INTRODUCTION
These testing procedures are designed to ensure a uniform understanding and implementation of Carters, Inc. quality
assurance program by all offices and laboratories.
Carters, Inc. basic performance standards are based on BVCPS past experience. Most test methods and test procedures are
originated from:
ASTM (American Society of Testing and Materials)
AATCC (American Association of Textile Chemists and Colorists)
CPSC (Consumer Product Safety Commission)
FTC (Federal Trade Commission)
NAHM (National Association of Hosiery Manufacturers)
UL (Underwriters Laboratories)
ETL (ETL Testing Laboratories, Inc.)
FDA (Federal Food and Drug Administration)
ANSI (American National Standard Institute)
DOT (Federal Department of Transportation)
CPAI (Industrial Fabrics Association International)
UFAC (Upholstery Furniture Action Council)
The Performance Standards are used as a guideline for the evaluation of consumer satisfaction and acceptability. All products
are evaluated from the viewpoint of overall consumer serviceability.
This Manual was prepared for Carters internal use and is intended for the manufacture of childrens garments.
Additional product-specific test protocols, including non-apparel products, are available from BVCPS. A list of these protocols
can be found in the Appendix at the end of this Manual.
CARTERS INC. POLICY STATEMENT
1.

Carters, Inc. is committed to delivering quality merchandise to our customer.

2.

This program is based on the mandate that merchandise purchased by Carters, Inc. must be tested to meet product
specifications, all applicable laws and regulatory requirements.

3.

Carters, Inc. accepts only test reports from previously-approved certified 3rdparty labs.

4.

All testing costs are to be borne out by the vendor payable net 30 days.

5.

The following types of merchandise must be tested and ultimately approved by Carters, Inc.

PRIVATE LABEL, CONTROL LABEL, CERTIFIED VALUE MERCHANDISE

MERCHANDISE PURCHASED ON A FOREIGN OR DOMESTIC LETTEROF CREDIT
BRANDED MERCHANDISE
Any brand under consideration for major purchase may be requested for testing.
ADVERTISED ITEMS
The advertised items must meet all claims and performance standards.

6.

This testing or any subsequent results do not limit Carters, Inc.s rights or diminish or remove vendor or manufacturer's
responsibilities and obligations under the Purchase Order Terms and Conditions.

7.

-No garment styles are to be added to a Fabric or Trim Test Report related to another season.
For example, a Fall garment style cannot be added (by amendment) to an existing Fabric or Trim test report for the
previous Spring's styles.
-No garment style may be added (by amendment) to a test report that is older than 90 days from Date of Submission.
Additionally, fabrics tested and approved for trim or lining purposes are not automatically approved for body usage.
To be considered for body usage, the fabric would have to be re-tested. Fabrics to be used for trim or linings are to
be so marked in the sample identification section of the BV test submittal form.

TESTING PROCEDURES
I.

BUYER RESPONSIBILITY

Provide the vendor with a copy of Carters, Inc. test procedures, sample submission requirements and performance
standards.

Obtain the agent's signature on a "Vendor Confirmation Form" (See inside cover-form enclosed). This will
acknowledge the vendor's receipt and understanding of all Carters, Inc. test procedures (including responsibility of
testing fees), sample submission requirements and performance standards. Signed forms will be kept on file in the
Quality Assurance office.

II. VENDOR RESPONSIBILITY

Complete the Vendor Confirmation Form and return to Carters, Inc. upon receipt.

Vendor is responsible for all testing costs.

Sample submission to BVCPS:

Determine which BVCPS location to send test samples.
Submit samples with a fully completed Carters, Inc. Test Request Form. BVCPS will not accept sample if the
form is incomplete.
Softlines garments must include all trim, accessories and embellishments.
VISUALLY UNSATISFACTORY SAMPLES (stains, tears, missing pieces) WILL NOT BE ACCEPTED
FOR TESTING!
A retest sample would follow the same submission procedures as outlined above.

Apparel and textile identification tags and garment specifications for private label products must be approved
by Carters, Inc. Product Development Department.

III. CARTERS, INC. RESPONSIBILITY

When Carters, Inc. receives reports from BVCPS that a submission has failed, Carters, Inc. will discuss the situation
with the buyer (and vendor, when necessary), then follow up with disposition as to retest or cancellation of order, etc.

