MESSAGE
The Calabarzon Regional Development
Research Agenda (RDRA) 2014-2016 was
crafted to support the achievement of the goals
and objectives of the Calabarzon Regional
Development Plan (RDP) 2011-2016.
Through the RDRA, research institutions,
consortium, academe, private sector and
government agencies in the region will be
provided with a list of priority research areas
directed towards enhancing the implementation
of development strategies embodied in the RDP. Further, policy
recommendations and innovations arising from researches will strengthen
the regions comparative advantage as well as its ability to meet the
demands of economic integration and inclusive growth.
We look forward to the active participation of all development
partners to support the implementation of the Calabarzon RDRA.

RDRA may serve as basis for sourcing funds from local and international
research funding agencies for research proposals.
The second part is the implementation mechanisms of the RDRA.
The successful implementation of the RDRA is anchored on three major
activities: 1) inventory of research studies of research agencies and
consortiums; 2) advocacy of the RDRA; and 3) implementation
and monitoring.
PART I
PRIORITY RESEARCH AREAS
The regional priority research agenda focuses on the development
challenges, and opportunities of the regions growth drivers geared towards
enhancing the regions competitiveness and productivity. The priority
research areas are: agriculture and fisheries; manufacturing and services;
information technology and business process management (IT-BPM);
tourism; energy; and international migration. Areas for research also look
at the capacity of the region to address environmental pressure on natural
resources and heighten resiliency to disaster and climate change.
Generally, the research outputs aim to develop strategies and
facilitate acquisition of new knowledge and techniques that will improve
the regions comparative advantage in the local and international markets.
The researchable areas are catergorized into three levels: 1) urgent priority
(UP); 2) high priority (HP); and 3) priority (P). The researchable areas
classified as urgent are those critical to the development and are requiring
immediate interventions. Those categorized as high priorities are vital
researchable areas addressing two (2) or more development issues. Priority
research areas are neither critical nor urgent, however are relevant to the
regions growth drivers.
Agriculture and Fisheries. The Calabarzons agriculture and fishery
productions place second behind Region III or Central Luzon, with an
average of 9.9 percent share to the overall national outputs of the sector. Its
products include rice, corn, coconut, coffee, pineapple, banana, vegetables,
fisheries, livestock and poultry, among others. The sector is currently faced

relate to the practices in
scaling up to the higher
end of value chain
particularly
processing
and
production
of
electronics, semi-conductors, car assembly, garments and transportation
equipment commodities. Studies include new techniques and technology
to produce quality and competitive products by the small and medium
enterprises (SMEs) and explore other potential food and non-food
commodities to supply the increasing demand in and outside of the region.
Equally important is to assess the efficiency on the utilization of physical
assets, available manpower and use of land resources for industrial space
to affirm the necessity for establishing additional ecozones and industrial
estates in the region.
The outcomes of the researches aim to expand production and
diversify value chains leading towards improved productivity and
competitiveness of the services and manufacturing industry as well as
maximize the use of land converted for industrial development. The
research areas relate to but not limited to researches contained in Table 2.

Information Technology and Business Process Management (ITBPM). The regions proximity to the Metro Manila and availability of
skilled workforce, educational institutions, infrastructure support and
facilities needed by the industries put the region among the top
destinations for ICT-BPM developers and investors. The fast pace of
growth of the IT-BPM in the region poses a challenge to LGUs
and stakeholders.
In 2012, the Calabarzon region was identified as among the top
10 next wave cities (NWCs) in the Philippines. The NWCs include Lipa
City, Metro Cavite (Bacoor, Dasmarias and Imus), Metro Laguna
(Calamba, Los Baos and Sta. Rosa and Metro Rizal (Antipolo, Cainta
and Taytay).
To keep pace with the growing demand for IT-BPM development
and sustain the regions position as the NWCs, researches focusing on
skills development, talent supply and demand trends and analyses, and
support requirements of the industries, such as quality infrastructure, low
cost of business operation and business-friendly environment, are among
the research priorities.
The studies/researches aim to stimulate and enable innovations to
improve the regions competitiveness and potentials of IT-BPM
industries. The priority researches are shown in Table 3.

