Unanimouspassageofaproposalthatwouldmakeatransferstudentineligiblewhereapastlinktothereceivingschoolis
establishedhighlightedtodaysannualreviewoftheIHSAAByLawsearliertodayinIndianapolis.

Allproposalsareconsideredintheorderthattheaffectedruleappearswithinthecurrentbylaws.TheBoardofDirectorshasfour
optionsoneachproposal:affirm,deny,tableoramend.Asimplemajorityisnecessarytoactonanymeasure.Acopyofthecurrent
bylawsisavailablehere.Allapprovedmeasuresbecomeeffectiveimmediatelyunlessotherwisenoted.

TheofferwassubmittedbyCommissionerBobbyCoxonbehalfoftheIndianaBasketballCoachesAssociationbutwillapplytoany
transferstudentinanysport.Theproposalreceivedmorethat90percentfavorabilityinstrawpollingamongadministratorsthat
attendedAprilsareaprincipalsmeetingsaroundthestate.

Apastlinkmeansthatduringtheprevious12monthspriortoenrollment,anyofthefollowingoccurred:

1.ThetransferstudentattendedanopengymattheReceivingSchool,

2.Thetransferstudentplayedonasummerornonschoolsports(e.g.AAU)teamwhichhadacoach,managerortrainer
who(1)wasacoach,managerortrainerattheReceivingSchoolatthetimethetransferstudentenrolledattheReceiving
School,or(2)hadbeenacoach,managerortrainerattheReceivingSchoolanytimeduringtheTwelve(12)monthperiod
priortothestudentsenrollmentattheReceivingSchool,or(3)becameacoach,managerortrainerattheReceivingSchool
anytimeduringtheNinety(90)dayperiodafterthestudentsenrollmentattheReceivingSchool.

3.Thetransferstudentreceivedinstructionfromacoach,managerortrainerwho(1)wasacoach,managerortrainerat
theReceivingSchoolatthetimethetransferstudentenrolledattheReceivingSchool,or(2)hadbeenacoach,manageror
trainerattheReceivingSchoolanytimeduringtheTwelve(12)monthperiodpriortothestudentsenrollmentatthe
ReceivingSchool,or(3)becameacoach,managerortrainerattheReceivingSchoolanytimeduringtheNinety(90)day
periodafterthestudentsenrollmentattheReceivingSchool.

ThefollowingareadditionalhighlightsoftodaysBoardmeeting.CompleteminuteswillbepostedatIHSAA.org.

AfoursomeofamendmentsproposedonbehalfoftheMetropolitanInterscholasticConferencewererejected.Adetailed
budget,includinglineitemincome,accountspayableandemploymentcontractswouldbedistributedtomemberschools
wasturneddownaswasanamendmentthatwouldhavetheAssociationsendanelectronicsurveytomemberschoolsto
gaugesupportoflackthereof,andtheresultsofthesurveyshallbemadeavailabletoschools.Athirditemthatwouldhave
allowedastatetournamentseriescontesttobeplayedonSundaywasalsovoteddown.Thefinalitemwouldhavestricken
languagefromRule195.1(TransferOptionsWhenTransferwithChangeofResidencebyParent/Guardian).

AproposalauthoredbyWestviewprincipalRichCorywhichwouldhaveamendedRule39topermitfinesinlieuofgame
forfeitureswasturneddown.

Rule1410wasunanimouslyapprovedasnewlanguageaddressingtheuseofofficiatingassigners,andtorequirethat,
whenapaidassignerisused,heorshemustbeapprovedbytheIHSAA,anIHSAAapprovedcontractmustbeusedandon
file.Ifanassignerisusedbutnotapproved,theschoolshallpayafineandtheassignerwilllosetheirlicense.

AmeasuretoamendRule152.2andsponsoredbyLebanonprincipalKevinORourkethatwouldpermitanewlyhired
coachinanindividualsporttofulfillandcompletepreviouslycommittednonschoolcoachingobligationstostudentsatthe
newschool,wasdefeated.

AnamendmenttoRule153.1(DuringSummer)anddeletionofRule153.4(OpenFacility)regardingParticipationwere
unanimouslyapprovedestablishinggeneralparametersofsummerparticipationataschool.Apairofrelatedmeasuresput
forthonbehalfoftheNortheastCornerConferencewereultimatelyvoteddownincludingonethatspoketononfootball
teamsports.

