2.0 Interface with the PMCS


2.1 Proposed PMCS Arrangement
The proposed PMCS arrangement that will be used to support all required monitoring and control
functions.
It should be intended that the TMC/TSS interfaces are with the dual master/hot standby PLCs at the
center of the PMCS.

2.2 Quality of Service and Safety Integrity


The PMCS will include functions to guarantee Quality of Service and Safety Integrity as described.

3.0 Data to be transferred between PMCS and TSS


3.1 General Philosophy
Data from the PMCS will be filtered so that only data relating to immediate tunnel public safety is
uploaded. The PMCS will also receive commands for controlling equipment that will increase public
safety in the event of an incident.

4.2 Mains Supply Failure


The PMCS will drive this signal TRUE if any bus sections of the essential and non-essential LV buses at
the TSB loose power on one or more phases.
Non-essential bus failures will reduce the availability of tunnel ventilation. Essential bus failures will
affect the availability of lighting, communications and the PMCS.
Singular power supply failures will not be highlighted due to several layers of supply redundancy
being available at the HV and LV switchboards.
The signal to the TMC/TSS will be set TRUE if any of the following conditions become active. The
TMC/TSS signal will clear when the following inputs return to normal:

This flag will be set TRUE by an operator at the TOA/SCADA GUI to inform the TMC/TSS that the
Mains Supply failure indication is to be ignored.
This will also raise an alarm at the TOA/SCADA GUI, which will be displayed and recorded for

5.2 Lighting Controller Status (per bore)


The SCADA/PMCS will send two of these bore-specific status signals to the TMC/TSS.
This signal will be set FALSE for a particular bore if any of the following LCS conditions become active
for that bore. The signals will return to TRUE when the following conditions return to normal. These
are also listed in the IP Data section of the PMCS I/O list.

5.3 Lighting Controller in Maintenance Flag (per bore)


The SCADA/PMCS will send two of these bore-specific status signals to the TMC/TSS.
This flag will be set TRUE for a particular bore by an operator at the SCADA GUI to inform the
TMC/TSS that the Lighting Controller Status signal for that bore is to be ignored.
This will also raise an alarm at the SCADA GUI, which will be displayed and recorded for auditing
purposes.
5.4 Lighting Level (per bore)
The PMCS will send two of these bore-specific status signals to the TMC/TSS.
The PMCS will copy the N/B and S/B Lighting Stage Actual data to these data items. These are listed
in the IP Data section of the SCADA/TPMCS I/O list.
5.5 Emergency Lighting Override (per bore)
The PMCS will receive two of these bore-specific command signals to the TSS.
A TRUE signal from the TMC/TSS for a particular bore will instruct the PMCS to activate the TMC/TSS
Lighting Manual Override Control Mode for that bore. The SCADA/PMCS will also set the TMC/TSS
lighting control mode request to stage 6 for the associated bore.
A FALSE signal from the TMC/TSS will reset the control mode and remove the request for the
associated bore.
5.6 Emergency Lighting Confirmed (per bore)
The PMCS will send two of these bore-specific status signals to the TMC/TSS.
This signal will be set TRUE for a particular bore if the TMC/TSS Lighting Manual Override Control
Mode is active for that bore.
5.7 Overall Lighting Ctrl Mode (per bore)
The PMCS will send two of these bore-specific status signals to the TMC/TSS.
The PMCS will copy the N/B and S/B Overall Lighting Control Mode settings to these items. The
settings are as follows:

1 LCS Automatic lowest priority default setting


2 TMC/TSS Manual Override (arbitrated by the PMCS)
3 TOA/SCADA Manual Override (arbitrated by the PMCS)
4 SCP Manual Override (arbitrated by the PMCS)
5 LCS Local Override highest priority setting

and possibly when communications faults between systems occur.
5.8 Overall Lighting Ctrl Mode Request (per bore)
The PMCS will send two of these bore-specific status signals to the TMC/TSS.
The PMCS will copy the N/B and S/B Overall Lighting Control Mode Requests to these items. These
will be lighting stage levels of 1 6 inherited from the highest active priority control modes for each
bore.
5.9 Lighting Control Mode Reset (per bore)
The SCADA/PMCS will receive two of these bore-specific command signals to the TMC/TSS.
A TRUE one-shot signal from the TMC/TSS for a particular bore will instruct the PMCS to de-activate
the following PMCS arbitrated lighting control modes for that bore:

Manual Override from TOA/SCADA


Manual Override from SCP

This will be recorded at the SCADA system for auditing purposes.


This control will not be able to reset any local manual override of the LCS since this control mode will
be independent of the PMCS.
5.10 Lighting Control Mode Reset Confirm (per bore)
The PMCS will send two of these bore-specific status signals to the TMC/TSS.
The PMCS will confirm the reception of the True one-shot Reset commands (section 5.8) from the
TMC/TSS by feeding back a True one-shot signal for the associated bore.

6.2 Fans Request (per bore)


The SCADA/PMCS will receive two of these bore-specific command signals to the TMC/TSS.
The TMC/TSS operator will be able to set or reset Ventilation Control Overrides from the TMC/TSS
operator terminals for a particular bore by setting these items to the following values:
1 - Release TMC/TSS manual control
2 Override OFF
3 Override 50%
4 Override 100%
The SCADA/PMCS will ignore out-of-range data.

6.3 Fans Confirm (per bore)
The PMCS will send two of these bore-specific status signals to the TMC/TSS.

6.4 Fans Fault Status
The PMCS will send two of these bore-specific status signals to the TMC/TSS.
This signal to TRUE for a particular bore if any fans are deemed not available for that bore.
The signal will return to FALSE when all fans for the bore are deemed available.
6.5 Fans in Maintenance Flag
The TOA/SCADA operator will set the particular fans in maintenance; the SCADA/PMCS system will
send two of these bore-specific status signals to the TMC/TSS.
This flag will be set TRUE for a particular bore by an operator at the TOA/SCADA GUI to inform the

The SCADA/PMCS will send four of these panel-specific status signals to the TMC/TSS.
These signals will become TRUE for a particular panel when a Smoke Control Panel Access Door Open
signal becomes active for that panel.
These signals will return to FALSE when the doors are closed.
These are listed in the SCP (N/B North), SCP (N/B South), SCP (S/B South) and SCP (S/B North)
sections of the PMCS I/O list.
7.3 SCP Control Request (per panel)
The SCADA/PMCS will send four of these panel-specific status signals to the TMC/TSS.
These signals will become TRUE for a particular panel when a valid Control Request has been made
at that panel using the Control Request push button.
This signal will return to FALSE if any of the following actions are made:

The Control Request is cancelled at the source panel using the Control Release
pushbutton
The Control Request is accepted or rejected by the TMC/TSS operator.

Note that accepting one SCP Control Request will also cancel any control requests from any of the

whilst that PLC has a fault with itself or remote I/O cards.
17.3 SCADA PLC Master/Slave (per PLC)
Each PLC will send its master/slave status to the TMC/TSS so that the TMC/TSS may correctly acquire
data from the master sources only.
17.4 SCADA PLC Heartbeat (per PLC)
Each PLC will continuously send a heartbeat counter to the TMC/TSS so that the TMC/TSS may
ensure that the PLC application is running.
17.5 SCADA PLC in Maintenance Flag (per server)
Each PLC will send maintenance flag to the TMC/TSS so that the TMC/TSS can ignore PLC status
signals from PLCs that have been allocated maintenance mode at the SCADA GUI.
