Non-local birth ban review
The Zero quota on non-local women married to Hong Kong men who want to give
birth in public hospitals could be lifted.
Secretary for Food and Health Ko Wing-man said the Hospital Authority is
reviewing the situation amid the local birth rate.
He stressed no decision has been made. If the ban is lifted the government will
ensure that services for locals will not be affected.
The Hospital Authority has noticed that the birth rate of Hongkongers remains
low and has started reviewing obstetric services, Ko said, But there is no
conclusion yet,
Cheung Tak-hong, head of obstetrics and gynecology at the Prince of Wales
Hospital, said the Zero quota was imposed at the start of last year. The situation
at public hospitals has improved a lot since then.
He estimated that if the ban is lifted, there will be 3,000 more cases at most.
Public hospitals could handle them. He said it benefits hospitals, which have less
use of obstetric services to train talents and increases revenue. But other services
may be affected.
Since manpower and beds are limited, more services may mean fewer other
services, Cheung said.
Civic Party lawmaker Kwok Ka-ki agreed that lifting the ban is worth considering.
