Everlasting Legacy

The Coimadai Memorial Park is officially
open.
After 15 months of planning and hard work,
the towns memorial park was opened on
Saturday to much pomp and fanfare.
Approximately 450 people gathered at the
official dedication ceremony, which saw
light horsemen parade around alongside
Coimadai primary school children dressed
in period costume.
Anglican Bishop Philip Huggins arrived by
horse and jinker and the Kyneton, Daylesford
and Geelong Brass bands assembled
together to provide a WWI inspired musical
backdrop.

addressed community members and invited
guests, stating that he stood before them
with a great sense of pride.
Mr McDonald said the park had received
great financial support from Federal, State
and Local Governments, however the
achievement was mostly due to the inspired
efforts of members of the restoration
association and many businesses and
tradespeople from within the Moorabool
Shire.
Work on the park and the avenue has seen
more than 60 different people volunteer their
time and equipment, and have spent more
than 2000 hours in the process, he said.
Since the moving of the cairn during Easter
2014, we have had a hectic time in getting

fellow committee and association members,
without whose dedication and inspiration

Moorabool Shire Mayor, Cr Paul Tatchell
said the Coimadai Avenue of Honour
Restoration Association were a passionate
team of volunteers who didnt take no for an
answer.

This was always going to be an ambitious
project, he said.
A new Avenue of Honour on the CoimadaiDiggers Rest Road contains 129 trees, one
for each volunteer, complete with irrigation
system.

son of a WWI volunteer, Thomas Cannon.
Mr Cannon congratulated the editors
of the book, Margaret Love and Bernice
Clarke, describing the project as a valuable

anecdotes.

Senator Michael Ronaldson alongside VIP

United they stand

Sienna Cordell is one step closer to
fulfilling her wish of walking.
The 5-year-old Bacchus Marsh
resident was honoured at a
fundraising event on Sunday,
where rival junior football teams
Darley and Bacchus Marsh put
aside their differences to help raise
over $10,000.
Sienna, who suffers from spastic
cerebral palsy affecting both her
legs, has been accepted to have
radical spinal nerve surgery, a
procedure performed in the USA
on more than 3000 children each
year and costing $78,000.
Siennas parents Briohny and
Brad, who have another four
children, have spent years in an out
of hospital with their daughter and
believe this surgery is their last
chance at improving their beloved
daughters quality of life.
Without this surgery Sienna will
be stuck in a wheelchair, but if she
does have it she will be given the
chance of some independence, Mr
Cordell said.
It will be the difference between
having a full time carer or having
the opportunity to do things
independently that we all take
for granted. Its expensive, but we
will do whatever it takes to make
it possible.
Mr Cordell said it was amazing
to see so many members of the
community jump on board to help
out, most of which they had never

something like this, it really is
mind blowing. The people who
organised it didnt even really
know us, yet they took it upon

themselves to do something. Its


just amazing.
A number of Moorabool Shire
locals and businesses donated
their best to the fundraising event,
held at Maddingley Park.

Sharyn Moloney from the


BMJFNC said she never anticipated
the event to grow to the level it did.
Everyone rallied together local
and afar for this little girl that
none of us had met until that day.

It was moving and so incredibly


touching, I was and am very
proud, she said.
Mrs Moloney organised the event
with the support of Bacchus Marsh
and Darley Junior Football Netball
club presidents Matt Colley and
Adrian Bettio.
Mr Bettio, president of Bacchus
Marsh juniors, said the amount of
support received from both teams
was beyond belief.
At the end of the day we were
able to raise thousands of dollars,
and I think it made people realise
that even just donating a dollar or
two can create an end result that is
really positive, he said.
Adding to the final tally was a
$5,000 cheque from the Darley
Football Club, which was presented
by Darleys junior club president
Matt Colley.
The Cordell family took the
opportunity to thank the whole
community for their generous
donations, in particular Sharyn
and Darren Moloney, Matt Colley,
Adrian Bettio, Danielle OBrien
and Mark Bell.
There are so many people who
were involved, its hard to thank
them all. But we are so grateful
because without them none of
this would have happened, Mr
Cordell said.

Train whistle blowing ..