ApprovedunanimouslyanamendmenttoRule174.1(RightAppealtotheReviewCommittee)clarifyingthatanaffected
partyistheschoolorindividualorofficialagainstwhomadecisionhasbeendirected.

Approvedunanimouslynewlanguagetobelistedas177.5providingresponsibilityforcostoflitigationtotheschoolwhen
bringinglitigationagainsttheAssociation.

AnamendedsectionofRule196.3(TransferOptionswhenTransferwithoutChangeofResidencebyParent/Guardian)was
approvedwhichwouldchangethetimewithinwhichtoenrollatanewschoolandobtainfulleligibilityfromthenext
schoolyeartothenextsemester.

AproposalsubmittedbyHomesteadprincipalParkD.Ginderwasvoteddownthatwould,accordingtotheoffer,would
issuelimitedeligibilitytoastudentwhotransferredtoanewschoolandthenreturnedtohis/herinitialschoolwithinayear
ofthetransferregardlessofthecircumstances.

ApprovedanamendmenttotheUndueInfluenceruletopermitthecommissionertoassessapenaltyincludingpermanent
ineligibilityforthestudent.

AproposaltoreturnJVandfreshmenbasketballgamestosixminutequarterswasrejected.

Areductionofthenumberofrequiredpracticespriortoabasketballjamboreefrom10tofivewasapproved170.

Anamendmenttoreducethenumberofvolleyballcontestsfrom25to22wasrejected.

Permissionforfreshmenandcteamvolleyballmatchestofinishinatwosetdrawwhenaschoolsnumbersdonotpermit
ateamtofullystaffbothfreshmen/cteamandJVcontestswithoutviolationoftherulewasapproved125.

TheelectionsfornextyearsleadershipoftheBoardandExecutiveCommitteealsowereheld.LapelathleticdirectorJimmieHowell
wasvotedpresidentofthe201516BoardofDirectorsandCastonathleticdirectorDebbStevenswasselectedasvicepresident.
PaulNeidig,ChiefAdministrativeOfficerofEvansvilleVanderburghSchools,wasnamedchairmanofthe201516Executive
CommitteeandLowellathleticdirectorPattiMcCormackwasconfirmedasvicechair.

GymnasticsStatus
BecausegymnasticsfallsbelowtheminimumparticipationnumbersrequiredbytheAssociation,thestatusofgirlsgymnasticsis
annuallyreviewed.Thegroupunanimouslyfavoredretainingthesport.

Additionally,nextyearsstatefinalsatBallStatesWorthenArenaisunavailableonthescheduleddateofMarch19,2016.Assistant
CommissionerSandraWalter,whoadministersthesport,willlookintooptionsfortheevent.

ProposalsfromIndianaHighSchoolSwimmingCoachesAssociation
AproposalfromtheIndianaHighSchoolSwimmingCoachesAssociationrequestedthatifafifthheatisnecessaryatthestatefinals,
thattheheatbefilledwithnextoverallfastestswimmers.TheCommitteeruledunanimouslyagainsttheproposal.

ProposalsfromIndianaHighSchoolWrestlingCoachesAssociation
TheExecutiveCommitteeapprovedameasureputforthbytheIndianaWrestlingCoachesAssociationchangingtheteamscoring
processatthedifferentlevelsofthestatetournament.Scoringatthesectionalsandregionalswillbeginwiththeroundofeight
(quarterfinals)andwiththeroundof16atthesemistateandstatefinals.


Respectiveproposalsthatwerevoteddownincludedaddingwrestlebacksattheregionalsandsemistates;allowingteamstatedual

TheIHSAAisavoluntary,notforprofitorganizationthatisselfsupportingwithouttheuseoftaxmonies.Sinceitsfoundingin1903,
theAssociationsmissionhasbeentoprovidewholesome,educationalathleticsforthesecondaryschoolsofIndiana.Itsmemberhigh
schoolspublic,institutional,parochialandprivatepaynoannualmembershipfeeorincurentryfeestoplayintheAssociations
tournaments.Astatetournamentseriesisconductedannuallyin21sports,10forgirls,10forboysandonecoed(unifiedtrackand
