crop Processing, 2) Nata de Coco Production, 3) Importance of
Pesticide Residue Analysis, 4) Pesticides and its Residues on Crops, 5) Protocol on Export
for Okra Production, 6) Pesticide Residue Analysis and 7) Pesticide Residue Analysis on
Crops.
Thirteen (13) trainings conducted by other institutions were backstopped by the
Davao NCRDCs experts and acted as research evaluators two times and at two occasions
as research evaluators.
Also, the Food Processing staff served as Resource Persons to six (6) technology
transfer activities through lecture-demos on fruit and vegetable processing conducted in
response to the requests from private as well as government entities in different parts of the
country. Two hundred (209) participants have benefitted through these lecture-demos.
As Foreign Technical Experts
Two (2) staff from Pesticide Formulation Unit of NPAL were sent to Cambodia as
Foreign Technical Expert through a JICA-Cambodia Project Capacity Building for the
Quality Standard Control of Agricultural Materials (Chemical Fertilizers and Pesticides). The
National Agriculture Laboratory General Directorate of Agriculture-Ministry of Agriculture,

Forestry and Fisheries in Phnom Penh, Cambodia requested BPI staffs expertise to assist
the Cambodian Government in establishing a Pesticide Formulation Laboratory in their
country.
Conduct of Training/Seminar
The BPI had conducted a total of 257 trainings/seminars were conducted last year on
crop production, mushroom culture, vegetables and fruit preservation, characterization and
regeneration of plant genetic resources and the National Information Sharing Mechanism of
the Global Plan of Action, with 5,669 participants while 1,118 lectures were provided as per
request by different organizations.
Conduct of Meetings
The Plant Variety Protection Office (PVPO) had conducted meetings on Existing
National Test Guidelines were reviewed and edited by the PVP examiners; Plant Variety
Examiners; Results of DUS Test; Plant Variety Protection Board to approve or deny the
recommendation of the Examiners Group.
On-the-Job Trainings
A total of twenty-five (25) students from Laguna State Polytechnic University (LSPU)
in Siniloan and Los Baos Campuses, Marinduque State College (MSC), and Laguna
University (LU) were trained in the Center for their occupational internship. Technologies on
crop production, seed production, and immersion on basic research activities on some
lowland vegetables and legumes were part of their modules.
Eight (8) on-the-job trainings with a total of 70 participants were conducted at the
Baguio NCRDC through the Crop Protection Division. These were mostly students from
various schools and universities, and private groups who underwent skills training for
employment purposes.
As member agency of the local consortium, LGNCRDC is actively involved in
providing hands-on exposure to agriculture students coming from different state universities
and colleges in Western Visayas through On-The-Job Training (OJT) and Summer Farm
Practice to supplement the theories learned from school. This year, a total of 72 students
attended the OJT (30) and Summer Farm Practice 2010 (42) as well. They were taught
about plant nursery establishment, sexual and asexual fruit tree propagation, seed
production of various upland crops, culture of ornamental plants and flower arrangement,
integrated pest management (IPM), operation of post harvest machines and post harvest
handling. With the services rendered by the consortium school authorities were encouraged
to send their students every year. Our regular state colleges and university partners are:
Northern Iloilo Polytechnic State College Barotac Viejo Campus (NIPSC-BVC), Northern
Negros State College of Science and Technology (NONESCOST), University of Negros
Occidental - Recoletos (UNO-R), La Carlota City College (LCCC), West Visayas State
University (WVSU) and Central Philippine Adventist College (CPAC).

