Construction Summary Report for Week ending 3/07/2014


Weather: Very cold at beginning/slowly warming through week: temps 12-44.

o Only the final 3 3rd floor mods were installed during the week, bringing the total
number of mods installed to date up to 54, 5.8% of the 930 total; 18 dwelling
units out of 350.
o In the basement and ground floor levels plumbing piping, ductwork, electrical
conduit work, block wall and door installation continued. No further spray-on
fireproofing was performed at the ground floor level due to the cold and other
on-site factors. There was no further work related to finishing the connections
between the B2 and Arena basements. Both knockout panel areas still need to
be completed.
o The latest project schedule transmitted to STV in late November, 2013
forecasted a TCO in January, 2015, based on regular module delivery starting on
12/31/13. Mod installation was to have reached the 9th Floor (240+ mods) by
3/7/14. The delay in mod installation could impact the 1/2015 TCO date down
the road. If lost time is to be made up it requires mod production at the Navy
Yard to somehow accelerate. A new schedule was requested from Skanska the
end of January but STV was told it was under revision and would then be shared.
STV will request a revised schedule again next week.
o On the 10/16/13 ESD/Consultant site visit to Building 293 at the Navy Yard, FC
Skanska stated its goal was to reduce module manufacturing time from one
month per floor to one week per floor. However, the B2 11/25/13 schedule
assumes at least 2 weeks production timeframe per floor. The number of mods
per floor will increase from 27 (Floors 2-4) to 36 (Floors 5-19), then decrease to
29 (Floors 20-23), then to 20 (Floors 24-32) and then 8 mods for Floor 33 and 5
mods for Floor 34. Mod production began on 7/24/13. Production of the 2nd
floor mods were earlier reported by FC Skanska to have been completely finished
the week of 1/17/14 when the 3rd floor mods were also to have been finished.
However, walk-throughs of the 2nd floor mods installed at the B2 site beginning
on 2/6/14 revealed that many were in fact incomplete with appliances, sinks and
toilets and in some cases flooring and wall work not yet installed. This work on
the 2nd floor will have to be completed on site in addition to on-site leak damage
repair/replacement of water-damaged ceilings, walls and floors and possibly

other elements such as electrical. Other work including carpeting and hung
ceiling work in the east-west corridor of each floor was always planned to be
done on site after utility mate-line work (and water damage repair) is completed.
No walk-through of the 3rd floor mods installed was undertaken as Skanska had
not yet broken through the protective paper outer wrapping of the mods,
indicating that they will once the 4th floors are installed.

o Hirani was not on site this week to perform a weekly detailed site inspection so
no report is attached.