Energy. Calabarzon hosts the majority of the power plants in the Luzon
Grid. Considering that the regions major economic contributors belong to
the manufacturing and services sectors, it is therefore imperative that the
region has a steady power supply to meet the increasing demand of the
industries and services sector, as well as commercial and household
requirements. Sustained development, implementation and adoption of
cost-efficient power, using renewable energy, and unregulated or
inadequate information on known standards for alternative sources, remain
to be a challenge for the energy sector.

posed alarming threats and immediate
health hazards to its population.
Excessive ground water extraction has
also been noted in urban areas.
Flooding and stagnated water due to
heavy rains, typhoons, lack or poor
drainage systems also pose challenges in the sector. The Laguna Lake
Region has experienced changes in the ecological setting due to economic
activities, urbanization, and settlements that led to its deterioration and
poor water quality. Increased sedimentation from denuded uplands,
contaminants from agricultural activities, domestic wastes, industrial
discharges, effluents from dumpsites, and large scale commercial fishing
contribute to the deterioration and water quality of lakes. The Laguna Lake
Region is also the location of the high risk areas for flooding.
Accessible and sustainable water supply is necessary to keep pace
with the increasing demand for sufficient water in the region, due to
growing population and rapid urbanization, increasing requirements for
industrial operations and increased cropping intensity. It is also vital in
achieving the regions target to attain the Millennium Development Goal 7
or reduction by half the proportion of people without sustainable access to
safe drinking water.
Researches and studies needed are those that will measure/evaluate
the impact of different policies and initiatives of the government and the
private sector in addressing challenges to the sector. Furthermore,
researches/ studies on the practices/ methodology/ technology that utilize,
manage and develop land, coastal, marine, energy and water resources,
including biodiversity conservation and climate change adaptation are also
imperative for the sector. The priority researches for Environmental
protection, natural resources management, and resiliency to disasters and
climate change are shown in table 7.

PART II
IMPLEMENTATION PLAN
Communicating the RDRA
The RDC through the RRC will take the lead in the advocacy of
the RDRA. Massive advocacy campaign of the RDRA yearn to further
strengthen the collaboration and innovative efforts of the research
institutions, academe, private sector and the government agencies in the
region for fund sourcing and the conduct of research activities in the
attainment of the Calabarzon RDP goals and objectives. Furthermore, the
academe and the SUC students may choose from the research areas
identified in the RDRA for their undergraduate and/or graduate
research proposals.
Implementation Strategy
The implementation of the RDRA needs to come-up with the
inventory of research studies to guide research institutions of the completed
and on-going researches for the region. It aims to avoid duplication of
researches, thereby promote complementation and possible sharing and
mobilization of available resources. The inventory of research study
papers will be housed by its respective research agency concerned. The
NEDA IV-A website under the RDC-RRC page will provide the link to the
inventory posted by the research institutions in their respective websites.
Strategic implementation mechanisms such as partnership with the
private and national research institutions for the research funding and
commercialization of the outputs will facilitate realization of the proposed
priority researches and studies contained in the RDRA. Establishment of
institutional mechanisms, identification of areas of convergence, linkages
and collaborations among SUCs, Consortiums, NGAs and private sector
will also be conducted through the RRC.

Monitoring implementation
The monitoring of the RDRA will involve the establishment of an
on-line database system of research studies, which will help facilitate
sharing and analysis of research studies, and assessment of the researches
by various institutions that are aligned with the RDRA priority research
areas. Furthermore, the conduct of Research Utilization Forum as a
strategy to showcase the findings of the researches conducted by research
institutions will also serve as a monitoring mechanism of the RDRA. The
implementation framework of the RDRA is shown in Figure 2.
