Matter: Inspection of the Building Signature by Pinnacle

I hereby put for your consideration the present report, which contains data from
the physical and ocular inspection of the structure and electromechanical
equipment of the building denominated Signature by Pinnacle, which is located
on Pulpito #180, sector Emiliano Zapata.
I.

INTRODUCTION

On April 15, we carried out two visits to the building known as Signature
by Pinnacle, in order to observe the interior space of the building,
including the non-public areas of it. We also had access to the technical
documents and the architectonical plans, installation plans and structure
plans (including the memories of structural calculations), of the project.
We entered into the PH3 in order to observe in detail the humidity level of
the apparent wooden balks.

We started the structural survey on Friday, April 17 on the second level of


the parking lot in the basement. We also had access to the private units
406 and 602, in order to check the vibrations in the balconies.

On the same day we went round to the roof of the building, accompanied
by Eng. Oscar Monteon, from Pinnacle Global Enterprises, S.A. de C.V.

We started the inspection of the sanitary equipment, the electrical


equipment and the elevator system on April 18, accompanied by
employees of the enterprise Genera, which is in charge of the
maintenance of the building, and also accompanied by Eng. Oscar
Monteon, from Pinnacle Global Enterprises, S.A. de C.V. The same day
we had access to the maintenance registry book of the building, which is
controlled by the enterprise Genera.

We also visit the building for third time on April 20, in order to have
access to the maintenance registry book of the elevator system.

II.

REMARKS ON THE STRUCTURAL INSPACTION


We visited and inspected the new building known as Signature by
Pinnacle, in order to establish the level of security of its structure, and we
also requested some information about the structural design. Such
information is in accordance with the structure.

We observed that the building has a concrete structure of 7 levels, made


of columns and beams, 2 levels of basement with contention walls,
isolated foundations and foundations in row in both contention walls.

We started the round in the basement of the first level. We observed


rectangular columns of 0.60x1.20 m., and beams of 0.40x0.70 m.,
contention walls of 0.20 m., and a floor. We also observe that the junction
between columns and beams and intermediary elements are in very
good conditions and are made with concrete of good quality.

We continued to the second level of the basement and observed


rectangular columns of 0.60x1.20 m., beams of 0.40x0.70 m., contention
walls and a floor in good conditions, as well as all the concrete elements
of the junctions and of the central areas. There is humidity on the floor
and the beams, under the area of the fountains of the lobby.

We continued to the next level which is the lobby of the building and
observed drywall coverings in walls and floors, in very good conditions,
although there are some fissures in the concrete of the area of the pool.
These drywall covering makes impossible to observe the concrete
structure, just in the shafts of the installations.

We went up to the balconies of the 6th level and entered into a private
unit located on the front part which is faced to the Street Pulpito. We
verified that the balcony shows vibrations when someone jumps in the
suspended area, which measures 3.00 m. approximately. We didnt
observe any fissure in the floor.

We visited the balcony of the second apartment located in the front which
is faced to the sea and it didnt show any vibration, it was stable. Such
balcony has a pool of 2.00x3.00 m., and 0.80 m. of height. There werent
any fissures in the floors.

We continued coming up and observed that the inclined roofs and


ceilings covered with red tiles and waterproofing materials in good
conditions. We also observed that the drains measures 4, and are
separated by 3 or 4 m. each other, and installed in the evacuation drains
toward those which go down. We also found electrical wires exposed,
without any seal in a conduit pipe of the laundry extractors.

We checked the calculation memories and the plans given by the


Pinnacle Global Enterprises S.A. de C.V. and we obtained the following
data: in accordance with the structure Group B, the importance factor =
1.00, Seismic coefficient, according to the seismic area is C=0.86,
reduced to C=0.40, Seismic behavior factor Q=3. Structure period: Ta=0
Te=7.6 Tb=1.2 r=2/3, capacity of the ground 44.40 ton/m2, producing

very good results for the concrete structure, which can be traduced in
safety and good economy.

We also observed the bridges and corridors of the south front, which are
anchored in both sides of the bridge in concrete walls. It wasnt possible
to observe the steel structure; we only could feel they were very stables.

CONCLUSIONS ON THE STRUCTURAL INSPECTION:

a) After the inspection of the structure of this building, we conclude that it is


in good conditions and the structural design is in accordance with the
rules in force, pursuant the design manuals granted by the CFE
Earthquakes, and the ACI manual.
b) In regard to the vibration in the balconies of the apartments, once we
checked the structural plans, we conclude that in the structural
calculations of the floors it was considered the weight of one pool in the
balcony of each apartment. As a result, the calculation shows a minimum
cant (thickness) for the floor of 25 cm., and a quantity of steel which is
within the maximum percentage of steel. Without the pool, the floor tends
to respond with little vibrations within the permissible factors of safety
and economy.
c) The balconies were calculated with 502.8 kg/m2 of dead weight, plus 350
kg/m2 of live weight, plus the factors of safety established in the rules.
d) It is prohibited to place supports in the balconies. Doing that could result
in structural instability in an earthquake situation.
e) Some of the drains get covered by the water proofing materials and must
be uncovered in order to work well.
IV.