707 Operations is ready to let off
some steam.
To celebrate the 30th anniversary
of the restoration of steam
locomotive R707, a re-enactment
journey well be held between
Newport and Bacchus Marsh.
To be held on Sunday July 12,
the trip will pay tribute to the
volunteers associated with 707
Operations and Vintage Rail
Travel.
The group of volunteers are a
mainline heritage group that
restores and maintains a fleet
of heritage steam and diesel
locomotives and carriages for
operation on Victorias rail network.
Established in 1980, the group is
based at the Newport West Block
Heritage Railway workshops in
Melbournes west.
The train trip, which is one of two
steam train tours, will provide

Newport Gardens Platform to
Bacchus Marsh.
A re-enactment of R707s original
journey in 1985, the train will
depart at 10.30am and stop at

Proposed flood overlays for


the east of Moorabool have
controversially moved to the
next stage.
A report prepared by council officers and put to the
June council meeting recommended finalising a proposed change to the Moorabool Planning Scheme in
conjunction with Melbourne
Water, before putting the
proposal to public consultation and a planning panel.
C73 would introduce new
flood risk planning controls
to the Moorabool Planning
Scheme, including flood extent mapping and changes
to the planning scheme
provisions.
The new planning controls
would also implement three
flood studies relating to the
Werribee River, Lerderderg
River and urban drainage
systems within the townships of Bacchus Marsh and
Ballan.
The new controls would
also implement a range of

other flood modelling work


relating to rural areas within
the catchments of the Werribee River, Lerderderg River and Little River.
It is based on the once-in100-years benchmark for
flood levels and flood areas
under the Water Act, and for
setting minimum floor levels under the Building Act.
However Mayor Paul Tatchell and Woodlands Ward
Councillor Pat Toohey both
voted against finalising the
amendment, a vote that was
defeated and now council
will write to the Planning
Minister seeking authorisation for council to prepare
and exhibit amendment C73.
I took a view that ratepayers could be adversely
affected by this particularly if we have fire or flood
events and they would then
find themselves in a position
where instead of having a
house to reconstruct, theyd
find themselves in a permit
application position.
I felt that type of retrospective planning wasnt fair and

reasonable for ratepayers to


be expected to carry the burden of that cost.
Cr Toohey said that he
believes that if Melbourne
Water wants the flood overlays then it should be the
organisation to do it and
not have it sanctioned by
Moorabool Shire Council as
if it was something that we
supported.
These things have serious ramifications for people
further down the track and I
felt it was an issue that there
needed to be a stand taken
on.
Cr Toohey called for a division, meaning that the
council
minutes
reflect
which councillors voted
for and against the motion
to begin finalisation of the
amendment.
Councillors John Spain, Allan Comrie, Tonia Dudzik
and Tom Sullivan voted for
the motion while Pat Toohey
and Paul Tatchell voted
against; Dave Edwards was
an apology at the meeting.

Combine ginger powder, turmeric powder, and


1 1/2 teaspoons salt in a bowl. Mix well.
Rub the mixture all over the chopped chicken
pieces. Let it stay for 15 minutes.
Heat the cooking oil in a cooking pot.
Once the oil is hot, pan fry the chicken for
about 2 minutes per side.
Remove the chicken and temporarily place in
a plate.
Meanwhile, saute the onion, tomato, and garlic
in the remaining cooking oil.

Put the chicken back in the cooking pot when


the onion becomes soft. Cook for 3 minutes.
Pour-in the coconut milk. Bring to a boil. Add
the curry powder. Cover and simmer for 25
minutes (add a little water if needed).
Add a dash of cayenne pepper. Put-in the
diced potato, cook for 10 minutes. Make sure
to stir once in a while.
Add the green peas. Cook for 5 minutes.
Add salt to taste. Stir.
Transfer to a serving plate. Serve over white
rice.