All incoming merchandise is subject to Carters, Inc.s inspection to guarantee manufacturer's compliance with prepurchase testing qualities and recommendations for improvement.

In situations where a Carters Internal Standard exceeds applicable Federal laws or regulations, or where there are no
applicable Federal laws or regulations, Carters QA Department reserves its right to review all test results on a caseby-case basis to determine if a waiver or override of a particular test result is appropriate in the particular instance and
consistent with Carters overall commitment to safety. Under no circumstances, however, will Carters grant a
waiver or override a disposition in instances in which there are non-compliances with applicable Federal laws or
regulations.

IV. BVCPS RESPONSIBILITY

Pick up all test samples from overseas agent office in all applicable countries.

When the test request form is incomplete, the laboratory notifies the originating office. Until proper information is
received, testing will be delayed.

Complete test and evaluate the test results (See Test Protocols). Rate the product by:
Pass (The product provides good overall consumer serviceability and requires no improvement.)
Fail (The product has deficiencies that customer dissatisfaction may result and/or non-compliance of regulatory
requirements. The product must not be sold until improvements are made.)

Hints For Filling the Testing Request Form

BVCPS Testing Request Form
1) Sample Status - Development (Vendor's Pre-Quality Test)
Vendors can use this Testing Request Form for development sample testing (i.e. pre-quality test is based
on Vendor's request) and vendors can receive Carter's discount (refer Carter's testing cost on page 21).
Since this is a development test only, Carters will not contact vendors to take any action in the event of a
failure. Carters expects the vendor will react to any failures indicated and take corrective action before
production.
(Remark: If sample is for Carter's only development purpose and requires Carter to review the result,
vendors should mark "X" at "Pre-production" instead of "Development (Vendor's pre-quality test)").

BVCPS Testing Request Form For In-Process Program

Agents may, and are encouraged to, carry out In-Process testing in addition to Carters regular test
package as additional control for some potential problems due to production variation. Agents will
determine the required test(s) for the randomly selected samples and send BVCPS with a completed test
request form for the In-Process testing Program.

Fusible Covering for Backside of Embroidery

also known as Over-The-Back (OTB)
Background:
Many embroidery designs contain a high number of stitches concentrated in a small area. This can
lead to an unacceptable roughness inside the garment. This roughness can be particularly irritating
when the embroidery is on the chest or other sensitive areas.
All embroideries are to be covered on the backside with the following exceptions:
Garment washed products where properly set backing delaminates after washing
All over Schiffli designs
When backing can not be used due to the above or other conditions, the embroidery or garment is to
be designed so there is no roughness against the skin. In such case, the revised design must be
approved by Carters QA department.

Objective:
Develop a means to eliminate roughness and irritation to the wearer without unnecessarily restricting
embroidery designs.
Conclusion:
Extensive product development research and evaluation of a wide variety of fusible materials has
identified four products suitable and approved for use on Carters products.
Items CT5115, CT8118 and CT8120 from PCC (Precision Custom Coatings)
Items PD9333, PD9233, AP08 and PD9223 from Freudenberg (Vilene)
All are tricot knits with a fusible coating on one side. Carters considers similar non-woven products
unsuitable due to fabric stretch, garment life expectancy and competitive concerns.

34
PRIVILEGED and CONFIDENTIAL

Revision 8.11.7 February 2013

Application:
Regardless of the item used (PCC or Freudenberg), application with the appropriate dwell time,
pressure and temperature conditions is critical to achieve a durable bond to the fabric and prevent debonding during the expected life of the garment. These conditions are best controlled using presses
designed for this purpose. Hand ironing is not considered a satisfactory method since the above
variables cannot be adequately controlled.

Coverage:
Covering MUST extend at least one half inch () beyond the embroidery in all directions and no
harsh or abrasive portion is to be left uncovered. For extra attachment security, covering may extend
into seams under the following conditions:
If OTB is stitched on two sides, the top MUST also be stitched.
o Stitching along top side must be an existing design seam, not an additional seam
(example: shoulder, collar or yoke seams are OK)
If OTB is stitched on top and bottom, the sides may be left unstitched.

Revision 8.11.7 February 2013

Procedure For Seam Stretchability At Waist

Front Panel

Back Panel

Cut off side seam to separate front panel and back panel.

Clip the edge of front panel.

Reset the gauge length of Instron.

Measure the gauge length for

Stretchability test (e.g. 9.125 inch).

