improve call drop rate and sometimes can enhance the
end user experience( for example elevator or tunnel
scene after a temporary loss of RF coverage.

In Huawei networks, Call Re-establishment is

only triggered by UE cell update(RL Failure,
TRB Reset)when UE detects DL radio link is
out of sync.. For example DL LINK FAILURE.

UE detects consecutive N313 out of sync.

indications from L1

UE starts T313

T313 expires without consecutive N315 in

sync. indications from L1

UE will reselect to a suitable cell and send

CELL UPDATE to RNC indicating Radio
Link Failure

RRC will be re-established with cell update

confirmed and radio link synchronization
restored.

When cell update of UE SRB Reset if received, RNC

will send IU Release Request to CN and the call is
dropped.

When RNC receives UL radio link failure from

NodeB, RNC starts timer RlRstrTimer and wait
for RL Restore Indication. If no RL Restore
Indication and the timer expires, RNC will send
IU Release Request to CN and the call is
dropped.

When SRB reset happens, RNC will send IU

Release Request to CN and the call is dropped
too.

According to previous analysis, we make some improvements about

Call Re-Establishment(including CS and PS).

For the following scenarios:

UL RL Failure

RNC SRB Reset (Active Set Update, Measurement Control)

RNC will send RADIO LINK ACTIVATION COMMAND with IE deactivate to
NodeB instead of sending Iu Release Req to CN. Then NodeB will shutdown
the UE DL transmit power.

Support the Call Re-Establishment for Cell Update of UE SRB Reset

(including CS and PS). And the procedure is the same with Cell
Update of DL RL Failure, TRB Reset.