BPI had accomodated students of 7 Colleges/Universities as On-the-job Trainees at
the Davao NCRDC.
Seven on-the-job trainees were accommodated by the Crop Research Division
where one (1) worked on the Recent trends/ findings of agricultural researches and
processing of malunggay into tea, powder and nutrient supplement in capsule and six (6)
on the Identification of pest affecting malunggay production and processing of foliage into
tea, powdering as ingredients for food preparation and nutrient
On-the-Job Trainings was extended to 14 B.S.Chemistry students from Polytechnic
University of the Philippines (PUP-7), Adamson University (AdU-3), Nueva Ecija University
of Science & Technology (NEUST-2) and EulogioAmang Rodriguez Institute of Science &
Technology (EARIST-2) at the National Pesticide Analytical Laboratory (NPAL), QC
Technology Promotion and Dissemination (Establishment of Demo farms)
Five on-station techno-demo areas on Indigenous vegetables (IVs) are now
established in the different Crop Research and Development Centers of BPI as well as in
the Central Experiment Station. These techno-demo farms showcase the different
technologies on the production of indigenous vegetables. Los Banos is maintaining an
edible garden and open field production of high value vegetable.
Two techno-demo farms were established at the BNCRDC and is being maintained
where five (5) trainings were conducted which benefitted 101 clienteles.
At the Los Banos NCRDC, four (4) vegetable and orchard sites were established.
A one-hectare demo site for mango is being maintained at Guimaras NMRDC. To
maximize land utilization, pineapple and sweet potato were intercropped between mango
trees. Ethyl solution was applied on pineapple 7 months after plating to induce early fruiting.
Also indigenous vegetables (horse radish, lemon grass, etc.) were planted along the
peripheral fence.
The Baguio NCRDCs information, education support and training services maintains
an on-station techno-demo on Indigenous vegetables (IV). The techno-demo continues to
showcase and provide plant materials for interested clients for their backyard gardens.
Besides the on-station demo, the Center also assisted two other techno-demos on the use
of Trichoderma in Atok, Benguet and production of potted citrus trees in Bakakeng, Baguio
City. A total of 346 clients were served through these techno-demos.
Lakbay-Aral/ Plant/Laboratory Visit
The BPI-LBNCRDC has become part of various Lakbay-Aral organized by
farmers/LGUs from different regions of the country. Thirteen (13) groups were able to tour
the experimental and techno-demo areas of the Center: Visitors in small groups were also
entertained and given technical assistance and information on crop production technologies.

A total of 20 institution/agency/organizations in La Granja comprising of 1975
participants were served when they have their field trips in the LGNCRDC station to see the
researches and production activities being done at the center and visit its laboratory and
other facilities.
Twenty five (25) students from Technological University of the Philippines (TUP) were
accommodated and briefed on the different activities like food processing and laboratory
analysis during their plant visit to the Division. Likewise, fifteen (15) students from Manila
Science High School and Polytechnic University of the Philippines (PUP) were given
technical assistance on laboratory procedures and chemical analysis by the technical staff.
Davao, had likewise served 17 institutions in and educational tour.
Field Visits
A total of 983 field visits were conducted by BPI Central Office (including its
Divisions) and Research Centers serving 4,925 clients.
Conduct of Field Day
A field day was conducted in Bontoc, Mt. Province that .showcased the various
technologies on citrus production particulalry the registered varieties on citrus. On the other
hand a field day was also conducted at the Guimaras NMRDC which was attended by 200
participants and 20 technologies were showcased. Technical advises for 35 consultations
were provided during the activity.
Provision of Analytical Services
The Laboratory Services Division has provided analytical services (pesticide
residues, pesticide formulations, physico-chemical and microbiological determinations) for
both government and private organizations by evaluating, analyzing the composition and
confirming the quality of two thousand forty five (2045) samples of raw and processed
agricultural products and inputs.
Physico-chemical analysis
Eight hundred forty five (845) raw and processed samples of agricultural products,
both from government and private individuals, were accepted for physico-chemical
determinations.
Microbiological analysis
Fifty six (56) samples were analyzed for microbilogical contamination..
Pesticide residue analysis

Analysis of two hundred sixteen (216) samples for pesticide residues using the multiresidue method for 26 pesticides was done and 100 certificates were issued. Likewise, the
four satellite laboratories provided analysis for five hundred ten (510) samples.
Pesticide formulation analysis
A total of four hundred eighteen (418) formulated pesticide products were analyzed
for its active ingridient (A.I.) and have issued 365 certificates.
Participation in Exhibits/Meetings
The Center has become a part of exhibits in Manila during the BPI 80th Anniversary
and in Santa Cruz, Laguna during the ANILAG Festival. Posters on technology updates and
Station Profile were presented. Some vegetable produce like cucumber, ornamental plants,
vermicompost, vegetable seeds and seedlings of indigenous vegetables were also sold.
In addition technologies of the Baguio NCRDC were disseminated through
participation to three (3) exhibits where a total of 136 clients were able to visit the exhibits
and were provided with information on the various technologies developed.
The Center had participated in 18 symposia/workshops, attended 44 meetings and
13 trainings where 18 staff were sent. Also, the Center had linked with 27 institutions.
Two (2) exhibits/agrifarm/caravan/techno fora were participated in by the staff of
GNMRDC where 448 participants/benefeciaries/adaptors attended. On the other hand, 66
events were participated in by the technical staff of Davao NCRDC.
LGCRDC personnel participated in various Agri-exhibits like the BPI 80 th Anniversary
in Manila, Bago City Charter Day, Villadolid Agri-Trade fair and the La Carlota City
Pasalamat Festival by setting up booths where the agricultural technologies and products of
the center were show cased and provided technical services to queries by the clienteles
who visited the fairs.

