FOREWORD

I doff my hat to the Regional Research


Committee for coming up with the Regional
Development Research Agenda (RDRA) for
2014-2016. I could say that this is one big
step of the Regional Research Committee
IV-A after its creation because we have been
able to identify the research needs of the
region which guided us in the crafting of the
RDRA that would be beneficial to the various
sectors, both public and private, in
CALABARZON region.
The RDRA covers the CALABARZON regions growth drivers
such as agriculture and fisheries, manufacturing and services, Information
Technology-Business Process Management, tourism development,
migration and development, energy and environmental protection and
natural resources management. It also serves as the blueprint for regional
development which will guide the research institutions, academe, private
sector and government agencies for fund sourcing as well as in the
conduct of research activities.
I therefore take this opportunity to encourage all researchers in the
region to focus all their efforts in the promotion of research in the region
by conducting researches and studies that are aligned with the research
agenda in order to propel CALABARZON into becoming a tiger in
research, thereby contributing in the economic progress of the region.

MESSAGE
The Calabarzon Regional Development
Research Agenda (RDRA) 2014-2016 was
crafted to support the achievement of the goals
and objectives of the Calabarzon Regional
Development Plan (RDP) 2011-2016.
Through the RDRA, research institutions,
consortium, academe, private sector and
government agencies in the region will be
provided with a list of priority research areas
directed towards enhancing the implementation
of development strategies embodied in the RDP. Further, policy
recommendations and innovations arising from researches will strengthen
the regions comparative advantage as well as its ability to meet the
demands of economic integration and inclusive growth.
We look forward to the active participation of all development
partners to support the implementation of the Calabarzon RDRA.

CALABARZON REGIONAL DEVELOPMENT


RESEARCH AGENDA 2014-2016
INTRODUCTION
Calabarzon plays a key role in the national economy as destination
of investments for major industries, provider of human capital and source
of export products. The regions comparative advantage is, however, faced
with challenges as its economy is vulnerable to adverse external factors
and climate change affecting employment and production. Likewise, the
region has to implement reforms to facilitate integration to the Asean
Economic Community by 2015, given its potentials as supplier in the
demand chain for the manufacturing and source of talents for the
information
technology
and
business
process
management
(IT-BPM) industries.
The Calabarzon Regional Development Plan (RDP) 2011-2016,
provides the strategic development direction of the region in addressing the
challenges to attain inclusive growth. The accompanying documents of the
RDP that translate into specific target outcomes, programs and projects,
and innovations/researches are the Regional Result Matrix (RM), Regional
Development Investment Program (RDIP) and the Regional Development
Research Agenda (RDRA), respectively.
To define the research gaps identified in the RDP, the Calabazon
Regional Development Council (RDC) through the Regional Research
Committee (RRC) initiated the preparation of the RDRA. The document
aims to guide various research institutions and partners on the priority
researchable areas to address development issues and challenges, further
spur sustainable development and innovations towards improving the
productivity, competitiveness and inclusive growth of the region. The
RDRA is anchored on achieving the goals and objectives contained in the
RDP, to wit: (a) enhancing regional competitiveness as a global business
hub; (b) adoption of knowledge-based industries and information
exchange; (c) tying up human resource development to industry and
research and development priorities; (d) reduce socio-economic disparity;
(e) harmonization of regional development objectives and environmental
protection; and (f) sustaining capacities in local governance.

The RDRA framework supports the overarching goals and


objectives of the Calabarzon Regional Development Plan (RDP) 20112016. The RDRA tries to focus the research activities of the region to its
priority areas and improve the access to funding and collaborations of
research institutions to achieve increased income, address development
issues, generate more jobs and innovations, attain rapid and sustained
growth, and reduce poverty. The overall framework of the Calabarzon
RDRA 2014-2016 is shown in Figure 1.
The RDRA is composed of two parts. The first part contains the
research areas/subject matter relating to the regions growth drivers in
which both public and private research institutions and development
partners may consider for their research activities. It consists of broad
topics of researches that need urgent convergent or individual actions
from research institutions, and are critical in attaining inclusive growth
and in enhancing the regions role as economic and business hub. The

RDRA may serve as basis for sourcing funds from local and international
research funding agencies for research proposals.
The second part is the implementation mechanisms of the RDRA.
The successful implementation of the RDRA is anchored on three major
activities: 1) inventory of research studies of research agencies and
consortiums; 2) advocacy of the RDRA; and 3) implementation
and monitoring.

