Here are some recommendations to assist your office in getting this information to your
constituents in order to gather local voices from your community who may wish to share their
personal story:
1. Forward to your constituent listserv through your regular office channels of communication,
i.e. newsletter, weekly notices, etc.
2. Forward to key local stakeholders that partner with your office, i.e. faith community, civic
and community leaders
3. Post on your city website
4. Release to your local press contacts for publication and distribution in print and radio
5. Post in key city offices that have heavy constituent traffic, particularly health departments,
as well as offices throughout city hall
6. Forward to the local medical community, i.e. hospitals, doctor associations and networks,
community health centers, health groups, etc.
7. Forward to local agencies, associations, centers or groups that focus on children and family
issues

number for each personal story as the NCBM National Office must speak with to confirm
their consent to share their story and/or photo.

because you simply couldn't afford it?

? Have you had your care rescinded after you got sick?
? Does your insurance plan currently have a lifetime limit on the care it will
provide?
? Are you or someone you know enrolled in the new Pre-Existing Condition
Insurance Plan (PCIP) ?
The 112 th Congress is poised to vote on H.R.2, a bill that calls for the repeal of the
historic reforms instituted by the Affordable Care Act. The National Conference of Black
Mayors supports the continued implementation of the law and opposes the extreme
measure of repealing provisions in this law due to the impact that repeal will have on
communities of color and the most vulnerable in our society. We urge Congress to work
collectively to focus on strengthening, not repealing, this landmark legislation.

healthcare coverage starting January 1, 2013.

them elsewhere and plug them in. I also left most of the "Outreach Lead" column
empty so that you can figure that out tomorrow. These are the top 50 mayors that

Dear Mayors,
Todays conference call on ACA was a great success with almost two dozen mayors participating.
Thanks to all who joined in and to mayors Goodall, Covington, Edwards and Ford for providing best
practices and questions that will help us all. Of course it is always an asset to have direct access to
White House staff and I would like to thank Deputy Director Molly Ward, and Elias Alcantara, Staff
Assistant, both of Office of Intergovernmental Affairs for their participation and commitment to
follow up on some key questions.
We need everyone to complete an ACA Participating Commitment Form and submit to my office so
we can include the great things that everyone is doing in the results we will report to the White
House and HHS. With everyones participation we can reach our goals of: 1) 100 mayors
committed; 2) 1000 actions taken; and 3) 100,000 persons enrolled.
Attached are the ACA Participation Commitment Form and Tool Kit for your reference. Please
complete the ACA Participation Form and fax or email the completed form to 916-808-7456 (fax) or

The 17 th Annual National HIV Testing Day ? a national day to remind all Americans of the

million Americans have HIV and more than 20% of them do not know they are infected with
the virus. Those statistics are even more staggering in our major cities. It is now more
critical than ever for us to raise awareness of the importance of getting tested for HIV ?
where early diagnosis is critical in ensuring that our constituency can fully benefit from
available life-saving treatments.
The National Conference of Black Mayors (NCBM) and World Conference of Mayors (WCM)
are calling on each of you to join with other Mayors across the country to do the following:
Issue a proclamation encouraging all Americans to get tested for HIV and to ask your
City Council to issue a resolution supporting the same (see attached sample language)
Stand up and get tested ? today HIV testing with a simple oral fluid/saliva sample can
be done publicly. Invite your members of City Council to join you ? it is a clear
demonstration of your leadership in the fight against HIV/AIDS
Hold a press event at City Hall and/or a local testing clinic to encourage others to take
action
Pledge your commitment to continue to lead this effort, not just today, but
throughout the year
NCBM and WCM commemorates this year as it marks the 30th anniversary of the AIDS
epidemic. By joining us in this effort, you will be helping to generate greater awareness and
promote the importance of taking an HIV test and preventing the spread of this disease.

DEM CONVENTION
That was evident Wednesday, when the CEO of the Democratic National Convention Committee
arrived in Durham to drop off $2 million in deposits each with the Mechanics and Farmers Bank and
the Latino Community Credit Union.
The money is part of $17 million in public funding the Democrats have received - the Republicans
have received a like amount - to help pay for their convention. The Democrats have made it a
practice to deposit some of the money in minority-owned financial institutions.
It was the first event by the convention committee held outside Charlotte, although others are
expected.
The photo op in Durham was part of the Democrats' efforts to turn the Sept. 3-6 convention at Time
Warner Cable Arena into a yearlong event to help Obama win a state that he carried by a mere
14,177 votes in 2008.
The Democrats' convention plan includes sending staffers to all 100 counties to designate
"convention community organizers" who will serve as ambassadors to the Charlotte convention. The
committee hopes to announce all 100 organizers by March.
"The process has been more than just about political pageantry and what happens inside the arena
for that period time," Steve Kerrigan, the convention CEO, said at Wednesday's news conference,
which was held at the North Carolina Mutual Insurance Building."
We succeed when this convention has a significant impact on the community - both long-term
economic benefits but also when we allow the world to see North Carolina the way we see it, which
is this amazing beacon for the entire country to follow," Kerrigan said.<