Capability Building
Local Trainings Attended
A local training to familiarize the BPI-PQS Collecting and Disbursing Officers of the
recently signed Memorandum dated 16 December 2009 re: Remittance from Overtime
Services, of the procedures on the collection of overtime, was held at the City State Tower
Hotel in Manila last February 23-24 facilitated by the BPIs Accounting Section.

On the other hand, Biotech staff had attended eight (8) local seminars and forums on
Biosafety assessment for the field evaluation and commercial release of Bt cotton in Cotton
Research Center, Global Adoption of GM/Biotech Crops, Biotechnology for Food
sustainability, Implementation of DA-AO No. 8 for New Scientific and Technical Review
Panel (STRP) Members, vegetative insecticidal protein, Benefits and Impact of a Promising
Public Sector Crop Biotechnology, Securing Food and Increasing Income through
Biotechnology and Environmental Assessment.
To enhance their knowledge and capabilities and to be updated on new issues and
development, technical staff of the Laboratory Services Division staff attended seminarworkshops, conferences and trainings. For this year, laboratory staff and personnel were
able to attend 27 local trainings.
Training for Seed analysts and Plant Nursery Accreditation; and Plant Material
Certification for Plant Material Inspectors in Luzon, Visayas and Mindanao were attended by
some NSQCS staff.
International Training Attended
Four (4) PQS technical staff headed by Mr. Jesus Bajacan, then, Officer-In-Charge of
PQS, were sent to the Center for Regulatory Research, LLC in Minneapolis, Minnesota to
attend a USDA-FAS Cochran Fellowship Program on Plant Quarantine, Clearance and
Inspection last August 21 to September 04, 2010 (Figure 8). The training which was
coordinated with Dr. John Vryens, Director, College of Food, Agricultural and Natural
Resource Sciences (CFANS) International Programs at the University of Minnesota
discussed topics on different ISPMs namely: No. 20 Guidelines for a Phytosanitary Import
Regulatory System, 12 Guidelines for Phytosanitary Certificates, No.23 Guidelines for
Inspection and No. 19
Guidelines for Lists of Regulated Pests. Topics on US
Government Agencies and Regulations, APHIS Import Clearing Procedures, USDA Fruits
and Vegetables Import Regulations, APHIS Pest Risk Assessment Process, APHIS Risk
Mitigation and Management and Online Resources were also discussed.

Participants to the USDA-FAS Cochran Fellowship Program on Plant
Quarantine, Clearance and Inspection
An international workshop on Environmental Risk Assessment of Biotech Crops held
in Hanoi, Vietnam and two (2) trainings for Philippines Biotechnology Regulators and on
Biotechnology and Biosafety conducted by USDA in USA were attended by Biotech staff last
year. Also, PQS staff attended the Asia Pacific Conference on Insect Resistance
Management for Bt Crops; Risk communication seminar workshop; and Seminar on
Science and Regulatory Perspectives on Stacked Events In Genetically Modified Crops
which are international in nature but conducted here in the Philippines.
On the other hand, NSIC and PVP staff had attended the DUS Testing and Technical
Committee Meeting at Geneva, Switzerland, International Seminar on Protection of New
Plant Varieties and Farmers Rights and interests at Jiangsu, P.R China; Technical
Guidelines Harmonization of Durian, Mokara and Papaya for East Asia at Bangkok,
Thailand and the 3rd Workshop For Cooperation In Harmonization Of Test Guidelines (TGs)
and DUS Test at Kuala Lumpur, Malaysia last year.
Likewise, the Laboratory Services Division had attended Seminar on Chemical
Safety and Security, held in Kuala Lumpur, Malaysia, Training on Rapid Bioassay of
Pesticide Residue on Fruits and Vegetables for Market Inspection and Farm Education,
Taichung, Taiwan, Republic of China, Conference with the Ministry of Health, Labor and
Welfare of the Government of Japan re Mango Export, held in Tokyo, Japan, Training
Course on Tropical Fruits Processing Technology for Developing Countries, held in Beijing,
Peoples Republic of China, Train the Trainer Workshop on Analytical Method Validation, EUASEAN Cooperation Forum on Risk Assessment, held in Kuala Lumpur, Malaysia, Training
on Chemical Safety and Security, held in Bangkok, Thailand, FAO/WHO Training-Workshop
on Establishment of Maximum Residue Limit (MRL) and Assessment of Pesticide Residue
Risks, held in Budapest, Hungary, Regional Workshop on WTO Agreement on Sanitary and
Phytosanitary Measures,held in Colombo, Sri Lanka and Training Course on Pesticide
Management and Application, held in Nanning City, Peoples Republic of China.
Foreign-Funded Training
The Food and Agriculture Organization (FAO) of the United Nations, in line with its
objective of developing the phytosanitary capacity of the region through experiential learning
of the Philippine Plant Quarantine System, collaborated with the BPI-PQS engaged to
conduct a week-long (March 14-21, 2010) Regional Phytosanitary Training-Workshop on the
Inspection of Plants for Planting and Planting
Materials. The endeavor was participated by
Agricultural representatives from Cambodia,
Lao PDR, Myanmar and the Philippines with
some observers from Japan. The specific
objectives of the workshop were to review the
plant quarantine procedures of the Philippines;
learn the system of collaboration of the
Philippines with the academe and other
institutions; and consider future prospects of