A Lal Lal group is attempting to raise local awareness


of changes being requested
for a wind farm project.
John McMahon from the
Lal Lal Environment Protection Association Inc said the
group was recently made
aware of an application by
WestWind Energy to increase numbers of turbines
and turbine size at its future
projects at Elaine, Lal Lal
and Yendon.
WestWind, which holds
permits to build 64 turbines
at Lal Lal and 107 turbines in
its Moorabool Wind Project
south of Ballan, provided information in response to the
claims.
Mr McMahon said that the
total turbine height would
increase by 24 per cent and
the blade sweep area could
increase by as much as 78
per cent,thedepending
on the

The blade sweep area is


the critical measurement,
as it is proportional to noise
emitted - audible and infrasound, Mr McMahon said.
Neighbours should be
given full details of the
proposed changes for their

Its also imperative that an
updated noise assessment is
carried out by a competent,
independent
acoustician
- ideally not the same one
originally used for the first
permit application.
However Steve Crowe,
WestWind Manager of project Delivery and Development, said that it is the fifth
incarnation of the permit
application.
WestWind is still seeking
an amendment to our planning permit, and we are up
to our fifth variation of the
same request in four and a
half years, Mr Crowe said.

Four of these were lost to


the previous state governments anti-wind farm laws,
so we are pleased the current
government wants Victoria
to become a world leader in
wind energy.
We are requesting an increase to the height, but not
an increase to the numbers.
The numbers will actually
be reduced if the height is
increased. The longer blades
mean that more space is required between turbines,
therefore some will be removed as the distance between dwellings and the
nearest turbine location will
not be reduced.
Mr Crowe also responded
to concerns about noise.
We are also requesting that
the newer, more stringent
noise standard be applied to

the wind farm, which will


provide a greater safeguard
for neighbouring properties.
I should add that greater
size does not mean more
noise. A Senvion turbine
with a 114 metre rotor diameter is quieter than the
Enercon turbine that was
modelled for the original
planning permit, and this
had an 82 metre rotor.
Mr McMahon disagreed.
Turbine size really matters
when it comes to the risk of
harm to neighbours.
To increase turbine blade
sweep area and height so
much, without any effective
independent noise policing
authority, will put at great

Applications ticked off


Rural communities should be alarmed by a new wind
farm policy, Member for Western Region Simon Ramsay
told parliament recently.
He said that changes to planning rules around renewable
energy will see wind farm permit applications ticked off
by Minister for Planning Richard Wynne. It reminds him
of when Labor was last in power, when Justin Madden
had sole ministerial responsibility for approving wind farm
planning permits.
It was an absolute disaster in western Victoria;
particularly where we had a whole plethora of live planning
permits that were approved by the Minister without any
consultation or engagement with local communities, Mr
Ramsay said.
We had wind farms abutting close to residential
development without any sort of appropriate buffer.
Mr Ramsay said he is not concerned about having more
wind farms, but is concerned about potential problems
with a Labor Minister having total control over wind farm
planning permits with no engagement or consultation
with local communities or local government.
While I am a supporter of a Renewable Energy Target
to give investors of renewables certainty of business, I
am extremely uncomfortable giving a Minister from East
Melbourne sole discretion on planning of wind farm
industrial parks in western Victoria.
I have called on the Planning Minister to put into place
safeguards in relation to his ministerial authority to
approve these permits so that communities and local
governments are consulted.

FISKVILLE Three key recommendations

The sale of livestock from


properties surrounding the
CFAs Fiskville Training College closed due to toxic
contamination - has come
under question in an interim
report handed down by a
parliamentary inquiry.
Tabled in parliament last
week, the report provided
three recommendations at
the midway point of the inquiry having heard from
those affected by Fiskville,
and still to hear from government agencies involved.
The Committee has recommended that the Victorian
Government oversee thorough testing of soil and water, including tank water, on
adjoining or relevant properties to the CFA training
college at Fiskville to determine any immediate risks,
and consider what needs to

be done if affected people


cannot sell their livestock or
produce.
The report came less than
three months after lambs
sold from a property adjoining Fiskville topped the
Landmark market for the
fourth time in a row.
The property owners had
made a submission to the Inquiry and spoke at a public
hearing outlining that PFOS
contamination had previously been found on the
property and in blood test
results, with a contamination notice on their stock being issued and also revoked.
The second interim report
recommendation is to assess
the feasibility of providing
voluntary testing for PFOS
free of charge to firefighters career and volunteer
current and former staff at
Fiskville, other trainees, and
people who live or have lived

