These two properties are located within the heart of downtown Ansonia. This Request for Proposals ‘comes on the heels of the overall efforts we are making to improve the look and feel of our downtown. | have made this area a priority and, to that end, | am working with the State of Connecticut Department of Transportation to mill and repave Main Street (a State owned road), and with Metro North to Improve the overall appearance of our Train Station. | also have a facade loan program which helps ‘small businesses on Main Street and throughout the City to make small improvements to the exterior of their businesses. Our Main Street has many attractive features including, but not limited to, @ popular cluster of restaurants, antique shops, a major grocer within walking distance, ample parking, and direct access to bus and train tines. | encourage you to submit a proposal at a time when Ansonia is on the verge of a major downtown transformation and to take advantage of this unique opportunity. Cassetti City of Ansonia LEGAL NOTICE CITY OF ANSONIA, CONNECTICUT REQUEST FOR PROPOSALS CITY OF ANSONIA MAIN STREET REDEVELOPMENT PROJECT REQUEST FOR PROPOSALS — The City of Ansonia, Connecticut, is seeking a Request for Proposals for the redevelopment of the properties known as 153 Main Street and 497 East Main Street. RFP packages may be obtained at the City Clerk's Office, 253 Main Street, Ansonia, Conn. Any firm desiring to furnish a quotation for such products, services and related warranties shall submit a sealed proposal according tothe instructions and format as set forth in the RFP package. An informational meeting/walk through shall take place on April 2, 2015, at 10:00AM, at the Office of Economic Development, City Hall, 253 Main Street, Ansonia, Conn., 06401. Proposals shall be due and filed with the Clerk’s Office on or before 2015, at 3:00 P.M. The City of Ansonia will select a proposal based on a combination of bid, price, strength of applicant's qualifications and consideration of the highest and best use of said property. The City of Ansonia shall have the right to accept or reject any and all proposals. City of Ansonia A. The Ansonia Downtown Revitalization Plan The City of Ansonia is pleased to announce that this proposed project will be given special consideration for fast tracking by its Boards and Commissions. The City will seek qualifications and proposals from interested parties to redevelop the properties known as 153 Main Street and 497 East Main Street. The goal of the plan is to. reconstruct the existing buildings into mixed use including housing units, retail, ‘commercial and office space. Both locations have easy access to public transportation, ‘on a bus line and within walking distance to a train station and large grocer. 41. 153 Main Street, Ansonia, Conn. 06401 The four story brick/masonry building was constructed in 1900. The property is located in the HI (High Industrial) Zone and subject to the "Ansonia Plan for the City Center” dated January 2008, The Building was originally used in manufacturing and warehouse ‘space; formerly known as the “The Palmer Building.” It contains approximately 45,500 square feet on .69 acres of land. The City of Ansonia and surrounding communities have a combined population of approximately 90,000 residents. Based on 2008-2012 data. B. City of Ansonia — Location - History ‘The City of Ansonia is approximately 6.2 square miles in size and is located in New Haven County. The City is 12 miles northwest of New Haven. The population was 19,249 at the 2010 census. The City is served by the Metro-North Railroad with passenger commuter service's on the Waterbury line, connecting to New York's Grand Central Terminal. The City also is served by the Connecticut Transit bus carrier with routes to Bridgeport and New Haven. The Connecticut Route 8 highway also runs through the City limits. Historically, the City was settled in the mid 1600's and was known as "The Copper City." In the hey days of the 1900's, the City was known for its heavy machine manufacturing industry which included production of copper, brass, rubber, plastics, processing, molding and tubing, iron castings, sheet metal. The City is now in a transition period with a need for growth in business and housing. . City of Ansonia - Contribution to the Project The City of Ansonia currently owns 153 Main Street, 497 East Main Street. The City will offer parking at the City owned parking lot approximately one-half block away from the site. The City may contribute grant funds towards the redevelopment of these properties as it sees fit The City of Ansonia will work cooperatively with the developer to ensure a timely process for redevelopment. The Office of Economic Development and Grants will be available for assistance. D. Services of the Qualified Developer The Developer must have the knowledge, vision, and ability to construct a mixed use project and must provide the following services: 1. Design and construct a mixed use project, which may include housing units, retail, commercial and office space. The site must include support for bus and other transportation operations and vehicle parking; 2. Provide conceptual site, plans and architectural designs with required elements in the project and with preliminary cost estimates. This will include all aspects of the site development and infrastructure requirements. Site plans, floor plans, facility elevations, pedestrian connections, bus and vehicle circulation, passenger waiting areas, landscape and cost elements will be prepared at a conceptual level for the selected design alternative. Elements incorporated into this project must include: Existing site conditions Relationship to adjacent land uses and zoning Relationship to existing and future local plans Topography and site drainage Traffic circulation and site access/egress Pedestrian connections and circulation On-site and off-site improvements required Utilities access and distribution Facility size and basic function layout Scale and massing Site boundaries and limits of construction Landscape elements Parking requirements Potential environmentaV/community impacts. 3. The City of Ansonia will require a $10,000 deposit refundable to unsuccessful applicants and the successful developer will have his deposit applied to eligible project activities, The Developer must provide the City with evidence that it can obtain the financing required to complete the construction and project. E, Transfer of Title - City Compensation The City will negotiate an agreement with the successful bidder for the completion of the project, including the financial requirements, experience with construction of such projects, and mandatory timeline for commencement and completion of the project. In addition, the successful bidder will be required to pay to the City of the Ansonia an amount to be negotiated for the title to the property, environmental site and preliminary studies. Upon the review of title, the Developer must close ownership; closing to take place within three (3) months of acceptance of the bid. All existing environmental studies will be made available through the Office of Economic Development during normal business hours. F, Statement of Developer's Qualifications The Statement of the Developer's qualifications should be organized as follows: 41. Cover Letter — introduction and location of the primary office. 2. Proposed Staffing Plan — Designate the Principal, Project Manager in charge of the project, all involved staff, and the primary point of contact during the duration of the project. Identify key staff members and provide a brief resume describing similar projects on which they have been involved, availability of staff member(s) over the duration of the project, and a description of the benefits that each person brings to the team, Indicate recent relevant experience and references on similar projects where a similar role was performed. 3. Previous Experience — Include descriptions of relevant projects previously performed by the staff proposed. The descriptions should include what services were performed, the date of the project, unique features of the project which would be beneficial to the project at hand, and a client reference, 4, Proposed Approach - Provide a specific plan of approach you would take for completing the work, addressing the tasks and discussing the deliverables. 6. Proposed Timeline - Provide a project timeline including estimate commencement date. We expect that construction will begin within 12 months of ‘the date of signing a contract with the City. G.
