Read the passage and choose the best answer for each question
Approximately 10 percent of all children in the United States receive special education
or related services. Within this group, a little more than half have a leaming disability. Substantial
percentages of children also have speech or language impairrnent (21% of those
with disabilities), mental retardation (12%), and serious emotional disturbance (9%).
Educators now prefer to speak of chidren with disabilities" rather than disabled
children to emphasize the person, not the disability. The term handicapping condition is still
used to describe impediments to the learning and functioning of individuals with a disability that have been
imposed by society. For example, when children who use a wheelchair do not have adequate access to a
bathroom, transportation and so on, this is referred to as a handicapping condition.
Chidren with a leaming disability (1) are of normal intelligence or above, (2) have difficulties in at least
one academic area and usually several, and (3) have a difficuity that is not attributed to any other problem or
disorder. The globa concept of learning disabilities includes problems in listening, concentrating, speaking,
thinking.
About three times as many boys as girls are classified as having a leaming disability. Among the
explanation for this gender difference are a greater biological vulnerabiity of boys, as well as referral bias
boys are more likely to referred by teacher for treatment because of their disruptive, hyperactive behavior
The legal requirement that schools serve all children with a disability is fairly recent. Beginning in
1960s, the US Congress laid down special educational rights for children with disabilities. Prior to that time,
most children with a disability were either refused enrolment or inadequately served by schools. In 1975 the
Education for All Handicapped Children Act required that all student with a disabilities be given a fee,
appropriate public education and be provided the funding to help implement this education. In 1990 the

Individuals with Disablities Education Act (IDEA) spells out broad mandates for sevices to all children with
disabilities. These include evaluation and eligibility determination, appropriate educationand the
individualized education plan, and the least restrictive enviroment
Under the IDEA, the least restrictive environment means a settinq as similar as possible to the one in
which children who dont have a disability are educated. This has given a legal basis to making an effort to
educate children with a disability in the regular classroom. The term used to describe the education of children
with disabilities used to be mainstreaming. Today mainstreaming means educating a student with special
education needs partially in a special education classroom and partially in a regular classroom.
Many legal changes regarding children with disabilities have been extremely positive. Compared with
several decades ago, far more children today are receiving competent, specialized services. For many children,
inclusion in the regular classroom, with modifications or supplement services, is appropriate. However, some
experts believe that separate programs may be more effective and appropriate. Best practices in Service delivery
to children with disabilities are moving towards a family-focused or family-centered approach. This approach
emphasizes the importance of partnerships betvveen parents and disability professionals, and shared decision
making in assessment intervention, and evaluation. it also underscores the belief that services for children must
be offered in the context of the entire family and that the family system is the partner and the Client, not just the
child.

The Giant Panda is probably the most valuable and popular zoo animal. They live in the steep
mountains of Western China. About 1000 giant pandas still survive in the wild, but only a very few have ever

been seen alive outside China. In 1961 it was adopted as the symbol of the World Wildlife Fund and the panda
has become a familiar sight on T-shirts, badges and carstickers. It is certainly popular with children and
regularly rates in the top ten of childrens favourite animals. The arrival of a panda at a zoo can turn a loss into a
healthy profit.
Giant pandas can live for up to 20 years, and a big male can weigh 150 kilos. They live on a diet of
rock-hard bamboo stems. They can eat 4 kilos at a sitting and may chew for 12 hours a day. Their dependence
on bamboo is the main threat to their survival. The bamboo plant dies off about every 100 years and when this
last happened in 1975, nearly 150 pandas died. This threat of extinction has led to the setting up of a panda
research centre in China with $1 million being contributed by the World Wildlife Fund.
More than 30 giant pandas have been born alive in Chinese zoos. The first breeding in captivity was at
Peking zoo in September 1963. The mother, Li-Li, cradled her infant, Ming-Ming, in her arms day and night.
The first two births in the West were both to Ying-Ying in Mexico City zoo. Unfortunately she rolled over on
the first baby and crushed it. The second was born in 1981. It is not easy to mate pandas in captivity and in the
late 60s Chi-Chi, from London zoo, and An-An, from Moscow zoo, had a very on-off romance with no results.
A new born panda weighs only 125 grams and measures less than 15 cm. The female panda is 800 times
heavier than her baby at birth and the baby is 3-4 months old before it can crawl. It is pinkish-white at birth
without dark markings and the familiar black eye.
Although very slow moving and peaceful, the panda can be vicious when angry. A keeper at Chicago
zoo was so badly mauled by Mei-Lai, a big male panda, that he had to have his arm amputated. But for most of
us the giant panda remains a lovable, cuddly, living teddy bear.