on neighbouring properties.
The final recommendation is for the government
to ensure that any person
who seeks records and
documents relating to their
involvement with Fiskville
is able to do so from government agencies and departments without hindrance.
Member for Western Victoria Region and Inquiry
panel member - Simon Ramsay reiterated that it is very
much an interim report and
that more evidence is yet to
be heard, particularly from
the CFA, EPA and WorkSafe.
The report itself doesnt
provide a full picture
of what has occurred at
Fiskville in relation to the
use of chemicals and foams
and the impacts that has had
both to firefighters and those
adjoining, Mr Ramsay said.
We felt that even though
its an interim report, we did

need to address those issues


urgently and that was why
weve put it in the report for
the government to respond.
Public hearings are set to resume in August, with a full
report to be handed down in
December.
Theres a lot of work still to
be done and the six months
will go quickly.
Mr Ramsay said that he is
confident the inquiry can
run parallel to efforts to
rebuild a training college
within Ballan.
I very much want to make
sure that a training facility is retained in the Ballan
district, whether its at
Fiskville or somewhere else,
but as part of the inquiry we
have to investigate whether
Fiskville can be decontaminated and the facility used
wholly or in part, safely.

He said that Victorias Acting Chief Health Officer advised the testing and assessment showed meat from the
neighbours property to be
safe for consumption.
This was confirmed by
Government and meat industry regulators.
A leading toxicologist
has advised the amount of
this chemical that a person
would ingest by consuming
meat produced at the property is at least hundreds of
times less than the guidelines set by the European
Food Authority.
Further public hearings into
practices at Fiskville are set
to continue later this year.

More evidence still to come


People who put their trust in the CFA feel betrayed,
according to the Chair of the Committee conducting the
Inquiry into Fiskville, Bronwyn Halfpenny.
Ms Halfpenny acknowledged the great work that members
of the Country Fire Authority do and the impact that the
closure of the Fiskville site may have on the fire training
needs of the state.
But from the evidence we have received, it cannot
be denied that many people who put their trust in
the leadership of the Country Fire Authority now feel
betrayed, she said.
She said that the interim report records the work the
Committee has done so far.
A conscious decision was made to listen first to the
testimony of those who had been affected by practices at
the CFA training college at Fiskville.
These are not easy stories to tell or easy stories to hear.
We have heard from people who have cared for a loved
one with a debilitating and deadly disease, individuals
who were exposed to deadly materials and who suffer
now, and others living with the anxiety of developing a
deadly disease.
Ms Halfpenny noted that the next stage of the inquiry,
across the second half of 2015, will involve hearings
with government departments and agencies that were
involved with the operations at Fiskville.
The Committee has not yet heard the full story and there
is much more evidence to collect, she said.

Livestock all clear


The CFA has confirmed that
owners of a farm adjoining
its Fiskville Training College removed grazing stock
from Fiskville land in February just weeks before the
site was closed due to toxic
contamination.
The family that owns the
sheep gave evidence at a
public hearing held by the
Fiskville parliamentary inquiry - which is investigating contamination of PFOS
used in firefighting foams.
A commercial lease on
land at Fiskville, used by a
neighbour for grazing livestock, ended in early 2015 after around 15 years, a CFA
spokesperson said.

property was the subject

Trees to go for
student safety

5000 trees

A decade of tree planting will be celebrated next
month as Grow West head to
Rowsley to plant 5,000 indigenous plants.
The annual Grow West
Community Planting Day
marks ten years in which
1,800 volunteers have planted over 60,000 trees.
Hosting this years event
are local residents John and
Tristia Lakey, who own 250
acres of property on Ironbark Road, Rowsley.
Purchased in 2012, the
property was bought in
order to develop the couples farm business. With
the support of Grow West
and Melbourne Water, over
25,000 trees were planted
along the waterways in 201314, and more than 50 acres
of hill country were direct
seeded with endemic native
species.
Grow West planting day
coordinator, Emma Muir
said a further 5,000 native
seedlings would be planted
on the property on Sunday,
July 19 by a group of about
200 volunteers.
This section of the property is an old part of a large
parcel of farmland which
is now being restored, she
said.
It was decided that the
land wasnt as productive as
it could have been so this is
an opportunity to fence it out
and revegetate it. Having the
availability of 200 volunteers
to plant 5,000 seedlings is
just fantastic its obviously

very difficult for landowners


to plant that sort of number
by themselves, so the landowners Josh and Tristia are
very grateful.
Ms Muir said whilst the
project was very community
driven, it also included a
large number of people from
outside the Moorabool area.
Grow West sponsor the
day and we have also received support from the Bacchus Marsh Bendigo Bank
and the Bacchus Marsh Lions club, she said.
However, the main people
we see volunteering are actu-

ally from Melbourne which


is just amazing. We have an
Indian environmental group
from the Dandenongs who
have brought out about 50 or
60 volunteers for the last two
years.
The Grow West Community Planting Day will run
from 9:30am to 4pm at Lot
7 Ironbark Road, Rowsley.