The result is 7.01 lbs. @ 56.7% elongation (5.176

9.125x100%), which meets the requirement (>3.5
oz/yd:7 lbs./50% elongation@ break; <3.5 oz/yd:
7 lbs./30% elongation@ break)

Start to pull.

Then we test the back panel following the same steps as the front panel.
(Please remind the vendor to submit one more garment sample for such test due to cutting of the garment sample. However, we can
keep another whole garment sample if Carter/Agent/Vendor requests to review the appearance/shrinkage after washing of the garment
sample.)

Revision 8.11.7 February 2013

Procedure For Seam Stretchability Of Fancy Seam

Separate front panel. Clip the edge of arm

hole.

Reset the gauge length of Instron.

Measure the gauge length (e.g 8.0 inch).

Start to pull and the result should meet either

7 lbs./50% elongation @ break if fabric
weight >3.5 oz/yd, or 7 lbs./30% elongation
@ break if fabric weight <3.5 oz/yd.

Refer to this case, the sample is stretched at

elongation 62.7% (5.015"8"x100%) &
loading 2.07 lbs., but there is still no seam
failure. However, there is a limited traverse
distance of the Instron (about 20" including
the length of the sample). Therefore, we will
stop pulling while the results meet the
requirement at over 50% elongation, and we
will report >60% elongation in this case.

Revision 8.11.7 February 2013

Seam Stretchability (Whole Circumference) For Elastic Cuff or Elastic Bottom Opening

L Clamp

Use L Clamp to hold the cuff at relaxed

state.

Place the L Clamp in Instron.

Start to pull and the result should be meet 14

lbs. (due to circumference stretch: front &
back layer).

Revision 8.11.7 February 2013

Same step as elastic cuff for elastic bottom opening

Use L Clamp to hold the elastic bottom at

relaxed state.

Start to pull, and the requirement is same

as elastic cuff.

In this case, the result is 10.77 lbs,

which is below the requirement of 14 lbs.

Small Parts / Choking Hazards
Any item intended for children ages 3 and under that does not meet Section 4.6 of ASTM F963 or CFR Title
16, Part 1501, is classified as a small part if the object fits into the small parts cylinder (see below). It is
considered a potential choking hazard and must withstand a 20.2 pound pull force.
Determination of the terms fit into the small parts cylinder.

Garments in sizes 4-6x / 4-7 with any decorative embellishment having cords / ties / belts made from a metal
chain must be labelled with the below hangtag.

Functional hardware (such as buttons, snaps, etc.) must always pass the required 20.2 pound pull force and so
can never use this hangtag.
Note: All stone (or other object) washed garments must be thoroughly inspected after the garment washing
process and all stones removed.

Revision 8.11.7 February 2013

Small Parts Hazard Testing

The purpose of small parts hazard testing is to determine if parts attached to the garment, such as: buttons,
bows, snaps, buckles, patches, appliqus, or other functional or decorative items which can be removed by
force. It is frequently true that small pieces of the attachment may be removed by force, without the entire
attachment coming off. This is demonstrated in the photos below. These situations are not considered
hazardous.
Single yarn tests for fringes and pompoms are considered a different situation. Requirements for those items are
stated elsewhere in this document.

D. CLAMPS & TRIMS TENSION TEST

Both Clamps Are Generally Used For Clipping The Component

Clamp 1

Clamp 2

Diameter of the washer: Inch (19mm)

Note: According to ASTM, any projection from the sample that a child can grasp with at least the thumb and forefinger or the teeth
shall be subjected to the tension test, in which an appropriate clamp shall be used to clip the test object or component. Most likely, we
use clamp 1 & clamp 2 shown as above for tension test and we suggest to select clamp 1 first. In case clamp 1 can not clip the material
securely (e.g. rhinestone, beads, sewn decorative label), clamp 2 should be used. Clamp 1 should be used specifically for textile
components so as not to cause fabric rupture and to avoid clamp cutting on the ends of the component. The clamp must meet the
material flat.

This Set Of Clamps Is Used For Single Thread Pulling Strength

Close the draw of clamp 3 after yarn

being clipped.

Turn the locker in lock position to hold

the yarn securely during pulling test.

Feeler Gauge : To Judge The Component As Grippable Or Non-Grippable

Feeler gauge, with thickness of 0.4mm+0.02mm and an insertion edge radius of approximately 3 mm.