RECOMMENDATIONS OF THE STRUCTURAL INSPECTION:

1. We recommend painting the exposed concrete structure in the parking


level and in the installation ducts. This kind of maintenance will reduce
the saltiness penetration.
2. We recommend placing some extra sewers in each rain water capture
area in the roof, in order to accelerate the water drainage.
3. We recommend giving periodical maintenance to the structure of the
steel bridges in all the corridors of the building in the south front. This
kind of maintenance will reduce the oxidation caused by the saltiness.

4. In order to eliminate the vibrations in the balconies in a 100%, some


structural steel beams must be placed. These elements must be
analyzed by the official calculator of the building.
V.

REMARKS OF THE INSPECTION OF THE ELECTROMECHANICAL


EQUIPMENT:

MACHINERY ROOM.
Hydroneumatic Equipment:
This equipment was installed by the company Tecnologias Avanzadas de
Occidente S.A. (TAOSA) and it consists in three alternate function hydraulic
pumps, which are programmed by means of a Logic Programmable Controller
(LPC) that controls and monitors the correct function of the equipment. The
system has a pressure tank and pipes duly painted according to the Rule of
colors and didnt show any king of leak or physical harm.
We could verify the correct functioning of two pumps, which show a correct
performance without generating any kind of abnormal noise and which generate
the necessary pressure to provide water to all the private units.

Fire Equipment:
This equipment was also installed by the company TAOSA. Pursuant the rules
in force, the equipment must consist in an electrical motor and an internal
combustion engine. This equipment shows very good appearance, duly painted,
control panels, pressure tank, and pipes without any kind of leak or harm. We
could verify that the equipment is pressurized and its sensors are activated, in
order to start working in any kind of contingency. We couldnt verify the engine
motors functioning because, as was reported by the people in charge of its
conservation, they functioned correctly the last weekly inspection that must be
carried out in accordance with the rules of Civil Protection and Fire Department.

Emergency energy plant:


This equipment from the Brand Generac works with an engine of gas that
reduces the emission of pollutants and has a control panel which reports any
failure. It is in a correct state of conservation and has very little use. It didnt
show any harm, or leaks. It wasnt possible to verify how it works, but according
to the people in charge of it conservation, they make regular and programmed
starting tests in which they check the levels indicated in the control panel. The
equipment is in good conditions in order to work well in an emergency of
electrical energy.

According to the specifications of the manufacturer, this type of equipment can


work 18 continuous hours with a complete charge, and 28 hours approximately,
with half charge. During a large period without energy it is recommendable to
turn off the unit each 24 hours in order to check the oil levels and to change oil
when 200 hours of functioning have been accomplished. The manufacturer also
states that the unit has a cycle of 3000 hours, which can be traduced in many
years of work with the correct maintenance.

Power transformer and charge center:


The power transformer installed is one of the type for gardens in warm climates,
very appropriate for the conditions in the area of Puerto Vallarta. The charge

center has to components which are appropriate for a correct energy


distribution in 220 110 volts. In the service room, area of the charge center, we
observed a dismantled conduit which leaves uncovered electrical wires, which
didnt represent risks because they are isolated. But we recommend the correct
assemble of this conduit.

Filtering water equipment for the pool


The filtering and recycling water system for the pool is in good conditions. It
doesnt show any harm or leak in apparent places, as well as the heating
system of the pool. The pumps installed in the equipment have a monitoring
system which permits to register the efficiency when the equipment works, as
well as to prevent possible failures.
The hydraulic pumps of this equipment, as well as those from the
hydroneumatic equipment, have a life among 10 and 20 years, depending on
the hours of diary utilization and provided that they are being used for the
assigned purposes and with a correct maintenance. It is estimated that in the
first 2 years, the pumps reduce 15% their efficiency, reaching a 25% in five
years. This reduction doesnt affect the results expected for the whole
equipment, because it could be working for a long time more, but it is
recommended to replace the pumps if their low performance affects the wellfunctioning of the system.

The evaporator for the sauna:


This equipment doesnt show any apparent harm but we couldnt verify its
functioning. People in charge of the maintenance mentioned that they change it
to another place because a draining failure, which has been corrected with the
new location and the adjustment of manual valves. This equipment doesnt
have automatic control panel, so it is necessary to do the draining manually
sometimes.

Elevators:

The elevators from the Brand Iberoelevadores were installed by the company
Elevadores MP S.A. de C. V., which is in charge to grant continuous
maintenance. In the visual inspection, we verified that the maintenance
activities have been carried out in accordance to the registry book. These
activities involve lubrication, and adjustments in the mechanical systems, which
are important to the correct functioning and life of the elevators.

VI.

CONCLUSIONS OF THE INSPECTION OF ELECTROMECHANICAL


EQUIPMENT:

In general terms we conclude that the electromechanical equipment and its


components are in functioning state, because a good job in the conservation,
maintenance and replacement of harmed elements. This is duly stated in the
registry books, controlled by the staff in charge of the maintenance. The cycle of
life of this equipment could be estimated in 5 or 10 years, depending on the
hours of diary utilization and the continued appropriate maintenance.
All the mechanical equipment produces some kind of wear, which is traduced in
a reduction of efficiency. So, from time to time, some components must be
replaced by new ones.
The equipment is in functional conditions and its structure was observed in a
good apparent state and without any apparent harm. Provided that this
inspection was only visual, we do not guarantee the inexistence of any hidden
problem.