residents say theyre sick
and tired of funding amenities they dont use.
Long-term resident, Ian
MacFarlane said despite living 30-kilometres away from
Melbourne, residents had,
for years, been forced to pay
an annual parks charge that
funds the maintenance of
popular city reserves such as
the Yarra River, Albert Park
and the Melbourne Zoo.
Parks Victoria relies on the
fact that we were accidentally once part of the City
of Werribee, and dismisses
the fact that since 1994 we
have been part of Moorabool
Shire, he said.
Balliang East is not part of
Melbourne, which is 30-kilometres from here.
Mr MacFarlane said he
thought the issue had been
resolved when a conciliator from City West Water,
who bill and collect the annual charge on behalf of
Parks Victoria, contacted
him in 2011 promising to refund a total of $11,500 to 24
properties.
However this was shortly
retracted after an audit in
June that same year, but
none of the residents of Balliang East were ever consulted
or involved in that audit, or
any other review for that
matter, he said.

When I received that message I thought things were


looking up, but Parks Victoria obviously knocked it on
the head for some reason.
They seem determined for
us to pay it, but anyone who
has been to this area would

Fed up with the situation,
Mr MacFarlane began refusing to pay the annual
park charge, however said
he soon began receiving
phone calls from City West
Water, followed by the debt

two to three times a year,
and its frustrating because

customer services department youve never spoken
to before you have to explain

We made a lifestyle choice
of not wanting to live in
the city, so I just dont understand why we are being
asked to pay for things in
Melbourne that we dont
even use.
After refusing to pay the
$67 annual charge for many
years, Mr MacFarlane now
owes over $800 in park
charges.
However, Managing Director for City West Water,
Anne Barker said properties
subject to the charge were
those that lie within the Urban Parks Boundary, which
was based on former municipal boundaries.
After local government
was restructured in the mid
1990s, parts of the former
Shire of Werribee came under authority of the Moorabool Shire Council but
remained with the Urban
Parks Boundary, she said.
Properties east of the Little River/Balliang Creek and
south of Spring Hill Road reside within the Urban Parks
Boundary, and are therefore
subject to the Parks Charge.
A spokesperson for the Department of Environment,
Land, Water and Planning
said anyone having problems paying their water bills
could talk to their local water corporation about what
type of assistance might be
available.

Widespread
timetable
teething problems have affected Ballan and Bacchus
Marsh train passengers.
The introduction of a new
V/Line timetable following
the opening of the Regional
Rail Link project has seen
commuters forced to travel
sitting on the floor, in the
aisles and even in luggage
areas.
One Bacchus Marsh commuter counted 450 passengers on a train with a seating
capacity of 215, with trains
delayed due to the excess
time taken trying to fit passengers into trains with just
three carriages.
A V/Line spokesperson said
it always takes a couple of
weeks for a new timetable to
bed down and that a coach
service from Melton had
been added to the popular

Performance is already getting better and is expected
to improve further over the
coming days, Member for
Buninyong Geoff Howard
said last week.
V/Line is monitoring patronage across the network
daily and will use this data
to determine the best allocation of the new carriages for
the Ballarat line when they
come into service.

The Bacchus Marsh Choral
group will sound out a tune
of support next month.
The bi-annual concert, titled
Nostalgia, will see a group
of 35 choristers perform a
collection of familiar folk
songs in a fundraising event
for local charities.
Member Marjorie Goodchild said the choristers,
ranging in age from 40 to
90, had been rehearsing for

three months prior to the


concert and was looking forward to the event.
Its all a bit of fun really,
and the performance will
be followed by an absolutely
splendid afternoon tea that
has all your old fashioned
country favourites such as
sponge cakes and slices, she
said.
Its entry by gold coin donation, which goes to local
charities.

