A PRESIDENTIAL PLAN TO SUSPEND THE CONSTITUTION

AND DECLARE MARTIAL LAW

This is a discussion on the destruction of the balance of Constitutional power by President

George H. W. Bush and how he did it. This was a joint effort between President George Herbert
Walker Bush and Congress, using the distraction of the Iraqi invasion of Kuwait as their
springboard!

In other words, both Presidents Bush have used national emergencies to get legislation passed
that has already begun to take our freedoms away! Congress in both instances gave the
Presidents Bush exactly those powers for which they were looking.

NSDs [National Security Directives, a.k.a, Presidential Executive Orders] are powerful, hidden,
and dangerous tools ... They are being used to destroy our Constitution ... Congress has turned a
blind eye to these abuses of executive power.

At 3:30am, Saturday, August 4, 1990, a minority of United States senators passed Senate
Intelligence Authorization Act for fiscal year 1991 (S.B. 2834). This bill not only fundamentally
changed the constitutional system of the United States of America, it loosed upon the world the
very evil that will be the downfall of America.

The American people were so distracted by the Middle East crisis that the public and their
political representatives knew absolutely nothing about this bill. And they still don’t!!!

The particular powers this that Senate Bill 2834 gives to George W. Bush shouldn’t be given to
any one person! The President of the USA has the power to:

(a) initiate war (without the consent of Congress)

(b) appropriate public funds (without the consent of Congress)
(c) define foreign policy goals (without the consent of Congress), and
(d) decide what is (or is not) important to our national security.

The 'Oversight of Intelligence Activities", Title VII, S.B. 2834, authorizes the following:

(a) Gives the president complete power to initiate covert actions anywhere in the world;
(b) Prevents Congress from stopping the President's initiation of such covert actions;
(c) Allows the President to use any federal departments, agencies, or entities to operate or
finance a covert operation anywhere in the world
(d) Redefines covert actions as “operations that are necessary to support foreign policy
objectives of the United States” (a phrase so vague and broad as to be essentially
unlimited).

Senate Bill 2834 officially gives George W. Bush the authority to interfere in the internal,
political, economic, or military affairs of other countries!!!

NOTE: There are no penalties in the bill for violating any of its provisions, including the
provision requiring a finding (i.e. we never found any WMD). Senate Bill has literally handed
the power of all the branches of government (Executive, Legislative and Judicial) to George W.
Bush on a silver platter.

Now, you know how it was possible for George W. Bush to act so swiftly, so decisively, after the
September 11 attacks, to formulate a plan against Afghanistan and then simply announce it,
rather than going to Congress for either a declaration of war or any other type of authorization.
The real tragedy is that the people of this country are so ignorant of how this government works,
that even most congresspersons and senators have absolutely no idea how powerless they are.

Now, you also understand how it was possible for the Bush Administration to claim that the
President had the authority to carry out covert operations against Osama bin Laden and Saddam
Hussein (including the authority to assassinate them)!

This bill (which was secretly passed in the oval office of President George H. W. Bush) gave
George W. Bush that authority. This bill laid hid and undetected in the weeds of corrupt political
plans for 11 years and 1 month, before the attack on September 11, 2001, when its provisions
were enacted!

And to secure his reign on the throne of world power, George W. Bush used the authority given
to him under Senate Bill 2834 to sign into law the USA PATRIOT ACT of 2001. The
PATRIOT ACT has absolutely nothing at all to do with patriotism. That is the deception of the
acronym. USA PATRIOT stands for:

Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and
Obstruct Terrorism (USA PATRIOT ACT) enacted on 10/24/2001 in the 1st Session of the 107th
Congress under H.R. 3162.
