KEYNOTE
Professor Tony Travers, Director of LSE London, Professor in Practice
Tony Travers is Director of LSE London, a research centre at the London School of Economics and
Political Science. He is also a Visiting Professor in the LSEs Government Department. His key
research interests include local and regional government and public service reform.
He is currently an advisor to the House of Commons Children, Schools and Families Select Committee
and the Communities and Local Government Select Committee. He has published a number of books
on cities and government, including Failure in British Government, The Politics of the Poll Tax (with David
Butler and Andrew Adonis), Paying for Health, Education and Housing: How does the Centre Pull the Purse
Strings (with Howard Glennerster and John Hills) and The Politics of London: Governing the Ungovernable
City.

ChrisPaddock, Director, Regeneris (http://regeneris.co.uk/) consulting
Chris Paddock has almost 10 years experience of working in economic development and
regeneration, leading on a wide variety of assignments for the public, private and third sectors. He has
a broad technical knowhow and holds significant knowledge of strategic and policy drivers in the UK.
Chris frequently leads Regeneris economic strategy assignments, having done this in Thurrock,
Croydon, Stratford, North Kent, Merton, the Royal Docks and the Tower Hamlets City Fringe. Most
recently, he has authored a plan to respond to the economic impact of the decommissioning of nuclear
power stations in Kent.
Chris has undertaken a number of projects which link economic development and the planning
system. He led a major study looking at the wider regeneration benefits delivered at each location on
the Crossrail line and has also provided broad economic inputs into a number of masterplan projects.

Gaetano Armao,former Regional Minister of the Economy and Treasury for the Sicilian Government
Gaetano Armao graduated with honors from University of Palermo in 1985, then specialized with
honors at the University of Ferrara in financial intermediation jurisprudence in 1988, and received his
doctorate in the European Community and International Public Law at the University of Palermo. He

served as an assistant professor of administrative law on the Political Science faculty of University of
Palermo in 1992 and as visiting scholar at the Institute of Advanced Legal Studies of London in 1993.
Since 1996 he has taught administrative law and public accounting at the University of Palermo and
Economics and Public Law at the University Mercatorum. He is a fellow member of the Society of
Advanced Legal Studies at the University of London. He practices as Court of Cassation attorney with
offices in Palermo and Rome, has been an expert consultant for the European Council, consultant for
national and regional governments, and for the Italian Parliamentary Antimafia Commission. He has
also been vice chairman of Massimo Theatre Foundation of Palermo from 2002 to 2005, regional
ministry of Cultural Heritage in 2010 and regional ministry of Economy and Treasury for the Sicilian
Government up till 2012, attending the Italian Regions Conference, the State-Regions Conference,
the Economic Programming Committee and the State Ministry Cabinet also representing Sicilian
Government.

Mr. Andrea Bertolotti is CIO and Managing Partner at Quotient Investors, a US-based institutional
equity manager focusing on sustainable investing. Prior to co-founding Quotient Investors, Mr.
Bertolotti was Director of Investment Strategy at DLIBJ Asset Management, and co-founder and CIO
at Innovest Capital Management, Inc. Prior to Innovest in 1996, Mr. Bertolotti was a Senior
Consultant with BARRA Inc. Mr. Bertolotti graduated from Virginia Polytechnic Institute in 1982,
and received his Masters of Engineering from the University of California at Berkeley in 1985 and his
MBA in Finance from the University of California at Berkeley in 1993.

Sarah Lyall,Social Policy Researcher, New Economics Foundation (http://www.neweconomics.org/)
Sarah joined the New Economics Foundation (NEF) in December 2011 and works in the SocialPolicy
team on sustainable social justice. Her research covers experiences of poverty andinequality in the
UK, health inequalities, working time and social security. Sarah also facilitates the London Coproduction Practitioners Network and is interested in supporting innovative approaches to social
services.
Before joining NEF Sarah worked for a charity in North-West London, providing one-toone educational support for migrant young people aspiring to access Higher Education. She
has worked with a number of community-based organisations abroad, including capacity
building projects in Kazakhstan and Malaysia. She holds a First Class BA(Hons) in History from
the University of Oxford and a MSc (Distinction) in Social Policy Research from the London School
ofEconomics.
Outside of work Sarah likes to run, play frisbee and read about theology.

Alexander Jan is a director with Arup. He leads international advisory work for clients wishing to buy,
sell, develop or finance transport and city infrastructure.Alex recently led Arups cost analysis work
for the Mayors 2050 infrastructure plan.An economist by training with a first class degree from the
London School of Economics and Political Science, Mr.Jan has more than 20 years of experience in

public policy, project finance and regulatory advice.


Mr. Jan has worked with a London local authorities on their economic development strategies,
advising on the role that infrastructure can play in helping to achieve growth and employment. His
prior experience include working with the UK Civil Aviation Authority and Office of Rail
Regulation/Network Rail, as well as with the DETR transition team that helped set up the Greater
London Authority. He was also adviser for the Mayor and Assembly and has worked for KPMG
management consultancy.
Mr. Janis a passionate supporter of devolution and has written extensively on this and other policy
challenges facing London. He is a Fellow of the Chartered Institute of Logistics and Transport. He is a
visiting lecturer at the London School of Economics & Political Science.

Mr. Briggs has 25 years of experience in the energy and natural resources sector focused on
reputation management, issues and crisismanagement, government and regulatory affairs, and social
performance planning and implementation. Mr. Briggs joined FTI Consulting in 2014 after 15 years at
Shell. In his role as Strategic Relations Manager at Shell, his focused on creating a deep understanding
of complex issues in Nigeria within the business, and to coordinate and provide strategic support for
Shells senior management team. He particularly focused on social performance, oil spills, and gas
flaring in Nigeria, and on global stakeholder engagement around other complex issues such as oil
sands and shale gas.