Inserting the feeler gauge between the component and the underlying layer (or body of the sample) at an angle between 0 and 10
from the sample surface using a force of 10 N+ 1 N.

The above two samples exhibit feeler gauge inserted; therefore, the sample is to be judged as grippable.

The feeler gauge is unable to be inserted from the sample edge; therefore, the sample is considered as non-grippable.

Attachment Strength For Decorative Flower/Ribbon

Note: According to ASTM, clamp 1 is used to grip the material which shall be attached to the cover material of a completely apart inch (13mm) from the closer
point/seam in full dimension inch (19mm) see above photo for clipping ribbon bow.
For particular conditions listed below, special arrangement of clipping method is necessary:
(1) If the dimension of material is less than 1 inch (32 mm) (total length of clamp 1 & apartment from closer clamp 1 to point/seam) but larger than inch (19 mm),
clip the whole cover material and reduce the distance between clip and closer point/seam.
(2) If the dimension of material is less than inch (19 mm), clip the whole cover material as much as possible (see above photo for clipping petal)
In principle, we have to perform small part attachment strength from different directions or orientations. For ribbon bow shown in above picture, please stretch in each
direction (1, 2, 3, 4) for each individual sample.

Not Included In Small Part Category

The fiber on bears face or picot stitch at sleeve should not be considered a small part for
pulling test, 20.2 lbs. @ 10 sec. should not be applicable for those items.

Carter's considers that the

possibility that a child
could not "pop" the
grommet out with a
fingernail (not grippable)
of this style and also the
fact that this style is used
in conjunction with a
center tacked fake
drawstring. Therefore,
there isnt any real
pressure applied to the
grommet. So, attachment
strength requirement is
not applicable for this
style.

Carter's considers that

this type of decorative
string at side is not
required for small part
attachment strength test.

E. PRINTING DURABILITY IN WASHING

Cracking or chipping is to be evaluated by stretching the print to
maximum fabric elongation (under five pound load), but not to exceed
50% elongation in any case.
For example, jersey knits may only stretch 35%, but rib knits may
stretch 100%. In this example, the jersey would be evaluated at 35%
elongation and the rib at 50% elongation.
(Remark: Evaluate both Before wash state and After 3 washes state.
Cracking is allowed if the printing can recover to original pattern in
relaxed state after stretching, but not allowed for the printing that
is chipping off.)

Unsatisfactory Printing Durability

Printing that can not recover to the original pattern after stretching.

G1. GLOW INK PRINT TESTING

The print is charged under INC A light for 1 minute and then placed in a dark room with the viewer.

After 10 minutes, the printing sample is viewed at 3 feet in the dark room in comparison with Carters reference
standard. The glow must be perceptible and the detail must still remain clear enough to identify the pattern.

Pass Clear enough to identify the glow ink pattern

Fail Not clear enough to identify the glow ink pattern

H. SNUG FITTING MEASUREMENT

Some designs of tight fitting sleepwear involve non-traditional sleeve and leg lengths. Such
as length or capri pants.
The standard CPSC sleeve or leg opening dimensions can not be used. They would always be
smaller than the garment opening and Fail because they do not measure to the CPSC
specification.
In such case, agents or suppliers are required to submit Carters specification sheet
along with the garment for BVCPS measurement.
Attached is an example of a Carters measurement specification sheet, in which BV can see
the style used an interpolated opening dimension.

Procedure for evaluating the abrasion resistance of sleeper foot sole material
Equipment and Materials:
Crockmeter as specified in AATCC method 8.
400 grit wet or dry sand paper
Mirror
Procedure:
Resurface the finger of the crockmeter to allow specimens to lay flat on the sandpaper. This is
accomplished by cycling the crockmeter several times with the acrylic finger against the sand paper.
Use new sandpaper to resurface the finger. Discard and replace with new paper prior to testing a
specimen.
Mount sleeper foot material specimen on the finger the same as you would the test cloth in performing
a colorfastness test according to AATCC method 8.
Cycle the crockmeter 5 complete cycles allowing the specimen to slide against the sandpaper. Check
the specimen for abrasion by raising the arm and checking with the mirror. Repeat this process every
five cycles. At the first sign of a hole appearing in the substrate, stop the test and report the number of
cycles leading to the failure as a range of 5 cycles. For instance failure occurred between 100-105
cycles.
Replace the sandpaper before each specimen is evaluated.