Ms Goodchild said the nondenominational group had


been performing for around
12 years and were always
looking for new members.
The Bacchus Marsh Choral
Group will perform at the St
Andrews Uniting Church,
located at Gisborne Road
Bacchus Marsh, at 3pm on

Whilst heat waves may be
the furthest thing from your
mind this winter, Grampians Regional Emergency
Management
Inspector,
Neil Cheney said now is the
perfect time to be thinking
about the potential risks.
A one-day session, led by
Inspector Cheney and held
at the Moorabool Shire
Council offices in Ballan
on Tuesday (June 16), saw a
number of local emergency
services and health providers come together to develop
a heatwave strategy report.
Inspector Cheney said the
aim of the session was to
tease out the major issues
and understand how different departments could ultimately manage a heatwave.

If you look at the cause of


deaths since the European
settlement, heatwaves have
taken more lives than floods,
fires or any other natural
disasters, he said.
We are talking about a medium temperature of 32 degrees for three days or more,
which doesnt cool down
over night so there is no relief, and when towns are hit
by heatwaves of this extreme
nature, the infrastructure
tends to collapse.
A total of 31 people from
the Moorabool and Hepburn
Shires attended the session,
including local police, councillors, ambulance personals, health services and aged
care providers.
Rather than thinking of
the issues myself, I had people whod be dealing with

them firsthand. Its one thing


to have a plan sitting on the
shelf, but we need to pull it
out and ensure its practical, Inspector Cheney said.
The one-day session was
one of four held throughout
the region, with Inspector
Cheney also visiting Ballarat, Stawell and Horsham.
Local people have had
the opportunity to bounce
around themselves and as a
result weve teased out the
major issues that will now
be heard on a regional level
in September, he said.
Now more than ever is the
time to be approaching this.
I say the same with fire hazards its no good worrying
about a strategy when your
back fence is on fire.

Belgravia Leisure has reversed its announcement


that group classes would no
longer be included in Bacchus Marsh Leisure Centre
memberships.
The original announcement
was contained in a letter dated 16 June which included
a membership cancellation
form and also advised that
there would also be less staff
rostered on the gym floor.
The letter caused uproar
among members, with many
taking to social media to
voice their objections.
I can hardly express the
depth of my disappointment
at the new Bacchus Marsh
Leisure Centre arrangements. I went to a class tonight. They gave me a letter
that said the new pay as you
go arrangements will cost
me $13 per class. I am currently attending six classes

per week. Thats $78 a week


or $4,056 annually. This is
a joke. Who will pay that?
wrote one unhappy member.
One commenter suggested
that an entrepreneur is needed to start up a new more affordable local service, while
another suggested that the
change was a Moorabool
Shire Council money-grab.
However Mayor Paul Tatchell said that was not the case,
referring to the contract
awarded to Belgravia at the
June council meeting to run
councils leisure services for
the next two years.
Belgravia made an error in
reading their contract, and
the mistake has since been
rectified.
But members should have
approached their councillors
instead of going to social
media it would have been
resolved much more quickly.
The lesson is to use the
resources available to you -

councillors are there to represent you. Social media does


not replace councillors.
The contract includes reduced pool opening hours
and an agreement that council will continue to subsidise
group fitness classes and the
centres crche for the next
six months.
A new letter dated 25 June
currently being sent to
BMLC members, reflects the
change.
Existing group exercise
will be subsidised by council for a period of up to six
months for council and
Belgravia Leisure to engage
with the community to better understand the utilisation patterns, demand for
use to establish a much more
efficient service option in the
future, states the letter.
The cost to council of the
group fitness class and
crche subsidies is as yet
unspecified.

Ponies to stay
oncourse

Moorabool Shire Council Mayor Paul
Tatchell has slammed claims that the
Bacchus Marsh Pony Club may be forced
to close while an extensive redevelopment
takes place at the Bacchus Marsh Racecourse
Recreation Reserve.

He was referring to an article in the Melton/


Moorabool Star Weekly that quoted the
Pony Clubs President as being fearful that
the Club would be forced to close if it was
not relocated before the BMRRR Masterplan
redevelopment begins.
The draft Masterplan is currently out for
public comment.

If the Pony Club wants to run a campaign


in the media, then to those people who read
that Ill say this; the Melton/Moorabool Star
Weekly doesnt vote at council, Cr. Tatchell
said.