PART I
PRIORITY RESEARCH AREAS
The regional priority research agenda focuses on the development
challenges, and opportunities of the regions growth drivers geared towards
enhancing the regions competitiveness and productivity. The priority
research areas are: agriculture and fisheries; manufacturing and services;
information technology and business process management (IT-BPM);
tourism; energy; and international migration. Areas for research also look
at the capacity of the region to address environmental pressure on natural
resources and heighten resiliency to disaster and climate change.
Generally, the research outputs aim to develop strategies and
facilitate acquisition of new knowledge and techniques that will improve
the regions comparative advantage in the local and international markets.
The researchable areas are catergorized into three levels: 1) urgent priority
(UP); 2) high priority (HP); and 3) priority (P). The researchable areas
classified as urgent are those critical to the development and are requiring
immediate interventions. Those categorized as high priorities are vital
researchable areas addressing two (2) or more development issues. Priority
research areas are neither critical nor urgent, however are relevant to the
regions growth drivers.
Agriculture and Fisheries. The Calabarzons agriculture and fishery
productions place second behind Region III or Central Luzon, with an
average of 9.9 percent share to the overall national outputs of the sector. Its
products include rice, corn, coconut, coffee, pineapple, banana, vegetables,
fisheries, livestock and poultry, among others. The sector is currently faced

with numerous challenges in ensuring food security such as pressures


brought about by declining production area, disasters and climate change,
existence of pests and diseases, low income of farmers, supply and
demand, and weak policy
implementation.
It is imperative that the
region, through the research
institutions has to give priority to
conduct studies as well as share
completed researches with the
government and private sector on
the innovative practices in the
production
of
vegetable,
aquaculture and high value commercial crops such as use of cost effective,
efficient, modern and intensified technology based and integrated multifarming system; appropriate farming techniques/system towards adaptation
to climate change; and market researches that will respond to the
challenges of the sector. The extent of the researches intend to assess the
impact of the practices and existing enabling laws and policies in the
production and processing of major agricultural products. Researches on
the supply and value chain of agricultural or locally grown products for
exports by understanding its behavior in the market would further benefit
the sector.

Manufacturing and Services. Calabarzons economy is mainly driven


by the industry and services sectors. The industry sector contributes an
average of 60 percent of the Gross Regional Domestic Product (GRDP)
mainly coming from the manufacturing subsector, while the service sector
contributes to more than 30 percent.

relate to the practices in
scaling up to the higher
end of value chain
particularly
processing
and
production
of
electronics, semi-conductors, car assembly, garments and transportation
equipment commodities. Studies include new techniques and technology
to produce quality and competitive products by the small and medium
enterprises (SMEs) and explore other potential food and non-food
commodities to supply the increasing demand in and outside of the region.
Equally important is to assess the efficiency on the utilization of physical
assets, available manpower and use of land resources for industrial space
to affirm the necessity for establishing additional ecozones and industrial
estates in the region.
The outcomes of the researches aim to expand production and
diversify value chains leading towards improved productivity and
competitiveness of the services and manufacturing industry as well as
maximize the use of land converted for industrial development. The
research areas relate to but not limited to researches contained in Table 2.

Information Technology and Business Process Management (ITBPM). The regions proximity to the Metro Manila and availability of
skilled workforce, educational institutions, infrastructure support and
facilities needed by the industries put the region among the top
destinations for ICT-BPM developers and investors. The fast pace of
growth of the IT-BPM in the region poses a challenge to LGUs
and stakeholders.
In 2012, the Calabarzon region was identified as among the top
10 next wave cities (NWCs) in the Philippines. The NWCs include Lipa
City, Metro Cavite (Bacoor, Dasmarias and Imus), Metro Laguna
(Calamba, Los Baos and Sta. Rosa and Metro Rizal (Antipolo, Cainta
and Taytay).
To keep pace with the growing demand for IT-BPM development
and sustain the regions position as the NWCs, researches focusing on
skills development, talent supply and demand trends and analyses, and
support requirements of the industries, such as quality infrastructure, low
cost of business operation and business-friendly environment, are among
the research priorities.
The studies/researches aim to stimulate and enable innovations to
improve the regions competitiveness and potentials of IT-BPM
industries. The priority researches are shown in Table 3.

Tourism Development. The


region is home to natural wonders,
cultural sites, and man-made
facilities that attract millions of
tourists annually. It has one of the
highest same-day tourist arrivals
in the country. However, while
the region offers diverse tourist
attractions, the absence of a global
promotional strategy, clear safetynets to mitigate environmental degradation, due to misuse and
exploitation of natural resources for tourism activities, high costs for
tourists compared to other neighboring countries, and poor accessibility
pose challenges to the sector.
Researches intend to assess the potential impact of tourism to the
environment and local economy, as well as help design and promote
tourism circuits. Further, the absence of database and indicators for the
tourism sector makes it difficult for planners to come-up with sound plans
and policies to develop the sector in the region. Appropriate methodology
to generate major tourism indicators/data could be explored to address the
perennial issue on the unavailability of tourism statistics for development
planning and policy formulation.

