Lesson 2 Fundamental Aspects of Educational Planning

1. Why is there a need for educational planning?


Educational planning is an instrument for providing the needed coordination and
direction of the different components of an educational system. It also ensures
that widely accepted long term goals, such as universal primary education, are
approached objectively. It provides realistic appraisal of the countrys resources
which is an important factor in the succesful implementation of the plan.
Through educational planning, a country indicates its willingness to effect an
orderly change or reform in its educational system by bringing into focus the
shortcomings or needs that hitherto had been ignored or unknown and so that
appropriate action be affected.
2. As planner/administrator, how do you understand the term educational
development? Suggest other facets of educational development.
Educational development as a planner or administrator means expanding the
facilities to match numbers with needs of the clientele; diversifying teaching
learning situations as well as their content to suit the varying demands of society;
promoting lifelong learning through the provisions of education for all in-school
and out-of-school youths and adults; and establishing an effective challenge
response relationship between economic and social development, on one side
and education on the other.
Facets of educational development are physical infrastructure, access to
education, quality of education and expenditure on education at different levels of
schooling from lower primary level to higher secondary level.
3. What may bring about a feasible and workable education development plan in
your region/division/district/institution?
To bring about a feasible and workable education development plan, all people
involved in education should sit and discuss the different problems affecting
education in their areas, bring out possible solutions, map out the right course as
what their goals suggest and coordinate with the proper agencies in the
government to insure its success.

4. What do you think is the ideal approach to be used as basis of a planning activity
in your area? Why?
EDUCATIONAL PLANNING FOR GLOBALIZATION
Globalization is a process of penning up national economy to free market forces.
The focus is on competition and the use of information technology to drive the
revolution in the organization of work, production of goods and the provision of
service. It is also transforming culture world-wide and recognizing relations
among countries. Educational planning designed to meet the demand of
Globalization should focus on improving the quantity and quality of skills in the
labor force, with increased emphasis on the teaching of science and
mathematics.
Under this approach, there are four main tenets:
It calls for improving student achievement at all educational levels, with the
goals of increasing labor force productivity to meet the demands of a
competition-driven globalization process.
It emphasizes the need for central government to establish clear academic
standards and to relay these expectations to schools and parents.
It calls for educational management that will inspire teachers and supply them
with effective teaching alternatives in order to raise the cherished quality.
It stresses the need for improved teachers recruitment and training.