the plant quarantine system of the participating countries.
Experts from BPI-PQS,
University of the Philippines Los Baos (UPLB) and Philippine Sugar Research Institute
acted as resource persons. It was held in Plant Quarantine Service Ports/Stations in
Manila, Post-entry Quarantine Station in Los Baos, Laguna and Philsurins Post-entry area
in Guimaras Island.
Two training on Australian Fumigation Accreditation Scheme (AFAS) for the 3 rd batch
of PQ officers and another for the 4 th batch of the private fumigators were held last April 1926, 2010 (Figure 7). The AFAS training team composed of technical staff from PQS used
the new AFAS Training Package sent by the Australian Quarantine Inspection Service
(AQIS). Through this, a total of 100 PQ Officers/Fumigators and 14 Treatment Providers
were accredited for AFAS.

Australian Fumigation Accreditation Scheme (AFAS)


In September 27-October 5, 2010 two trainings were conducted by Mr. Rodney
Malone, head of the AQIS Audit and Review Team, and Mr. Gordon Weinert of the AQIS
AFAS Training Team. The first training was the Audit Training (for AFAS Accredited
Officers) which was participated by 11 PQ Officers from Manila, Cebu, Cagayan de Oro,
Ozamiz and Davao. They were trained on the fundamentals of auditing AFAS registered
treatment providers. The second one was the Train-The-Trainer Training whose objective
was to train old and additional members of the Phils-AFAS Training Team.
After these trainings, the 2nd JOINT SYSTEM REVIEW was conducted by Mr. Rodney
Malone, Mr. Mark Sheppard, Technical consultant to AQIS and BPI audit officers and jointly
assessed the twelve (12) Registered Treatment Providers in Manila, Cebu and Cagayan de
Oro. A high level of compliance was again received by the BPIs management of AFAS and
the 11 fumigators evaluated. All companies had improved from their previous audit last year

International Meetings Attended
On 14-16 June 2010, Mr. Gerald Glenn Panganiban of PQS attended the APEC
Quarantine Regulators Meeting #3 Collaborative Approaches to Managing Commercial
Cargo Quarantine Risk at Via del Mar, Chile.

EXTENSION
The meeting evolved from the Australian Fumigation Accreditation Scheme which is
continuously bringing collaborative approaches to the regulation of quarantine risk
management, and expanding its achievements and future directions. It aims to encourage
APEC member economies to consider ways in which the Scheme can be improved and
expanded to include alternative treatments and collaborative initiatives to effectively manage
quarantine/biosecurity risks specific to the movement of commercial cargo.
Other training/workshop/seminars Attended
To enhance the capabilities of the Baguio NCRDC staff attended 93
symposia/conferences workshops/reviews and meetings. Likewise, eleven (11) foreign and
local trainings were attended by eighteen (18) of the centers staff and also strengthened its
linkages with twenty-two (22) different institutions/associations in order to accomplish its
objectives.
The staff and personnel of the Crop Research Division attended 22 local
meetings/seminars/conventions and workshops; and 3 trainings abroad to enhance
capabilities in their respective expertise and strengthen their knowledge in agriculture.