Migration and Development. Calabarzon is one of the biggest source of


international migration or Overseas Filipinos (OFs) and consequently the
major contributor of remittances to the national economy. Despite of the
benefits derived from remittances, there are social costs and challenges
that needs to be addressed to sustain the gains of migration. Migration
and development related researches will validate/assess the major
contributions of OFs remittances to economic and social growth of the
region particularly those areas with high concentration of migrants.
The outputs of the researches will serve as bases for the policymakers and implementers in crafting policies and interventions to
maximize the utilization of remittances for investments, minimize the
social cost for the families of OFs and provide safety nets to protect the
rights of OFs, and ensure reintegration upon return to their families. The
priority researches for Migration and Development are shown in table 5.

Energy. Calabarzon hosts the majority of the power plants in the Luzon
Grid. Considering that the regions major economic contributors belong to
the manufacturing and services sectors, it is therefore imperative that the
region has a steady power supply to meet the increasing demand of the
industries and services sector, as well as commercial and household
requirements. Sustained development, implementation and adoption of
cost-efficient power, using renewable energy, and unregulated or
inadequate information on known standards for alternative sources, remain
to be a challenge for the energy sector.

and clean energy for the
Calabarzon region. Extent of
research covers topics on the
exploration of potential energy
resources,
prototyping
of
renewable energy technologies,
and development of cost and
energy efficient technologies for
household, commercial and industrial consumption. The research findings
seek to ensure sustainable and low cost of energy source and power supply.
The priority researches identified for the energy sector include but not
limited to are shown in table 6.

posed alarming threats and immediate
health hazards to its population.
Excessive ground water extraction has
also been noted in urban areas.
Flooding and stagnated water due to
heavy rains, typhoons, lack or poor
drainage systems also pose challenges in the sector. The Laguna Lake
Region has experienced changes in the ecological setting due to economic
activities, urbanization, and settlements that led to its deterioration and
poor water quality. Increased sedimentation from denuded uplands,
contaminants from agricultural activities, domestic wastes, industrial
discharges, effluents from dumpsites, and large scale commercial fishing
contribute to the deterioration and water quality of lakes. The Laguna Lake
Region is also the location of the high risk areas for flooding.
Accessible and sustainable water supply is necessary to keep pace
with the increasing demand for sufficient water in the region, due to
growing population and rapid urbanization, increasing requirements for
industrial operations and increased cropping intensity. It is also vital in
achieving the regions target to attain the Millennium Development Goal 7
or reduction by half the proportion of people without sustainable access to
safe drinking water.
Researches and studies needed are those that will measure/evaluate
the impact of different policies and initiatives of the government and the
private sector in addressing challenges to the sector. Furthermore,
researches/ studies on the practices/ methodology/ technology that utilize,
manage and develop land, coastal, marine, energy and water resources,
including biodiversity conservation and climate change adaptation are also
imperative for the sector. The priority researches for Environmental
protection, natural resources management, and resiliency to disasters and
climate change are shown in table 7.

PART II
IMPLEMENTATION PLAN
Communicating the RDRA
The RDC through the RRC will take the lead in the advocacy of
the RDRA. Massive advocacy campaign of the RDRA yearn to further
strengthen the collaboration and innovative efforts of the research
institutions, academe, private sector and the government agencies in the
region for fund sourcing and the conduct of research activities in the
attainment of the Calabarzon RDP goals and objectives. Furthermore, the
academe and the SUC students may choose from the research areas
identified in the RDRA for their undergraduate and/or graduate
research proposals.
Implementation Strategy
The implementation of the RDRA needs to come-up with the
inventory of research studies to guide research institutions of the completed
and on-going researches for the region. It aims to avoid duplication of
researches, thereby promote complementation and possible sharing and
mobilization of available resources. The inventory of research study
papers will be housed by its respective research agency concerned. The
NEDA IV-A website under the RDC-RRC page will provide the link to the
inventory posted by the research institutions in their respective websites.
Strategic implementation mechanisms such as partnership with the
private and national research institutions for the research funding and
commercialization of the outputs will facilitate realization of the proposed
priority researches and studies contained in the RDRA. Establishment of
institutional mechanisms, identification of areas of convergence, linkages
and collaborations among SUCs, Consortiums, NGAs and private sector
will also be conducted through the RRC.

Monitoring implementation
The monitoring of the RDRA will involve the establishment of an
on-line database system of research studies, which will help facilitate
sharing and analysis of research studies, and assessment of the researches
by various institutions that are aligned with the RDRA priority research
areas. Furthermore, the conduct of Research Utilization Forum as a
strategy to showcase the findings of the researches conducted by research
institutions will also serve as a monitoring mechanism of the RDRA. The
implementation framework of the RDRA is shown in Figure 2.