He said the claims came after a meeting held


with the BMRRR Committee of Management
and on that Cr. Tatchell attended but he said
that he remembers the meeting differently.
We had a clear understanding of the stages
that can be achieved.

The Pony Club will not be forced to close.


The priority of council is that the Pony Club
remains at the Bacchus Marsh Reserve,
it cant be any clearer. Were not going to
jeopardise the pony club.

agenda
within the overall agenda
of governments. Thus we
forget that time is greater
than space, that we are always more effective when

we generate processes rather


than holding on to positions
of power. True statecraft is
manifest when, in difficult
times, we uphold high principles and think of the longterm common good. Political
powers do not find it easy to
assume this duty in the work
of nation-building. (178)
In Opposition, Mr Abbott
described climate change as
absolute crap and in his
2009 book Battlelines said it
was unclear if humans were
contributing to global warming. As Prime Minister, he
has said the Government
now accepts the science and
takes the issue of climate
change very seriously. But
since he was elected, Mr Abbott has quickly dismantled
much of Australias climate
policy and appointed a climate sceptic to lead a review
into renewable energy. When
asked about the Popes mes-

sage Mr Abbott was silent.


Not so Mr Turnbull who
told the ABC, I think everyone will give great weight to
it. Its one of the great positions of moral leadership. Its
a position of global moral
leadership in the world
and drawing attention to
these environmental issues
climate change reducing
greenhouse gas emissions is one of them.
Mr Turnbull said he had
read about two-thirds of it in
the early hours of this morning - the Communications
Minister added that young
people identified strongly
with issues such as climate
change and had become disillusioned with leaders who
showed little concern for the
environment.
Not so also Barack Obama
who recently said, I welcome His Holiness Pope
Francis Encyclical, and

deeply admire the Popes


decision to make the case
clearly, powerfully, and with
the full moral authority of
his position for action on
global climate change.
As we prepare for global
climate negotiations in Paris
this December, it is my hope
that all world leaders and all
Gods children will reflect
on Pope Francis call to come
together to care for our common home.
We have a profound responsibility to protect our
children, and our childrens
children, from the damaging
impacts of climate change.
Meanwhile here in Australia I have come across some
data of late on the investment of our big four banks in
fossil fuel. For the following
information I am thankful
to Market Forces I strongly
suggest you check their website, especially their study

entitled Fuelling the Fire.


According to Market Forces,
since 2008 Australias big
four banks (ANZ, Commonwealth, NAB and Westpac)
have loaned $36.7 billion to
the fossil fuel industry in
Australia.
The report also, for the
first time, compares lending
to fossil fuels in Australia
against the banks lending
to renewable energy worldwide, finding that for every
dollar the banks have loaned
to the renewables sector
since 2008, $6 has been
loaned to coal, oil and gas.

Traffic to worsen with Underbank growth

Bacchus Marshs housing
development Underbank is
set to expand.
The State Government announced last week that a
153Ha parcel of land will be
rezoned to residential, adding to the already 15Ha area
earmarked for development.
A media release issued
by Underbanks developer
Kataland said the $250 million project will include
around 1500 homes for 5000
people and feature facilities
including a sports oval, 5km
of bike and walking trails,

and a town village.


To support the population
growth, Kataland will contribute to the extension of
Halletts Way, creating additional Western freeway
access for motorists outside
of the existing town centre
and easing traffic congestion
in the area.
According to Kataland Director Jason Yeap, the design
for Underbank takes inspiration from Bacchus Marsh
itself in both planning terms
and design principles, respecting the heritage and
nature of the town as well as
the sites previous use as the

Underbank Stud Farm.


We have and will continue
to work closely with Moorabool Shire Council and the
local community of Bacchus Marsh to ensure that
Underbank builds on the
rich history of the area, and
becomes the next generation
of the Bacchus Marsh township, Mr Yeap said.
The development is expected to be staged over 15
years, with construction and
residential sales beginning
later this year.
Mayor Paul Tatchell said
that while the rezoning has
been approved, a planning

permit application still has


to come before council and
he voted against the development previously.
The last time it went before
council, when it was endorsed to go to panel, I voted
against it based on the lack
of practical infrastructure in
Bacchus Marsh, and the lack
of infrastructure investment
for a very, very long time;
the town of Bacchus Marsh
was built for 3,500 people,
he said.
We cant consider further
extending Bacchus Marsh
until theres a realisation of
the current infrastructure

deficit.
Cr. Tatchell said the developer is offering to build
good things but not
enough.
Its like building a house
and putting the footings in
last.
Im just saying it should
be put in abeyance until
infrastructure requests to
all tiers of government can
be responded to - they cant
put their heads in the sand
about this. For example, the
government takes its stamp
duty - and theres no parity
to how much gets put back
into the area through infra-

structure development.
But the vote is still to come.
Im not saying Im voting for it, Im not saying Im
voting against it these are
the considerations that are
paramount.
Cr. Tom Sullivan also did
not support the proposal
saying his reasoning was
given the current traffic issues that already exist, it is a
bit premature.
Until such time as the
broader traffic issue is resolved in Bacchus Marsh
the situation will only get
worse.

Recently, the Victorian
Treasurer made some comments at an Australian Petroleum Producers and Exporters meeting indicating
that he had decided to take
a pro CSG stance in regard
to unconventional gas in
Victoria.
Mr Pallas needs to be aware
that so far in Victoria, 63
communities have declared
themselves to be coal and
coal seam gas free. These
are rural people and are
extremely well informed
about these issues because
it is their lives, which will be
severely impacted by these
gas developments. It is their
lives that will be affected by
fugitive gas emissions and
who would have to compete
for access to ground water

and to bear the cost of pollution - both in the air and


in personal drinking water
and water for livestock and
irrigation.
These are the people who
have stood in front of Drilling Company vehicles to
deny access and will do
so again. They will do this
because they are merely
protecting their rural businesses and livelihoods, not
to mention their physical
and mental well-being.
Victorian farmers have had
due warning and now know
enough to never trust this
industry.
APPEA says the industry
can co-exist with farming.
If this industry cannot coexist in Qld, then how can it
possibly exist with our much
more densely populated and

highly capitalised, smaller


farms in Victoria.
We also found it disconcerting that the ALP did
not run a candidate in the
recent Gippsland South byelection. Does this mean that
the ALP think that country
people are expendable?
Gas is not a transition fuel
from coal, as APPEA would
like us to believe. In any
case, the gas is only for export and will not help Australia to transition.
The CSG industry is not
a benevolent organisation
and they are only bound
by one motivation and that
is to make profits for their
shareholders. So Mr Pallas, if these proposals from
the CSG industry were
subjected to a triple bottom
line accounting process as

any responsible government


should do, then it would
soon be seen that the benefits
are only for a small group of
corporate individuals and
that the majority of people,
especially in country areas,
are going to be no better off
financially and a lot worse
off environmentally and socially. Do not entertain the
CSG industry in Victoria.

away with a good win, after a slight scare, against
undefeated Beaufort at their
home ground. After a tight
three quarters Gordon came
away in the last quarter kicking four goals to seal the win
and sit on the top of the ladder for the first time this season. Beaufort failed to score
in the last quarter.

2015 Black Tie Gala Ball

This is the last week to get your tickets to the 2015 BMFNC GALA
BALL which will be held on Saturday 11th July at Tabcorp Park
Melton. This event is one of our Major Events that the club has
arranged for this year and will be a Black Tie Event (strictly NO
DENIM).
The cost of the tickets will be $125 per person and the doors open
at 6.30pm for a 7pm start.
This event is being proudly presented by both the Senior and
Junior clubs for what will be a tremendous night for all so please
ensure this has been entered on your calendar of events. Your

The weekend was a very nice weekend for sport where we


welcomed Melton to Maddingley Park, no wind no rain yet scoring
was hard on the day for our senior football teams. Both the Seniors
Street,
and the Reserves never gave up1-9

day. It was left till the final quarter where the teams dug in deep
and took the victories. Unfortunately, the U18.5s were not so lucky,
though they never gave up they were defeated by a much more
polished team. The A Reserve Netball team played well together
and had another great win, unfortunately the A, B, C & the
Unders teams were not so fortunate on the day. It should be noted
that these girls are fighting out every game every week! Next week
we travel to Redan where most teams will be challenged again,
please ensure as a supporter of our club that you get to the games.

Waubra by surprise. Mark
